Welcome from the

Interim Superintendent Sumter School District is pleased to partner with The Sumter Item to provide the 20182019 Welcome Guide. This magazine features a variety of insightful information about our schools and the community at large for our parents, students, school district employees and stakeholders. The upcoming school year will be filled with innovation and excitement. We plan to build upon the programs we currently have in place while embarking on a number of new initiatives, which include the R.E. Davis College Preparatory Academy and Cherryvale Elementary STEAM program in addition to the expansion of AVID, NMSI, Leader in Me, Core Knowledge, and National STEM Accreditation throughout many of our schools. Sumter School District helps all students develop the world-class skills and life and career characteristics of the Profile of the SC Graduate by equipping them to be responsible, successful and productive citizens in a global society. We focus on student achievement by ensuring challenging curricula and high expectations. Our recent reaccreditation by AdvancEd, the organization that conducts rigorous on-site, external reviews of schools and school systems to ensure that all learners realize their full potential, is evidence of our academic success and continuous improvement. Our academic programs address rigorous standards in language arts, mathematics, science and social studies. Research-based best practices focus on problem-solving, critical thinking, creativity and collaboration. Data is used to plan and implement instruction in order to differentiate instruction, monitor student progress and set appropriate goals. A Multi-Tiered System of Support (MTSS) uses data-

based problem solving to integrate academic and behavioral instruction and intervention. The district infuses 21st-century teaching by emphasizing Science, Math, Engineering, and Technology (STEM), the use of digital libraries and the implementation of cutting edge technology. Our students have access to world languages, fine arts, Advanced Placement courses, college-level dual enrollment, the International Baccalaureate program and the Gifted and Talented program. Through our expansive Career and Technology Education (CATE) courses and numerous offerings at the Sumter Career and Technology Center, our students are developing career-ready skills. Sumter School District also produces well-rounded students through robust athletic programs and award-winning extracurricular clubs and organizations. Our students develop life and career characteristics and soft skills through career exploration including exposure to employers via career fairs, shadowing, work cooperatives and partnerships; efforts and events sponsored by the Greater Sumter Chamber of Commerce and workforce readiness partners; and mentoring programs. Character development is encouraged and taught through character education, classroom guidance, small groups and intervention programs. Sumter School District works diligently to ensure that every student graduates on time and is prepared for post-secondary education, is career ready and has the foundation to become a productive citizen. Attendance and New Student Information Attendance is Important on the First and All Days of School The first day of school for Sumter School District students is Monday, Aug. 20, and the first day for prekindergarten students is Wednesday, Aug. 22. It is imperative that students attend school regularly. While some absences for illness or other necessary circumstances are unavoidable, nothing can replace the educational, cultural and social contacts students experience through regular participation in class. Students with good attendance achieve more than students who are often absent. Attendance is also a major criterion in preparing students for the world of work. According to state law, students must attend a minimum of 180 days of school a year. New requirements from the U.S. Department of Education’s Office of Civil Rights (OCR) define an absent student as one who misses 50 percent of the instructional day for any reason, regardless of whether the absence is excused or unexcused. Written notes from the parent, guardian or attending physician must be submitted within three to five days after returning to school or the absence will be considered unlawful. An absence is considered lawful when it is the result of illness, death in the immediate family, emergencies and recognized religious holidays. A limited number of parent notes may be accepted at the discretion of the principal. Any student between the ages of 6 and 17 who accumulates five or more unlawful absences will, according to state law, be identified as truant and subject to possible petition to Family Court. High school students who have more than five unlawful absences in a one-unit course or three unlawful absences in a half-unit course may lose credit for the course. Absences are counted in the high schools and middle schools by class, so students are encouraged to report promptly to every class. Additionally, according to the OCR, any student who is absent a minimum of 10 percent of his or her enrollment period in the

