BY BRADEN BUNCH bbunch@theitem.com Dr. Frank Baker, the current interim superintendent of Sumter School District, said he would like to see his position become permanent. “I’m ready to be the superintendent and move forward,� Baker said, adding, however, that there have not been any formal discussions between himself and the district’s board of trustees along those lines.

“I don’t know how long I’m going to be with them, it (his current position) is interim, but if they offer it to me, I’m ready to accept it,�

Baker said after making a presentation to the Sumter Rotary Club on Monday.

Single-car wreck on I-95 kills 1 SUMMERTON — A 53-year-old Savannah, Ga., man is dead following a single-car wreck late Sunday evening.

Mark Russell Finlay was pronounced dead on scene, caused most likely from massive head trauma, said Clarendon County Deputy Coroner Charles Jackson.

The 2006 Honda Accord was traveling south on Interstate 95 when about 11:47 p.m., the vehicle veered left into the center median striking several trees near the 106 mile marker, said Senior Trooper B.R. Wyant of the S.C. Highway Patrol.

The driver was wearing a seatbelt.

The incident remains under investigation.

Hydrant flow tests Wednesday, Thursday The City of Sumter will perform fire hydrant flow tests on McCrays Mill Road, Stadium Road, Club Lane, Golfair Road, Golfcrest Road, Lewis Road, Coachman Drive, Grayfox Court, Forest Drive, Georgetown Avenue, Charleston Avenue, Pinewood Road and Saltwood Road between 8 a.m. and 4 p.m. Wednesday and Thursday. SRS contractor furloughs 1,400 AIKEN — A contractor that manages highly radioactive liquid waste at the Savannah River Site near Aiken is furloughing 1,400 employees during the federal government shutdown.

Savannah River Remediation announced late last week it would be putting the employees on furlough until further notice. About 360 employees are staying on the job.

Those temporary cuts are on top of the layoffs of 465 employees that Savannah River Remediation announced last month.

The Savannah River Site is run by the U.S. Department of Energy.

Bikers hit the road for Heart Association

But as far as expectations for the 2nd Annual A Ride to Mend a Heart are concerned, Dwayne Ragin wasn’t disappointed.

“We’ve got a good crowd out here today,” he said. “Lots of friends, familiar faces and newcomers have showed up for the ride.”

By 3 p.m. Sunday afternoon, nearly 30 bikers had gathered in the TJ Maxx parking lot on Broad Street for the ride, all showing their support for the American Heart Association. Local club representation was as assorted as the bikes themselves, as riders donned their club colors, vests and jackets for the event.

“We’ve got people from all over Sumter here,” Ragin said.

“I’ve counted six clubs, so far.

That’s a sweet site, indeed, especially when it’s for a good cause.”

The breadth of heart diseases’ wake might account for the turnout, but it’s appreciated nonetheless. “(Heart disease) covers so many elements, and is so prevalent in America, it’s hard to not know or be close to someone affected by it,” said Richard Pring, event treasurer and City of Sumter employee. “It feels good to look around and

And that support was present from the very beginning, according to Pring, who approached host club, The Black Devils, about the project a year ago.

“I came to them with the idea a little more than a year ago,” he said. “They jumped all over it and made it a priority. They deserve all the credit. For them to take a day to embrace and raise funds for a cause like they did, it’s awesome.”

Ragin, the public relations officer for The Black Devils, modestly returned the compliments.

“This even would’ve never happened without his initiative,” Ragin said. “He’s a good man who worked hard to make this happen.”

Nearly everyone at the

event echoed Pring’s sentiments about the American Heart Association and what it fights for.

“This means a lot to me, too,” said Alice “Ally Cat” Hickmon of The Dogg Pound Motorcycle Club. “My mom’s struggle with heart disease makes this a big event for me.

I love helping out a good cause.”

Second-time event supporter Wesley Sumter, of The Black Devils, feels the same.

“It an important cause,” he said. “I haven’t had any family really be affected by heart disease, but I’ve had a very close friend who has. It’s tough.”

Those sentiments were definitely reflected by the donations from riders, who raised $480 in last year’s ride.

“Well, we’ve still got 20 to 30 minutes before they take off, and we’ve got $300 so far,” Pring said, with four more riders pulling in. “It looks like we’ll have a good bit more to add by the time we’re done.”

The riders then grasped each others’ hands and formed a circle in the parking lot, praying for a safe trip before they mounted their iron steeds. With event organizers at the helm, the tandem formation puttered toward Broad Street.

With a quick traffic check, the swarm of bikes poured into Broad Street and began their hourlong trek, their engines roaring and their hearts full of pride.

Aldersgate unloads massive pumpkin harvest

BY ROB COTTINGHAM rcottingham@theitem.com For most of us, seasons don’t officially change until certain things happen. It’s not really summer until you’re sweating before noon and it’s not officially winter until football playoffs begin.

