Beaufort joins suit against seismic blasting ME-DNLD-1790-00-001-04X6

Beaufort is among 16 coastal municipalities who have joined the S.C. Small Business Chamber of Commerce in litigation challenging authorizations for seismic blasting in the Atlantic. The South Carolina Environmental Law Project is representing the 16 coastal communities and the Small Business Chamber in a lawsuit filed in Federal District

Court in Charleston “contesting the validity of authorizations to harass hundreds of thousands of marine mammals,” issued by the National Marine Fisheries Service (“NMFS”). The authorizations were wrongly issued, according to the complaint, because they violate multiple federal statutes, including the Marine Mammal Protection Act and

the Endangered Species Act. “Importantly, NMFS failed to consider the cumulative impacts of allowing an unprecedented amount of seismic airgun surveying to be conducted in the Atlantic. Five surveying companies will blast and reblast much of the same area, in turn, as they each gather their own proprietary data to be sold to big oil companies in anticipation of

offshore drilling,” the plaintiffs said in a release. Seismic airgun surveying is done in preparation for offshore oil and gas drilling, which is unanimously opposed by every coastal municipality in South Carolina. Seismic airguns are dragged by boats in large arrays along the surface of the ocean. The airguns blast sound downward at 16,000 decibels, every

10 seconds, 24 hours a day. The blasting is slated to take place offshore from Delaware to Florida and last for about a year. Seismic airgun surveying has been shown to injure and drive away marine life, from destroying microscopic zooplankton at the base of the oceanic food chain to harassing the critically endangered North Atlantic Right Whale, the release says.

“I am disappointed that NMFS authorized serious impacts to the critically endangered right whale, along with hundreds of thousands of other species of marine life, in order to allow for unnecessary seismic blasting,” SCELP Executive Director Amy Armstrong said. “The coast has spoken loudly and repeatedly

Metro Planning Commission to review Lady’s Island Plan The Metro Planning Commission, representing Beaufort County, the Town of Port Royal and the City of Beaufort, will hear details of the Lady’s Island Plan at its Dec. 17 meeting at 6 p.m. at Beaufort City Hall. This is the second official body to hear the plan. It was reviewed with the Northern Plan Implementation Committee on Nov. 30 to generally positive reviews. The plan will subsequently be reviewed by the Beaufort County Planning Commission, the Natural Resources Committee of Beaufort Council Council, Beaufort County Council itself and the Beaufort City Council en route to adoption. The plan steering committee hopes to have reviews completed and an adoption of the plan by early 2019. In the Dec. 5 edition of his weekly newsletter, Beaufort Mayor Billy Keyserling commented on the Lady's Island Plan as presented to the Northern Plan Implementation Committee, saying, "I like the direction, believe it is generally consistent with the City's Civic Master Plan, and look forward to digging in ... and moving forward as quickly and responsibly as possible." The Mayor did raise two issues regarding the plan. One was what he saw as another layer of regulatory review by a Lady's Island Implementation Committee. Steering committee members, however, said they were conscious of the administrative overhead, and intended that only an expanded and strengthened Lady's Island Preservation Committee — a body already in place — would have responsibility for monitoring the plan.

The spirit of the season overtook the Beaufort area this weekend, with several special events designed to spread holiday cheer. The Festival of Trees fundraiser for Friends of Caroline Hospice kicked off with the annual Snow Day at Tabby Place, and Santa stopped by the Christmas tree lighting ceremony at White Oak Park in Port Royal later that evening. The party continued Friday night with the annual Night on the Town event on Bay Street, which coincided with the monthly First Friday celebration. Hundreds of people enjoyed puppet

shows, dancers, good food and a concert by the Dirty Boot Brass Brand from Parris Island. Bad weather over the weekend resulted in the cancellation of the City of the Beaufort’s boat parade, but the rain let up just in time for the annual City of Beaufort Christmas Parade on Sunday. Thousands braved the cold to watch as floats of every size with all sorts of elves, bands and nativity scenes made their way down the traditional parade route.

BJWSA marks latest sustainability project The Beaufort-Jasper Water & Sewer Authority (BJWSA) recently completed a project to replace lighting at their administration building as well as at four major treatment plants. The venture with LED Lowcountry, using energy-efficient LED fixtures and lamps, garnered rebates totaling more than $31,000, which were used to help fund the project. The payback in energy savings over the next three years will cover the rest of the cost of the $126,000 project in whole.

Under the leadership of Al Legare, director of technical maintenance and SCADA, BJWSA has pursued numerous cost and energy saving initiatives, primarily through the South Carolina Electric & Gas (SCE&G) Energy Wise program and Palmetto Electric Cooperative. Energy Wise also provided a $132,000 rebate in April 2015 for the Authority’s administration building HVAC system. “The opportunity for projects that have a great payback like this is rare,” Legare said.

