Last year, officials said, the town used more than $22 million in reserve funds to balance its budget. That portion of the money came from $26 million in federal aid, according to officials.Moody’s said a “significant increase” in long-term liabilities and the use of reserve funds to balance the budget are contributing factors to a potential downgrade in its bond rating. The town, according to the report, is expected to dip into its reserve funds to balance the budget next year as well.

That is to say to send people never found guilty of a crime to jail, while the former county executive who was convicted in 2019 of repeatedly violating his public trust remains free three years later.

Union of New York’s laws suggested that relatively few people released under the new law went on to be rearrested for serious offenses.Reviewing state data on pretrial releases between July 2020 and June 2021, the newspaper found that just 2% of 100,000 cases in which someone was released pretrial led to an arrest for a violent felony. That means 98,000 people who did not then commit a violent felony after their release would have needlessly stayed in jail even though they had not been convicted of a crime. People who had been accused of the very same crime were released because they could afford bail.

Before making any more changes to state bail laws, legislators should also consider the catastrophic toll on the lives of those arrested who cannot afford bail and their families beginning with lost jobs, eviction from homes and broken families.

Critics blame cash-less bail for an increase in violent crime. But no evidence exists to support the claim that New York’s bail reform is responsible for increases in violent crime, which have occurred nationwide, including in jurisdictions without bail reform, during the Nassaupandemic.Countyrecently reported that authorities rearrested about 7% of defendants who were released without bail during the second quarter. But that included nonviolent crimes such as possession of controlled substances, larceny, criminal mischief and not showing up at trial.

Her surrender to prison officials followed three postponements amid two failed bids to stay free on bail as she challenges the 2019 conviction that followed two trials in U.S. District Court in Central Islip.

Prosecutors at Ed Mangano’s trial showed that from 2010 to 2015 he accepted bribes and kickbacks from Singh in exchange for favorable official actions, including steering contracts to Singh and helping him secure about $20 million in loans.

A jury found Linda Mangano guilty of two counts of lying to the FBI, conspiring to obstruct justice and obstruction of justice in a case involving her husband, Ed Mangano, the former Nassau County executive, and politically connected former restaurateur Harendra Singh, a longtime family friend.

This is true in both civil and criminal cases. Small businesses and most individuals in many cases cannot afford the cost of taking on large corporations with an army of lawyers at their command. Try suing Amazon, Apple or Facebook if you doubt this.

REPORTERS

As the French poet Anatole France said, “The law, in its majestic equality, forbids rich and poor alike to sleep under bridges, to beg in the streets and to steal their bread.”

They should also find a way for those without the financial means to get something approaching the protections given the Manganos.

A federally mandated change in the misdemeanor bail policy of Harris County, Texas, has resulted in fewer low-level offenders in jail and improved public safety, according to a new study released by the Quattrone Center for Fair Administration of Justice at the University of Pennsylvania.

Newsday, which described Linda Mangano as “the stylish former politician’s wife,” reported that she will be allowed to have up to five pairs of shoes, including shower shoes, slippers and athletic shoes — the latter “with a maximum value of $100” — in a prison often referred to as a country club. Those people charged – but not convicted – of a crime who cannot afford bail do not get the same accommodations. There is something very wrong with this scenario, but it is not unusual.

The rich, powerful and well-connected are able to take full advantage of their rights under the American legal system – and perhaps then some – because they can afford the cost of the legal representation. Everyone else – particularly the poor – cannot.

These three good Democratic bets are causing havoc in the Republican

Party. Their early overconfidence has turned into deep worries about the fate of their candidates. While the party regulars are counting on a House majority, a Senate majority dream is on shaky grounds, due to the nomination of candidates with controversial backgrounds. In most of the states with expected close contests, the Democrats have raised large amounts of money and have more appealing candidates.Because of the Democrats’ good fortune, the Republican Party has made a last-minute decision to come up with a platform of proposals, instead of relying on inflation and crime to carry them to victory. Most of the new ideas to come are actually the old planks of a once moderate party. Elections are a horse race and the favorites can be losers if the turf gets too bumpy. And any gambling addict will tell you that nothing is a sure thing until your horse passes the finishing pole.

I’ve dabbled in watching a number of these shows, and I must say this one’s better than most.

