I. SITUATION OVERVIEW & HIGHLIGHTS Support to the return process •
Returns continued at an increased pace, particularly from Menik Farm. The Competent Authority for IDPs has shared a schedule of planned returns with agencies, which is constantly revised as demining operations make returns possible. Partners continue to support the Government to resettle IDPs through liaison with civilian and military administrations and demining authorities to assist in safe and swift return to return destinations.
•
Reports from Menik Farm suggest that IDPs generally receive three days notice before return to their districts of origin. The advanced notice enables IDPs to prepare for the movement, which is key to wellbeing during transition to home areas. Menik Farm Zone 5 continues to be used as a transit area where IDPs are provided with meals and sanitation facilities, which supports dignity in the return process.
•
On 8 March UNHCR Sri Lanka suspended the distribution of shelter cash grants to returnees due to funding shortfalls.
Returnee perspectives •
Returnees continue to report general satisfaction in being back in their home areas rather than in IDP camps. However there remain substantial concerns about livelihoods and access to basic services in return areas. UNHCR continues to monitor the challenges faced by returnee communities, particularly vulnerable groups. Recent focus has been placed on the areas newly opened for resettlement in Oddusuddan in Mullaitivu District, east of the A9 road.
•
There is an increasing trend where some returnees, mostly young people and women, leave the resettlement areas to find work and avail themselves of education services in other districts.

Many returnee families say that they were eager to return to their home districts to reclaim their lands. Most people from the Vanni lost important documentation, including land documentation, during their displacement.
Update on Menik Farm: •
Humanitarian actors continue to engage with donors to secure funds for Menik Farm operations, where 88,198 IDPs remained as of 11 March. The level of services decreased at the beginning of March due to funding gaps. Donor advocacy is also sought to continue to maintain Government services and staff in line with camp populations, particularly for social services, protection of women and children, and health.
•
The Ministry for Social Services and Social Welfare continues to lead, with support from UNICEF, in the Child Focus Units and for referral of women at risk. However, gaps remain in services for children, especially for recreation and pre-schooling programmes. Diminished support in other sectors, such as water-sanitation and complementary food, has also had an impact on the overall protective environment.
Update on the Mannar camps: •
On 4 March, the Jeevodayam camp was closed and the remaining 75 IDPs were moved to the Sirrikundal camp. A total 1,023 IDPs live in the remaining 3 camps in the district. Authorities are looking for methods to further consolidate the camps or close them altogether within the next three weeks.
Humanitarian access •
The Mullaitivu Security Forces Headquarters (SFHQ) informed agencies that they must obtain permission to travel to the area by a fax sent to the SFHQ 24 hours in advance of the movement.
•
CTF has been granted access to the Mannar camps to carry out Mine Risk Education.
II. Sector Overviews & highlights Shelter / NFI In Jaffna District (including return areas): •
IDPs and returned refugees from India received Non-Food Item (NFI) kits.
In the Vanni return areas: •
Shelter agencies in Vavuniya are consulting with Government authorities on distributing approximately 4,000 emergency shelter kits (ESK). Some contingency will be held back for repairs or replacement at Menik Farm.
•
Shelter agencies are challenged to secure funds for and build permanent housing in a timeframe corresponding with the pace of returns. Approximately 14,000 permanent houses for returnees will be constructed under the North East Housing Reconstruction Programme (NEHRP) and by UN-HABITAT in 2010-2011.
•
The distribution of NFI kits to returnees continues. More partners may provide items for the NFI kits, which assists IDPs to set up their homes.
In Mannar District: • Returnees in Mannar will be provided with 1,351 houses under the NEHRP. In addition, the Shelter sector currently has a collective capacity to build approximately 3,900 permanent houses once funding and access to return areas is secured. Shelter agencies continue discussions with authorities to identify a way to fulfill the shelter needs in line with the returnee process. Approximately 14,000 total return families are anticipated in the district. • The following opportunities for NFI assistance were identified in discussions between agencies and the local administration. Clothing and slippers for returnee students in Mannar, Madhu, Musali and Manthai West District Secretariat (DS) divisions; Emergency shelter kits and tarpaulins to set up school kitchens, and non-moving stock items plus kitchen sets to create a kitchen pack. An experimental school kitchen was set up and photographed to provide an instruction manual. Distribution of the kitchen construction material and kitchen sets to schools started in mid-March. A pack for use by midwives, including towels, soaps, sanitary napkins and multi-purpose cloth. Midwives have already been provided bicycles to carry out their work. Medical equipment (razor blades and ties) and baby packs to support both pregnant women and new mothers. A simple bandage pack consisting of multi-purpose cloth and sanitary napkins to be improvised as bandages. Agencies will attempt to supplement this pack with other items as well. A needs assessment is underway in orphanages in addition to homes for senior citizens and the disabled to decide the NFIs required by former IDPs from the Vavuniya camps in these institutions.
