FAA finalizes recurrent aircraft registration rule WASHINGTON, D.C. – In an effort to create a more accurate aircraft registration database, the Federal Aviation Administration (FAA) is requiring re-registration of all civil aircraft over the next three years and renewal every three years after that. The rule establishes specific expiration dates over a three-year period for all aircraft registered before Oct. 1, 2010, and requires re-registration of those aircraft according to a specific schedule. All aircraft registration certificates issued on or after Oct. 1, 2010 will be good for three years with the expiration date clearly shown. “These improvements will give us more up-to-date registration data and better information about the state of the aviation industry,” said FAA Administrator Randy Babbitt. Current regulations require owners to report the sale of an aircraft, the scrapping or destruction of an aircraft, or
a change in mailing address, but many owners have not complied with those requirements.
Re-registration of all U.S. civil aircraft by Dec. 31, 2013 will enhance the database with current data derived from recent contact with aircraft owners. The new regulations also will ensure that aircraft owners give the FAA fresh information at least once every three years when they renew their registration. The FAA will cancel the N-numbers of aircraft that are not re-

Prepare for the aftermath of an accident No one plans to have an accident, but it happens all too often. The best time to learn about dealing with the chaos following an accident is not in the midst of the turmoil, stress and shock of the event itself. Whether you are a single aircraft owner or the manager of a large flight department, the time to prepare for disaster is in a relaxed atmosphere when heads are clear. Be sure to read your policy. Insurance policies are getting more reader friendly. Some are better than others. Depending on the policy and additional endorsements you have purchased, there may be other benefits and expense

provisions in the policy. Being familiar with terms, conditions, and limitations of your policy as well as your responsibilities to the insurance company before an accident will greatly facilitate making better decisions under the stress of calamity. The Internet can be a valuable resource. Some insurance companies offer claims reporting kits that you can download, even if you are not their customer. These kits include explanation of terms and forms that will help you gather the information you will need later. The NTSB website (www.NTSB. gov) offers a Pilot/Operator Aircraft
Accident Report for download which contains definitions of terms such as aircraft accident, substantial damage, and serious injury. The FAA website (www.FAA.gov/avr/aai) offers access to 8020.11B - Aircraft Accident Reporting Notification, Investigation and Reporting. In addition, there are reporting forms which give you definitions of when and how to report an incident or accident. As a minimum, make a contact list of key people and phone numbers. Include your aviation insurance broker, insurance company’s claims department, Flight Service (1-800 WX BRIEF), etc. A condition of insurance could require your aircraft to meet certain FAA and insurance company certification standards. A copy of your aircraft and personal logbooks are also a good idea, stored in a different location than the originals. Professional flight departments spend a great deal of time and money building an Emergency Response Program. It may include everything from accident notification to public relations procedures and responsibilities. You may know what to do and who to call, but you may not be able do it yourself. If you are involved in an accident, here is a short, common sense checklist you may want to consider: • Arrange first aid for the injured • Protect the aircraft or other property from further damage • Notify authorities and your insurance company • Avoid making statements about the loss (except to government officials) until the insurance company gives permission. • Do not initiate repairs without the insurance company’s authorization Get your broker involved early. He will help you make the required insurance notification and can be one of the most valuable friends you will have in
getting through the process of filing and settling a claim. Choosing an insurance company because of their financial strength and claims service rather than price could turn out to be the best decision you make. This is where a solid relationship with your broker can pay. Experience has proven that in the aftermath of an accident, even when uninjured and seeming in full control, crew members are in shock. Protect them and get them medical attention. It is a good idea to keep them away from the press. They are going through a process in which they will analyze what has happened, many times blaming themselves for things that could not have possibly anticipated or prevented. It could take them several hours to days and weeks to sort it out. In my 35 years as a professional pilot and operations manager, the only people I’ve ever seen that were perfectly calm in the midst of disaster were either well prepared and trained or playing parts in a movie. Whether you are directly involved in an accident or take “the call”, you’ll be glad you thought through the process and wrote it all down.

Soloy receives easa approval for as350sd1 engine conversion kit Olympia, WA. USA—Soloy Aviation Solutions recently received approval from the European Aviation Safety Agency (EASA) for Soloy FAA STC SR00805SE. EASA STC 10028758 was issued on June 14, 2010 allowing operators to convert their existing AS350BA helicopters to the Honeywell LTS101 power. “This approval