When it comes to fall, it doesn’t feel authentic until the pumpkin harvests roll in.

Locally, folks have come to look forward to the festive sight at Aldersgate United Methodist Church that occurs each October, when the church yard is blanketed with an orange mass composed of thousands of pumpkins.

On Sunday, church members and friends formed human conveyor belts to distribute the more than 2,500-pumpkin load from a tractor trailer across the church yard, located at 211 Alice Drive in Sumter.

“We’ve been doing this for more than 14 years,” said Lynn Boan, program coordinator for the church. “Members look forward to it every year.”

While pumpkins seem an obvious choice for the season, some may question why or how this trademark event takes place.

“We work with a company that sends us a shipment of pumpkins each fall,” said Webb Belangia, pastor at Aldersgate. “They do this free of charge for us. Then we

sell the pumpkins to the public as a fundraiser.”

Belangia said the company then receives a percentage of the money from sales, leaving the rest for the church to delegate.

“Half of what we keep will go to large projects such as those handled

by United Missions,” Belangia said. “The rest goes to our own mission efforts.”

One of the projects headed by United Missions is Sumter Area Missions, a program that repairs homes for those who can’t afford it.

“They build access ramps for the handicapped and fix roofs and whatnot,” Belangia said.

“We started the project years ago, but it grew to a point that United Missions picked it up.”

The fundraiser began Monday and will run through Oct. 31 from 10 a.m. to 7 p.m. Monday through Saturday.

The pumpkins range in price from 50 cents to about $30. Those prices are set by the shipping company but are mostly based on the size of the pumpkin. As far as selection goes, the gourds range in size from that of a baseball to having girths similar to the circumference of medium tires.

In addition to being sold, the pumpkins are also part of another of the church’s traditions.

“Every year, we have groups of kids from local schools who come for

storytime,” Belangia said. “And every one of them takes home one of our smaller pumpkins.

They love it.”

Despite the heat and the seemingly over-

whelming task at hand, members laughed and joked with each other as they worked together to distribute the pumpkins, setting them on dozens of pallets arranged

throughout the large lot.

“It does take a while, but it’s fun,” said 11-year-old Barrett Conner as he wiped sweat from his brow. “When we first opened the trailer, I saw all those pumpkins and thought, ‘Man, this is going to take all day.’ But I like lifting and working hard, especially when I’m helping other people.”

Barrett was just one of many youngsters helping on Sunday. Brothers Cash and Colton Holloway, ages 4 and 7, grunted and groaned as they carried what they could.

Some pumpkins seemed as big as the person carrying them.

“It’s not too heavy,” Cash said, carrying a 20pound pumpkin. “I’m strong.”

“I really like helping other people, especially if you can have fun, too,” Colton said. “It was lots of fun being in the trailer.”

ASSAULTS:

The man fought back and described the attacker as 6 foot 5 inches tall wearing a black hoodie. Nothing was stolen, and the 63-year-old man was taken to the hospital to receive staples and sutures for the large wound to the back of his head.

A 20-year-old woman reportedly told law enforcement that a 22-year-old man hit her in the head with a pistol about 2:38 a.m. Sunday in the 1000 block of Harwood Drive, Sumter.

She had a small laceration to the right side of her head, a small laceration to her right hand and a separation of her fingernail from her ring finger on her left hand. EMS responded and treated on scene.

That case is pending.

(AP) — American Indian tribes have been caught misappropriating tens of millions of taxpayer dollars, according to internal tribal audits and other documents. But federal authorities do little about it — due to a lack of oversight, resources or political will.

The result? Poor tribes like the Northern Arapaho of Wyoming suffer.

One Arapaho manager pocketed money meant to buy meals for tribal elders. Another used funds from

the reservation’s diabetes program to subsidize personal shopping trips. And other members plundered the tribal welfare fund, then gambled the money away at one of the tribe’s casinos.

“Myrtle Manor� cast member charged in fight

Marcus Santel Marsh, 29, of 1104 Cherryvale Drive, Sumter, was charged with driving under suspension second offense, disregarding a stop sign and no proof of insurance about 3:31 p.m. Friday. Law enforcement reportedly observed a gray Honda Odyssey disregard the stop sign at the intersection of Dorsey Drive and Cherryvale Drive, and upon stopping the vehicle at Cherryvale Drive and Cross Street, was informed by the suspect he did not have a license.

