This is our attempt to promote the inclusiveness of Sumter and the vast opportunities all around us. As you read this magazine, we hope you feel pride and joy through the words and photos, all curated by our local writers and visual storytellers just for you.
The Sumter Item has been telling the region’s stories for 130 years, and today, we’re much more than just a newspaper. We host events like Best of Sumter, The Bobbys Sports Awards and Sumter Item Media Day. We create videos and email newsletters and more. Our staff is embedded in the community daily and is driven to provide Sumter with one of the best local media organizations in the country, and I believe we do just that.

Serving as Chairman of Sumter County Council is an honor and a privilege and affords me an opportunity to give back to the community that means so much to me.
I’m proud to tell people I’m the child of educators and how both my parents instilled within me the importance of education and hard work. Those firmly rooted lessons helped propel me toward a business degree that led to a wonderful and fulfilling career in Atlanta, Georgia.
Throughout my career, I embraced the opportunity to travel, enjoying different cultures and meeting new people.
But I always thought about home.
There’s an old proverb that states the sun at home warms you better than anywhere else. Over the years, I found myself wondering from time to time what had become of my hometown.
When I retired and came back to Sumter, I saw a transformation and felt a new energy. Downtown Sumter was surging forward, and I heard plans for new restaurants, new retail establishments, a new hotel and more.
New industries were springing up, bringing jobs and expanding our tax base. Voters twice approved a Capital Penny Sales Tax Referendum and some real momentum began to take shape.
I was glad I came back home.
I’ve never been one to sit on the sidelines, so I got involved. If you’re interested in shaping your community, it’s not difficult to meet and befriend people who spend their time and effort moving this county forward.
And that, to me, is the essence of the place I call home. Community can be defined as people who have something in common or as a feeling of fellowship brought about by sharing common interests and goals.
I think we have both.
What I see in our community gives me great hope. I see the City of Sumter and Sumter County Government working closely together on a wide range of issues and projects.
I see continuing investments by local government in quality of life, transportation and infrastructure and economic development. Our manufacturing sector is the envy of the
I see world class parks. I see new gyms and football fields for the kids. I see a new walking trail and nature path connecting Swan Lake to Dillon Park. I see abundant opportunities for all manner of recreation from tennis and golf to mountain biking and motocross. Hunting and fishing have been staples of Sumter County and will continue to bring newcomers to our area.
I see a new Veterans Park right next to Shaw Air Force Base and I’m proud to see my hometown support the men and women in uniform serving and protecting our Nation. Welcome to Sumter. Welcome home.

Come in and make yourself at home,” reads one of many signs that greet customers entering Jackson’s Cuisine and Catering. Donna Jackson, the matriarch and owner of the Blackowned family restaurant, has used her nurturing spirit and generational recipes as the backbone for this homestyle eatery in Sumter for nearly three years. Her culinary journey began long before Jackson’s; she previously owned and operated A Fire Touch, where she honed her skills and deepened her passion for cooking.
When Donna opened Jackson’s, the legacy of love and flavor is something Donna instilled in her son, Joseph Jackson Jr., who now leads the kitchen with the same dedication. Joseph’s culinary journey began out of the trunk of his car. The side hustle brought in great feedback and even greater revenue. Realizing the potential of his culinary skills, he decided to turn his side hustle into a full-time venture.
Together, Donna, Joseph Jr. and several mem bers of the Jackson family have curated and cater a menu that honors family traditions while adding twists, whether it be a few extra shakes of a specific spice or a rendition of a family favorite. Among their bestsellers are oxtails, fried chicken, hamburger steak and lasagna – all homemade. For those who desire a sweet treat after an already delicious meal, a slice of red velvet cake, chocolate cake, jelly cake, peach cobbler or Grandma Jackson’s sweet potato pie is what you need. Though these Southern staples may be a frequent rotation at many family dinners, Donna assured it won’t taste quite like one from Jackson’s. :
“People say, ‘How do y’all food taste so good?’ It’s cooked with love,” Donna said. “We base our food on love, and if it’s not good enough for me, it’s not good enough for our customers.”
“Cooking feeds the soul,” Joseph said, and that’s what feeds the family’s dedication to their cuisine and the community.
Making everyone who enters the restaurant feel at home or everyone at a 2,000-person party leave with full bellies and warm hearts is what the Jacksons want to be known for – and have for quite some time. They have been able to build a beloved reputation through word of mouth, allowing the business to blossom. While plans are to grow into a bigger business, the family is grateful for how far they’ve come, summarizing their gratitude in one phrase: “To God be the glory.”
JACKSON’S CUISINE AND CATERING
Aslice of Texas charm awaits food lovers in the heart of downtown Sumter. George Cain, a seasoned chef who has spent over two decades perfecting his craft, journeyed from the bustling streets of Austin to the quieter, intimate setting of Sumter, and it has been one of the best decisions he’s ever made.
Longing for that small-town vibe reminiscent of his childhood, Cain was recruited by the Thompson family to Sumter in 2018 to help revitalize downtown. Cain’s initial plan was to embrace Sumter for a few years, revamp the new eatery and move on. But life, as it often does, had other plans. After four years in Sumter, Cain and his family moved back to Austin for a restaurant venture on the lake. While successful, the charm and comfort of Sumter lingered, pulling him to return a year and a half ago. Cain wears many hats within the rustic atmosphere of Sidebar. From general manager to chef, his expertise in all things food and family allows the restaurant to feature an evolving menu that balances
casual comfort with upscale quality – a factor Cain said “we don’t skimp on.” The menu, influenced by his Cajun wife’s heritage and his Texan roots, features a variety of seafood, barbecue and house-made sauces.
“[Our food] is for the masses. It’s for everyone,” Cain assured. “At Sidebar, we want to welcome everybody.”
When asked about his favorite dish, Cain came up with several, from the pork belly taco to the new Beaufort sandwich, complete with chile de arbol mayo, pulled pork, pickled jalapenos, smoked sausage and pickled onions – it’s a must try, he said. But there are other items to fit everyone’s taste buds, from shrimp po boys and Mahi dishes to all fresh, never-frozen burgers and fried okra sourced locally from Bradford Family Farms.
For first-timers to Sidebar, Cain promises a unique experience. One complete with a vast bourbon program and a curated menu of the things Cain knows and loves.