The distribution of hygiene packs to returnees in Manthai West and IDPs with host families in Mannar town has begun.
In Vavuniya District / Menik Farm: •
The IDP part of Zone 5 has been closed and the tents decommissioned. The transit area of the Zone continues to function.
•
Following a needs assessment in Zones 0 and 4, agencies have agreed to provide the following replenishment package of NFIs: jerry cans, a basin or bucket, mosquito nets, plastic mats, clothes for children and adults, as well as more cooking utensils for families with over five members.
WASH In the Vanni return areas: • Government authorities and agencies have cleaned nearly 2,400 wells and renovated approximately 400 other wells in the Kilinochchi, Mannar, Mullaitivu and Vavuniya Districts. They have also constructed 440 semi-permanent toilets while repairing 600 existing toilets, repaired 80 tube wells and drilled 6 new ones. •
Well-cleaning and new latrines are the most WASH urgent needs in returnee communities. This was revealed in a WASH assessment in the Poonakary, Karachchi, Kandawalai and Pachillaipalai DS divisions (Killinochchi District) and Manthai East, Thunnukai and Oddisudan DS divisions (Mullaitivu District). Partners estimate that 46,000 wells will need cleaning or repair, 31,000 new toilets will have to be constructed, and an existing 10,000 latrines will need repair to support resettled populations.
•
WASH facilities assessments are underway in schools and health centres in the Vavuniya North DS division, Killinochchi District, as well as Thunukkai and Oddusudan DS divisions in Mullaitivu District.
•
The Regional Director Health Services (RDHS) has approved the standard toilet designs (permanent, semi-permanent and for disabled use) for resettled villages in Kilinochchi District. Construction will start shortly.
In Jaffna District (including return areas): • Government reports indicate that nearly 12,221 resettled families require toilets and a further 8,348 families require water provision. At present, some interventions are planned in Velanai, Kayts, Tellipalai, Kopay, Uduvil, Chankanai and Chavakachcheri. •
On 15 March, the sewage treatment plant built by WASH agencies started operations, handling 6,000 litres of sewage per day. It also produces fertilizer as a by-product. This is the first treatment facility in the district.
•
WASH facilities on the Teacher Training College premises, formerly the Kopay IDP camp, were upgraded before the site was handed back to school authorities.
•
WASH facilities in the Ramavail and PRI camps were upgraded. On 25 March, Government authorities took over responsibility for WASH maintenance at the Ramavil camp.

As IDPs return, nearly 170 emergency toilets have been decommissioned in camps and school sites. WASH facilities in the Kaithady IDP school sites and in the vacated Mirusuvil camp will be decommissioned next.
In Mannar District: • On 9 March, the first Health / WASH coordination meeting under Government chairmanship (RDHS Mannar) took place.
In Vavuniya District / Menik Farm: • Each individual in Menik Farm is now receiving 9 litres of drinking water daily.4 UNICEF is supporting water provision to the camp as the agency of last resort. At the end of February, water bowsering fell short of the standard of 10 litres per person agreed within the WASH sector for Menik Farm due to a decrease in Government-supported services. As commitments now stand, 66,000 of 88,000 IDPs are assured water supply during March, while 16,000 are covered in April. •
Twenty-five new bathing spaces have been constructed in Zones 0 and 1. IDPs in these zones also received nearly 5,000 hygiene packs.
•
As IDPs return to their districts of origin, 576 toilets are no longer required and have been decommissioned. Almost 50% of toilet maintenance and nearly all the full decommissioning load is covered until April.
•
The office of the Assistant Commissioner for Local Governance (ACLG) is funded to provide solid and liquid waste disposal services until the end of March. According the ACLG, about USD $28,000 is required from April to June, based on predicted populations of 88,000 now and 60,000 by June.
