HAI’s first responder program The First Responder program is designed to take full advantage of the benefits and capabilities of helicopters and other aircraft to assist rescue efforts during times of emergency or crisis. The First Responder concept is not new. Getting assistance quickly to stricken areas often means the difference between life or death. By participating in the First

Responder program, you are signaling your availability to help during emergency rescue and relief efforts on short notice. A quick, coordinated response to disaster or devastation requires information to be available to authorities who can contact First Responders and ask for help. This information includes type of aircraft, its current location, operational capabilities (e.g., IFR,

night vision, EMS, external hook), and a 24-hour contact. You will have the opportunity to provide and update this critical information through this website. Participation in the First Responder program is optional. Even if you participate in the program, you can refuse to respond to any request for help. HAI encourages First Responder program participants to consider the seriousness of this effort and its potential impact for benefiting emergency victims. Also, HAI makes no guarantee that program participants will be reimbursed, timely or otherwise, for their services. Call for nominations - NATA Industry Excellence Awards ALEXANDRIA, VA - The National Air Transportation Association (NATA) announces a call for nominations to acknowledge the individuals, offices, and organizations demonstrating excellence in their field and the highest level of customer service to the general aviation community. Each year, NATA presents seven awards to the exceptional individuals and companies that have helped to improve the general aviation community. The recipients of five of these awards are chosen based upon NATA member-submitted nominations. These awards cover five categories:

The Airport Executive Partnership Award recognizes an airport manager for outstanding efforts to nurture the relationships between aviation businesses and airport operators. The Aviation Journalism Award identifies a journalist, writer, or publication that excels in consumer education or editorial support that is beneficial to the general aviation industry. The Excellence In Pilot Training Award recognizes an individual or organization that has made outstanding contributions in safety, professionalism, leadership, and excellence in the field of pilot training. HAI announces recipient of the 2010 Pilot of the Year Award HAI is pleased to announce the 2010 Pilot of the Year Award recipient, Earl S Palmer; Chief Pilot, Hillcrest Aircraft Company, Lewiston, Idaho. Earl S Palmer’s versatility and quest for professional excellence has been evident in a career spanning nearly 50 years. In 1962 Palmer enlisted in the U.S. Army as a Caribou mechanic, and after flight training was assigned to the 118th Assault Helicopter Company in Bien Hoa, Vietnam, where he was awarded the Distinguished Flying Cross for participation in a night re-supply of a besieged outpost under heavy enemy fire. Following active service, Palmer taught pilots to fly the venerable Bell “Huey.” After leaving the military, Palmer worked in Colorado in a variety of helicopter operations, including building microwave repeaters at 13,000 feet, and the early development of helicopter seismic work in the Western United States. He was also involved in rescuing a group of teenage girls stranded in a blizzard. In 1975 Palmer joined the Bureau of Land Management at the Idaho Interagency Fire

Center, and in 1977 moved to the USDA Forest Service as a helicopter specialist, working to re-introduce large helicopters to fire operations. Palmer was instrumental in developing equipment and procedures for night heli-torch operations. From 1989 to 1992, Palmer served as Regional Aviation Officer in Portland, Oregon. In 1998 he joined Hillcrest Aircraft Company in Lewiston, Idaho, becoming Chief Pilot in 2001. Palmer holds an Airline Transport Pilot license with SD-3 rating, Airplane Single and Multi-Engine Land, Airplane Single Engine Sea, and Airplane and Helicopter Flight Instructor certifications. He also holds an A&P license with Inspection Authorization. Palmer has logged 13,000 hours of helicopter, and 3,000 hours of airplane flight time. Throughout his aviation career, Palmer has continually mentored new, young, and old pilots. His outstanding devotion to duty, his technical skills, and mature judgment embody the qualities that the Pilot of the Year Award was designed to recognize.

