Sumter City Council unanimously approved its $56.8 million budget for fiscal year 2013-14 budget at its meeting Tuesday, doing so without a property tax millage increase for city residents. Sumter Mayor Joe McElveen lauded the efforts of city employees, department heads and the city staff for working to keep costs down so the city could approve a budget for the fifth consecutive year that did McELVEEN not include a millage increase. “That’s quite an accomplishment,” he said recently. “But it would not have been possible without everyone working together to make it happen. We are fortunate to have the caliber of employees and staff who will work hard to make it happen.” The new budget goes into effect July 1. Council also approved first reading of an ordinance to amend the Community Development Block Grant Entitlement Budget. The man who caused those screams, and Ginger McLeod’s death on a hot July afternoon in 2011, died Sunday at Sumter-Lee Regional Detention Center shortly after he was found unconscious and not breathing in his cell. Sumter Coroner Harvin Bullock said Christopher Bryan Rodko, 42, died of natural causes. RODKO “There was no foul play that we could find,” Bullock said. The Sumter County Sheriff’s Office charged Rodko with murder July 3, 2011, after he shot Ginger McLeod, 31, of Pinewood six times at point-blank range as a terrified Robin McLeod, his then-girlfriend, watched. Two of the woman’s wounds were ultimately fatal, and at least three shots were taken by Rodko as he stood over her