This family owned restaurant is serving up a taste of Europe right here in Sumter.
Sambino’s European Bistro, previously known as Sambino’s Bistro, has been perched at the corner of Alice Drive for 17 years. Current owners John Shipman and his wife, Donna, bought the restaurant in October 2023 after previous owner Gregory Penridge approached them in March with the idea.
Shipman said his wife was a server at Sambino’s for 11 years along with their son – who served for a short time – so they understood the eatery. At the time, Shipman was also running a German food truck called Opa’s Veterans Table. The family decided to incorporate both of their talents and set off on reinventing this Sumter signature.
The biggest change to the bistro is the inclusion of classic German food inspired by Shipman’s heritage.
“I’m actually German. My mother is German. I was born in Germany and then moved to the States, and then I was in the Air Force and then stationed
back in Germany,” he explained. “That’s kind of where the European influence comes from.”
All the German recipes are Shipman’s own spin on his cultural food, but many of the Italian dishes remain the same since 2007 – with a few “tweaks” to the ingredients. Shipman emphasized their commitment to exceptional food, pointing out their switch to higher-quality materials like imported flour and pastas shipped from Italy. While many Sumterites still turn to their favorite Italian dishes at the bistro, Shipman said his German meals have become quite popular as well. Jaeger schnitzel, pronounced “Yag-er-schnitzul,” is a Sumter favorite, but he and his wife also enjoy the pizzas and German gyro.
“Even though I love the German foods, pizza brings back the days when I worked my way through college at a pizzeria,” Shipman said.
The atmosphere of Sambino’s has always been one of family and community, and Shipman said he is committed to keeping it that way, citing his wife as an important person in this initiative. She has served Sumterites at different businesses since 2003, which has made her a favorite among returning customers. They know her servitude and appreciate it – and that’s important for a family owned business.
“The people know us. It’s not a corporate restaurant, [and] that really helps in the community because it’s, you know, a mom and pop,” Shipman said.
Sambino’s European Bistro may have changed its name and added new items, but it is still a beloved Sumter classic.
“I like providing good food,” Shipman said, “to people that appreciate it.”

For over two decades, Murray’s has been frying dough at 627 Bultman Drive, producing fan-favorite items and fostering relationships with the community.
“I think it’s just employees and customers, not me but them, that make our business,” owner Johnny Murray said of his staff.
The work begins every day at 4 a.m. Dough is cut, and icings and fillings are made in-house, taking about an hour and a half for each batch from start to finish. They work until around 10 a.m. producing varying amounts of stock depending on the day of the week, with Fridays and Saturdays being the busiest. Each batch is almost 800 doughnuts, and they make at least three batches a day.
Whether it’s the fan-favorite apple fritter or Murray’s personal favorite, the chocolate icing doughnut, it’s “back to basics,” where he focuses on high quality, more classic items rather than the fancy designs or flavors some stores offer.
“We’ve been consistent in everything we do. We don’t try to make a lot of fancy doughnuts. We’re doing the basic doughnuts. We’ve done the same doughnuts for 22 years,” Murray said.
“Most doughnut shops now have frozen doughnuts that they just thaw and serve from. They come in frozen, and they set them out and let them thaw, and they decorate them, and they put them on the shelf. We come in and start making up 80 pounds of dough, and we’ll make that dough up and then we go to the table and cut it and roll it out with a roller. We’re making everything in house,” he added.
Through national economic challenges, like inflation or the COVID-19 pandemic among others, Murray is proud his lo cally owned business is standing the test of time, all thanks to the community he says appreciates their consistency in price over the years as well as their strong sup port that’s helped keep his staff employed and paid even during tough times.

They say [they] come here because we haven’t doubled our prices, and that means a lot to a small business to be able to do that,” Murray said. “Our customer base is to the point that you can come to the drive-through window, and the girls know who they are. They can start getting an order ready almost when they come to the window. We have that many regulars.”
Before Sumter, Murray owned a doughnut shop in Georgia for a decade and brought his experience over to South Carolina. From the doughnuts themselves made on the right machinery in-house every day to fostering relationships with the community, Murray said he thinks they’re creating the right recipe for success.
“For a family owned business to compete nowadays with fran chises is difficult. Sumter has

Sumter Original Brewery is the very first brewery to open in Sumter. This 30,000-square-foot facility has three floors with large floor games like pool and ping pong on the second and a rooftop.
This longtime bistro and bakery, which is known for its cakes and desserts, moved to this spot from the hospital during COVID-19. They offer breakfast, soup, salads and sandwiches as well as sweet treats and a whole menu of specialty coffees. You can find them also on Alice Drive. Looking for more restaurants in Sumter? At age 12, Sean Gill’s father handed him a tint squeegee, unknowingly setting the stage for what would become a lifelong passion and a successful career. Starting with tinting windows for family and friends, Gill honed his craft while balancing a collective 14-year career as a police officer in Georgia, South Dakota and Sumter.
After taking home Best Window Tinting at the 2019 Best of Sumter awards, an annual readers’ choice contest hosted by The Sumter Item to recognize the top businesses, services and community events and members, he decided to leave the force and pursue tinting full time, establishing The Tintman Gill LLC at 470 S. Guignard Drive. Gill takes pride in the business he’s