Excellence Award recognizes a Federal Aviation Administration (FAA) facility or facility staff member who represents the highest degree of customer service and elevates the quality of interaction between the FAA and aircraft maintenance and repair facilities, Part 135 certificate holders, airport service organizations, and flight schools. The ATP/NATA General Aviation Service Technician Award acknowledges the exceptional performance of a licensed airframe and power plant mechanic or radio repairman who has practiced his or her craft for a period of 20 or more years. ntsb reports CEN10FA019 DATE: Wed., October 14, 2009 LOCATION: Tahlequah, OK Aircraft: Robinson R22 BETA, Injuries: 2 Fatal. On October 14, 2009, approximately 0435 CDT, a Robinson R22 Beta was destroyed when it impacted terrain near Tahlequah, Oklahoma. A post impact fire ensued. The pilot and his passenger were fatally injured. The flight departed a private residence approximately 0430 and was en route to Tahlequah Municipal Airport (KTQH), Tahlequah, Oklahoma. According to local law enforcement, the pilot intended to fly to KTQH to meet a friend. The helicopter never arrived and the friend departed the airport without reporting the overdue helicopter. Family members filed a missing persons report on the passenger on the afternoon of the 15th and the wreckage was located from the air the morning of the 16th. The helicopter impacted an open field, adjacent to a small stream on a magnetic heading of 105 degrees and a field elevation of 800 feet mean sea level (msl), one mile southeast of the departure location. Debris was scattered for approximately 220 feet. The main wreckage consisted of the main rotor blades, the mast and transmission, the fuselage, engine, and tail boom assembly.

confirmed the CFI’s account that the helicopter landed hard and rolled onto its left side. WPR10CA028 DATE: Thurs., October 22, 2009 LOCATION: Marana, AZ Aircraft: Eurocopter AS 350 B3 Injuries: 2 Uninjured. During a practice hovering autorotation the helicopter impacted terrain, which resulted in substantial damage to the tailboom. The left seat check pilot who was giving instruction to the right seat pilot, reported that a clear, flat area had been identified for hovering autorotation practice. After being briefed by the check pilot, the right seat pilot brought [the] helicopter up to a 3 to 5 foot hover. The check pilot stated, “I reminded the pilot that he would retard the throttle. [The] aircraft drifted up to less than 10 feet, [and] before I could correct the altitude deviation the [right seat] pilot aggressively retarded the throttle. The aircraft was allowed to settle to approximately 4 feet before the collective pull was initiated, but I was unable to sufficiently arrest the descent.” An examination of the helicopter by a Federal Aviation Administration airworthiness inspector revealed that the tailboom had been wrinkled as a result of impact with terrain. WPR10LA029 DATE: Thurs., October 22, 2009 LOCATION: Blythe, CA Aircraft: AGUSTA A119 Injuries: 5 Uninjured. On October 22, 2009, about 2030 PDT, an Agusta A119 helicopter sustained substantial damage following a loss of power and subsequent forced landing near Blythe, California. The pilot,


a flight nurse, two flight medics and the sole patient were not injured. Initial reports indicated the pilot reported that while in cruise flight, at an unknown altitude, rotor rpm began to decay. Attempts by the pilot to restore rotor rpm were unsuccessful, which prompted the pilot to perform an autorotation in the dark night conditions. The helicopter subsequently “landed hard”, which resulted in the tail boom being separated from the helicopter. There was no postcrash fire and all five occupants exited the helicopter without injury. The helicopter will be recovered to a secured location for further examination.

The flight instructor reported that during a flight review, the pilot being reviewed was performing a pinnacle approach to landing at a selected site between 3,500 feet to 4,000 feet mean sea level. During the approach, the helicopter was descending at

a rate of about 400 feet per minute and a forward speed of 30 knots. The pilot stated that the helicopter was passing through translational lift and that it seemed like it was taking more power. The flight instructor called for a go-around due to the indicated airspeed and the high sink rate. The instructor stated, “Upon initiating the go-around we experienced lack of power, decreased rotor rpm, and an increased sink rate.” Both occupants reported that

they pulled their collectives up to cushion the landing, however the touchdown was hard. The helicopter tipped forward onto its nose and rolled onto its left side. The landing skids were spread and bent, the main rotor blades remained attached, but were bent, and the tail boom was bent. The flight instructor reported that there were no mechanical anomalies with the helicopter prior to the accident.