•
Around 16,000 hygiene kits are currently available to cover IDP needs up to the end of May.
FOOD In Vavuniya District / Menik Farm: • In Menik Farm, the distribution of WFP food rations continues. The nutritional value of the standard food basket is being increased to 2,100 kilocalories with the addition of Corn Soya Blend and oil until the end of March. The dry ration provided in the resettlement areas by WFP will be expanded with vegetable oil and Corn Soya Blend for a period of two months to increase its nutritional value. •
IDPs continue to request complementary food, as many families lack the income to purchase food due to difficulties in securing employment. Agencies were compelled to discontinue complementary food at the end of January due to a lack of funds. The Food sector has determined that the provision of complementary food to Menik Farm is a higher priority than in the resettlement areas.
•
World Vision is now handling supplementary feeding at Menik Farm for 8,000 persons.
HEALTH & NUTRITION In Jaffna District (including return areas): •
Undernourished children at the Ramavil camp continue to receive therapeutic feeding.
• Returnee children across the peninsula are receiving supplementary feeding. In the Vanni return areas: •
The Nutrition Rehabilitation Programme continues in the return areas.
•
Agencies have initiated the rehabilitation of the Kilinochchi Hospital.

Preliminary results of a review of nutrition programmes in Mannar, Kilinochchi and Mullaitivu is expected to be concluded by the end of March.
In Vavuniya District / Menik Farm: • On 15 March, Public Health Inspectors resumed Disease Surveillance work in the camp. Services were temporarily interrupted when contracts ended in mid-February. •
Funding shortages continue to affect the level of healthcare services in Menik Farm. At present, 7 primary healthcare centres are functioning with referral centres only in Zones 2 and 4.
•
Other gaps in the camp’s health services include: CDMA phones for doctors and a water-pump for the exMSF hospital, now managed by the Provincial Directorate of Health. Also, the Director of IDP Health Services has requested 5 ambulances.
•
Agencies are preparing stocks to carry out supplementary feeding (high energy biscuits) and therapeutic feeding (plumpy nuts) for this month’s distribution.
PROTECTION (including CHILD PROTECTION) In Jaffna District (including return areas): • Protection agencies continue to monitor returnees from the Vavuniya camps, Vanni IDPs at the Ramavil and PRI sites and long-term IDPs from the High Security Zones, in the old welfare centres. •
The Child Protection Working Group is compiling the first issue of the Child Rights magazine, which will focus on school dropouts.
In the Vanni return areas: •
There is an increasing number of returnee households headed by women as a result of the death of their husbands, or as a result of detention of their husbands in rehabilitation centres. This group is the most concerned about security in the return areas, including the fear of crime, especially in remote areas. A common coping mechanism among these women is to take refuge with other community members during the night. Furthermore, the lack of closed sanitation facilities in areas of return contributes to the women's feelings of insecurity, as they are forced to reach isolated and possibly hazardous locations to protect their privacy.
•
Returnees continue to express concerns about basic shelter, WASH and other services for daily living. The situation in the newly opened areas of Odusuddan is more critical than in other areas. There is no functioning hospital as yet for the area, and few transport services to Vavuniya and retail facilities. The loss of documentation related to land ownership is a major issue as well. Returnees have high expectations that the civilian administration will be promptly re-established in order to resolve these problems.
•
Returnees reported some cases where frames and roofing material had been dismantled from their houses during their displacement.
•
Returnees have encountered challenges with registration procedures, which are reportedly cumbersome. Returnees also often report that, while registering with the local Army and Police, they encounter questions on possible LTTE affiliations, despite screening process in the camps. Additionally, language barriers have also affected relations between the newly settled communities and local Army/Police forces.
In Mannar District: •
In Palaiperumalkaddu, Manthai West DS division, several families have returned to their land although mine clearance has not been completed. These families were temporarily occupying other people’s land, and at least one family indicated that they were asked to leave by the owner. The returnees have been warned that they should only use the access pathway to the village and not go beyond a very small area around the houses. Yellow mine tape marks the potentially dangerous areas in the environment. Accidents have not been reported, however, a UXO was found and safely removed from a nearby paddy field.

•
Concerns remain high among returnees to Vilanthikulam (Madhu DS division), as only a narrow area close to the road has been cleared of mines.
