After braving the elements, MCAS Beaufort is returning to normal operations days after Hurricane Matthew swept the East Coast. The planning and preparation prior to Matthew was the key to a prompt recovery of main base operations and establishing infrastructure. “If it looks like there’s a possibility a hurricane is going to hit our local area we immediately begin preparations,” said Lt. Col. Douglas Seich, the commanding officer of Headquarters and Headquarters Squadron and part of the destructive weather team. “The key was that we made a plan early. As the storm gets closer, we start a timeline five days out for specific sets of conditions we go to in order to prepare for the hurricane-the higher the probability it will come to our area the more involved we get with those steps for preparedness.” MCAS Beaufort issued an evacuation order for all nonessential personnel and families aboard the air station and Laurel Bay on Oct. 4. This order

allowed for more time and preparation for all evacuees to leave their residence and find shelter. Although Matthew was forecasted to make landfall on the South Carolina coastal line as a Tropical Cyclone Category 2, the potential property damage and injury was imminent. “We had winds in the 40 knots sustained, close to 60 knots at times, with a Category 2 hurricane off our coast,” said Seich. “This causes trees to fall and penetrate roofs causing property damage and potential injury or death to the members of the household. If a storm of that magnitude causes this level of damage imagine what it would be if it was a full on hurricane and hit us directly. Therefore the call to evacuate both the county and the air station family members was critical, particularly to do it early and in a controlled manner. “ A destructive weather team, manned by essential personnel, stayed on the air station in preparation of Matthew’s aftermath. The unit, composed by Marines and sailors from units across MCAS Beau-

PORT-AU-PRINCE, Haiti -- The personnel of JTF Matthew began planning efforts at Soto Cano Air Base once the storm appeared as if it would make landfall in the Caribbean. JTF Matthew planned for a rapid departure and made sure they had the ability to reach affected areas as quickly as possible if requested and to help as many people as possible. “A response like this takes the entire team to provide timely aid to those most affected” according to Maj. Rick Childers, the Joint Task Force Bravo engineer assigned to JTF-Matthew. Childers will facilitate coordination through JTF Matthew and U.S. Southern

Command for the response and potential infrastructure assessments in affected areas, if requested. Once approved, U.S. Southern Command directed JTF Matthew and SPMAGTF-SC to pre-position on the Grand Cayman Islands. By doing so, JTF-Matthew was in a unique position to respond and provide relief efforts quickly after receiving the request from USAID. “Having the approval and the ability to pre-position our assets was absolutely critical,” stated Col. Thomas Prentice, command-

God and Storms By William Holiman, CDR, CHC, USN Command Chaplain, MCAS Beaufort By now everyone on our base has gone through hurricane Matthew in one form or another. Some folks stayed here and did great work getting things back up after the storm. Civilians, Marines and Sailors all deserve a round of applause. For those who evacuated it is hard to imagine the amount of work that was done on Saturday, Sunday and Monday. The base was simply transformed. Some folks evacuated from the area, and that was also a major event. Plenty of you spent a lot of time in your cars to go not very far. The roads were clogged and the hotels were full. Good on those who heeded the evacuation order. Some folks stayed home, and rode out the storm. That was pretty tough, with power out, trees down, food hard to get. My neighborhood has no power, but the sound of generators filled the night air when I went home. Some people in our area lost their homes entirely, which really is tough, some had major damage, some had near misses, and some were entirely unaffected. In other areas people died through no particular fault of their own. I think of Haiti, and the hundreds there. I also think of the Marines and Sailors who are already there helping with recovery efforts. All that thinking gets me to wondering about something that some of you are thinking about, too. Where was God in all this? Like the different kinds of experiences that people had in the storm there are different kinds of