ERA10CA039 DATE: Saturday, October 24, 2009 LOCATION: Scranton, SC Aircraft: Robinson R22 BETA Injuries: 1 Uninjured. The helicopter pilot stated that he had just completed the first leg of a three-stop cross country flight. After landing, he hovertaxied toward the runway and performed a left pedal turn to observe the windsock. The pilot lost control of the helicopter, the tail rotor struck an embankment parallel to the runway, “which resulted in a 180-degree spin to the left and dynamic rollover.” The helicopter came to rest on its left side, and incurred substantial damage to the fuselage, tail boom, and rotor blades. The pilot reported there were no mechanical malfunctions with the helicopter prior to the accident. He further stated that the accident could have been avoided by performance of the clearing turn farther from the embankment. ERA10WA060 DATE: Monday, October 26, 2009 LOCATION: Verona, Italy Aircraft: Robinson R22B Injuries: 2 Fatal. On October 26, 2009, at 1300 UTC, a Robinson R22B helicopter was substantially damaged when it impacted water in Lake Garda, near Verona, Italy. The pilot and a February 2010

Unfortunately it appears that many potential sales are still falling through due to tight financial markets. Last year banks were conspicuously absent at the trade shows. It will be interesting to see if they return this year. The recent negotiations with the airline industry are another indicator of rates beginning to rise. While all the statistics are not available, indicators are that many airlines faced increased rates due to higher than normal airline industry losses. What do airline rates have to do with helicopters and the rest of general aviation? Because of the miniscule size of the aviation insurance industry compared to the rest of the property and casualty insurance world, we share in the same pool of available re-insurance dollars. What affects the airlines affects the rest of general aviation. Insurance underwriters are also reporting that their rates for commercial operators are going up. Critical care air ambulance and EMS operators are leading the way. The cost to settle both hull and liability claims have been climbing. Loss rates of the past couple of years have reached an unacceptable level to the point that underwriters are ignoring competitive pressure. The good news is that the remainder of the industry appears to be flat. The brightest spot in the helicopter industry may be municipal helicopters. State and

Local government operations, including law enforcement, continue to be viewed as the safest risk in the helicopter category attracting stiff competition. Rates appear to be from 30% to 50% below those of two years ago. Better operational funding, better maintenance, better training, more qualified pilots, tighter operational controls and newer equipment are cited as some of the reasons this is the most competitive segment of the market. In addition, sovereign immunity of government agencies, which limits the liability exposure of the insurance companies, mitigates the growing cost of liability losses found in the commercial segment. While most underwriters see rates as having bottomed out, at least one sees a potential for a modest rate reduction for the most desirable operators. Whether you believe in the “big bang” theory or take a more pragmatic approach, the coming year will be very interesting as the aviation insurance marketplace exhibits all the ingredients for a shakeout. Rates appear to have fallen to unacceptable levels. The re-insurance money that supports the aviation insurance industry appears to have tightened, forcing at least two underwriting companies out of the primary aviation insurance market. With a still anemic economy, many industry experts are predicting more to follow as well as some industry consolidation. The result could be higher premiums with more restrictive underwriting requirements. The best thing an insurance buyer can do is to enjoy the low rates and agreeable underwriters while they last, but understand and be prepared for the change in the marketplace that is inevitable.

It you are one of the pilots who has not yet traded in your old paper certificate for an updated, tamperproof version, you have until March 31 to make the change. After that date, you will be ineligible to exercise your privileges with a paper certificate. When you do make the change, you can also replace your social security number with a new pilot certificate number, which is recommended for personal identity security. The fee for making the swap is $2, and you can order your new certificate on line. To replace your airmen certificate online, go to www. faa.gov/licenses_certificates/ airmen_certification/certificate_ replacement/. According to the site, it takes about two weeks for the FAA to process and mail the new certificate, so don’t wait until the last minute.

The goal is to raise the present number of civilian helicopters from about 180 to 2,000 by the end of 2010 and upwards of 10,000 by 2020. To achieve this, Beijing has built a new helicopter factory and research facility in the northern city of Tianjin.

Wanting to take advantage of the sudden boom in the market, AgustaWestland has entered into a joint venture with Jiangxi Changhe Aviation Industries Corp. to build the A109E light twin-engine helicopter. Over Christmas, EADS delivered its first Eurocopter to China, indicating the country’s strong intent to follow through with their plans to enlarge their helicopter fleet. Sikorsky has also been working in China over the past few years.

Question: I was told the other day by my flight school that the paper pilot certificate I have held for more than 30 years will be invalid for use soon. They say I need to upgrade to a plastic certificate. Is this true?