•
In Manthai West DS division, the majority of returnees lost National Identity Cards (NICs), birth, marriage and death certificates, land deeds and other documents during their displacement. The DS office is prepared to coordinate lists of individuals in need of documentation. The authorities have requested assistance in paying stamp duties and distributing the documents, however, support is delayed due to access restrictions and approval for legal assistance organizations.
•
Returnees are facing a legal impediment to obtaining death certificates for family members who died during the conflict, since there were no coroners to provide the requisite prior documentation.
In Vavuniya District / Menik Farm: •
Protection agencies are collaborating intensively to address the humanitarian concerns related to the upcoming release of approximately 1,300–1,400 separated IDPs affected by disabilities. The release, initially scheduled for 10 March, has been postponed to an as yet unspecified date. The socioeconomic reintegration of this group will require significant efforts by the authorities. Consequently, the lack of specialized services in the Vanni, where many of the individuals will be returning, is a serious challenge.
•
The following areas of interest were noted during the last release of separated IDPs in January 2010: - Advocacy with the authorities on the wider protection and Human Rights aspects of the separation / internment / release process; -
Advocacy with the authorities – as duty bearers – for a clear definition of roles and responsibility in coordinating the releases and ensuring support services during reintegration;
-
Proper documentation is crucial for the individuals’ re-entry into civilian life. This includes a valid identification document and separate release papers.
-
Families need to be informed well in advance of release plans and dates. This is especially important because of the requirement set by the authorities for each family to appear on the day of the release, failing which the individual remains in detention.
-
Proper organisation, including communication to the separated IDPs of their impending release and timely preparation of all necessary documents. Delays should be minimised as much as possible, since families often undertake long journeys to get to the release centres.
•
On 11 February, the Vavuniya magistrate approved the release of 15 children alleged to have been excombatants. Probation authorities have succeeded in reuniting ten of the group with their families, temporarily placing the rest in children’s homes until their families can be contacted. The Vavuniya Probation authorities have processed 119 out of 208 such children and are preparing court reports, including recommendations for reintegration and key protection issues.
•
A committee appointed by the Vavuniya GA and the Commissioner for Probation has completed monitoring of the 20 children’s homes in the district. Based on the committee’s recommendations, the authorities are taking action to shut down unregistered children’s homes and find alternative arrangements for their IDP charges.
MINE ACTION Please note that except for the first bullet point, all information applies to the period 22 February to 7 March. •
Between 1 January 2009 and 7 March 2010, 256,113,789 square meters of land was cleared in the Northern Province. Demining operators cleared 246,051,539 square meters (97 percent) of Unexploded Ordnance through Battle Area Clearance and the balance 10,062,250 square meters of landmines using mechanical and manual methods.
•
Nearly 2,500 persons were able to resettle in their villages after completion of clearance in the following areas: three locations in the Muththyankaddu Grama Niladhari (GN) division of Oddusuddan DS divisio (Mullaitivu District); Olumadu GN division, Vavuniya North DS division (Vavuniya District); and Vellankulam GN division in the Manthai West DS division (Mannar District).
•
Also, in Muththyankaddu GN division mine action interventions have paved the way for the renovation of several public buildings, including the offices of the Public Health Inspector, a sub-Post Office and public 6

hall. In addition, the Muththyankaddu Tank is being rehabilitated at a cost of SLR 200 million under the Emergency North Rehabilitation Project to supply. •
In Mullaitivu District, the SLA, DDG, FSD, MAG and Sarvatra have commenced joint surveys of the Maritiyanpattu DS division, consisting of 46 GN divisions. The survey of residential areas has been prioritised for the resettlement of approximately 52,000 IDPs.
•
Demining operators have started clearance work in the Maruthankerny GN division (Vadamarachchi East DS division, Jaffna District) and the Semamadu and Arumugathanputhukulam GN divisions (Vavuniya DS division, Vavuniya District).
EDUCATION In the Vanni return areas: •
Principals and teachers working in the resettled schools are extraordinarily committed to providing a sense of normalcy for children and to regain the pace of the learning process. For instance, in several schools in Kilinochchi District and Thunnukai (Mullaitivu District), teachers commute from Jaffna on a daily basis to be present in their classrooms. Currently there are problems with the deployment of teachers and the lack of proper transport in resettlement areas. In spite of these major hurdles many teachers are getting to school every day.