Gill’s son, Eric, has trained under him for a few years to learn the trade’s ins and outs and often assists in tinting vehicles while Gill’s wife, Jamil, is the welcoming voice customers hear when scheduling an appointment. His daughter, Elise, inspired by her entrepreneurial father, has branched out to run her own Philadelphia Ice trailer. Now established and after years of practice and perfecting, the act of tinting “comes naturally now” for Gill. On a typical day, he can tint 10 vehicles or more,
and he offers First Come, First Serve Saturdays for those without appointments – and often sells out. Interested customers will dock at the shop door before the crack of dawn for a chance to #GetShaded by Gill.
“I’m still shocked that people will line up at 3 a.m. for tint services,” Gill said.
With such a positive public reception, it’s no surprise that his skills have earned him recognition beyond Sumter. He traveled to Athens, Georgia, to compete in the Window Film Revolution 2023 Family Reunion, where he competed against tint professionals from all over the world – as far as South Korea. Among the 54 international contestants, Gill placed ninth.
“It was a great experience,” he said about both the competition and the camaraderie.
To be among other experienced tinters and witness the acts of kindness in their line of work was inspiring. Watching contestants lend their tools to those in need and congratulate each other on their finishes, Gill could only describe it as “a big family atmosphere.” The brotherhood he longed for after leaving the force was not lost, he realized. Now, instead of having family within Sumter County, he had brothers all over the world.
He would go on in March 2024 to experience that greatness again as he competed in the Tinters Battle Competition in Orlando, Florida, where he made it to the semifinals, finishing
fourth overall.
A common misconception of the tint industry is that it is easy. Many people question the need for competitions to showcase their skills. What’s the point? But Gill and professional tinters around the world know what it takes to finish a vehicle in less than an hour. The perfect precision of those clean cuts and the right amount of pressure it takes to release those bubbles.
The Tintman has made a name for himself. One that Sumter continues to stand behind, evidenced by his Best of Sumter plaques that hang high on the walls of his office.
“Even though I won so many times consecutively, I feel humbled each year because at any given point, the tide could shift and somebody else have that title,” Gill said. “I’m still on pins and needles when it comes time for the winners to be announced. My buddies are like, ‘Man, you don’t even have to worry about it. You got it.’ But that, that’s not how I feel about it.
“It’s up for anybody to win every year. So that’s why I’m always looking for, what can I do to better myself to stay on top? To provide and make myself stand out from the rest of the 10 shops in town to continue pleasing the customers and to just continue an untarnished reputation.”

Sumter has its staples. Every community needs them. The places we all know about, the steadfast anchors of a city. But often what holds them up, what further defines a city‘s personality, are the places you never knew were right in front of your nose. Whether by word of mouth or intentional exploration, these places are the ones that really fill your heart and spread your smile upon the realization you have this hidden gem just around the corner.

Nestled between buildings at 112 S. Main St. lies a little shop with a whole lot of history.
Walking into Melinda’s Tailor Shop, the walls lined with vintage Coca-Cola collectibles and antique toys mixed in with sewing memorabilia lead curious customers to the heart of the business – a sewing room tucked in the back where the art of tailoring and Melinda Martin’s charm meet at the seam.
Martin has seen generations of locals in need of stitching come through her doors since moving to Sumter in April 2000. Her journey began humbly with a small setup in her dining room. As her clientele grew, so did her need for space, leading her to transform her double-car garage into her first dedicated workspace. Eventually, an opportunity would come to work on Harvin Street with Henry Magazine, an established tailor in Sumter, learning his techniques and merging them with her own.
Eventually, Martin would make her way to Main Street, where she has remained for over a decade.
For Martin, sewing is more than a skill. Each day brings a new challenge, a new garment, a new story. Whether it’s hemming pants for a Sumter Police Department officer or creating a custom piece from scratch – though she rarely does this now – Martin embraces the diversity of her work.
“I’m always doing something different,” she explained delightfully. “If somebody brings something different that I haven’t seen, it’s something like an adventure.”
Despite the changes in Sumter over the years, Martin’s approach to her craft has remained steadfast.
“Everybody is going to buy regular clothes. They’re going to buy their clothes too long, or they’re going to be too short, or they’re too little. They’ll want to add something to it, to let them out; sewing hasn’t changed. That means I can stay in it,” she laughed warmly.
By staying in it, Martin has earned a respected reputation among her clients – one that regards her as honest, fair and accommodating. Her son helps occasionally, but for the most part, it’s a one-woman show. She juggles measuring, cutting, sewing, pressing and customer service all within the cozy walls of her shop. Often in business, speed and efficiency are valued over personal connection. For Martin, it’s about taking the time to do things right. For some clients, that may not work, and Martin understands.
“I try to speak to people like I like to be treated. If I can work you in, I work you in. If I can’t, I’ll tell you up front,” she said.
For those who step into Melinda’s Tailor Shop, it’s an opportunity to witness masterful skill and genuine service, lovingly stitched by Martin’s skilled hands.
There is only one place in Sumter where smiling faces and the smell of classic fried chicken and buttery cornbread are guaranteed to greet you at the door every time - the Piggly Wiggly Deli.
A true Sumter classic, the first Piggly Wiggly in town was opened in the early 1950s by Gilbert McLeod, according to his grandson Ricky McLeod, current president of the Sumter Piggly Wigglys.
The grocery store took off, and now it has three locations in Sumter alone. They can be found around town at 1011 Broad St., 114 E. Calhoun St. and 1455 Guignard Drive.
The first “deli” opened at the Pig was more of a “snack bar,” selling a two-piece chicken strip meal for 99 cents apiece, McLeod explained.
“Back then was when all the furniture [manufacturers] were running and so every Friday, the manufacturers would make an order of two-piece chicken dinners and we’d probably sell 200 of them for lunch on Fridays.“
Because the snack bar was such a success, they started adding steam tables and the “hot line” to provide breakfast, lunch and dinner that every Sumterite knows and loves.
“We’ve had the same cheeseburger recipe and the same chicken recipe since day one. We still make them the same way,” McLeod said. “Daddy used to tell me the key to a good hamburger is to leave the ketchup off, and we don’t put ketchup on them. Never have.”
According to McLeod and Lisa Laux, deli manager at the Broad Street location, the most popular items sold at the deli are fried chicken, macaroni and cheese and the “Big Belly” cheeseburger.
“Everybody wants fried chicken and macaroni and cheese. That’s what [the Piggly Wiggly Delis] are known for is their fried chicken,” Laux said.
In fact, McLeod estimates each Sumter Piggly Wiggly location fries anywhere between 400 and 500 pieces of chicken every hour, and even more during holidays.
The Piggly Wiggly Deli is more than just its food, though. Laux reiterated, “What makes [the deli] special is how [the workers] take pride in their customers.” Two employees at the Broad Street deli, Mary Jones, head cook, and Dorothy Moreno, an assistant, were enthusiastic in sharing their experience working at the Pig. With big smiles and genuine fondness in their voices they described the deli from their perspectives as a place serving up good old home cooking in a family oriented environment.