Answer: Yes. Recent changes to Federal Aviation Regulation 61.19(g) state that the holder of a paper pilot certificate issued under Part 61 may not exercise the privileges of that certificate after March 31, 2010. Airmen must request and be issued a plastic airmen certificate from the FAA, either online or by mailing in the proper form. There is a $2 charge for each certificate issued. This regulation does not apply to student pilot certificates or temporary certificates. The $2 fee is waived if at the same time you request your Social Security number be removed as your certificate number. aopa.org

When a pilot increases engine power during takeoff, the accumulated snow and ice can separate from the airframe

inlet surface and be ingested into the engine, resulting in decreased power or complete engine failure. Some of the early turboshaft engines with axial inlets are particularly susceptible to loss of power due to ice and snow ingestion. Ground Operations: On the ground with the engine(s) operating at a low power setting, ice and snow can accumulate on the airframe cowl forward of the inlet, on the inlet lip, and inside the inlet. Under extreme conditions, usually when the rotorcraft is on the ground waiting for clear weather, the buildup of ice and snow can be enough to cause the engine(s) to lose power or fail completely if the ice or snow is ingested. On the ground with the engine(s) not operating, proper use of inlet inserts (pillows) or inlet covers can eliminate the accumulation of snow, but these measures cannot fully guarantee that ice will not form in the inlet. Ice can also develop in the inlet area when water seeps into the inlet from rain or snow melting on a warm cowling, even when proper inlet protection is used. Inflight Operations: Some rotorcraft require a snow protection kit for the airframe engine inlet in order to successfully operate in falling and blowing snow. Operation in snow without the kit is prohibited and can be especially risky when hovering in snow and then transitioning to takeoff when weather conditions clear. Snow may accumulate on or in the engine inlet area during hover, and then be dislodged and ingested into the inlet during takeoff. Pilots should not believe they have escaped the danger

If terrain will not allow an immediate safe landing, transition to takeoff as smoothly as possible when the weather clears with minimum application of engine power. Land and inspect the inlet area as soon as practical. Most rotorcraft are NOT approved for flight in known icing (FIKI) conditions. For rotorcraft not approved for FIKI conditions, a pilot can expect icing any time when operating in visible moisture, such as fog, rain, or clouds, when the temperature is below 5°C [41°F]. Pilots should be aware that icing is possible in these ambient conditions and should immediately leave the area of visible moisture or change to a warmer altitude. Recommendations: We highly recommend and strongly urge you to perform the following: • Review the aircraft Flight Manual for Limitations and Operations guidance in falling/ blowing snow and/or icing. Review your billing system to ensure a profit There are many ways to charge for aviation services. Some billing methods combine different types of charges to determine the final bill. Some possibilities include: $/ Statute Mile, $/Nautical Mile, $/ Take Off, $/Landing, $/Day, $/ Elapsed Time, $/Flying Hour, $/ seat, $/Trip, $/excursion, $ for positioning, $/Statute Mile or Nautical Mile for deadhead, $/acre, $/pound, $ for excess ferry distance, $ charge for small patches, $ charge for spot treatment, $/load, $/Flying Hour fuel surcharge, etc. Charges may differ depending on the type terrain, weather, day, night, or other special conditions. These charging examples might apply

to charters, air ambulance, sightseeing tours, fire fighting, agricultural operators, etc. The type operation usually determines the conventional method of billing. Regardless of the billing method used, the end result must produce revenue greater than expenses in order to stay in business. Does the way you charge produce a profit? Making a profit requires the total billings to be greater than all the fixed expenses plus the variable expenses created by the hourly operation of the aircraft. How do you evaluate your billing system? Accurately evaluating your billing system requires determining what billing system produces the ROI

(Return On Investment) you seek to achieve. Calculating your ROI requires projecting cash flow from the time you purchased the aircraft through the time you sell the aircraft. Discussion of this method requires using a computer financial model and will be deferred to a future article. To get you started on evaluating your billing system, I suggest the old fashion way; use paper and pencil to perform the steps below. Review your expenses over the last several years for each aircraft you operate. Review each extraordinary expense separately and prorate the total expense so that it makes sense to project an annual fixed or variable hourly expense amount as appropriate. Determine a total annual fixed expense and variable hourly expense for projection purposes. Review your revenue over the same time period. Determine the average revenue per hour for the total number of hours flown during the time period reviewed. The number of hours flown should include flying hours due to maintenance trips, test flights, training, positioning, etc. The hours flown when no revenue was collected should be included in the total hours flown because you pay