In Vavuniya District: •
In 9 schools, military authorities and IDPs suspected of affiliation with the LTTE continue to share premises with students and staff. This joint environment raises protection concerns and is far from conducive to learning. Students, especially girls, are inhibited from using the toilet facilities. The diversion of school facilities, such as water and sanitation, laboratories, classrooms and kitchens, for the camp has an overall negative impact on the children's education.
LIVELIHOOD / EARLY RECOVERY In Vavuniya District: •
Agencies completed joint rapid needs assessments in 17 resettlement villages prioritized by the Government. Preliminary results show that gaps in the distribution of dry rations, NFI return kits and the cash grant to returnees, as well as shelter and WASH services. IDPs with host families lack dry rations and shelter assistance.

Constructed a new semi permanent kitchen at Jaffna Association for visually handicapped – Kaithady where 14 visually handicapped people who are from Vanni are accommodated. NFI distributions to long term IDPs residing in welfare centres: 33 families at Thurga Welfare Canter, 77 families at Kuruvalai Welfare Center, 32 Families at Barathi Welfare Canter and 12 families at Sivanantha Welfare Centre assisted with NFI items. NFI distributions to long term IDPs residing in welfare centres: 81 families assisted with NFI items at Pulavar Welfare Centre. 13 Refugee returnees assisted with NFI return kits. 3 Refugee returnees assisted with NFI return kits.

Supporting improving WASH facility for resettling IDPs in the Velanai Island. The following progress was achieved in this reporting period: 65 out of 79 new toilets planned have been completed, and work on the rest is in progress. 47 out of 50 toilets planned for rehabilitation have been completed, the rest are in progress. 50 out of 50 wells have been cleaned 43 out of 50 well renovations have been completed and the rest are in progress. 10 Participatory hygiene promotion sessions have been completed for both community member and school going children. UNICEF continues to support improving and decommissioning WASH facilities in former and existing IDP camps. During this reporting period: In total 173 toilets decommissioned in IDP camps and schools in Jaffna. Each pit locations demarcate with plants and covered with nets. Considerable improvement of WASH facilities in Ramavail carried. That includes Renovation of 5 bathing area with new privacy, pipe net works and showers. Repair of water facility in the school and fixing a new water pump.

Activity Also the maintenance of WASH facilities in Ramavil IDP camp handed over to the government authorizes th from 25 March 2010. Also WASH facilities in the vacated Kopay IDP camp (Kopay teachers training college) improved and handed over back to the training college, repair works includes Re while washing and painting of 3 sanitation units with 30 toilets and 3 bathing places. Repair of water supply net work and fixing 30 water taps 1500 from 485 families received of Complementary Food Packages 12.73 mt mixed food commodities were released for 4299 workdays under regular Food For Work. 272.03mt mixed food commodities were released for 108,813 workdays under Soft Food For Work. 1069mt mixed food commodities were released for March 2010 to feed 69,036 resettled beneficiaries under VGF Programme. 33.3mt mixed food commodities were released under VGF Programme to 2,145 IDPs who displaced after 11.08.2006 conflict for March 2010. Individual Counselling – 17 (22nd to 26th Feb. 2010)Children – 3,Youth – 1,Elders - 13 Counselling follow up is in progress at Welfare Centers in Kopay D.S. – 9 individuals Therapeutic feeding for undernourished children is ongoing for children remaining in Ramavil Camp all the children across the peninsula and the supplementary feeding ongoing for the resettled children UNHCR has provided 10 emergency packages to the district child development committee to distribute sexually abused teenagers who are admitted in Jaffna Teaching Hospital SGBV working group Jaffna organized events for the International Women’s Day 2010 in partnership with UNHCR, UNICEF, INGOs and LNGOs, to highlight the connection between women, violence and women’s rights. SGBV working group organized a rally, inaugurated by the Government Agent, to raise awareness about the importance of respecting women rights. Several hundred people, mainly women, attended the rally, carrying placards with slogans related to women empowerment and women’s rights. With the implementation of DRC protection team banners and stickers designed for this event were disseminated in public places across the District to convey the message of “Women! We have rights. Realize and enjoy! Make the world a better place UNHCR protection staff conducted assessments amongst IDPs living in 4 long term welfare centres (including some IDPs recently returned from the Vanni). This is part of an ongoing assessment to ascertain the situation of the IDPs and their intentions / preferences for return to the High Security Zone Protection monitoring visit to the remaining IDP sites accommodating IDPs from the Vanni - Ramavil. Protection monitoring visit to a home for the mentally disabled, where IDPs returnees from the Vanni are presently being accommodated. Protection monitoring of Sri Lankan refugee returnees from India

Activity Protection monitoring visit to Thoppukadu, to assess IDPs recently returned from the Vanni. As per the MRE activities done together with SOND and Sarvodaya, 17 programmes were held that reached out to 1973 individuals (218 males, 309 females, 672 boys and 774 girls). These included street dramas, Community liaison programmes, and house to house MRE programmes.
