1. Title of Project: Physical Rehabilitation for War Amputees at the Jaffna Jaipur Centre for Disability Rehabilitation—Phase II (2010) 2. Goals: To help war victims in Northern Sri Lanka left disabled and traumatized from the recent violence to move independently and comfortably through the provision of prostheses and mobility devices, such as wheelchairs, tricycles, walkers, crutches, and walking aids. i) Provide custom‐made, high quality, light weight prosthetics and rehabilitation services for amputees. ii) Provide children and adults experiencing physical disability with technically designed orthopedic supportive devices. iii) Provide physiotherapy and follow up services to the amputees and other differently abled persons. iv) Provide the physically rehabilitated with microcredit revolving loans to engage profitably in an income generation project to be economically viable. v) Provide educational grant to school going differently abled children. vi) Field visits by outreach officers to identify disabled cases and referral to JJCDR. vii) Conduct free monthly orthopedic clinics at the centre by the Orthopedic Surgeon of Teaching Hospital, Jaffna. viii) Visit Amputees at Teaching Hospital Jaffna for post amputation limb care. ix) Provide free hostel & meals facilities for those in need of accommodation especially those who come from far away places during the time of limb fitting. 3. Mission of IMHO: The International Medical Health Organization (IMHO) is a non‐political, non‐religious, non‐profit international humanitarian organization that focuses on developing and improving healthcare in underserved regions worldwide. We strive to improve the well being of humanity through access to basic healthcare for all. 4. Background to IMHO: IMHO was founded in 2003 in the United States by healthcare professionals who recognized a desperate need in bringing healthcare to impoverished communities in lesser‐developed regions. IMHO is a registered tax‐exempt, 501(c)(3) nonprofit, charitable organization in the United States and is a registered not‐for‐profit organization in Canada. IMHO believes that an emphasis on primary healthcare is essential to improving the physical, mental, and social well being of individuals and communities. IMHO responds to medical needs in crises and works to develop healthcare infrastructure and health services in underserved areas worldwide. 5. need of urgent help. Many thousands had limbs amputated in 2009 as the war came to a violent end. There is now a massive need to improve the facilities for rehabilitation of amputees and others with long‐term disabilities in all parts of Sri Lanka. Of primary concern are those in the Northern and North Central Provinces, where the people have been worst affected by the conflict, find themselves living under extremely vulnerable circumstances, and are in greater need than those living elsewhere. The need to assist people in rebuilding their lives and returning them to good health is clear. According to recent government statistics there are at least 4,200 confirmed amputees in need of a prosthesis and physical rehabilitation, although some INGOs at the IDP camps in Vavuniya have estimated the figure might be as high as 25,000‐30,000 total, or more. The vast majority of these amputees are between the ages of 20‐45 years of age, thus affecting a very crucial part of the workforce. Urgent physical, vocational, and psychosocial rehabilitation will enable all of these disabled persons to lead independent, productive lives once again. JJCDR needs much more support in order to address the needs of the disabled community, as existing resources are inadequate in the face of growing demands due to the recent war and limited financial support from current donors. There are new cases of war victims, who are to be fitted with a prosthesis/orthosis, and there is need of mobility aid for free movement to make them move independently and comfortably. Over 2,980 amputees have been registered and are in need of support to‐date.
PROFILE OF PATIENTS IN NEED: Father & Son: Jegan (below knee amputee) & Antony (above knee amputee) Naavanthurai North, Jaffna, Sri Lanka
Jegan (29) and his son Antony (9) lost their limbs due to a shell blast at Kilinochchi back in 2007. They were brought from Kodikamam Camp to JJCDR with the help of the ICRC. They were fitted with artificial limbs by the JJCDR team on June 11, 2009. Antony had a short stump and was given a modified limb. He is now back in school in Grade 2. 6. Brief Description: This effort will support an ongoing physical rehabilitation project for war amputees with the Jaffna Jaipur Centre for Disability Rehabilitation (JJCDR) that provides prosthetics and mobility devices, such as wheelchairs, tricycles, walkers, crutches, and walking aids to help the disabled (especially the recently displaced persons) to move independently and comfortably again. Urgent physical, vocational, and psychosocial rehabilitation will enable all of these disabled persons to lead independent, productive lives. This center has an excellent team of professionals, including prosthetists and a locally‐trained team of production specialists that have been making custom prosthetic limbs and wheelchairs for amputees. Excellent physiotherapy services and orthopedic surgeon’s consultations are also provided. This project is already ongoing, having commenced in late 2009, in‐part because of support from IMHO. However, the needs are continuing, as there are still thousands in need of care within the target area, and follow‐up care is also important.
PROFILE OF PATIENT IN NEED: Kamalanathan (above knee amputee) Selvanagar, Kilinochchi, Sri Lanka Kamalanathan (10), from Selvanagar, Kilinochchi, lost his leg due to a shell blast on March 30, 2009 at Mullaitivu. He is a student and has two brothers and a sister. His father is a day laborer. He was brought from Vavuniya IDP Camp and was fitted with an above knee limb on May 2, 2010 at JJCDR, enabling him to walk again.
7. Target Population/# of Beneficiaries: War amputees and the physically disabled IDP/resettled IDP persons in Jaffna, especially the elderly and bilateral amputees. Several hundred have benefitted already, with many hundreds/thousands more waiting to be seen as well, the exact number of which depends on the funding available. 8. Amount Requested/Budget: $30,000 to support ongoing efforts at JJCDR in the production and supply of mobility devices and prostheses. 9. Sustainability: This center has an excellent local team and has been playing a vital role in helping the disabled IDPs/resettled people from the Vanni for years. They hire local people to custom make limbs and wheelchairs for amputees, thus providing employment. Statement on Accountability: IMHO takes great care to ensure both that it complies with all applicable laws and that its project partners serve those who need their assistance. For this reason, IMHO follows a strict set of procedures, including requiring all partners to provide a complete project application, periodic progress report(s), financial accounting report(s) & documentation, and legal review of every project. Furthermore, IMHO monitors and evaluates projects individually, with future funding tied to current performance. IMHO makes its annual financial statements & annual projects report publicly available, as well. PROFILE OF PATIENT IN NEED: Jeyantha (upper limb amputee) Vannankulam, Mullaitivu, Sri Lanka Jeyantha (19) lost her upper limb due to the tsunami disaster of December 26, 2004 at Mullaitivu. She was fitted with an above elbow upper Limb prosthesis in 2007 at JJCDR. She lost her artificial limb in 2009 due to the resurgence of war in the Vanni. She was brought to JJCDR again in 2009 and fitted with another artificial limb on June 25, 2009.