when the aircraft is flown for any reason. Add the total annual fixed and variable expenses (for the annual hourly utilization) to determine the total annual expenses. Divide the total annual expenses by the annual hours flown to calculate your average cost per hour. Compare your average revenue per hour to your average cost per hour. Hopefully, the average hourly revenue is greater than the average hourly cost. Now you have a quick picture of the net on an hourly basis. To improve your profit, you should cost out each job. Determine which jobs produce profits and which jobs produce losses. At the completion of each job, divide the revenue received by the hours flown. If the revenue per hour collected is not greater than your average cost per hour then you need to evaluate the billing system for your services. The business of transporting helicopters A request to move a sailplane launched a well established trucking company into the business of aircraft and airframe transport more than twenty years ago. Now, H.W. Farren Trucking and Rigging is the recognized leader in helicopter transport. Originally founded in 1959, The H.W. Farren Trucking and Rigging Company was purchased by Frank Antonucci and his son, Phil, in the 1970s, and was incorporated in March, 1981. Glenn Wargo joined Farren in 1989 after working for an air cargo and major airline. It was Wargo’s sailplane that was the first aircraft transport challenge. This was quickly followed by a request from a helicopter owner to help to retrieve a helicopter that taxied off the runway and into a ditch. The operator, Bogie Bilyk, then recommended Farren’s services to three more clients, including Keystone Helicopter. After transporting aircraft for these clients, the opportunity came for to transport

SH-70 Seahawks for export. The Antonucci family and Wargo designed and modified a trailer to specifically transport the Blackhawk, Seahawk, and S-76 helicopters. “In addition, we developed a cradle system that reduced the height of the S-76 helicopter,” explained Wargo. “It also resulted in reducing costs for Sikorsky and making safer transport.” This trailer is still in service today and has been modified to transport the Agusta Westland AW-139 with special wheel cradles designed by Wargo with the approval of Agusta Aerospace Corp. Continuing success also meant continuing new clients for Farren. The company soon came under contract to transport the BoeingSikorsky RAH-66 helicopters to and from their venues and test areas. That responsibility was handled from 1995 thru 2005 with zero incidents. Phil Antonucci and Wargo received certificates of appreciation from the Comanche program manager and the AAAA for this service.

Based on this design, Farren was requested to help design a trailer to transport the new Sikorsky S-92 helicopter to be produced in Stratford, Connecticut. They assisted with the design and, to date, have transported 124 S-92 and H-92/ Cyclone helicopters on this one-of-akind trailer. Farren is now fabricating two additional trailers for overseas use. The trailer and a technician were sent to the Paris Air show in 1999 along with a specially modified trailer with the Comanche helicopter. In 1997, Farren received an award from Sikorsky for their efforts in support of the S-92 program. In 2006 Phil Antonucci received an award for excellence in logistic support from Sikorsky Aircraft. “We have created specialized slings designed and approved by Sikorsky, Agusta Westland, and also utilized these for an aerial transport of an S-92 in Indonesia,” Wargo said. “We have recently fabricated new Conestoga trailers for the transport of Blackhawk helicopters in support of Sikorsky Aircraft’s Blackhawk mission.” The trailers have also been utilized to transport aircraft for the US Army. In 2009 the company received a Platinum rating from L-3 Communications JOG for support of USSOCOM activities. “Our latest success has been the transport of the Agusta

Westland Prototype AW-139 helicopter for Icing Trials 2008 and 2009,” Wargo said. One of their trailers was modified for this task with reinforced cradles designed specifically to safely and efficiently transport the aircraft to Duluth, Fairbanks, Fairbanks to Muskegon, and again this year back to Fairbanks. “We successfully transported the entire Agusta X-Operations Team and all its support equipment and, most notably, the aircraft.” With regards to heavy services, Farren relocated the Agusta Westland AW-139 assembly line from one location in Philadelphia to their new location at Philadelphia North East Airport. Farren and Agusta received a safety award for the relocation from the SC&RA for accomplishing this with zero incidents. “We have also relocated the Pratt & Whitney Seals line from Connecticut to Poland and the Sikorsky International Blackhawk assembly line to Poland,” Wargo said. “We are constantly looking to design ways to safely and efficiently transport aircraft, engines, and support equipment to any part of the world.”
