Wondering what to get Master Guns for Christmas? By LCpl Timothy M. Courtney and Cpl Elizabeth K. Mann

The holiday season is here and many of you may be planning on giving gifts to your fellow Marines, or you may receive some yourself. To ensure that you don’t unwittingly violate any of the Marine Corps policies on gift giving and acceptance, let’s take a moment to review some of the rules. Throughout most of the year, the Marine Corps prohibits Marines from accepting gifts from their subordinates. However, they do make an exception for occasions on which gifts are typically given. In these instances, a subordinate may not give a gift valued over $10 to his or her superior. The Marine Corps does not have any legal restrictions on gifts given to peers or subordinates, however, common sense (and good taste) should apply. Finally, cash, under all circumstances, is prohibited from being given or accepted as a gift. With the holiday season comes holiday parties, and many of your shops may be having some form of gathering to celebrate the season. It’s important to remember that your

The Atlantic Hurricane season ended effective 12:01a.m., December 1, 2016. As predicted, the Atlantic region had above normal activity (15 named storms) due to late La Nina conditions. The Southeast will remain in drought conditions until late spring.

shop or unit may not solicit nonDoD sources for contributions for your party. Also, office parties are unofficial events, and you may not use appropriated funds to pay for them. Be aware that door prizes or drawings could involve gambling, which would require compliance with federal regulations. DoD regulations prohibit gambling on federal property or while in a duty status. While this article hits the highlights for Marines, there are other exceptions to the general prohibition and even more complex rules when contractors are involved. Please feel free to contact the Office of the Staff Judge Advocate at 843228-7385 with any questions or

concerns. We hope everyone aboard Marine Corps Air Station Beaufort has a safe and wonderful holiday season but while you do, here are some real life ethics scenarios. Sampling of Gift Not Sufficient

A Lieutenant Colonel committed dereliction of duty when, in violation of the JER, he received a bottle of Ballantines 30 year-old Scotch valued at $400 and failed to report it and properly dispose of it. A group of vendors sell food during the Night on the Town in downtown Beaufort, Dec. 2. The roads of downtown Beaufort were blocked off and various groups of vendors, dancers and singers performed and served attendees. The event served to kick off the holiday festivities and bring life to the downtown economy.

HOLIDAY continued from page 1

“Night on the Town is a good way for the people in and around Beaufort to celebrate the holidays and support downtown Beaufort,” said Pam Flasch a board member on the Beaufort Chamber of Commerce. “People around America do not frequent downtown areas as much anymore, so this event brings the public back to downtown Beaufort and helps the local economy. This weekend shop owners extended their business hours to accommodate the event and shoppers. A huge part of our local economy comes from the military community.” The second event in the Beaufort Holiday Weekend was the Light up the Night Boat Parade. Boats from around the Beaufort area were decorated and displayed in a parade. The contestants in the parade were judged by a panel throughout the parade. The boats were evaluated on the lights, decorations and presentation oriented on the boats. Throughout the night, shops were kept open late for the convenience of the service members and patron s of the event. “This is definitely geared towards Marines with families,” said Sgt. Zac Butler, a bulk fuels specialist with Marine Wing Support Detachment 31. “It’s a fun time to be able to bring my kids out into the local community and start off the holiday season.” The finale of the three-part holiday series was the Beaufort Christmas Parade. Service members, families and visitors lined the streets to watch the parade pass through down town Beauport to

show their support and holiday spirit. “It was really good to see everybody turn out for this event today,” said Mike McFee a member of the Beaufort City Council. “These events have been a huge success and it is all because of its supporters around Beaufort and in the Tri-command.” C’. ‘Gunny Claus’ is a Holiday figured branded by the Marine Corps who participates in parades and different holiday events. The parade was led by the Marine Corps Recruit Depot Parris Island Band and the Marine Corps Air Station Beaufort Color Guard. New Marines from Marine Recruit Depot Parris Island handed out candy to kids while ‘Gunny Claus’ made his way down Boundary Street. “Different organizations came out represented themselves and showed their holiday spirit,” said McFee. “The Parris Island band is always a hit and MCAS Beaufort was a big help with supplying the color guard. The military is such a big supporter here in Beaufort form the air station to the Parris Island and the National Guard unit here.” Events like the Beaufort Holiday Weekend bring together the local Beaufort community and the military community the local economy. “This event is always good for the economy,” said McFee. “Everybody comes out and supports the local businesses and really keeps us going. You can really see how much the Beaufort community and the military community care about this town.”

Sgt. Justin Shears participates in a performance analysis during the High Intensity Tactical Training instructor course aboard Marine Corps Air Station Beaufort, Dec. 6. The four day introductory course teaches Marines the basic exercises to put together a training plan. Shears is a supply administrative and operations specialist with Headquarters and Headquarters Squadron.