Given support cost for children at Ilavalai Pasachcholai, Christ Hall and St. Patrick’s children’s home to maintain the home and food assistance for the month of February 2010. Counsellor’s training was conducted on 24th February 2010 for 20 counsellors at Caritas-HUDEC Office. In J/84, J/86, J/263, J/210, J/119 child protection awareness street dramas conducted through Journey for Health and Active Theatre Movement 465 children participated in the Evening classes. Totally 176 children of grade 5, 10 7 11 benefited from the catch up classes. Distributed play materials and cleaning material to CWCs. 270 caps distributed 364 children are continuing Evening classes. 214 children are studying at the catch up classes Distributed play materials and cleaning material to CWCs. 385 caps distributed Distributed set of furniture to 36 students in Girls’ home – convent of our lady of Lanka, Atchchuvely. UNHCR is distributing return NFI packages, hygiene kits and return forms (which allows for access to the balance 20,000 rupees shelter cash grant) to the families returning to Killinochchi, Mullaitivu and Vavuniya districts. As of 11 March 2010, a total of 13,335 returnee families in Killinochchi, Mullaitivu and Vavuniya North received assistance in the form of cash grant and NFIs from UNHCR Vavuniya. A total of 18,268 NFI core kits, 14,182 lanterns, 17,009 hygiene kits (UNHCR and UNICEF) and 1,787 tool kits (Hoe/Mamoty, crow bar, hammer and knife) were distributed to the above mentioned families since October 2009. 3 ambulances in Menik Farm provided transport assistance for medical referral for 43 patients. Facilitated 227 ambulance missions to escort the convoy for Returnees. Supplementary food (HEB) and Therapeutic food (Plumpy nut) distribution for March preparations have started and necessary stocks were moved to MF locations. • Nutrition Rehabilitation programme in Rice Bowl area, Kilinochchi and Mullaitivu is continuing and review is expected by end of March. • Continued supporting three hired vehicles (Vans) providing IDP health Care services to MF IDP locations. • In two therapeutic feeding centers functioning at BH Cheddikulam and GH Vavuniya from Jan to 7th March 1187 below 5 children were screened and 134 found with severe acute malnutrition and all of them were admitted and treated in the TFCs. • Refurbishment of maternity and paediatric units of General Hospital Kilinochchi has been initiated with the support of UNICEF. • Ongoing trainings and awareness programs for 127 Health Volunteers and 600 user groups • Awareness program regarding snake bites, land mines and toilet usage to IDPs who have registered to return to their original villages. • The Menik Farm Hospital (Formerly MSF-f field Hospital) currently provides emergency and OPD services. • Mental Health services are being provided by visiting houses at the moment. Once the hospital is fully operational Mental Health clinics and counselling services will be conducted at the hospital; beneficiaries are the remaining IDPs in the zones Seven primary health care centres are functioning. Referral Centres are functioning only in zones 2 and 4; beneficiaries are IDPs in the respective zones • Three cases of Tuberculosis were reported out of which two were from Zones. • Ten cases of Chickenpox were admitted to the Pooverasankulam Hospital. No Infective Hepatitis and Mumps case were reported. • Dengue situation: No cases were reported from the zones. Vavuniya -North • Assisted Return Program: IOM facilitated 109 ambulance missions to escort the convoy for Returnees. • Manic farm activity: The Directorate of IDP Health Care and the International Organization for Migration organized the final phase program for the artificial limbs implemented by “Colombo Friends in Needs Society”. During the event, wheel chairs and commodes were given out to people with disability courtesy of Rotary Club via the Ministry of Health. USAID representatives also visited the Rehabilitation Centre. • IOM/MOH Capacity building program update: International Organization for Migration in collaboration with the Disaster Preparedness and Response Unit, Ministry of Health organized a Primary trauma Care (PTC) training program for medical officers assigned to health care facilities in IDP returnee areas in Northern Province in Sri Lanka on 27 and 28 February in Anuradhapura. The program was conducted by consultant surgeons and anaesthesiologists representing Sri Lanka College of surgeons and anaesthesiologists, according to the primary trauma care management model of world Federation of societies of anaesthesiologists. • Training on Medical Emergencies and First Aid Care for (34) TDH staff and health volunteers in Menik Farm was facilitated by IOM on 26th February 2010.