In 2020, the owner of Plant Haven, Shannon Strickler, bought her first plant, and that is when the addiction started. By 2021, merely a year later, Strickler had opened her own plant shop.
How this happened is, according to Strickler, a “pretty bad” story. After injuring her foot while walking, Strickler could not go far from Sumter to fuel her plant addiction; however, no plant stores existed in Sumter that had the variety she was looking for.
“I know it sounds bad because this was not like a dream of mine, it was literally, I tore a hole in my ankle because apparently, I don’t know how to walk, and I just wanted to go plant shopping,” Strickler said.
The second you walk into Plant Haven, you are hit with lushness and the scent of incense. There are plants on the floor, on shelves, on the ceilings -- if there is a surface, it has a plant on it.
To Strickler, it is not just about having pretty plants to sell. She genuinely loves every single specimen that she has. To the point that she just knows what they need. Strickler hates when people buy a plant from her and profess that they are going to kill it because keeping plants alive, knowing about them and knowing what they need is what she enjoys.
“I like to see new leaves, I like to see new growth, I like to see that my plant is happy...” Strickler said.

about the plants that she sells even though she has been in the plant business for a relatively short period of time? She simply researches them, and she ensures that every single plant in her shop is a variety that she owns or has owned.
“Because I’m here constantly, like I said, I know the factors of the air, the fans, the temperature of the day,” Strickler said. “I’ve got it down to a fine science basical ly.”
Strickler has no problem giving her knowledge away. She has people regu larly ask her to diagnose their plants, and she tries to offer help where she can.
Of Sumter’s plant community, Strickler only has nice things to say.
“I have definitely learned that the plant community is probably the coolest community ever because it is definitely like a melting pot of all types of different walks of life. I absolutely love it,” Strickler said. “And hearing that door open and like the gasps of people who have never been in here before, and they’re just like “I love this place.” I know, isn’t it awesome? Like, it really is.”
Plant Haven has around 40 varieties of plants, ranging from the exotic to begin ner-level, but you would not be able to guess from the unassuming exterior of the strip mall it resides in at 1140 Broad St.
“I mean, there are some days where it’s like, it can be overwhelming, but I love like the hunt for the plants and bringing
them in and seeing everyone get like super excited because I found like a rare specimen that everyone’s been looking for, so that part’s fun,” Strickler said.
Plant Haven’s hours are as follows: Monday: closed; Tuesday-Friday: 11 a.m.-5 p.m.; Saturday: 10 a.m.-3 p.m.; Sunday: 1 p.m.-5 p.m.
Strickler is not the only person in her building, however. In the back of Plant Haven is a different shop by the name of Two Seasons.
When you pass through the tiny doorway next to Strickler’s checkout area, there is a dimly lit and deceptively big crystal shop/apothecary run by Morgan Stiles. Though Stiles uses Strickler’s building, they are still separate businesses, but the two of them combine brainpower to come up with new ideas.
“It’s one of those things where you’re like, never alone, so we always have each other to like, sit and bounce ideas off of,” Strickler said.
In the future, the two ladies are hoping to have more events. In the past Strickler has hosted macrame classes and propagation classes. Soon the two are hoping to do a crystal and plant class.
“She’s great and she gave me an opportunity to come in here, and it’s been great for my business,” Stiles said.
Stiles is not the first person who has occupied the back of Strickler’s business. Strickler has had crystal shops back there before, but they ultimately decided to transition to online only.
Before Strickler, who has a degree in biochemistry and molecular biology, was the owner of Plant Haven, she was an analytical chemist and before that she was in the Air Force. In fact, that is what brought her to Sumter in the first place. A native of Pennsylvania, Strickler did not come to Sumter until she was sta-
tioned at Shaw Air Force Base. Before that, she had spent a year in Korea.
Strickler thanks her late husband for his handmade touches that he added to the shop, and she made it clear that she was not the only force behind her success.
“He came in and painted, made all of the like wood displays and stuff like that, so while [running the store] wasn’t his primary job, he definitely, he has a hand in this place, like a huge hand in this place,” Strickler said.
With three kids — a 19-year-old, a 16-year-old and a 12-year-old — Strickler has her hands full. Unfortunately, her children do not like plants as much as she does and are vehemently opposed to having plants in their rooms.
“It’s not that, like, they dislike the idea of the shop, they’re just sick and tired of the whole ‘mom has a million plants,’” Strickler said.
Plant Haven is a hidden treasure that offers something unique to plant enthusiasts and newbies alike. And if you are not into plants, maybe Stiles’ crystals and herbs will do the trick. Whatever the case is, good company awaits at the labor of love that is Plant Haven so long as you do not admit to plant murder.