For one thing, the “Before” situations are so completely dreadful that I even find the “After” infinitely better. My favorite excerpt so far features a young husband who has gutted the living room, raised the roof joists and somehow installed what he thinks is a supporting beam. The Republican Party wants the 2022 election to be about such issues as crime and inflation and instead Mr. Trump continues to keep the party on defense. The Trump wailing about 2020 has caused deep divides in the party and is causing party candidates to break away from their still popular formerSomepresident.Democratic partisans will tell you that the Roe v. Wade controversy is enough to get the party over the November finish line. But that decision, by itself, is not enough to turn the tide totally in the party’s favor. The passage of so many meaningful laws at a time when the public has little or no faith in government has given the party’s image a major boost with many voting groups. Laws that help so many different groups are a bonus prior to any election.

“What’s going on?” I asked him, a little concerned. “Are you all right?”

the “Before” version better.

What impresses me most is that Jasmine undertakes some emotional repair work, along with the more tangible kind. Instead of simply tossing that balky toilet into a dumpster, she laid it out on a tarp in the backyard and gave the husband a sledge hammer. Smash therapy! Later on, after a few false starts, she was able to coach the couple into successfully installing a new one — together. I have no doubt she saved that marriage.

A LOOK ON THE LIGHTER SIDE

Another thing I like about this show is that they use believable figures —last night’s construction had a budget of $71,000 which got completely used up.

I watched it all, riveted by the awfulness of what this couple was living with, but eventually I noticed that my husband was shaking, sitting on the couch with me.

“I’m just fine,” he managed to gasp.Turns out he’d been shaking with laughter. “I was just trying to imagine what you’d be like in that kind of a situation.”Somehow I didn’t think this was going to be a compliment. “Bear in mind,” I said sternly, “there’d be two big differences if this show were about“Really?us.” What?”

The third leg of the party’s platform has been given to them by Trump’s continued insistence that the 2020 election was stolen. His endless rage about his alleged defeat has

Several things impressed me about “Help! I Wrecked my House.”

I am always amazed that the couples in these shows stay married.

In most other shows, an army of electricians, plumbers, contractors and decorators troop through a property, redoing everything about it from cellar (if there is one) to chimney top (ditto), and rendering it unrecognizable in the process. But — and here’s the part that drives my husband wild — it all somehow gets done for about $50 in labor, and maybe $35 in supplies. In short, unbelievable. Not even close. Even the venerable granddaddy home improvement show of them all, “This Old House,” is getting harder and harder to believe.

“I’m glad you realize that. And second?”“Ifyou tried, I’d be gone.”

I think they probably just bring new families through the house until one of them likes it — families who look enough like the first.”

LETTERS POLICY

In the final analysis, I’m watching these shows like some people watch traffic accidents, just to see how bad things can get.

“I got in a little over my head here,” the husband admits. “Me and Larry did all this.”

This program is just one of many real-estate-based offerings on the HGTV channel and has already started its third season.

In last night’s episode (Season 1, Episode 6), they were still together in their small home, even though the husband had utterly failed at reinstalling the toilet in the main bathroom. The episode was actually titled “The Toilet is Still in the Hallway.” The couple had apparently been friends and sweethearts since childhood, but there is a limit to everything.

ast night, I found myself watching a TV show with the intriguing title of “Help! I Wrecked My House.” Purely for vicarious thrills, you understand — my own particular house is fine, thank you very much.

This coming November will be a challenge to both political parties, but the Democratic Party needs its own trifecta to help them come out on top. The first thing that works in the party’s favor is the decision of the U.S. Supreme Court throwing out a woman’s right to choose under Roe v. Wade. The second part of the trifecta is the passage of three major bills by the Democratic congressional majority that will improve the lives of millions of Americans. In fact, politics is less sport than an incredibly profitable industry – billions of dollars worth – and the “coaches,” the political consultants — are laughing all the way to the bank. The industry has grown exponentially since the radical activist, anti-democratic Supreme Court majority overturned precedent along with the spirit and letter of the Constitution and democracy in its Citizens United decision in 2010. On Sept. 1 Donald Trump floated his intention to pardon convicted Jan. 6 rioters. He said, “If I decide to run and if I win, I will be looking very, very strongly about pardons. Here’s my most controversial proposal: Limit the amount that can be donated from outside the constituency, regardless if federal, state or local to, say 20 percent, including PACs and lobbyists. Every election should not be nationalized; people should have more say in their own elections. This would also bring back campaign spending to more earthly levels.

To be clear, Donald Trump created the context and provided the inspiration that led to their rioting and violent assaults against police officers, leading to their arrests, convictions and imprisonment. And, now there are MAGA Republicans — election deniers who supported the violence, whose feelings are hurt because President Biden referred to Trumpism as “semi-fascism.”