A total of 5,530 people were reached -1,636 for the first time, and 4,199 for the second time. • CTF has trained 3 more volunteers for community liaison activity bringing the total to 66 community liaison volunteers who will link with the respective GS. • 9 UXOs were identified at Manthai West in Mannar, Vavuniya north and Kilinochchi .The Sri Lankan Army and the demining agency (FSD & MAG, SARVATHRA, and HORIZON) were informed and appropriate actions of removal/diffusion were taken by SLA/FSD. Child Friendly Spaces, Child Focused Units • Ministry of Social Services has reduced the number of counselors deployed from 30 to 15, to do the counseling/ psychosocial support covering 5 zones which include Zone 0,1,2,3 & 4. A total of 95 vulnerable cases were attended to by the counselors. • 5 CFSs were closed down during the reporting period (Zone 5).To date, a total of 75 CFS are functional with UNICEF funding. An estimated 12,000 children participated in 75 CFSs through play and recreational activities, 108 awareness raising on CHAST and MRE were conducted. Safe Play Area in Resettlement areas • Planning meetings were conducted with four W/RDS (Women/Rural Development Societies) to start the Safe Play Area in their communities, to provide play and recreational activities in the areas of return, in both Mullaitivu and Kilinochchi. • 10 play and recreational kits were distributed to the children in 2 villages in Thunukkai division via AGA, WRDS/RDS.

Social and Legal Protection • The Home Monitoring Committee appointed by the GA and the Commissioner for Probation has completed the monitoring of the 20 voluntary children homes in the district. The committee has now drafted its report on the assessment and submitted it to the GA and the commissioner for probation with recommendations. Based on the report and recommendation, the GA instructed Probation to make suitable arrangement for the IDP children housed in the unregistered home to take necessary legal steps to close illegal homes. SCiSL with partner organization – IRSD (Institute of Rural Social Development) Conducted 09 Singhala, Tamil language classes and 31 children were benefited. Vavuniya South Zonal education department had given their approval to conduct above classes.
SCiSL with partner organization- IRSD, provided library books and play materials for 02 children’s libraries. About 270 children were benefited with the activity.
SCiSL with IRSD Renovated Avaranthulawa preschool in collaboration with the Grama Seva officer in the respective area and DS office of Vavuniya south. Perants too had given their contribution in labour force to renovate the preschool. The preschool will be started shortly and about 20 children are to be benefited with preschool. SCiSL with IRSD formed 02 Children’s clubs in collaboration with the Grama Seva officers in the respective areas. About 250 children are to be benefited with the formation of children’s clubs.

2 Community development programmes were conducted to clean the child friendly spaces premises at Mugathankulam and preschool premises in Valavaiththakulam in Cheddikulam D/S division with the patrtipation of 55 village community, including 16 children. Child Protection Committee meeting was held at Cristokulam with participation of 13 CPC members in collaboration with respective Grama Seva officer and DS office in Cheddikulam. The Issues related to the children who were accommodated at Kristokulam after releasing from IDP sites were mainly discussed. Child Friendly Spaces, Early Childhood Care and Development (ECCD) centre are functioned at IDP transit sites and resettlement areas in collaboration with camp management, Vavuniya north Education Department and Vavuniya North D/S office.
145 Volunteer teachers received training in Teaching Methodology, in partnership with ZEO Mullaitivu. This will certainly contribute to improving both the human resource capacity and the quality of teaching in the schools. Around 70 displaced children who are residing at host community sites are benefiting with the Learning Space. 2 Learning Spaces (16’x100’ - Cadjan roofing/ Kilinochchi district: Mulankavil MV in consisting 10 classrooms) have been shifted to Poonakari DS division Mulankavil MV as per the request of Kilinochchi Zonal Education Department.