Kelly Colone demonstrates part of the performance analysis during the High Intensity Tactical Training instructor course aboard Marine Corps Air Station Beaufort, Dec. 6. is taught with the help of staff and trainers from both gyms. “Level one begins with lectures on functional movement screening,” said Hutchison. “A very important part of the HITT program is the emphasis on injury prevention. The FMS allows the Marines to be able to analyze who they are working with and strengthen any deficiencies to prevent injury. During level one they also learn all of the exercises that make up the Olympic lifting, tabada, and TRX programs within HITT.” Level two builds upon the foundations laid in level one. The Marines learn how to implement the exercises and concepts they previously learned, factoring in what muscle groups should be trained together and when to have active rest days. The active rest days are alternative exercises like swimming or biking. This

allows the muscles to recover and grow. “There are different workout series that the Marines will draw from to create their workout programs,” said Hutchison. “In level two they will have to actually teach and implement their program to the instructors. At the end of both courses they will be the subject matter experts on unit physical training. The command will look to them to train their Marines.” The HITT instructor course equips the Marines with the knowledge to be able to train and developed the other Marines in their unit to be a tactical athlete who is combat ready. Not only will know how to create and implement a workout regimen, but they will know how to keep Marines injury free. “Leading PT in my unit is something I already do,” said Sgt. Daniel Mastre, a tactical data assistant with Marine Air Control Squadron 2. “But with this course

gave me more knowledge and confidence to be able to lead Marines and increase quality of PT we do at work. This program will better prepare my Marines for what they are going to be seeing overseas.” Upon completion of the HITT instructor courses Marines will have the knowledge to put an exercise program together and effectively train their Marines to be a tactical athlete.. For Marines at both installations who are interested in becoming a combat instructor the fitness centers post class dates at the gym entrances with sign ups and contact information. Marines can also find class dates online at mccs-sc.com. There are no rank requirements, only that individual commands are willing to allow the Marine to away from work during the class.

U.S. Marines commemorate, honor four Marines killed during Pearl Harbor attack

Kapolei, HAWAII — Marine Corps Air Station Ewa, Hawaii, wasn’t a desirable duty station in 1941. It was a hot, barren field. Marines slept in a tent city for nearly a year before a permanent barracks was constructed. Then, just a week after personnel moved into their quarters, this scorpion-infested air strip and the Marines who served there would be some of the first to suffer from the Japanese attack on Oahu, Dec. 7, 1941. Marines from U.S. Marine Corps Forces, Pacific presented a wreath to pay their respects to their fallen brethren as part of the greater 75th commemoration of the attacks on Pearl Harbor, Dec. 6, 2016. Here at the Barber Point Golf Course, a memorial was erected honoring the

lives of those who fell that infamous day: Sgt. William Latschau, Jr., Sgt. Carlo Michaletto, Pfc. Edward Lawrence, and Pvt. William Turner. In honor of these heroes, some of the first U.S. forces to return fire during World War II, current and former Marines stationed on Hawaii have made it a tradition to meet here and remember. “[We] always do this on seven December – every year, no matter what; for as long as I can remember,” said Maggie Gaukler, commandant, Marine Corps League Aloha Detachment. “Marines take care of their own, even after they have passed away.” The battle at MCAS Ewa was short and fierce. The Japanese airmen’s rendezvous point was close to the air station; making it a target of opportunity as they came in for the attack and as they returned to their carriers.

The airfield was strafed several times, just minutes before Pearl Harbor was attacked. Of the 48 aircraft stationed here, 33 were destroyed. Despite the surprise and confusion, Marines fought, “practically to the last man. Every Marine at the base met the attack with whatever weapon there was at hand, or that he could commandeer; or even improvise with the limited means of his command,” read the official report of the attack. “We are here because four Marines, four of our brothers, gave their last full measure here.” said Brig. Gen. Brian Cavanaugh, deputy commander, MARFORPAC. “We owe it to them to remember and honor them and to keep their legacy alive. Because we are Marines, that’s exactly what we will do.”

Newly formed Sri Lankan Marine Corps gets 241 years of experience…in under a week 11th Marine Expeditionary Unit Story by 1st Lt. Adam Miller Friday, November 25, 2016

TRINCOMALEE, Sri Lanka (Nov. 22-25, 2016) Marines and Sailors of the 11th Marine Expeditionary Unit and Makin Island Amphibious Ready Group, embarked aboard the USS Somerset (LPD 25), participated in a Theater Security Cooperation exchange, training side-by-side with the recently inaugurated Sri Lankan Marine Corps Nov. 22-25 at Sri Lanka Naval Base, Trincomalee.

such as offensive and defensive tactics, officer and noncommissioned officer leadership development, explosive ordnance disposal, physical fitness and Marine Corps martial arts, developing and evaluating training programs, combat lifesaving skills, and maritime interception operations; all of which support progress toward humanitarian assistance and disaster relief preparedness and crises response. “Contributing to the cultivation of the Sri Lankan Marine Corps and setting conditions to promote

OFF THE COAST, Sri Lanka (Nov. 24, 2016) Maritime Raid Force Marines with the 11th Marine Expeditionary Unit demonstrate how to conduct visit, board, search, and seizure of a vessel for Sri Lankan Navy Special Boat Squadron Sailors during a Theater Security Cooperation training event at Sri Lanka Naval Base, Trincomalee, Nov. 24, 2016. This bilateral training allows the two militaries to share tactics and procedures that help build and maintain military readiness, and increase humanitarian assistance and disaster relief preparedness. The 11th MEU, part of the Makin Island Amphibious Ready Group, is operating in the U.S. 7th Fleet’s area of responsibility in support of security and stability in the IndoAsia-Pacific region.