A romance genre-themed bookstore and a children’s clothing boutique have more in common than you think. Under the Cover and Lollibear could not be more different from each other in what they sell in downtown Sumter, and yet they offer similar spaces catered to, but not exclusively for, women.
In an unassuming store bay window on 9 S. Main St., cat trees and toys surround the façade of Under the Cover. What one may think is just a bookstore holds so much more within.
“We wanted to create a space for people who love romance novels, so that they felt welcome and not judged and comfortable enough to sit around and read and have a glass of wine and just enjoy themselves comfortably,” owner Sharlene Shuler said.
Shuler focuses on romance novels, which have been her favorites for years, though she does have some New York Times Bestsellers to appease those who may have been dragged in by the genre-specific enthusiasts.
“At first, it was unboxing everything and looking through all the books and the covers,” Shuler said
about her favorite part of owning Under the Cover. “That was a lot of fun, but really, it’s being able to share the one genre I’ve always loved with everybody else and hoping they feel comfortable coming here. And the cats; the cats have been amazing.”
Who could forget about the cats? Shuler has fosters at her store and allows customers to pet them, walk with them on a leash and form a connection. All the cats are available for adoption. Even though Under the Cover has only been open since June 2024, the store has already adopted out nine cats to both the employees’ pleasure and dismay. According to Shuler, everyone cries a little when a cat leaves.
“It’s kind of a two-parter,” Shuler said. “You think of like that woman that lives alone reading her books with her glass of wine and her cat. So, it’s the spinster concept but not ‘spinstery.’ And it also
gives me the opportunity to give back to the community by fostering the fur babies until they find their forever home.”
However, one of those cats was adopted by Shuler herself because the cat and her dog, Buffy, got along so well.
Speaking of Buffy, there is always a chance you may see the tiny dog if you stop in.
That is not all, though. Shuler offers something else that is rare to her patrons.
“Most bookstores do coffee. But there are two coffee shops on this street that we just, we can’t compete with,” Shuler said. “So, then, after think ing about it, you know, a lot of women will drink a glass of wine and read a book.”
For as long as the store is open, which is current ly 10 a.m.-8 p.m. Monday-Saturday and noon-4 p.m. on Sunday, of-age customers can enjoy a glass at the wine bar in the back.

The store is owned by Hallie DuBose and Mary Kathryn Hulme. These two ladies are not just the owners of Lollibear, but they are also mothers, and on top of that, they have jobs outside of managing the store.
interior designer Hulme have been friends since they were children. They went to summer camp together; they grew up together, and now they run a business together.
“[Mary Kathryn] is awesome; she has a wealth of knowledge, and our backgrounds are just so different, so it encompasses everything,” DuBose said.
Just like how Shuler had to leave Sumter to find the books she likes, Hulme and DuBose were inspired to create their own store after having to travel far away to find the style of clothes they like for their children.

pristine pastel dresses with Peter Pan collars to gingham shorts with an embroidered top, DuBose and Hulme have truly mastered their aesthetic with each piece they choose and put on the rack.
Even the exterior, with its refined, light-green storefront, exudes sophistication, not to mention the interior with its neatly hung dainty clothes on racks along the wall.
DuBose and Hulme may have wanted to create a stylish environment for mothers, but that doesn’t mean that children can’t act like children there.
“There’s four of us that are employed here, and we all have kids, and if our kids haven’t torn it apart yet, I promise it’s not going to happen,” DuBose said. “But that’s the other thing we like about this. If your kid wants to come here and run around, go for it. I mean, that is, that’s what we’re here for.”
The boutique, which opened in May, has clothing for prematurely born babies up to tweens and caters to families by offering corresponding sets of children’s
clothing.
Clothing is not the only good the store offers, though. Lollibear has toys and accessories as well as bookbags and lunchboxes. DuBose and Hulme wanted to ensure they cater to all types of children’s clothing needs, so they sell uniform essentials.
“I don’t think I fully grasped the concept of what [owning a business] was going to be like, and it’s just been the most rewarding thing,” DuBose said. “It’s exciting to see when people go on vacation or are just out, and they pass you, and they’re wearing something that you’ve gone and picked out.”
Under the Cover and Lollibear could be just the beginning of an increase in stores that cater to the needs/wants of women (in the case of Under the Cover) and parents (in the case of Lollibear).

An old adage to “build it and they will come,” but in the 21st century the game and process of recruiting industries and manufacturing companies to your city has changed to more along the lines of “get everything ready to build or they won’t think about coming.”
Jay Schwedler, president and CEO of Sumter Economic Development and TheLink Economic Development Alliance serving Sumter and Lee counties, said a myriad of factors are at play in industrial site selections and that a “team approach” is essential to any community’s success.
The local economic development office brings community partners together as a cohesive group to include the City of Sumter, Sumter County officials and the development board to focus on the mission of fostering an improved economic and quality-of-living climate.
Wins may be defined as contracting a new company to the area or expanding existing ones locally, while setbacks are losing out on a prospect or experiencing a local business closure.
But, Schwedler said, the work of economic development goes even much deeper than that.