Political spending in the 2020 election totaled $14.4 billion, more than double the record-breaking 2016 presidential election cycle. Two-thirds of that came from “dark money” groups – that is, huge pots of money where the public is kept in the dark as to who makes the donations (like the Kochs and the Heritage Foundation). Spending in state and local campaigns now is also off the charts, effectively nationalizing every election.

Last year, the first responders simulated removing a victim from an automobile, using various tools, such as the jaws of life, as the crowd grew. Once the “victim” was saved, the department went ahead and transformed what was an SUV into a convertible.

Christopher Devane said it has been a priority of the village to organize highquality events that are fun for the whole family and that every event the village has are welcome to everyone, regardless of where they live, free of charge.

The event will be held on Jericho Turnpike from New Hyde Park Road to Lakeville Road.Attendees can expect village merchants and restaurants, children’s carnival rides in the Central boulevard parking lot and more than 150 vendors, local businesses and community service organizations to be on hand.

The street fair returned in 2021 after a two-year hiatus due to the COVID-19 pandemic in 2020 and LIRR construction in 2019, where it sold out each of the spots available for vendors.Thestreet fair is being organized in conjunction with Craft-A-Fair Long Island. The rain date is scheduled for Sept. 24.

Devane said the fair itself will be condensed by a few blocks compared to years past in order to make it easier to walk for attendees.“We know there are events that people mark their calendars for,” Devane said. “We are working to make New Hyde Park’s events are something that people mark their calendars for, not just people in our community, but everyone.”Thereis no set schedule for events, but attendees can expect to see an extrication display from the New Hyde Park Fire Department and martial arts and dance performances throughout the day.

From 10 a.m. to noon, Ray McKnight will provide live music as the DJ, while the live band Birds in the Boneyard plays from 1 p.m. to 4Mayorp.m.

“We recently had a meeting on the fair and are expecting a bigger turnout than last year,” Nijjar said. “It’s been a great effort between the village and Craft-A-Fair to put this on for the community.”

The government limits federal borrowing by undergrads to $31,000. Twothirds of students at public colleges graduated with an average of $26,900 in loan debt. Some 68% of private college graduates had average debt of $31,450. More extreme, propriety college students left with an average of $40,000 in debt. Only 7% of borrowers owe more than $100,000. They owe about one-third of all student debt and a large proportion of this is for graduate education, especially

About one-third owe less than $10,000, but many of these students left college without aThedegree.majority of student loan debt in terms of dollars is held by households with higher earnings and a graduate degree. For example, the highest-income 40% of households (those with incomes above $74,000) owe almost 60% of student loan debt. These borrowers make almost three-quarters of student loan payments. The lowest-income 40% of households hold just under 20% of student loans and make only 10% of the payments.TheBiden Plan targeted the large number of borrowers with relatively low amounts of debt, no degree, and therefore more difficulty in finding a job to help pay the debt.

When I asked a federal official at a meeting of college presidents why the interest rate on federal student loans was higher than the commercial rates for home mortgages, and why they charged interest on the interest payments, he said the government was using the money to pay down the federal deficit! About 25% of all debt is debt accumulated on interest.

The Biden Plan is a good start because it focuses on those most in need. Biden Plan 2.0 should focus on the policy concerns about costs and loan administration detailed above.

To be clear, I do not know if Outlaw, herself, is a member of the disabled community, as her corporate biography doesn’t mention that she is; but, even if she were disabled, her position within SCO’s leadership would still be disqualifying.

Further, calling someone “highfunctioning” is the equivalent of telling them they’re still seen as subhuman when compared to their nondisabled peers, but not as subhuman as those “low-functioning” people over there. It is also utterly abhorrent.

Imagine if institutional eligibility for government aid was based, at least in part, on predicted and actual graduation rates. Colleges would be more accountable for the students they admit, the academic and other support services they provide to foster student success, and their retention and graduation rates, especially of students who enrolled with the assistance of federal student loans. They also should be held to account for their cost structures by boards of trustees, accrediting agencies, and both state and federal student aid programs.

the council has already proven itself to be a complete and utter sham, dedicated not to empowering Nassau County’s disabled residents, but rather silencing us and spreading ableist stigma.