Kenyatta Kareem Edwards, 31, of 3785 Blackberry Lane, Lot No. 8, Sumter, was charged with trespassing and public disorderly conduct for an incident that reportedly occurred about 1:03 p.m. Sunday in the 4000 block of Shirley P Drive, Wedgefield. Law Enforcement responded to an active altercation between the suspect and a 38-year-old woman. While deputies tried to separate the two, the suspect reportedly yelled, using profane language, and was placed on trespass, which the suspect violated while law enforcement was still present. The suspect attempted to resist arrest, and a use-of-force report was completed.

Two air conditioning units were reportedly stolen from the 100 block of Plowden Mill Road between 7 p.m. Sept. 18 and 12:49 p.m.

A week into a partial government shutdown, some messy stuff is stacking up.

Horrors of failed adoptions stir outrage Half a world away from her birthplace in Ethiopia, teenager Hana Williams died on a rainy night in the backyard of what a prosecutor called a â&#x20AC;&#x153;house of horrorsâ&#x20AC;? â&#x20AC;&#x201D; the rural home of her adoptive family in Washington state.

The official causes of her death, after being forced outside as punishment, were malnutrition and hypothermia. Authorities said Hana, during three years of adoption, had been beaten repeatedly with switches, starved and made to sleep in a locked closet.

The parents, Larry and Carri Williams, have been convicted of manslaughter and face sentencing Oct. 29.

Yet more than two years after Hanaâ&#x20AC;&#x2122;s death in May 2011, few meaningful steps have been taken by state policymakers to reduce the chances of other adopted children suffering such abuse.

A task force offered detailed recommendations, and one limited bill was introduced in Washingtonâ&#x20AC;&#x2122;s legislature but died in committee this year after raising some concerns that it might infringe on parental rights. â&#x20AC;&#x153;We really are struggling to find something that will be both effective and constitutional,â&#x20AC;? said the billâ&#x20AC;&#x2122;s sponsor, Rep. Mary Helen Roberts, who plans to continue her efforts.

Yet many of those making the appeals admit to frustration, having sounded alarm bells before, and they hold out little hope for prompt, sweeping responses that would strengthen international and domestic adoptions nationwide.

A key reason is the nature of adoption in America â&#x20AC;&#x201D; marked by inconsistent laws, incomplete data and the lack of any central authority. There are no authoritative statistics on the number of adoptions that fail, no reliable source of federal funding for postadoption services. And there is a multitude of passionate organizations with often diverging views on how to maximize success stories and minimize tragedies. â&#x20AC;&#x153;There are so many different perspectives â&#x20AC;&#x201D; the rights of the child, the rights of the family, the rights of the states,â&#x20AC;? said Sharon Osborne, president of the Childrenâ&#x20AC;&#x2122;s Home Society of Washington, who would like to see some form of post-adoption assessments in her state. â&#x20AC;&#x153;What we are advocating for is the best possible situation for a child and his or her newly formed family,â&#x20AC;? she said. â&#x20AC;&#x153;We canâ&#x20AC;&#x2122;t seem to get through the political challenges to make it a reality.â&#x20AC;?

Hana Williamsâ&#x20AC;&#x2122; death, while notable in its sad details, was far from an isolated tragedy. A report compiled after her death documented 14 other cases of severe abuse or neglect of adopted children in

Washington from 2009 to 2011.

Other cases of adoptions gone wrong have been highlighted by Russia, which last year banned adoptions of Russian children by Americans. Though the move was part of a broader political skirmish, it afforded Moscow the opportunity to complain about mistreatment and lack of postadoption oversight. About 20 Russian adoptees have died at the hands of their American parents, and in 2010, a Tennessee woman sent her 7-year-old adopted Russian son back to Moscow on a plane alone after losing patience with his behavior.

More recently, articles by the Reuters news agency in September detailed a phenomenon known as â&#x20AC;&#x153;re-homingâ&#x20AC;? in which adoptive parents whoâ&#x20AC;&#x2122;ve grown frustrated with a child â&#x20AC;&#x201D; often one adopted from abroad â&#x20AC;&#x201D; arranged through Internet sites for another family to take the child.

The websites were not regulated by any government authority and the families taking the adopted children were not subject to any screening, in some cases leading to incidents of mistreatment. Advocacy groups are now calling for such child-swapping to be outlawed or subject to oversight by state child-protection workers. â&#x20AC;&#x153;It makes you wonder: Is anyone going to want to do adoptions with us?â&#x20AC;? said Susan Jacobs, the U.S. State Departmentâ&#x20AC;&#x2122;s special adviser on childrenâ&#x20AC;&#x2122;s issues and the Obama administrationâ&#x20AC;&#x2122;s point person on international adoptions.

Scientists think the research could eventually lead to new medicines for epilepsy, diabetes and other metabolism deficiencies.

The work has already helped doctors diagnose a severe form of epilepsy and immune deficiency diseases in children.

Former Sumter Police officer Chevis Ridgeway told Young on Monday afternoon that Patrick approached him at the home shortly after the shooting and said, â&#x20AC;&#x153;I did it.