current school year for any reason (e.g. illness, suspension, excused or unexcused) shall be reported as “chronically absent.” If a school closes due to inclement weather, the school year may extend to allow students to make up the missed days to meet the 180 day requirement. In the event of inclement weather, school closings will be announced on local television, radio stations and media outlets and posted on the website and district Facebook page, and phone calls will be made by the Edulink system. New Student Registration Information Parents who plan to enroll their child in Sumter School District for the first time are encouraged to enroll as soon as possible to avoid last minute crowds. Parents may register their child in the school zoned for their residence during regular school hours. Persons unsure of their school zone may contact the district’s attendance office at (803) 469-6900, ext. 414. Children must be 4 or 5 on or before Sept. 1 to enroll in preschool or kindergarten, respectively. State law mandates that children ages 5-17 must be in school. Upon registration, parents are required to provide school personnel with the child’s official birth certificate or other proof of name and age, proof of residence and the SC Immunization Form (DHEC 2740). The district recommends that parents of children transferring from another school district also bring the child’s latest report card. Children transferring from out of state must have their health certificate information on a South Carolina form. Parents must take out-of-state certificates to a doctor or clinic in South Carolina to have the information transferred to the correct form.

Food and Nutrition All schools in Sumter School District offer well-balanced and nutritious breakfasts and lunches in compliance with the United States Department of Agriculture (USDA) guidelines. A standard breakfast will include a protein such as sausage, cheese or egg, low-fat milk, fruit or fruit juice and a variety of whole wheat grains (bread). The standard lunch includes a choice of meat or other protein, at least two vegetables, fruit or fruit juice, whole wheat grains (bread) and milk. Middle and high school students also have a la carte options. All lunch and breakfast meals in Sumter School District are free of charge to all students. No meal applications are required or will be accepted. Lunches are available for purchase for those who do not want to accept a free meal. Students will still use a personal ID number to account for their meals and allow their individual account balances to be maintained for a la carte meals. Parents may put money on their

New School Programs This year, Mayewood Middle School is consolidating with R.E. Davis Elementary to form R.E. Davis K-8 College Preparatory Academy. This initiative will place an emphasis on AVID, Core Knowledge, NMSI and Leader in Me. F.J. DeLaine Elementary is combining with Cherryvale Elementary to form a STEAM school, which will prepare students for STEM careers with a strong emphasis on the arts that is already in place at Cherryvale Elementary thanks to an ABC grant. The program will incorporate art, dance, music, theatre, and creative writing in addition to AVID, robotics and the pursuit of national STEM accreditation through AdvancED. What are the new specialized programs? AVID-Advancement Via Individual Determination is a world-wide program that prepares students for high school, college and careers. AVID teaches skills and behaviors for academic success, provides intensive support with tutorials and strong student/teacher relationships, creates a positive peer group for students and develops a sense of hope for personal achievement gained through hard work and determination. Core Knowledge was developed by the University of Virginia and is a systematic syllabus of topics to be studied by students in prekindergarten through eighth grade. The program places a strong emphasis on the humanities while preparing students for college. It includes topics and subtopics in language arts, world history, American history, geography, visual arts, music, mathematics and science. Core Knowledge balances the description of academic skills with a prescription for subject-content knowledge. The curriculum is designed to give educators a way of knowing what students have experienced in school and to give students a common foundation on which to build additional learning.

NMSIâ&#x20AC;&#x2122;s laying the foundation program provides teachers of grades 3-12 with the training, support and resources they need to drive student achievement and facilitate their progression toward advanced coursework in high school. The goal of NMSI is to improve student performance in the subjects of science, technology, engineering and math (STEM).The program also helps prepare students for Advanced Placement courses and dual enrollment once they reach the high school level. Leader in Me incorporates the soft skills component. The program teaches 21st century leadership and life skills to students and creates a culture of student empowerment based on the idea that every child can be a leader. Content from The 7 Habits of Highly Effective People is a key component of the overall Leader in Me process. The 7 Habits is a combination of universal, timeless principles of personal and interpersonal effectiveness, such as responsibility, vision, integrity, teamwork, collaboration and renewal, which are secular in nature and common to all people and cultures. The Leader in Me is also aligned to many national and state academic standards. The process teaches students the skills needed for academic success in any setting. These skills include critical thinking, goal setting, listening and speaking, self-directed learning, presentationmaking and the ability to work in groups.