Something tells me that if the purpose of the council were to advise the county on issues pertinent to the Jewish community and was titled, “Advisory Council on People with Jewishness,” there would have been an uproar. However, members of the disabled community are rarely af-

Biden’s student debt plan a good start

Firstly, the very name of the council is ableist. “Disabled” is not a dirty word, and using person-first language (“people with disabilities”) both treat it as one and suggest that one’s disability is an accessory that can and should be separated from one’s identity.

Nassau’s advisory council falls far short

These are not students who attended posh campuses. One-half of debtors attended public two-year and four-year colleges, more than the number who attended private and for-profit colleges combined. They are those who dropped out of local colleges or predatory forprofit career schools with no proven job placement records. These students were poorly advised about the schools and the debt, and the schools and the government took advantage of them.

especially for low-income and minority group students. It is a scandal that only 60% of four-year college students graduate after six years. One million students drop out of college each year, of which three-quarters are first-generation students, two-thirds are from low-income households, and one-half were in associate degree programs. Many of these students took out loans for college expenses and will not have the income to repay the loans. They deserved better advice.

As for “high-functioning autism,” this is a complete misrepresentation of the autistic spectrum, which is

advisory council. They do not speak for the autistic community or the disabled community at large and will clearly use Outlaw’s appointment as an opportunity for self-promotion.

The icing on the cake is a promotional video live on SCO’s website, in which an autistic beneficiary of their services (who was presumably diagnosed prior to 2013) states, “I may have Asperger’s, but Asperger’s doesn’t have me.”

ver the past ten years, the cost of undergraduate college tuition has increased by about 30% at public colleges and universities and just over 25 % at private institutions. During this same period, student loan debt increased by 107% to nearly $1.7 billion. The amount of total dollar debt held by students who enrolled in a college gains big headlines, usually with a statement comparing it to credit card debt.

n your Sept. 9 print edition, you published a press release announcing the first members of Nassau County’s so-called Advisory Council on People with Disabilities had beenUnfortunately, appointed.

More disturbing is that the law that created the council is designed to ensure that those who try to speak over and for disabled county residents can sit on it instead of anyone with the actual life experience of being disabled. At the discretion of the county legislature’s presiding officer and minority leader, some or all voting seats can be filled by “a representative of an organization that provides services to or advocacy on behalf of” disabled people. The Legislature apparently thought it had to allow for the possibility that, among the handful of disabled categories listed in the law, there might not be a single disabled person in all of Nassau County capable of filling a seat. This is absolute infantilizing nonsense.

bedrock of public higher education opportunity and the principal launch pads toward a middle-class life. The states and counties responsible for community colleges should do more to ensure that transfer agreements between the twoyear schools and four-year colleges are seamless.Third, the federal government should use a form of “clawback” provision, as used in the Bernie Madoff ponzi scheme case, to seize profits and compensation from the owners and executives of predatory for-profit schools and colleges to cover the cost of loan forgiveness. Many of these so-called “colleges” have closed, but the ill-gained money can be traced. Fourth, student loan debt should be eligible for bankruptcy protection, just as every other form of debt is covered. Federal and private student loans for educational purposes face an unusually high burden for discharge and this should be changed. Amending the 2005 Bankruptcy Abuse Prevention and Consumer Protection Act would be a way of reducing the debt without incurring the current costs of forgiveness.Fifth, theBiden Plan should address the problems in the federal administration of the income contingent reimbursement program and the Teacher Loan Forgiveness program. Both have been mismanaged.Sixth, the Biden Plan provided an opportunity to advance a policy objective concerning college graduation rates,

What is not talked about is why public college costs increased as state support declined. In addition, colleges spent money on staff to meet federal and state compliance requirements, improve facilities and add programs to attract students during a demographic decline, meet increasing competition, and discount tuition to supplement financial aid funding.

These students deserve the Biden “break”.But the Biden Plan does not go far enough. First, there should be more support for college and financial counseling for students at under-resourced public schools. Second, there should be funding to strengthen community colleges, the

For example, all over the site, SCO makes reference to “Asperger’s syndrome” and “high-functioning autism.”For those unaware, Asperger’s syndrome has not been a diagnosable medical condition in the United States since 2013, when the American Psychiatric Association retired it due to its inconsistent application by doctors and the barriers to educational and healthcare access it often created.

I shouldn’t have to explain this to Outlaw or any of your readers, but portraying autism or any other disability as something to be fought against or overcome (rather than accommodated) is deeply ableist, and that video alone proves that SCO views its autistic clients and the autistic community at large with nothing but paternalistic contempt.