Patrick says on a recording of the interview. On political speech, a court opportunity

W

ASHINGTON — The Supreme Court must feel as though it is plowing an ocean as it repeatedly reminds Congress that the anodyne label “campaign finance reform” can encompass a multitude of sins.

Today, the court will have another occasion to consider that not all regulations of the indispensable means of disseminating political speech — money — are constitutional just because they are presented as means of preventing corruption or its “appearance.”

By siding with Shaun McCutcheon, a conservative Alabama entrepreneur, the court can contin- George WILL ue rescuing the freedoms of political speech and association from abridgements written by, and for, the political class. At issue are the aggregate limits on individuals’ political contributions.

McCutcheon is not attacking the “base limits” that restrict individuals to giving $2,600 per election to any candidate’s campaign. Congress has divined, without apparent reliance on any empirical evidence, that this is the sum above which corruption or its appearance occurs. The sum is, for incumbent lawmakers, conveniently low: It especially burdens candidates challenging incumbents, who have fundraising and other advantages.

McCutcheon is contesting the $48,600 limit on the aggregate amount individuals can contribute to candidates over a two-year span (and aggregate limits on contributions to party committees and PACs). The illogic of aggregate limits is glaring: He could give $2,600 — which Congress considers innocuous — to 18 candidates without an appearance of corruption, but $2,600 to the 19th would somehow trigger the appearance. If in 2006 he had wanted to contribute to one candidate in all 468 federal races (435 House, 33 Senate) he would have been limited to $85.47 per candidate.

Congress, not content with having decided — no one knows how — how much is too much to give to a candidate, has decided how many candidates are too many candidates to support. Incumbents have an incentive to limit challengers’ resources by insisting — without enunciating a standard or principle — that there is “too much” money in politics. Incumbent protection is also served by a similar standardless decree that 19 is “too many” candidates to receive $2,600 contributions that Congress approves.

Democratic politics is a promise-making, transactional business: Vote for me, support me and, if elected, I will do some things for you in favor. The court has held that an elected official’s gratitude

is not corruption. But when the court allows the political class to restrict political activity because of the appearance of corruption, without any evidentiary requirement, it allows that class to write restrictions based not on actual quid pro quo corruption — which already is illegal — but on mere conjecture.

Worse, it allows proponents of campaign restrictions to concoct the appearance of corruption merely by alleging it. Hence such restrictions, written by persons with a stake in the rules of political competition, have themselves a prima facie appearance of corruption.

The government’s brief defending the aggregate limits cites no instance of actual corruption associated with large aggregate contributions.

And Bradley Smith, chairman of the Center for Competitive Politics, notes that confidence in government is lower today than in 1974, until which there were no federal limits — base or aggregate — on contributions by individuals to candidates or parties.

The original rationale for aggregate limits was to prevent the circumvention of per-candidate limits by the funneling of large sums to candidates through entities and maneuvers that have subsequently been outlawed.

Therefore, no rationale remains for the “aggregate limits” burden on the individual’s rights of political expression and association.

Such limits cannot withstand the court’s standard of heightened scrutiny. And two salient facts about all campaign finance regulations should be, individually, sufficient to trigger such scrutiny. First, all such laws implicate core First Amendment values by limiting the expressive activity of individuals associating with, communicating support for, and enabling the speech of, candidates they support. Second, all laws regulating the competition for elective offices are written by occupants of such offices, people who have a permanent and powerful temptation to shape the political process to favor incumbents.

The court has been permissive — too much so — in allowing incumbent legislators to decree the extent to which an individual can support an individual candidate.

There is no remaining reason to permit incumbents to stipulate how many candidates can receive contributions of a size that Congress itself has deemed innocuous.

So, deference to that congressional judgment now requires repudiating Congress’ imposition of aggregate limits.

The aggregate limits certainly look like the kind of corruption called self-dealing. It may not be this, but it certainly has this appearance.

LETTERS TO THE EDITOR Dog park idea worthy of serious consideration I read the many articles in The Item regarding a dog park in Sumter County. I feel this is an excellent idea and worthy of serious consideration.

For the past eight summers, I attended the Annual South Carolina Association of Counties Conference in Hilton Head. Each day I am there I would get up at 7 a.m. and walk on the beach.

I enjoyed the cool morning breeze and watching the dogs (10-15) running in the sand and playing in the water. The dogs’ owners were also having a good time socializing with each other. When I see this, I would think about my dog and wish she had a place, other than the confinement of my small back yard, to freely run, play and be with other dogs.

A dog park will benefit the dogs and their owners.

It will provide a safe and controlled environment where dogs could get the exercise they need without the owners’ fear of them being hit by cars. I would also like to see a wading pool added to the park to allow dogs to play in the water.