Burton and Beaufort/Port Royal firefighters responded to a motor vehicle collision on Robert Smalls Road that resulted in injuries to four occupants, one of which is potentially serious. Just before 8 a.m. on Monday, Dec. 10, Burton and Beaufort/Port Royal fire departments responded to a reported crash on Robert Smalls near Goethe Hill Road. Firefighters arrived to a two-vehicle collision, with both vehicles sustaining heavy damages. Four occupants were injured, one of which had potentially serious injuries. Two units from Beaufort County EMS also responded. Traffic on Robert Smalls was delayed for over an hour while emergency crews assisted the injured and removed roadway hazards.

I hope that the courts agree with us that this activity would be unnecessary and illegal.” The 16 municipalities that SCELP is representing — Hilton Head Island, Bluffton, Port Royal, Beaufort, Edisto Island, Seabrook Island, Kiawah Island, Folly Beach, James Island, Charleston, Mount Pleasant, Isle of Palms, Awendaw, Pawleys Island, Briarcliffe Acres, and North Myrtle Beach — are concerned about the environmental impacts along with economic ones. “Issuing these authorizations is but the first shot off the bow by money-hungry special interests at the expense of our

quality of life and our pristine coast, which we work diligently to protect — with disregard for the security of our jobs, with disregard for the largest industry, and with disregard for the loud voices of opposition by the many,” Beaufort Mayor Billy Keyserling said. “We fought the Obama Administration’s 5-year plan, we have been fighting the Trump 5-year plan, and we will fight even harder against the issuance of the seismic permits whose impact is more imminent because they are more than a plan — they are a green light to enter our waters and begin destroying what we have.” The South Carolina Small Business Chamber points to the fact that seismic blasts drive away fish, whales and dolphins that help support the fishing industries and tourism industries along the coast. “The IHA’s failed to address the socio-economic damage

to our local communities and businesses from seismic surveys,” said Frank Knapp, president and CEO of the S.C. Small Business Chamber of Commerce. “Studies have shown that our vibrant coastal seafood industry is at risk from the intense and constant airgun blasts that will cause commercial fish catches to be reduced by up to 80 percent. The sport fishing industry will also suffer from the same displacement effect. Scientific research has shown that seismic surveys cause physical harm to invertebrates like scallops, squid and crabs. Whales and dolphins will not be found for sightseeing tours. And research has shown that zooplankton, the base of the ocean food chain, is killed from the loud blasts. The failure of the National Marine Fisheries Service to address the potential threat to marine life and humans should seismic blasts cause the release of toxic

chemicals from deteriorating bombs and radioactive waste drums dumped off the coast is unquestionably negligent.” Congressman-elect Joe Cunningham made the issue the centerpiece of his campaign against Republican Katie Arrington and has maintained his opposition to seismic testing and offshore drilling since being elected. Outgoing Rep. Mark Sanford also has maintained his opposition to the practice. “The administration’s latest action in opening the waters of the Atlantic to seismic testing is a decision that is fundamentally at odds with the notion that the government closest to the people governs best,” Sanford said in a statement. “I once again join with my colleagues in urging the administration to respect the wishes of the coastal communities that I represent as well as many others along the eastern seaboard, who so

vocally oppose seismic testing.” The final step before seismic blasting can commence will be the issuance of permits by the Bureau of Ocean and Energy Management (BOEM). Pursuant to President Trump’s April 28, 2017, Executive Order entitled “Implementing an America-First Offshore Energy Strategy,” Secretary Zinke issued Secretary’s Order 3350, directing BOEM to expedite consideration of seismic permit applications. Therefore, the plaintiffs expect those permits to be issued in short order. “Mayors, City and County Councils, business owners and employees in concert with 10s of thousands of citizens along the east coast are prepared to do whatever it takes to stop this nonsense,” Keyserling said. “I am confident that the coastal mayors will block the insanity and insensitivity of a government that refuses to hear the human cry.”