Many factors come into play for the success of “an entire economic ecosystem.”
“Your pencil has to be sharp in as many of those key factors as possible,” he said. “In other words, take absolute advantage of your assets in your community and work to strengthen your weaknesses. And identify your opportunities locally and address your threats. And when you do that from a wholistic standpoint, you begin to see progress being made.”
However, economic development is a slow process and things do not happen overnight.
“You have to really prepare as a farmer would do the soil conditions of your local economy,” Schwedler said. “And that is what we try to do collectively as leaders within the community in various organizations. There is no one entity that has the ability to do it on its own. Everybody has to be working together. While we are the development board and it is our mission to foster economic de-
velopment, all the other partners that are involved as a part of Team Sumter really contribute beautifully to the system that allows us to see wins.”
Losses do happen along the way in the form of companies closing down and life cycles of businesses maturing, but it is essential to make progress and have a plan when surprises do occur, he said.
A big win – in fact, one of the biggest Sumter has ever secured in the realm of economic develop-
ment – will come online in late 2025. E-VAC Magnetics (e-VAC), is the lone producer of high-end, permanent magnets for motors in electric vehicles outside of China, and the German company announced in December 2023 it is establishing its first operations in the U.S., right here in Sumter County.
The win represents the largest economic investment Sumter County has received at $500 million, as well as the creation of 300 jobs.
Part of the reason e-VAC leaders chose Sumter over any other place in the country was its connection to Shaw Air Force Base. The company is contracted by the U.S. Department of Defense in a $94.1 million deal to acquire and install manufacturing equipment, operationalize technical infrastructure and engineer production lines.
But that’s not the only reason. It’s not just about finding the right industrial park in the right place. These national, global companies search for communities that invest in themselves, and that’s where quality-of-life amenities come into play.
“The arrival of e-VAC Magnetics in Sumter County is a testament to our state’s booming economic growth and our commitment to fostering an environment that attracts business and opportunity,” Speaker of the S.C. House of Representatives Murrell Smith Jr. said at the time of the announcement.
Given wins and losses in the ever-changing 21st century economy, Schwedler’s team is “constantly recruiting to win projects that want to be good corporate citizens,” he said.
Success really boils down to one thing, he added.
“The people make a community,” he said. “The people make a company. The people make a brand. The people make anything. It boils down to the people. And that has been always our competitive advantage. We have had many successes in economic development. Obviously, there have been some big wins, but the small wins are just as important as the large wins.”

From public art flowing through the community, featuring whimsical butterflies painted by local artists and installed across downtown, to larger-than-life murals giving new life to old walls, to a cultural renaissance being brought about by a new art park and the expansion of a community art studio, Sumter’s arts scene is not just expanding; it’s soaring and painting a bright future, one brushstroke at a time.
For over two decades, the City of Sumter has sought to revitalize downtown Sumter. One way to do so was by giving it some color. Despite the COVID-19 pandemic, Main Street Society and the city teamed up to bring local artists to the forefront by hanging seven uniquely painted 3-foot butterflies across the Central Business District down both Main and Liberty streets. The installation of the colorful creatures was complete after two years. In 2023, the city called for round two, providing seven more butterflies and receiving more submis sions than before; two butterflies were also replaced from the first round with fresh coats of paint and new designs. The “Creative Canvas Project” was Sumter’s first dip into public art in 2021. Created by Melanie Colclough, former executive director of the Sumter County Cultural Center, the project was meant to support creativity, preserve landmarks and cultural history and uplift moods throughout Sumter. South Sumter plans to unveil a new gem.
The South Sumter Art Park is projected to debut in early September 2024 after nearly six months of construction.
The park will be at 645 Manning Ave. and, according to preliminary design plans, will include two basketball courts with a vibrant, colorful, swirling art design; sidewalks; an art-themed playground; a pavilion and restrooms; greenery; parking and more. The layout of the park will allow parents to keep watch over their children as they enjoy the park. Local artists will have an opportunity to have their artwork on display through rotating temporary art installations.

The City of Sumter collaborated with state Rep. David Weeks, D-Sumter, for the project, and funding came from the South Carolina Arts Commission for $550,000. Weeks, a native of South Sumter, said the Southside community was once strong and flourished but has been in decline over time. With the addition of the art park and several other art-related initiatives and projects expected to launch in the next year, South Sumter is in the beginning stages of “a renaissance [and] a renewal of what I call the greatness that my home community is all about,” Weeks said.
A landmark in the South Sumter community is expanding.
Ivan Sanders, executive director of the Manning Avenue Free Art Studio and dedicated community leader, is leading the expansion of the studio, founded by his father, the late David “Pablo” Sanders. Opened in 1976, the elder Sanders worked with youth in the neighborhood, teaching pottery, welding and various visual arts while also using the space as one of the first Feed-A-Child programs in the area.
Ivan at a young age watched his father become a father figure to other children in the community. It was that giving and receiving of love – for one another and for the arts – that sparked his desire to continue his father’s legacy. Local and state officials, such as Weeks, Sumter Mayor David Merchant, state
Sen. Thomas McElveen, D-Sumter, and S.C. Speaker of the House Murrell Smith, R-Sumter, and community members served on the studio board to help Ivan envision a new look but savor that same feel of the beloved studio.
The expansion will include a new 8,000-squarefoot building in the lot next to the current studio at 241 Manning Ave, made possible by federal funding. It will house four primary therapies: music engagement, visual arts therapy, progressive writing and creative movement.
Deloris Williams, a grant writer and studio board member, emphasized the broader impact the expansion will have on South Sumter in becoming a “magnet for the arts.” The new building will have a modern, contemporary design while still respecting the historical significance of the area, she said.
Grand Old Dome is getting a glow up.
The city’s oldest and most iconic venue for the arts – the Sumter Opera House – has a long history of creativity and construction. First destroyed in December 1892 by a fire, the Opera House’s current exterior was constructed from 1893 to 1895. It was renovated into a movie theater, creating 300 jobs during the Depression and showing its first film, “Earthworm Tractors,” for 35 cents per adult ticket and 10 cents for children.
Added to the National Register of Historic Places in 1973, the venue underwent several renovations over the years, closing in 1982. It would reopen in 1984 after being purchased by the City of Sumter and renovated into office space by 1987. The rear of the venue houses City Hall and many city departments and offices, including City Council Chambers.
Now, the Opera House will spruce up its look as it undergoes a $15 million renovation first proposed in 2020 by
Gov. Henry McMaster. Seth Reimer, cultural manager for City of Sumter, said the Opera House strives to be an “indispensable cultural asset” that provides ample creative experiences to residents and visitors alike. This renovation is how it plans to reach that next step.
Projected to begin in March 2025, the Opera House plans to expand its lobby and create a separate entrance for the performance side of the venue as well as expand its dressing room and backstage amenities by connecting to 19 N. Main St. next door. Seating inside the main venue will also change. The stage and proscenium, or frame that separates the stage from the auditorium in a theater, will remain untouched. With these renovations come new opportunities to draw the community in and make them feel welcome among arts and culture. Until that time, the Opera House will still host shows that ap-
peal to and excite the community. Alongside its Main Stage series that features impressive lineups of national acts, the Opera House also hosts educational performances for K-12 students through its Matinee Series and its YES! Program. After launching in March 2024, the Opera House will host more Acoustic Café shows. Its debut was a hit among attendees as it celebrated female composers during Women’s History Month.