I encourage all dog owners to continue their efforts and to disregard the comments of those who don’t know the happiness dogs bring into our lives. I fully support having this facility in Sumter County and believe many citizens feel the same.

Obama like a firefighter who starts the fire RE letters from Linda Parker (Oct. 2) and Sandra Sellar (Oct. 4). It is so good to hear from not only the two of you but anyone else who knows what is going on. It makes me think there is still sanity in America and that there is still hope for our country.

There are so many people who don’t know the truth from a lie. I call them unaware. They would follow this pied-piper right into the brink and wonder

what happened while they are drowning.

Keep the government shut down if that’s what the Democrats want. They are the ones who are in charge, and guess who has veto powers? How is it that they already had signs made up to keep World War II veterans away from their own memorial on Oct. 1?

Before he enters the Office of the President of the United States, he shall take the following Oath or Affirmation: “I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect and defend the Constitution of the United States.”

He doesn’t answer for anything that he is in charge of. We haven’t heard anything about what the investigation into Benghazi, IRS, NSA and more, has uncovered. His attorney general lies before Congress, and nothing happens. If someone doesn’t want to answer questions, they just don’t. They target groups who don’t agree with their every thought, then call them racist.

He is shutting down businesses that are not funded by our government to cause pain to people who are not paid by our government. I think he is trying to bankrupt these businesses.

He says things that aren’t true just to cause hate between the rich and poor, illegal immigrants and American citizens, those that work and those who won’t and more. He wants as much chaos as possible so he can save us. It reminds me of the firefighter who starts a fire so he can be seen as a hero when he puts the fire out.

The (alleged) Affordable Care Act is pricing insurance below what private insurance companies can offer or they are subsidizing it with your money. If this is the law and this law is so great, why did they exempt themselves?

The president has said he will not negotiate with Republicans then turns around and says he will listen to ideas offered but apparently only if they agree with his dictatorial mania of “my way or the highway.” The president invites the leaders of both parties to the White House to talk and informs them he will not negotiate. In a speech the next day he states he “has bent over backward” to work with Republicans.

Such prevarication. How arrogant and self serving.

Have they forgotten that there have been 17 government shutdowns (spending gaps) from Gerald Ford to Bill Clinton and all were negotiated? It has become increasingly evident that the word “negotiate” is not in the vocabulary of current Democrats unless your name is Hamas, Al Qaeda, Syria or Iran.

Reid, in one of his many stony and ignorant tirades during this past week, also had the audacity to lecture on the procedures of the budget process. Really?

Has he forgotten that his president has failed to present a budget on time for the last four years? The Budget Act states that the president is to submit his budget plan on the first Monday in February and he has only met this deadline one time, in 2010. Has Reid also forgotten that the last time his Senate passed a budget resolution was four years ago? How dare he presume to lecture on anything. He is the puppet of the president, and they have failed America.

Since taking the helm, Baker said he has instituted a number of changes, including cutting back on personnel in the administration office, which, according to his figures, has led to $800,000 in savings.

“There was a very heavy, top heavy, administrative level in our system,” Baker said. In making his changes, Baker said he has shifted a lot of responsibilities to various departments. “I am a person who personally feels we can wear more than one hat,” Baker said.

The interim superintendent also said he is addressing the issue of improving performance in various district schools by various ways, including analyzing student performance on test scores for individual teachers.

Baker said he has taken data from recent school report cards, specifically the Palmetto Assessment of State Standards — or PASS — and has set percentage levels of the number of students in each class that should be meeting standards.

“If I have one that is less than that, then that’s going to deserve attention,” Baker said.

“If it’s so severe, then we need to look at a replacement in that classroom, and that teacher needs to part company with the district.”

Keith Schultz, chairman of the district’s board of trustees, praised the recent efforts of Baker but said he did not want to speak for the rest of the trustees as for what the future of the superintendent’s position might hold.

“He’s done a tremendous job with how he’s managed the district to this point,” Schultz said. “As far as what we’re going to do long term, that’s yet to be decided.”

One of the hurdles preventing Baker from becoming the permanent superintendent is the same vote by the trustees that hired him in the first place.

While Baker was offered the interim position by a 5-2 vote, it was also decided at that same special board meeting — by a 4-3 vote — that the trustees would not consider Baker when they begin the process of finding a permanent replacement to fill the superintendent’s position.

Trustees Larry Addison, Patty Wilson and Ralph Canty, along with Schultz, were the four trustees voting against considering Baker in the future back in July. So, at this time, the only person who could not technically be considered for the position is Baker, and changing that would require a formal vote by the trustees.

“Could that be done? Yes,” Schultz said.

He was approached with the idea that the Wolverines wanted to honor their past state champions – as soon as they had another one to add to the list.