Downtown Beaufort has a new bicycle store, University Bikes, located in the Higginsville neighborhood. The shop officially opened Friday, but like many bike shops, it started years ago in a home garage. Dolphins take down Seahawks with 7 pins Joseph Geilman’s first-period pin in the final match of the night lifted Battery Creek to a 47-35 dual victory at Hilton Head High on Tuesday. The Dolphins built a big early lead with a string of five straight wins — four by pin and one by forfeit — and led 41-17 after Joseph Rivera’s pin at 220 pounds, but the Seahawks won four straight matches by pin or forfeit to move into position to tie with a pin in the final match. Santa flying into town Sunday Antique and Classic Car Show The Beaufort Aviation Association will intercept Santa as he reconnoiters the Lowcountry for his Christmas Eve fly-over. Santa agreed to take a break from making his “naughty” and “nice” lists and fly in to Beaufort Airport on Lady’s Island on Sunday, Dec. 16. Expect him around

his “tea time” — from 3 to 5 p.m. — when neighborhood children can meet and greet Santa. If they are on the “nice” list, they can inspect Santa’s bag of toys. If close to the top of the list, Santa is pre-disposed to give each child a “preview” present, and in return, each child can present a cookie

(from the refreshment table) to the surprise drop-in. Students from neighboring schools are invited to join BAA members and their families. The United Way of the Lowcountry has again partnered with Toys for Tots, The Salvation Army, Love House Ministries, Bluffton Self Help and the Deep Well Project to provide Christmas assistance to those in need through Operation Holiday Heroes. Operation Holiday Heroes is a county-wide collaboration to ensure that every child and family in need throughout Beaufort and Jasper counties has toys and food for Christmas. Last year, Operation Holiday Heroes provided Christmas gifts and meals to more than 1,900 families throughout Beaufort and Jasper counties, including more than 4,000 children. The holidays are all about sharing and giving, and we have a perfect solution this week, because our featured wine is a party for two. Laurent Perrier is a Champagne house that was founded in 1812, by former cooper (barrel maker) and bottler Alphonse Pierlot. Pierlot bought two parcels of vineyards in the Champagne region and willed them to his cellar master, Eugene Laurent. Eugene and his wife, Mathilde Emilie Perrier ran the company until he died in 1887. Mathilde took over, added her name to the company (duh!), and Veuve Laurent-Perrier was born. (“Veuve” is the French word for “widow” and prominent in the world of Champagnes.) Like other widows in this region, Mathilde ran the company with great success, though her success was diminished by the start of World War I. After the war, she hired a new marketing director who started building a market for Laurent-Perrier in England. Mathilde died in 1925, leaving the company to her daughter, Eugénie Hortense Laurent.

Setbacks from both the first World War, and the approaching second World War made it difficult for Eugénie, and in 1939 she sold to Marie-Louise Lanson de No na ncou r t . The new owner ran the company, having invested all money in Celia the compaStrong ny, while her two sons joined the French Resistance. (At one point during the war, she mortgaged 100,000 cases of her Champagne that were hidden in a wall.) In 1945, the youngest and surviving son, Bernard, started learning every aspect of their Champagne business. In 1948, he became president and CEO of the house. His passion for Champagne helped his company grow, establish relationships with top quality growers and develop the L-P style of freshness, lightness and elegance. Today, the majority owner of Laurent-Perrier is still the de Nonancourt family. La Cuvée is the name of L-P’s non-vintage Champagne. This wine was 15 years in its development. A brut Champagne with a majority of Chardonnay in its blend was rare. Then and even today. The 15 years were spent

making sure they had quality supplies of Chardonnay grapes as well as mastering their blending skills and finalizing their house style. The finished wine is over 50 percent Chardonnay, with over 30 percent Pinot Noir and 10 to 20 percent Pinot Meunier. Every batch uses up to 20-30 percent reserve wines (wines from previous harvests that are stored in their cellars). More than 100 vineyards are sourced for the grapes for this Champagne. The finished Champagne is pale gold in color. Its nose is both delicate and complex with lemon zest and citrus notes, and white fruits like peaches, apples and quince. Its flavors are fresh and easy, and echo these aromas and add in honeysuckle and slight toasty notes. The texture is creamy and the bubbles are persistent. Always a pleasing and easy drinking Champagne. And the party pack? This great wine comes in a gift box with two flutes, wrapped up with a ribbon and ready for whatever choice you make for it. Viewing S.C. Politics From Afar By Scott Graber It’s Monday morning and I’m aboard American Airlines Flight 2589 en route to Charlotte. We were delayed departing Albany — and our pilot says there is some hope he can make up the time as we fly south — but this brings a small amount of Scott angst and un- Graber certainty about making my Charlotte to Savannah connection when we land. My wife and I own a loft in western Massachusetts, where she spends several months every year painting. I spend less time at the loft, usually flying up for long weekends, and today I’m on my way home. These visits always include time with Grover Askins and Michael Bedford. When I arrive in North Adams, I go into an incredibly cluttered and wonderfully