Shannon Greens Golf Club

Shannon Greens is one of the oldest golf courses in Clarendon County. The layout is made up of 18-hole championship tees. The course has five par 3s and five par 5s, making it a par 72 layout. There are tall pines, ponds, creeks and dog legs that give the course great character. The signature hole is No. 7, the island green. The pro shop is full of golf inventory, and there is a fullservice bar and lounge area.

Alocal, redeveloped, private golf course with a philanthropic mission has been named one of the best new courses in the nation by the golf industry’s top course rater.
Golf Digest magazine released in January 2023 its best course rankings, and Sumter’s Quixote Club finished third for best new private course in America. An editor of the leading publication and club leaders spoke to The Sumter Item.
The par-70, 18-hole course on 169 acres in the western part of the City of Sumter was formerly Sunset Country Club before brothers Greg and Lewis Thompson purchased it in 2019 with a vision to create an elite golf club with a philanthropic mission tied to a local public charter school.
The renovated course was designed by Jack Nicklaus II, son of
the legendary Jack Nicklaus, and Kris Spence Golf Design. Key staff were hired, and construction was completed in about 11 months in 2020.
At least $13 million was put into the renovation, which included removing about 3,200 trees to open up the course to vistas and a total rerouting of the back nine holes.
The course unofficially opened in December 2020, and the new clubhouse was completed in October 2021.
Quixote featured a grand-opening celebration in April 2022 when it brought in the designers and a select list of people to play the course and learn more about Sumter’s first tuition-free public charter in Liberty STEAM Charter School.
Derek Duncan, architecture editor of Golf Digest, said the course got good press coverage over the
last couple years, describing it as an interesting club and something worthwhile to look at. The magazine has a large course rating panel, and Duncan said he fielded requests from panelists or raters all across the East Coast who had a desire to go play Quixote.
In 2022, a total of 36 panelists rated the course on six scoring criteria, including shot options, challenge, layout variety, aesthetics, conditioning and character.
To qualify for the “Best, New” category, a course must have at least 15 evaluation visits from the magazine’s rating panel, Duncan said. He added the category had about 13 new courses that qualified.
“Our panelists really responded to Quixote,” Duncan said. “It’s an interesting project and property. The architects went in and really redeveloped the site and treated
it as a new course.
“It’s really a drastic redevelopment of that site, and they kind of scrubbed away a lot of the turf and exposed the sandy soil, so it has a little bit of that Pinehurst feel,” he said. “There is a Lowcountry element to it as well with the live oaks and the way the holes kind of sliver through the trees and play around corners. It’s a beautiful golf course. From the beginning of the cycle, I thought Quixote had a chance to be in the top three or four, and it did.”
The philanthropic mission of Quixote is to support high-quality, free public education in the form of Liberty STEAM.
The school began its third year in August 2023 and serves grades K-3 with about 586 students across the four grades. Eventually, the vision is about 2,000 students in grades K-12 at build-out.
Currently, Quixote has a little more than 300 members between local and national members, according to club officials.
Greg Thompson, co-owner of Quixote and chairman of Liberty STEAM’s Board of Directors, said it was “a great honor to be recognized among the top courses in the U.S.”
“It puts our hometown out in the nation as something to be recognized, and I am pleased for Sumter and pleased for our mission for public education in rural South Carolina,” he said. “It brings notoriety to Liberty STEAM and everything we are trying to accomplish here in Sumter; this just helps that. That is what I am most happy for.”
The club’s new name comes from “Don Quixote,” the Spanish novel from the early 1600s with an emphasis on knighthood.
Also, according to club officials, plans for the future include an upscale, indoor training facility and permanent cottages on site.
“This is a beautiful golf course. You love the sandy terrain of the course, and it really is a gem for this area. This is something the city should be very proud of. It’s definitely a destination to come and play something like this.”

Col. Kevin D. Hicok, the new 20th Fighter Wing commander as of June 2024, said his oldest son is a stoic guy.
This stoic guy, at 12 years old, has moved around a lot in his life, but when his parents asked him how he would feel about sticking around Sumter after having already lived there for three years, he smiled a smile his dad won’t soon forget.
The Hicoks, like any military family, live a transient life, having lived all around the world in service to their country. It’s both an honor and a sacrifice, the commander’s wife, Bridie, said.
They moved to Sumter’s Shaw Air Force Base in July 2021 when Hicok was deputy commander of the 20th Fighter Wing.
“I really like that feeling of just being kind of scooped up and part of the community,” he said.
It’s special that Shaw’s new commander was chosen internally; usually, the base commander comes from another place, but Hicok and his family are already familiar with not only Shaw, but Sumter as well.
But they know what it’s like to be new in town, so they want all airmen and soldiers at Shaw to feel welcomed in Sumter to ease that transition every military member and family experiences upon every move.
“Welcoming these families into your communities and into your activities is very crucial to some of these families having a good experience and
being able to do the mission because their families are supported at home,” Bridie Hicok said. “If you have a neighbor that you know is military, maybe their spouse is deployed, maybe their children are struggling to adapt to a new place, to invite them into your activities and invite them to children’s birthday parties. Invite them to neighborhood barbecues and cookouts.
“Tell them about events that are happening, and sometimes it’s easier to move to a new place and just be quiet, not immerse yourself, but this town is full of opportunities, and we want our families to know that they can go to these community events.”
Welcomed and supported is exactly what the Hicoks felt during the ceremony where Shaw’s commander position switched hands officially.
“It was overwhelming, a lot of emotions going on. We’re very good friends with the previous command team, and so it’s a moment of gratitude for being able to be their partner for the last couple of years,” he said. “It’s bittersweet to see them go. And then just to look out in the crowd and see all the airmen, the breadth of support.”
The previous 20th Fighter Wing commander was Col. Kristoffer Smith. He is now deputy director of plans, programs and requirements for Air Combat Command at Joint Base Langley-Eustis, Virginia, according to Shaw’s website.