Matt Price Pitching Clinic to be held on Saturday The Matt Price Pitching Clinic will be held on Saturday in two different sessions at Bobby Richardson Sports Complex at Palmetto Park.

Price is the former Sumter High School and Sumter American Legion P-15â&#x20AC;&#x2122;s standout who went on to an All-American career at South Carolina. He is now a pitcher in the Baltimore Orioles organization.

The clinic, which is sponsored by the Sumter County Parks & Recreation Department, is open to children ages 7-12 with the first session running from 9 a.m. to noon and the PRICE second going from 2 p.m. to 5 p.m.

The fee is $60 per camper and each camper will receive a t-shirt and an autographed baseball. Campers should bring their own glove and cleats. If the weather is bad, campers should bring tennis shoes for indoor use.

NAOMI G. McCUTCHEN BISHOPVILLE — Funeral services for Naomi Henrietta Griffin McCutchen will be held at 3 p.m. Wednesday at Bishopville Presbyterian Church. Interment with military honors will follow in the church cemetery.

Visitation will be McCUTCHEN from 5 to 7 p.m. today at Hancock Elmore Hill Funeral Home of Bishopville.

Mrs. McCutchen passed away peacefully Sunday, Oct. 6, 2013, at McCoy Memorial Nursing Center.

Mrs. McCutchen was born Feb. 21, 1916, in Paxville, a daughter of the late Naomi Geddings and Charles Lawrence Griffin. She was a member of the Greatest Generation, being born two years before World War I ended; a child during the Roaring ‘20s; a teen during the Great Depression; and a young adult coming of age during World War II, when she learned to value family, friends and faith.

Mrs. McCutchen graduated as salutatorian of Pinewood High School in 1932 and was also the last surviving member of her class.

She attended Tuomey School of Nursing and graduated as a registered nurse. She served as an Army nurse with the rank of second lieutenant during World War II. One of her most challenging assignments was as a nurse to German prisoners of war at Moore General Hospital in North Carolina. She went on to become director of nurses at Lee County Memorial Hospital in Bishopville.

She retired from nursing in 1977.

She was preceded in death by her husband, William Gregg McCutchen Jr., of Bishopville, in 1961. They had three children, Elizabeth Simon (Billy) of Lugoff, William Gregg McCutchen III (Jenny) of Bishopville and Martha Gray (Ashby) of Lugoff. She was blessed with six grandchildren, Bo Simon (Suzanne), Belle Simon Branham, Rhetta Cloyd (Ed), Travis Pate (Michelle), Gregg McCutchen IV (Christie) and Lisa Klutz (Tom); and 12 greatgrandchildren, Lindsey Simon, Wade Branham, Grace Branham, Haley Cloyd, Katie Cloyd, Holland Cloyd, Hampton Cloyd, Alyssa Pate, Noah Pate, Drew Martin, Jacob Klutz and Edward Klutz. She is also survived by her sister, Ruth Aycock of Sumter; sister-in-law, Naomay “Bunch’’ Griffin; nieces, Cissy Synder, Virginia Cox, Beatrice McCormick, Laura Morris, Libby Aycock and Lois Brown; and nephews, Charles Griffin, Calhoun Aycock, Don McLeod and Wade McLeod.

She was also predeceased by three brothers, Charles Griffin, Graham Griffin and Rhinehart Griffin; a sister, Janette McLeod; a special first cousin, Gladys Evelyn Pridgen (Al) of Pinewood; two nephews, Rhinehart Griffin and Steve Griffin; and a niece, Bessie Cogburn.

Mrs. McCutchen was active as a member of the Bishopville Presby-

terian Church, Ladies Sunday School Class, Morning Circle, United Daughters of the Confederacy, and the Daughters of the American Revolution. She was recognized on her 90th birthday by the Honorable Grady Brown with a certificate of merit from the South Carolina House of Representatives.

Her family and friends will remember her as a devoted wife, loving mother, grandmother, great-grandmother, and dedicated nurse. She was also devoted to her parents and grandparents and she dearly loved her brothers and sisters and their families. She believed in praying and the power of prayer. She began her morning reading her Bible, Daily Bread and studying her Sunday school lesson.

The family would like to express special thanks to caregivers, Ruby Anderson, Melissa Simon and Ginny Bryant, and also recognizes Kershaw Health Hospice (Renda, Ruth, Megan and Chaplain Brian) for all their care and compassion, as well as medical service. Special thanks to the staff at McCoy’s Memorial Nursing Center.

ALFRED J. PLOWDEN II SUMMERTON — Alfred Judson Plowden II, 71, died Sunday, Oct. 6, 2013, at Covenant Place in Sumter.