The Sri Lanka Marine Corps, still in its infancy, capitalized on the time they had with their U.S. counterparts who can draw from 241 years of experience. The TSC consisted of sharing best-practices in all facets of bilateral training

a strong and enduring partnership between the U.S. and Sri Lanka was what we set out to accomplish,” according to Lt. Col. Matthew Lundgren, commanding officer of Battalion Landing Team 1st Bn., 4th Marines, 11th MEU. “The

experience we had in Trincomalee with these Marines proved to me our military-to-military partnership in this region will be able work together if needed during a time of crises.” Units from the 11th MEU’s ground combat element, logistics combat element, aviation combat element, and its command element’s Maritime Raid Force participated in the TSC exchange. “The MRF worked with the Sri Lankan Navy’s Special Boat Squadron, which is comparable to the US’ Navy SEALs,” said Capt. Jared B. Picard, a platoon commander with MRF, 11th MEU. “The training was beneficial to us and the SBS because it allowed us to refine our tactics, techniques, and procedures within the three skillsets of specialized insertion and extraction; visit, board, search and seizure; and close-quarter tactics. The training was beneficial to the SBS because they had never before conducted fast rope training, and it was an opportunity for them to refine their CQT and VBSS methods.” The MRF and SBS conducted specialized insertion and extraction techniques training by fast roping from a 30-foot tower and then from a UH-1Y Huey helicopter; VBSS with an emphasis on hook-and-climb best-practices; CQT; and EOD detection techniques. “This TSC was important to us specifically because it allowed us to conduct hook-and-climb training while underway,” said Picard. “We haven’t done this since our Certification Exercise, which was our last event prior to deployment. We need to maintain this currency because [conducting VBSS] is a likely tasking we’ll receive from our higher headquarters in the

5th Fleet area of operations, and which are crucial for maritime interdiction operations during follow-on tasking.” The TSC also provided opportunities for key leader engagement between representatives from both nations’ naval services to sit down and discuss the future of their partnership based off of the shared experiences. In these discussions, both sides provided feedback and were afforded the opportunity to provide constructive criticism aimed to further develop future training. “The BLT leadership reported positive feedback in terms of the interactions between each side’s Marines, emphasizing a high degree of enthusiasm and professionalism from both sides,” according to Lundgren. Both the U.S. and Sri Lanka have a continuing interest in strengthening their partnership based on common interests related to sustaining maritime security, humanitarian assistance and disaster relief preparedness, and the security and stability in the Indo-Asia-Pacific region. Progress toward this is made possible through integrated training at all levels. “Collectively we believe NCO and small unit leadership development will be integral to the progression of the Sri Lankan Marine Corps,” said Lundgren. “Allowing for a unit’s leadership at that level – at the corporal and sergeant ranks – to make decisions and assign tasks in line with commander’s intent is one aspect of what sets us apart from other service branches; we shared this idea with our Sri Lankan counterparts.” In the U.S. Marine Corps, emphasis is put on NCO leadership; these Marines are often referred to as the ‘backbone’ of

the Marine Corps. “I learned that the Sri Lankan Marines are very hungry to learn,” said Sgt. Anthony Sandusky, a squad leader with Alpha Co., BLT 1/4, 11th MEU. “I expected the language barrier between us to be our most difficult obstacle, but they have a good grasp of the English language and an even stronger foundation of military tactics. They were easy to work with on account of their discipline and eagerness to learn. I am grateful to have had the opportunity and it is an experience I will always remember.” The 11th MEU and Makin Island ARG leadership believe and speak to enabling credible, ready maritime forces help to preserve peace, prevent conflict and respond to emerging crises. This TSC was a step in the direction toward reinforcing this bilateral capability and shared responsibility in the region. “I was most impressed with the Sri Lankan Marines’ seemingly mutual desire to train with us, and after getting to know them, I learned we had a lot in common,” said Sandusky. “They’re very similar to us in that many of them come from backgrounds of prior service with different branches, they had jobs and lives outside of their Marine Corps, but they’re just like us because they volunteered; they wanted to be Marines.” The Makin Island ARG and 11th MEU are currently at sea aboard the USS Makin Island (LHD 8), USS Somerset, and USS Comstock (LSD 45) as part of their Western Pacific deployment 16-2, which departed from San Diego mid-October.