International Helicopter Safety Symposium 2010 The European Helicopter Safety Team (EHEST) will be the host of the Fourth International Helicopter Safety Symposium (IHSS) October 3- 4, 2010 at the Hotel Cascais Miragem in Estoril, Portugal. The goal of the International Helicopter Safety Team (IHST) is to achieve an 80 percent reduction in helicopter accident rates by 2016. On Day 1 of IHSS 2010, many regional partners will discuss their transition from data analysis to setting up regional Joint Helicopter Safety Implementation Teams (JHSITs) to begin implementing, delivering and monitoring real world safety interventions in regions around the world. In addition, the International Helicopter Safety Team Executive Committee will brief on the overall progress worldwide to reduce both military and civilian helicopter accident rates. Participants will have the opportunity to identify and share “best practices” among the Regional Joint Helicopter Safety Advisory Teams (JHSATs) and JHSIT committees.
In addition, prospective international Regional Teams will be able to listen to the methods used and receive templates for future activities. Day 2 includes workshops on Training, Safety Management Systems, Helicopter Flight Data Monitoring and Crew Resource Management. A Plenary Session will follow. EHEST is a partnership between industry and EASA and its members include helicopter OEMs, civil operators, regulators, helicopter interest groups, accident investigators and military operators from across Europe. The team has developed an organization adapted to Europe, including a central strategic team (EHEST), an analysis core team (EHAST) and Regional Teams including the United Kingdom, Italy, Hungary, Spain, Germany, Switzerland, France, Nordic countries, Ireland and others. The Regional Analysis Teams cover more than 90 percent of the European civil helicopter fleet.

airworthiness directives DATE: July 20, 2010 AD #: 2010-16-51 This Emergency Airworthiness Directive (AD) is prompted by a rotor burst of the main gearbox (MGB) oil cooling fan assembly (fan). Investigation of the incident has shown that some fan rotor blades interfered with the upper area of the guide vane bearing housing of the fan. The blades detached from the rotor, struck the MGB compartment environment, and punctured holes in the transmission deck. This interference was due to internal degradation of the bearings of the fan rotor shaft. This condition, if not corrected, could lead to fan rotor burst, damage to the hydraulic pipes and flight controls, and subsequent loss of control of the helicopter. The FAA has reviewed Eurocopter Emergency Alert Service Bulletin No.

05.96, dated July 12, 2010 (EASB), for Model SA330J helicopters and for nonFAA type-certificated Model SA330Ba, Ca, Ea, L, Jm, S1, and Sm helicopters. The EASB specifies checking for a minimum play of 0.2 millimeters (mm) between a fan blade and the guide vane bearing housing using a locally manufactured tool. If the minimum play is not complied with, the EASB specifies replacing the two bearings of the fan rotor shaft. The European Aviation Safety Agency (EASA), the airworthiness authority for France, notified the FAA that an unsafe condition may exist on these helicopter models. EASA advises of a case of rotor burst of a fan. Investigation has shown that some fan rotor blades interfered with the upper area of the guide vane bearing housing of the fan. The blades detached from the rotor, impacted the
MGB compartment environment, and punctured holes in the transmission deck. This interference was due to internal degradation of the bearings of the fan rotor shaft. This condition, if not corrected could lead to fan rotor burst and possibly result in damage to hydraulic pipes and flight controls located nearby the MGB cooling fan. EASA classified the EASB as mandatory and issued AD No. 2010-0147-E, dated July 14, 2010, to ensure the continued airworthiness of these helicopters. This helicopter model is manufactured in France and is type certificated for operation in the United States under the provisions of 14 CFR 21.29 and the applicable bilateral agreement. Pursuant to the applicable bilateral agreement, EASA has kept the FAA informed of the situation described above. The FAA
has examined the findings of EASA, reviewed all available information, and determined that AD action is necessary for helicopters of this type design that are certificated for operation in the United States. This unsafe condition is likely to exist or develop on other helicopters of the same type design. Therefore, this AD requires, within 10 hours time-in-service (TIS), using a 0.2 mm (0.008 inch) feeler gauge attached to a rigid rod, inspecting for a gap between a fan rotor blade and the upper section of the guide vane bearing housing over the entire width of the blade. If the feeler gauge can be inserted between the blade and the housing (a gap greater than or equal to 0.2 mm), no further action is required. If the feeler gauge cannot be inserted between the blade and the housing (a gap less than
0.2 mm), replace the two fan rotor shaft bearings with two airworthy bearings. Reinspect to ensure compliance with this AD after installing airworthy bearings. The actions must be accomplished by following specified portions of the EASB described previously. This AD differs from EASA Emergency AD No. 2010-0142-E in that we use the term “hours time-inservice” rather than “flight hours.” Also, for clarification, we specified inspecting for a “gap” rather than checking for “play.” This rule is issued under 49 U.S.C. Section 44701 pursuant to the authority delegated to me by the Administrator, and is effective immediately upon receipt of this emergency AD. 2010-16-51 EUROCOPTER FRANCE: Directorate Identifier 2010-SW-072-AD. Applicability: Model SA330J helicopters, certificated in any category. Compliance: Required as indicated. To prevent rotor burst of the main gearbox (MGB) oil cooling fan assembly (fan), damage to the hydraulic pipes and flight controls, and subsequent loss of control of the helicopter, do the following: (a) Within 10 hours time-in-service (TIS), unless accomplished previously, and thereafter at intervals not to exceed 10 hours TIS, using a 0.2 millimeter (mm) (0.008 inch) feeler gauge attached to a rigid rod, inspect for a minimum gap of 0.2 mm between a fan rotor blade and the upper section of the guide vane bearing housing over the entire width of the blade as depicted in Figure 1 and as shown in Figure 2 of Eurocopter Emergency Alert Service Bulletin No. 05.96, dated July 12, 2010 (EASB), and by following the Accomplishment Instructions, paragraph 3.B., of the EASB. (1) If the feeler gauge can be inserted between the blade and the housing (a gap greater than or equal to 0.2 mm), no further action is required. (2) If the feeler gauge cannot be inserted between the blade and the housing (a gap less than 0.2 mm), as depicted in Figure 3 of the EASB, before further flight, replace the two fan rotor shaft bearings, with two airworthy bearings, part number 704A33651114. Reinspect to ensure compliance with paragraph (a) of this AD after installing airworthy bearings. Replacing the two fan rotor shaft bearings does not constitute terminating action for the inspection requirements of this AD. (b) To request a different method of compliance or a different compliance time for this AD, follow the procedures in 14 CFR 39.19. Contact the Manager,