To the very few disabled residents whom legislators Rich Nicolello and Kevan Abrahams deigned worthy of sitting on the council, I would ask this.Either quit the council in protest or raise your voices when ableist organizations and their representatives try to speak over or for the disabled residents of Nassau County. We’re counting on you. We certainly can’t count on any of our bigoted elected leaders.

The higher the rates the more demand will cool off and in turn home price deceleration. For prices to decrease, our inventory has to grow to at least six months. The speed in which this will advance will depend on how fast and far rates will accelerate and the side effects of our future inflation. New construction is also slowing as overall costs to build have accelerated due to supply chain issues and the lack of availability with the Covid-19 complete shutdowns in China.Moderately priced housing is a huge issue as the higher local prices have shut down the dreams of many looking to purchase their first homes and has fueled the demand in less costly states.

There are a number of layoffs occurring across many industries—tech (28,000 since the beginning of 2022) and retail shopping (100,000 from Amazon alone in the second quarter), according to insiderintellegence.com. Unlike the last two years, the slowing of business growth combined with higher wages has forced most companies to rethink their strategies going forward and to begin the layoff process in earnest.

Although price adjustments have been occurring, the luxury market is faring better as the 5-10% of those buyers aren’t as affected by the economy or by mortgage rates. However, the key component in selling is pricing correctly and realizing the time it takes to find a buyer will no longer be an overnight occurrence and will take considerably longer.

Some still downplay and believe that we aren’t yet in a recession. But as history has shown us two quarters of negative GDP, which we experienced in the first half of this year, indicate that we are technically in one right now and it’s getting worse. Will it deepen to a situation that is far more serious and worse for our economy?

You’ve probably heard of the Internet of things, but thought, “what does it mean to me?” To answer that exciting question, let’s first understand the term itself:

Her failure to respond to resident requests or even communicate with her colleagues cannot be blamed on a manufactured controversy. “Supervisor, I was disappointed that you weren’t able to be here last time because I know that so many of our residents are eager to hear whether or not you support a woman’s right to access an abortion in the Town of North Hempstead,” Kaplan said at the meeting.

“The sad truth is that when this year’s board meeting schedule was crafted in December 2021, no one on the Town Board majority bothered to reach out to the newly elected supervisor or her transition team to gauge her availability for the potential dates being considered, which is in stark contrast as to how meeting dates were seemingly scheduled directly around the lives of the Town Board majority.”

Kaplan, during the town’s Sept. 1 meeting, criticized DeSena for her absence in August and the change in the reason she gave.

Kaplan, who is running for re-election to the state Senate and previously served on the Town Board, later questioned DeSena’s claim that she missed the August meeting because she was on vacation.

Wayne Wink, a former North Hempstead clerk and county legislator, cautioned the commission of gerrymandering while reminding them he was one of two legislators nearly a decade ago to be redistricted into the same district.

The next hearing for Nassau County Temporary Districting Advisory Commission was slated for Sept. 14 at Glen Cove City Hall but has been canceled with a new date to be announced for either Sept. 18 or 20.

Department of Public Works

It’s been a busy summer for the Fire Department, including July’s 123 total calls for assistance, 84 ambulance calls and four mutual aid calls. Recently, the Department responded to a smoke de tector alert at a home where there was smoke in the home, and the owners were away. FPFD’s quick response and the working smoke detectors prevented any fre damage, making a big difer ence in the outcome. Please make sure your smoke detectors are working, too.

The Architectural Review Board (ARB) meeting for this month will be split into two sessions due to the number of cases and the complex ity of the projects. Tentatively, the Covert Avenue project and other applications will be on Wednesday, September 21 and the Centennial Hall project along with others will be on Wednesday, September 28. The fnal agendas will be published on the ARB website next week.

I am happy to report good news. NYRA passed a resolution to desig nate the Triangle located at the Cro cus Avenue – Floral Park Bellerose School (FPBS) boundary area as an open space (not to be absorbed as parking). This will enhance the Bel mont/Floral Park border by creating a bufer for the school near the play ground and for the residents nearby. I would like thank the Franchise Oversight Board (FOB), Assembly woman Michaelle Solages, former FPBS Superintendent Dr. Kathleen Sottile, and Village Administrator Bambrick for helping to accomplish this. I would especially like to thank the residents on Crocus and Larch Avenues for having your voices heard throughout the process to bet ter help the Board achieve and main tain quality of life in the West End.