Born June 2, 1942, in Columbia, he was a son of the late Charles Nelson Plowden and Norvelle Brailsford Plowden. He was a graduate of Tennessee Military Academy. He attended Erskine College and New Methodist College in Fayetteville, N.C. He returned to work with his father on the family farm and also worked for the Bank of Summerton. He was a U.S. Air Force veteran.

He was a member of Julius A. Mood American Legion Post 35 and the Summerton Jaycees, where assisted in their project of posting street signs in Summerton. He was a member of Summerton Presbyterian Church.

He is survived by a

brother, Charles Nelson Plowden Jr. (Grace) of Columbia; a sister, Norvelle Plowden Walker of Summerton; and a number of nieces and nephews.

He was predeceased by a brother, Lucien Brailsford Plowden.

A memorial service will be held at 11 a.m.

Thursday in the chapel of Stephens Funeral Home with the Rev. Garland Hart officiating.

Burial will be private.

The family will receive friends one hour prior to the service at Stephens Funeral Home PLOWDEN and other times at the home of his sister, 16 Mood Drive, Summerton.

LEONARD C. BARTLETTE Leonard Charles Bartlette, 67, husband of Easter Timmons Bartlette, died Saturday, Oct. 5, 2013, at his home.

Born Dec. 24, 1945, he was a son of the late Jessie and Cora Pack Bartlette. He was a member of Shiloh Pentecostal Holiness Church. He retired from the U.S. Army and was a Vietnam War veteran.

He received the Bronze Star Medal and the Purple Heart among many other awards and medals.

Farmer, died Sunday, Oct. 6, 2013, at his home in Alcolu.

Born Aug. 28, 1954, in Bishopville, he was a son of the late Johnny Cecil and Celia Lucille Caples Farmer.

He was a retired shipping and receiving manager. He was of the Baptist faith.

He is survived by his wife of Alcolu; a daughter, April Rembert (Leon) of Bishopville; a son, Marvin Cecil Farmer II of Alcolu; three brothers, Douglas Farmer (Crystal) of Hartsville, and Donald Farmer (Elaine) and Art Farmer (Bonnie), both of Bishopville; and a sister, Ann Farmer Baskins of Bishopville.

He was preceded in death by a sister, Mary Alice Farmer.

A funeral service will be held at 2 p.m. today in the chapel of Stephens Funeral Home with the Revs.

‘Frontline’ documentary puts NFL on defensive

BY KEVIN MCDONOUGH Football has never seemed so dominant, in the ratings or in popular culture. Despite this, some believe the NFL is heading for a dramatic fall and that football culture itself is suffering from a fatal disease.

Tonight’s “Frontline” documentary, “League of Denial: The NFL’s Concussion Crisis” (9 p.m., PBS, check local listings), has already made news.

This summer, ESPN backed away from its association with the film, allegedly under pressure from the NFL. The danger of playing football and taking hard hits is hardly news. The film deals with the accumulation of evidence that playing football leads to brain damage and dementia, and the gnawing concern that the NFL was aware of this and has tried to deny or deflect the evidence so as to avoid legal obligation to the ex-players seeking medical care and compensation. Like many media scandals, it boils down to what the NFL knew and when they knew it.

Some people are going to

dismiss “League” as another battle in the culture wars, an attempt by Chablis-sipping sophisticates to destroy America’s game. To counter that impression, “Denial” begins with the story of Mike Webster, a 17-year veteran of the Pittsburgh Steelers. As his fellow players recall, Webster played center with his head — using it as a battering ram. And the steady pummeling would shatter his mind, render him homeless and kill him by 50.

In a tragic twist, it would be Webster’s head, or rather the scientific study of his preserved brain, that first led doctors and regulators to seriously question the NFL’s culture of organized violence.

One expert estimates that the G-force impact of playing impact-heavy football is the equivalent of driving a car at 30 mph into a brick wall — more than a thousand times a year.

When it comes to children, it seems you just can’t be careful enough.

But in hindsight, even the most experienced and disciplined of adults can miss seemingly obvious signs that a child is struggling, especially when it comes to vision and hearing.

A child’s own lack of concern and failure to complain can make the signs even harder to see.

“I’ve had my eyes checked before,” said 10-year-old Michael Brunson.

“But I never needed glasses, so I’m not nervous. I see fine.”

Since 1974, the Lions Club and its local chapters have made it one of their priorities to help detect those problems in children as well as adults.

On Thursday, the South Carolina Lions Health Screening Unit visited Manning Primary School for the first time to conduct basic hearing and vision checks for third-graders whose parents expressed interest in the opportunity.

“We’ve checked about 100 students, so far,” said Ray Langston, president of the Manning Lions Club.

“We’re glad to do what we can to help the children.”