Work is underway at Bell Helicopter on an conversion of an OH-58A cabin into a D-model cabin In April 2009, the U.S. Army exercised a contract option to have Bell Helicopter convert one OH-58A cabin into a new OH-58D cabin and also complete the non-recurring engineering effort required to establish a cabin build line. The creation of a cabin build line would enable the Army to acquire new OH58D cabins from Bell to replace Kiowa Warrior aircraft whose cabins have been damaged beyond repair. The first cabin conversion is scheduled for delivery to Corpus Christi Army Depot (CCAD) next year. In May 2010, the Army issued a sole-source solicitation to Bell Helicopter for the conversion of additional OH-58 cabins. Up to 66 cabins could be required to support the Army’s objective to replace combat losses and damaged aircraft. Bell is also supporting CCAD with crash damage repairs on OH-58D aircraft. One Kiowa Warrior cabin has already been repaired and delivered to the Army. Two additional cabins are undergoing repairs. As work on each cabin is completed, it is shipped to an AMCOM Aviation Field Maintenance Directorate site for installation of dynamic components. Work also continues on the final lot of aircraft in the OH-58D Safety Enhancement Program (SEP). In March 2010, the Army awarded Bell a contract to modify the final 30 OH-58D aircraft scheduled to enter the Kiowa Warrior SEP program. The final aircraft are scheduled
to be completed by the end of 2011. When Lot 13 is complete, a total of 371 Kiowa Warriors will have been modified to the SEP configuration. To date, the U.S. Army’s fleet of Kiowa helicopters has accumulated more than 600,000 combat flight hours and approximately 2 million total flight hours. Despite unusually high usage rates and daily combat missions in a harsh operating environment, the OH58D continues to maintain the highest OPTEMPO and highest readiness rate of any Army aircraft operating today. Bell Helicopter continues to ramp up its production of H-1 helicopters after receiving a $546 million contract in June for the manufacture and delivery of Lot 7 of the U.S. Marine Corps H-1 Upgrade program. The contract includes 18 UH-1Y utility helicopters and 11 AH-1Z attack helicopters. Final assembly of the helicopters will take place at Bell’s Military Aircraft Assembly and Delivery Center in Amarillo, Texas, with deliveries of Lot 7 aircraft to begin in 2011. In October 2009, Bell began construction of a $31 million, 137,000-square-foot H-1 flight operations hangar and 500,000 square feet of additional ramp space at its Amarillo facility. Expansion is expected to be complete in October 2010. Bell delivered one AH-1Z and eight UH-1Ys in 2009 and plans to deliver six AH-1Zs and 14 UH-1Ys in 2010.

The UH-1Y is currently deployed to Afghanistan, flying with Marine Light Attack Helicopter Squadron 369 (HMLA369), the "Gunfighters." The National Research Council Canada (NRC) and Bell Helicopter announced today that they have signed a 10-year research framework agreement to identify and undertake work of mutual interest in the research and development of technology solutions for the aerospace industry. This agreement will streamline the process of setting up fee-for-service and collaborative research projects of mutual interest to the two organizations. “The Government of Canada is committed to ensure the aerospace industry remains strong, internationally competitive and at the leading edge of technology development,” said the Honourable Tony Clement, Minister of Industry. “This agreement builds on and expands the National Research Council’s long-standing research and business relationship with Bell Helicopter Textron in an area where Canada has a proven capability”. “It will make it even easier for the NRC and Bell Helicopter to combine their expertise to pursue innovations in the lab that will ultimately deliver technology solutions to the global marketplace,” says Mr. John McDougall, President of the NRC. “Ultimately, these collaborations will make a very real impact on the
creation of safer, lighter, less expensive, and more environmentally friendly aircraft.” With this agreement, the two organizations will continue this productive relationship well into the future. Projects including the continued exploration of the use of composite materials for aircraft structures and flight-test of new avionics systems are under way. Wind tunnel testing of proposed helicopter design modifications is slated to begin in the fall of 2010. “Bell Helicopter has a 75-year legacy of technological innovation and is committed to continuing that history.