disorganized bookstore that Grover operates at the Eclipse Mill. I give Grover a couple of names — Wallace Stegner, Nevil Shute, etc. — then watch Grover climb into and onto his floor-to-ceiling bookcases. Usually his search results in a couple of dusty volumes that keep me satisfied for the duration of my stay in Massachusetts. This past week also included conversations with my friend Michael. Michael spent his professional life running the Peace Corps in Bangladesh, Thailand and Afghanistan. He has great stories set against dramatic backdrops like civil war, genocide and famine. “I was told I had to get my 300 volunteers out of country within 48 hours,” Michael told me one afternoon at the Bright Ideas Brew Pub in North Adams. “But those days are behind me,” he said wistfully, “What I really want to understand is South Carolina.” “Really?” I asked. “Yes,” he

said, “And your rock solid support of Donald Trump. What the hell is going on with you guys in the South Carolina?” And so I took another sip of my locally crafted IPA and started my tutorial with James Webb and his book, “Born to Fight.” Webb’s book begins with the Scottish immigrants who started off in Scotland and then went to Ulster in Northern Ireland. Eventually these “Scots-Irish” people immigrated into the United States by way of Pennsylvania, working their way down the Appalachian Mountains into Virginia, North and South Carolina. Then they — or their children and grandchildren — made a right turn, going west into Alabama, Tennessee and Mississippi. These folks, according to Webb, hated everything English or Anglican. But mostly they hated the central government in London. They brought that contempt for central gov-

ernment with them when they came to the United States. They also believed in isolation, self-defense and shotguns. They were mostly Presbyterian and for a long time didn’t vote at all. But that has changed. I told Michael that once there was a Democratic Party in South Carolina. There were some remarkably able people in that Party — Senator Fritz Hollings, Governor John West and Dick Riley (former governor and secretary of education). But then came Carroll Campbell who, with help from Lee Atwater, decided to mobilize ‘Joe Six Pack.’ I believe that Joe Six Pack was a not-so-subtle euphemism for under-educated, sometimes unemployed white men living on the edge or in a double-wide. And I believe many of these unhappy folks are of Scots-Irish ancestry. Regardless, a new voting cohort came to the table with a contempt for central government. Then I told Michael that At-

water and Campbell (a former governor of South Carolina) decided to ice the Republican cake with people who lived mostly in the upstate Bible belt of South Carolina — better known as Evangelicals. These folks had never voted before and generally spent their time praying. But Roe v. Wade made these folks reconsider their contemplative, church-centered lives. “But Scott,” he wailed. “Hold on a minute. Aren’t these the very folks who benefit from ObamaCare and the similar safety-net programs put in place by the Federal government?” “Yes,” I said. “Some of these folks participate in programs that they loathe.” But the blow that was fatal, at least as far as the House of Representatives was concerned, was the “packing” deal that moved many of South Carolina’s black voters into the 6th Congressional District. Women and minorities

are essential to any Democrat who runs in South Carolina, and this 1990 deal meant that there would be no real chance for a Democrat in any of South Carolina’s other six Congressional Districts. “And so, Michael, South Carolina became a constant, red-blinking beacon in the night.” But, of course, South Carolina’s political map is more nuanced, more complicated than my little formula for failure. And fatalistic curmudgeons like myself were stunned by Joe Cunningham’s win in the 1st Congressional District. The young Democrat won downtown Charleston, Mt. Pleasant and the precincts west of the Ashley River. He didn’t win Beaufort County but I take a little bit of pride that he won Port Royal #1—my precinct. “Ah,” I said to my husband the day before. “My package is in North Carolina now.” It felt like tracking Santa Claus around the world when I was a child. “Where is he now?” we would ask my father. He would point at the world globe in the living room. “Based on my calculations,

I believe he is in Iceland now.” Dad would have loved the new Santa Trackers. It is different now. Not only do we get notified about packages, but our doctor’s appointments too. Last week I got an e-mail confirming an upcoming appointment. Then I got a text. “Please confirm you are

coming to the appointment. Write ‘Yes’ for attending or ‘No’ if you wish to cancel.” Then came the phone call two days before the actual appointment date: “Just a reminder, you have an appointment in two days.” I am quite sure this activity is due to the doctor’s busy schedules. They want to make sure patients are really going to show up for the appointment. Life is busy for all of us and sometimes things like appointments get away from us. Even my hairdresser Kelly does a unique notification. She texts: “I’m looking for-

ward to seeing you tomorrow morning at 9:30.” To which I always reply, “Can’t wait!” You can be sure I do not reply with that same kind of enthusiasm to my doctor’s office. Yet with all the notifications, things sometimes do go wrong. Packages get delivered to the wrong house, and even the doctor’s office must cancel a confirmed appointment occasionally. But we have decided to pay a little more attention to Brandy’s barking. She may be right. After all, it could be one of our neighbor’s missing packages sitting on our front porch.
