UYING property in Ireland is a viable project and there are certainly bargains to be had at the moment. Many people — with perhaps an eye to relocating or retiring back home — have managed to work the property market shrewdly, sometimes servicing their mortgages with rent from tourists or residents and have ended up with their own little bit of Ireland that they own outright. The exchange rate at the moment is particularly favourable to those with sterling in their pocket. Currently a euro is worth 70 pence, although it looks as if sterling is to climb relentlessly against the euro over the next three years. According to the latest forecasts by investment bank Goldman Sachs the euro will drop to 0.65 against the pound by 2017 — turning the eurozone, including Ireland, into a very attractive area for investment and indeed holidays. Buying in Ireland, then, can make very sound financial sense. But do remember this if you’re embarking on it purely as a business venture. Robert Shiller, a Nobel prizewinner in economic science, has found that from 1890-2014, after taking inflation into account, home prices have risen only 0.3 per cent. If investment is not your main motivation, but rather, having a place in Ireland that you might one day call home, then now is probably as good a time as any to begin

looking around. Around 2008 the warning signs began to appear in the Irish property market. The banks, it was said, were lending money they didn’t have to developers and speculators who had no hope of paying it back. By 2009 the crash duly came, leaving more than €13billion in investment loans defaulted on or modified.

The exchange rate at the moment is particularly favourable to those with sterling in their pocket, buying in Ireland, then, can make very sound financial sense The practical result of the property crash — apart from almost bringing down Ireland’s economy — was that house prices came tumbling down while many property developments became derelict, unfinished building sites. Prices have recovered somewhat — although nationally in the Republic levels remain 37.5 per cent lower than their peak in 2007. In Dublin, prices are still 38.1 per cent lower than the boom time, but the market continues to show signs of recovery. Of course location is paramount. If you’re looking for a five-

bedroom house in the likes of upmarket Dalkey, just south of Dublin, you’re not going to see much change from a million-and-ahalf euro for most properties. But if you venture just north of the city to Balbriggan, you’ll likely pick up a two roomed apartment for around the €115,000-€120,000 mark. In the traditional tourist areas such as west Cork or Kerry, prices are similar. Luxury Estates are currently offering a six-bedroom luxury home overlooking the ocean for just under two million euro. They also have a spectacular waterfront property on Bantry Bay for over €2.4million. Near Ardigole, the estate has its own mooring, lake, forests, lawns and arguably some of the finest sea views in the world. So when you factor all that in, a couple of million doesn’t seem to be all that steep. Parts of Belfast offer some of the lowest city property prices in Ireland, with bargains still available — Zoopla currently have a four-bedroom terraced house in east Belfast for £39,000. In rural areas, the lowest prices are to be found in the more inaccessible areas of Ulster. In Donegal, where the population has been decimated by emigration, demand for accommodation has fallen dramatically. Prices are consequently low. The average cost for a four-room bungalow is around the €140,000€160,000, but bargains at much

lower prices have been recorded. Cavan, despite it boasting some of the most bucolic scenery in Ireland, is not served by a good transport network and so prices remain low. Expect to pay around €140,000 plus for a four-bedroom bungalow. In Monaghan, Monaghan Properties have excellent deals available, including a three-bedroom house in Clones for €55,000. They are also offering a three-bedroom house in Fermanagh for £75,000 — Fermanagh has some of the lowest prices in the North. The midlands — areas such as Laois and Offaly — also have low-priced property. MyHome.ie currently has a twobedroom detached house on its books

for just €55,000 in Errill, Co. Laois. But, as we have seen from the recent property crash, the market can be volatile. As well as the vagaries of house prices, you also need to factor in other costs. Solicitor’s fees will probably be something in the region of €2,000. Stamp duty is likely to be around €1,500, and a survey is typically €300-€400. Buying to let is similarly a process that requires judicious thought and a certain amount of business acumen. The locations where demand is highest for rented property (largely Dublin and traditional holiday areas such as west Cork and Kerry) are also the areas where property prices are highest.