The Sumter Military Museum was brought to life by local historian Sammy Way and his wife, Rita, supported by the Sumter community and the Santee Wateree Regional Transportation Authority. Way has been a walking encyclopedia for Sumter all his life, not only as a historian, but as an educator and coach. He welcomes all to visit the museum to witness the collection on display and learn about Sumter’s past and present war heroes. Way’s museum is filled to the brim with all things military history. To be more exact, about 400 uniforms, more than 9,000 samples of original war memorabilia and more than 10,000 images fill the space, and it’s
time for it to move into a larger space so locals can continue to learn and see more of his collection.
After about 15 years on South Harvin Street, and 20 years of Way collecting, nearly 4 acres of land at 122 N. Washington St. and 201 W. Hampton Ave. were recently rezoned to make way for an expanded Sumter Military Museum as an offshoot of the Sumter County Museum. The expansion was largely funded by $23 million in state earmarks, and its staff is trying to raise an additional $5 million.
At the new 30,000-square-foot museum, there will be a space where locals can conduct their own research, a family history room, archives of The Sumter Item and a local history gallery featuring sculptor and jewelry designer Grainger McKoy, a Sumterite through and through.
In the meantime, Sumter Military Museum is open Fridays from 9 a.m. to noon and Sundays 2 to 4 p.m. Families and groups can request a tour in advance by calling (803) 469-7827. This number can also be called for more information.
Sumter has a state-of-the-art VA Clinic, Community Based Outpatient Clinic and will soon have a 104-bed veterans nursing home to serve area veterans
Sumter’s Community Based Outpatient Clinic, or CBOC, which is a part of the U.S. Department of Veterans Affairs’ Columbia VA Health Care System, opened its doors in late 2023 after a significant expansion, ushering in more opportunity for Sumter-area veterans to seek quality health care close to home.
“The Columbia VAHCS comprises the Wm. Jennings Bryan Dorn VA Medical Center and seven community-based outpatient clinics located throughout South Carolina in Anderson, Florence, Greenville, Orangeburg, Rock Hill, Spartanburg and Sumter, serving more than 90,000 veterans annually in 36 of 46 counties in South Carolina,” according to a news release. “The Columbia VA is a level 1b teaching hospital, providing a full range of patient care services, with state-of-theart technology, education and research. Comprehensive health care is provided through primary care, tertiary care and long-term care in areas of medicine, surgery, psychiatry, physical medicine
and rehabilitation.”
At 407 N. Salem Ave, not far from Riley Park, this CBOC has served more than 5,000 veterans since November 2023 when it started operating at a larger capacity.
Valerie Brunson, director of Sumter County Veterans Affairs, said before the expansion was underway that the North Salem location outgrew the number of patients it could serve, prompting not only the expansion on that property, but also the construction of Sumter’s new Veterans Affairs Clinic at 245 Bultman Drive near the Sumter Mall. Many retired military members remain in Sumter after their active service, and with the newly expanded CBOC and new VA Clinic, these veterans now have health care access right at their back door.

“The new clinic enhances the health care services available to veterans in the area, ensuring they receive the quality care they deserve,” according to the news release. “We understand the importance of providing accessible and comprehensive health care services to our veterans, and the new Sumter CBOC plays a crucial role in this mission.”

Sumter-area veterans have an array of resources available to them close to home thanks to the new VA Clinic and the newly expanded CBOC, and they’re about to have even more resources to take advantage of with the new nursing home that is in its latter phases of construction.
Predicted to be completed in mid- to late October 2024, the 104-bed facility is under construction on more than 70 acres at 915 N. Wise Drive.
In 2019, South Carolina Department of Mental Health was directed to make a recommendation for a future location to place a state veterans’ nursing home facility in the central part of the state.
In total, the project cost $71.4 million, a combination of federal money from the U.S. Veterans Administration and state matching money, said Tracy LaPointe, director of the S.C. Department of Mental Health’s public information office. The Veterans Administration approved $28.8 million in reimbursable money, and the department received $42.6 million for the project in its fiscal year 2022 appropriations.
When the facility opens, veterans will reside in either single- or double-occupancy rooms. The facility is planned to have a chapel, barber
“State veteran nursing homes provide eligible veterans the residential care of professional nursing and custodial care staff when they or their primary caregivers are no longer able to provide the requisite assistance at home,” Secretary of Veterans’ Affairs’ Todd McCaffrey said. “The Sumter facility is a further example of South Carolina’s appreciation and investment in sustaining veteran quality of life in our state. With nearly 400,000 veterans living in our state, nearly 45% over the age of 65, state veteran nursing homes extend a degree of comfort and dignity closer to home and honors that veteran’s service to the nation, often in their time of greatest need.”
According to LaPointe, eligibility for admission into a state veterans nursing home is as follows: a veteran served active duty with an honorable discharge, a veteran has been a resident of South Carolina for the previous 12 months, and a veteran meets Veterans Administration criteria for skilled or intermediate nursing home care. The operator of the facility will handle all admission requests.