answers to the question of how God relates to storms. Some folks argue that there is no God, so that ends that. But, since I am the Chaplain that will not be my answer. Some argue that God ought not allow such terrible things as storms that kill hundreds, or earthquakes that kill more. I do not have much to say to that either, since these things do occur. Some argue that God specifically sends storms for some particular purpose; some argue that we should give thanks for all things, including losing a house or a loved one in a storm. Some argue that even though there is an almighty God, that storms just happen randomly and that God does not have much to do with it. I am sure that you have thought or heard all these ideas in the past few days. The Bible addresses the idea of a defense of God against accusations in several different ways in different books of the Bible. You have probably heard of the book of Job, about a very righteous man who endures horrible suffering not because of any sin that he commits, but because of a wager between God and Satan. That book tells us that there is a lot that we simply do not know about what goes on around us. And by the way, God bets on Job, Satan bets against him. God wins. Sometimes we suffer for some purpose unknown to us. In Psalm 104, which was the psalm of the day in my tradition for the very day the hurricane hit here, the Psalmist says: You make the clouds your chariot; you ride on the wings of the wind. You make the winds your messengers and flames of fire your servants. That is poetry of course; however, the idea is clear that God is involved even in things like storms. So he has a hand in the storms, even

tough ones. In the New Testament Jesus sees a man born blind in John 9. His disciples cannot understand why someone should be born blind. Was it his own fault or his parents? Jesus replies that it is neither the man’s own fault nor the parents fault, but “that the works of God might be displayed in him.” As you might expect, Jesus then heals him. In the book of Acts the Apostle Paul suffers a terrible shipwreck in chapter 27 simply because the ship sailed too late in the season. In other words, it was no one’s fault, God wasn’t doing anything particular, it was just that a winter storm shipwrecked the passengers and crew. I could give you some more answers, however, the point that I want to make is from a religious point of view we cannot say definitely why a storm occurs or does not occur. It is not that one place is more righteous or less righteous and so they do or do not get hit by a storm. After all, Job was righteous and he suffered. It is not that God is specifically trying to teach us specific lessons in every storm, other than maybe don’t sail in the Mediterranean in the winter time. One thing that we can say with full assurance is that God wants us to help each other out in every storm. The Bible is full of instruction to help each other out, exactly as the Marines, Sailors and Civilians did on this base, out in town and in Haiti. We may not know why a storm occurs, but we can be sure that we ought to respond by helping each other out as much as we can. To all those who have done that, Good on you!

Effective June 1, MCAS Beaufort will be in Tropical Cyclone Condition V for 2016 Atlantic Hurricane season until November 30. This year is predicted to be a normal season. NOAA is predicting 1016 named storms, which includes Alex. 4-8 will become Hurricanes. 1-4 will become major Hurricanes. Be Prepared!

fort, established a centralized location where they would brave the elements and respond to any cleanup and recovery efforts if needed. “The main purpose to keep the Marines behind was to assist in the recovery efforts to help out other Marines and family members,” said Sgt. Maj. Edward Hebron, sergeant major of Headquarters and Headquarters Squadron. “We have to make sure that when the families returned home, there was a safe and livable environment.” A unit of particular importance was the Security Augment Force. The Marines and Sailors who were part of the SAF played a large role in the preparation and recovery efforts, not only with numbers but with participation before, during and after the hurricane. “Part of our purpose here was to provide support for the Provost Marshal’s Office if needed,” said Sgt. Tucker Miller, platoon guide with SAF. “After the storm, we helped out with the recovery and cleanup efforts. Marines and sailors from all specialties make up the this unit and they got a chance not only to help

out with the efforts but to create unit cohesion while getting to work with each other. “ Almost immediately after Hurricane Matthew passed, the Marines and sailors began the cleanup efforts as MCAS Beaufort sustained downed trees, flooding, and power outages both on the air station and Laurel Bay. For the next two days, all personnel aboard the air station worked from sun up to sun down to restore normal operations. A feat accomplished by the determination and motivation of the destructive weather personnel. “For the SAF Marines, this is the second holiday period they missed making sure that the base and Laurel Bay were secure but still did a phenomenal job. My hat goes off to the Marines and sailors that were part of SAF,” said Hebron “Even though every Marine and sailor was working through a holiday, they did not care and got the mission done with a smile on their face. When you think of the words Semper Fidelis, Always Faithful, it’s about taking care of each other and that’s what we did here.”

By staging in the Cayman Islands and refueling in Jamaica, we were able to arrive on the ground within hours of receiving the request for assistance.” JTF Matthew departed Honduras’ Soto Cano Air Base and brings with them CH-53E Super Stallion, CH-47 Chinook, and UH-60L Black Hawk helicopters. These vertical take-off assets will prove critical in gaining access to areas that are otherwise unreachable. Their focus will be to provide heavy lift support to ongoing U.S. disaster assistance missions in the country.