Sumter School District Board of Trustees Sumter School District is governed by seven elected members of the Board of Trustees representing single-member districts throughout Sumter. In August 2017, the Sumter County Legislative Delegation appointed two at-large members. The nine board members are an integral aspect of the district leadership. The board sets policy, approves the district’s budget, works with the Sumter County Legislative Delegation and Sumter County Council on issues of importance to the schools and oversees the efficient operation of the district. Unless otherwise announced, the board meets on the second and fourth Mondays of the month. Those who wish to speak during the public participation portion of the monthly regular meeting are asked to sign up in the lobby of the school or office where the meeting is held no later than five minutes before the meeting is called to order. All meetings are open to the public. The names and contact information of the nine board members is not listed in this Welcome Guide because it was printed before the general election in November, where there were several seats on the ballot. The Board of Trustees is a nonpartisan governing body.

WASHINGTON — President Donald Trump's lawyers composed a secret 20-page letter to special counsel Robert Mueller to assert that he cannot be forced to testify while arguing that he could not have committed obstruction because he has absolute authority over all federal investigations. Four National Bank of South Carolina branch locations in Sumter and one each in Manning and Bishopville will soon get a facelift as the bank transitions its signage and other legal branding to its parent company’s name. Since January, Synovus has implemented a staggered brand transition across five states of all of its non-Synovus bank divisions, company spokesman Lee Underwood said Friday. With 38 branches in South Carolina, NBSC will complete that brand transition of signage, business cards, pens and other legal branding this month. The signage transition in Sumter County is scheduled for the middle of the month,

Underwood said. NBSC was actually founded in Sumter in 1905. Synovus acquired NBSC in 1995. Currently, NBSC has 340 employees. Having one brand name will help with marketing and customer recognition across the Southeast, according to Underwood. NBSC Sumter Market President Melissa White said she was proud of the reputation that NBSC has built in conjunction with Synovus and is looking forward to the future. “Adopting the Synovus name while maintaining our local, relationship-centered delivery model will increase awareness of our regional presence, our financial capabilities and our ability to meet the needs of customers and prospects,” White said.

They operate independently from the school district under a separate Board of Directors. Career Readiness

Sumter School District exposes students in grades k-12 to college and career readiness information. At the elementary level, students participate in career awareness activities; middle school students participate in career exploration activities such as interest and values assessments and the 8th grade Individual Graduation Plan conference; and in high school, students receive career guidance services to include interest skills and values assessments, job shadowing opportunities, internships, youth apprenticeships and cooperative learning opportunities that support choosing a cluster and major within the curriculum frameworks as part of their annual Individual Graduation Plan Conference. At all levels, CATE/Career Specialists sponsor field studies, which are different from field trips in that the field study is intended to expose students to career related information relevant to their age group. These activities are all in accordance with the Education and Economic Development Actâ&#x20AC;&#x2122;s (EEDA) initiative of Personal Pathways to Success. Some of the programs used are the Microburst Employability Skills program and South Carolina Information System. Work-Based Learning (WBL) is a coordinated, sponsored, coherent sequence of workplace experiences that are related to studentsâ&#x20AC;&#x2122; career goals and/or interests and are based on instructional preparation, and are performed in partnership with local businesses, industries, or other organizations in the community. School Safety The first and most important priority of Sumter School District is the safety of our students and staff. Certainly in this day and age we can never be absolutely protected against all circumstances, but we do educate our students and staff throughout the year and rely on our parents to help us ensure we reinforce our own safety procedures. Our joint emergency action plans were developed in accordance with state and federal best practices and in partnership with local public safety professionals. Law enforcement is a partner in the annual review of the plans, and they evaluate our implementation of emergency drills and provide training for school staff as requested. The review of our plans reveal strengths and weaknesses, and in some cases, procedures are revised or enhanced. Each joint emergency action plan at the school level helps prepare school sites on lockdown

drills, evacuation procedures, natural disaster precautions as well as communication with families, students, parents and communities during a crisis. School safety procedures also address the access of our buildings by the public. A variety of drills are conducted on a regular basis. Training in school safety for school staff takes place throughout the year, and the school district also provides immediate crisis response training for the Disturbance Intervention Response teams and the Mental Health Support teams. Again, the safety and security of our students and staff is a top priority at all times in Sumter School District. Working together, we can ensure that the educational process is allowed to continue in the safe, uninterrupted environment that our children deserve.