“Yesterday, we screened 79 at Manning Elementary School,” Manning Lion Glenn Wells said. “It’s been a busy couple of days.”

Considering the typical eye exam runs about $70 — discount included — at local vision centers, the Lions’ efforts are very appreciated. In two days, the health screening unit conducted 179 screenings that would have cost about $12,500 had they been performed at an optometrist’s office.

“Some of these children — and their parents — know these vision problems exist, but can’t afford to do anything about it,” Langston said.

“Here, we can at least get a basic understanding of where a child’s vision stands.”

So where does the money for the Lions’ screenings come from?

“This is all funded by donations from the public and dues paid by members,” said Tom Vose, vision and hearing services coordinator with the Manning Lions Club. “None of that money goes to admin costs. It goes straight into the programs we support.”

Vose said some of the money comes from the bulk sales of the recycled parts of used hearing aids. Most

ANNING — Downtown businesses are inviting youngsters and their parents to trick-or-treat from 4 to 6 p.m. Oct. 31.

“This year we are inviting businesses not in the core downtown to step on the courthouse sidewalks,” said Carrie Trebil, city director for tourism and development. “Businesses that want to participate this way would need to provide their own business signs, chairs and tables and, of course, the candy.”

Trebil said holding Halloween trick-or-treating at businesses located downtown is a safe way for families to enjoy the holiday.

“We are doing this for safety purposes, having the concentration of trick-or-treating in a core area, and parents don’t have to drive from business to business,” Trebil said.

The event also helps businesses attract new customers.

“And for customers to discover new businesses,” Trebil added. “And watching the children in their Halloween costumes downtown is also just plain fun.”

The event is free for families and their children, and the only cost to businesses is the candy. Businesses who participated last year included The Item’s Clarendon Bureau, B-Mart, the Clarendon County Chamber of Commerce, Manning City Hall, Goody’s, Horace Mann Insurance, Land, Parker and Welch, the Manning Judicial Center, the Manning Fire Department, Merle Norman, New Dawn Salon, Quality Printers and The Shoppe.

“I think this is a great event for Manning, and if any business is interested in participating, please call Manning City Hall,” Trebil said.

hen I think of October, the first thing that comes to my mind is fall. The leaves changing colors, cooler weather, Halloween and chili.

But October means a lot of difgail ferent MATHIS things for many different people. October is National Breast Cancer Awareness Month.

I read somewhere the lifetime risk of getting breast cancer is 1 in 8, but that it is the second leading cause of

cancer death in women.

And it also affects men.

There are many survivors of this dreaded cancer in our home county. Not only people who are fighting this disease every day and winning the battle, but also friends who have lost loved ones and fighting to help find a cure. Wear something pink this month and let everyone know you are with them in the fight.

October is Domestic Violence Awareness Month. I am one of the fortunate ones. I have never known what it is like to live in fear of someone close to me. I pray for those who have as well as those who continue to live in fear. The website

As most everyone knows, I am a pet lover. For many years I volunteered at our local animal shelter before we even had a shelter. I cannot stand to see animals by the road, abandoned and starving. October is National Adopt a Shelter Dog Month. According to the ASPCA, at least 12 million dogs go to shelters each year. Many are put to sleep because our shelters are full

POLICE BLOTTER CHARGES:

Tony Morris, 43, of 16457 Round O Road, Round O, and Shari Legette, 35, of 1018 Black Creek Road, Walterboro, were arrested at 8:30 p.m. on Sept. 24 and charged with shoplifting. According to reports, an officer was patrolling the parking lot of a department store in the 2000 block of Paxville Highway when the store manager flagged him down and informed him that the loss prevention officer was suspicious of ongoing shoplifting in the store. As the manager spoke with the officer, they were both informed by loss prevention that a couple was walking out of the store with a cart full of items, none of which were paid for.

The officer headed to where the couple was parked to find the items had already been placed in the car. The responding officer then ordered a check on the vehicleâ&#x20AC;&#x2122;s license plate while he asked the two people for identification. The man, who identified himself as Tony Morris, said he

didnâ&#x20AC;&#x2122;t have any ID, as headquarters reported the vehicle in question was reported stolen out of N.C. As Legette identified herself, a background check on Morris revealed he was wanted in Colleton County. Both were arrested and taken to Clarendon County Detention Center. The two reportedly shoplifted $1,200 worth of merchandise.

Road in Manning told officers that he gave a friend the keys to his 2002 Nissan Maxima at about 7 p.m. Oct. 1. Approximately 15 minutes later, the man walked outside to find his car was no longer in his yard. After waiting two hours for his friend to return with the vehicle, he notified law enforcement of the breach of trust.

When officers attempted to give the victim an information sheet and the report number for the in-

cident, the victim refused, allegedly intoxicated and uncooperative. The car is valued at $3,000.
