VanOverbeke: For the eight-flight package it’s $14 per acre. Most seem good with the info provided. This year we’re just flying one bird. Future pretty much depends on customer demand. When the season is all wrapped up and farmers see all the information provided, I think there could be a strong demand next season by lots more farmers.

Q: How much detail is there in these aerial imagery photos?

VanOverbeke: About 1,400 images are recorded when doing a quarter-section flight. These images are stitched together to make one clear mosaic of that entire field and eventually your entire farm if we work enough fields. When you zoom in on that picture you can see each individual plant in the row.

Our first flight after crops have emerged is at 200 feet elevation and we’ll capture about 3,000 pictures. When those images are stitched together you can see to the square foot, each plant in fact. Even the lug marks from the tractor tire show up.

This outfit does the downloading and either electronically delivers the latest batch of info from that particular flight directly to the customer, or to one of our 212 Seed guys who then contacts that particular customer and goes over in detail exactly what the images are displaying.

This was to be a 24-hour process, however, because of slow internet speeds we instead are putting this info on a “jump drive” and sending it by mail to Farm Intelligence.

Q: Any crashes so far?

Software critical to making UAV data meaningful

By DICK HAGEN The Land Staff Writer Unmanned aerial vehicles are playing an emerging role in agriculture, but the challenge remains in how to best use the vast amount of new information-gathering technologies so that it has value to farmers.

Interest in drones is tremendous right now, said Dan Kaiser, University of Minnesota Extension Service nutrient management specialist.

In prioritizing the benefits of drones in agriculture, Kaiser said a key benefit is the aerial perspective of your fields that drone imagery provides at various times during the growing season, including stand counts shortly after emergence so you can identify planter accuracy.

Unfortunately aerial images are not always clear, so a more accurate detection of what’s actually happening at ground level is a needed improvement in UAV technologies, said Kaiser. He expects this improvement will evolve as this new technology gains more experience in agriculture.

American agriculture,” he said. “However, aerial imagery for crop consultants is already a great tool. Many nutrient deficiencies will show themselves as a yellowing or chlorosis in the crop canopy.

“But if you can’t precisely figure out what’s going on down there, how can you correct that deficiency? There could be some wrong decisions made at the wrong time.”

Nutrient management also ranks high on Kaiser’s list of UAV benefits, especially for supplemental N applications during the growing season. UAVs could also provide a quicker and more accurate identification system for reading insect and disease issues, especially the devastating soybean aphid, which can quickly explode into significant economic impact if not treated early.

The 2014 season was a good example

of UAVs providing accurate information about acres lost to high water and subsequent flood damage across the landscape. In view of the rapidly escalating weed resistant issues with certain herbicides, UAV-generated imagery can pinpoint herbicide resistance to the exact weed.

“Having a map of your field showing the escapes out there might still give you some time to correct that deficiency before the problem weed overtakes more of the field,” said Kaiser.

He identified a University of Minnesota computer science team that is developing a system where a highlevel reconnaissance of the field identifies problems; then a smaller UAV capturing high resolution images of individual weeds will identify more specifically what’s going on in that field.

At this stage of a very young industry, costs of drones will vary widely based on supply and demand for the time being. Kaiser suggested pricing will be more of an issue in software, especially photo stitching packages.

The real value of a UAV system comes in having a software package that can properly assemble the photos so that you are viewing actual conditions on each square inch of that map, Kaiser said. ❖

The U.S. Department of Agriculture’s Agricultural Marketing Service has posted data from the 2013 Pesticide Data Program Annual Summary. The summary confirms that overall pesticide chemcial residues found on the foods tested are at levels below the tolerances established by the Environmental Protection Agency and do not pose a safety concern.

The 2013 PDP Annual Summary shows that over 99 percent of the products sampled had residues below the EPA tolerances. Residues exceeding the tolerance were detected in 0.23 percent of the samples tested.

The PDP pesticide residue results are reported to the Food and Drug Administration and EPA through monthly reports. In instances where a PDP finding is extraordinary and may pose a safety risk, FDA and EPA are immediately notified. EPA has determined the extremely low levels of those residues are not a food safety risk and

the presence of such residues does not pose a safety concern.

Each year, USDA and EPA work together to identify foods to be tested on a rotating basis. In 2013, surveys were conducted on a variety of foods including fresh and processed fruits and vegetables, infant formula, butter, salmon, groundwater and drinkng water.

AMS partners with cooperating state agencies to collect and analyze pesticide chemical residue levels on selected foods. The EPA uses data from PDP to enhance its programs for food safety and help evaluate dietary exposure to pesticides.

Eventually, he programmed the autopilot to fly up, down and across the field about 550 feet in the air. The FAA prohibits drones from flying lower than 500 feet.

The photos have a higher resolution than those taken from from low-flying airplanes. On the Pioneer Power Association site, for example, the airplane photos show blurry equipment. The drone photos, though, are detailed enough to see a bucket sitting in the back of some equipment.

Lutterman, the mapping specialist, said the county still plans to take aerial photos by plane, as well.

The elevation maps are truly the valuable part of the endeavor, County Administrator Darrell Pettis said.

“The pictures are nice, the pictures are cool, but when you can turn it into terrain models” it becomes even more useful, he said.

That could be helpful in, say, surveying a county road that is going to be rebuilt. Highway 112 between Le Center and Le Sueur, for example, appears likely to be reconstructed in several

Briggs said it took about two days to get finished photos after one recent test flight.

By the time he returns from Afghanistan, Briggs expects the FAA to have released new rules on how drones can be operated. He’s hoping his UAV can be used outside of Le Sueur County, which would greatly expand his business opportunities.

The publicity he’s received from his contract with Le Sueur County already has uncovered potential customers, including the Department of Agriculture.

Meanwhile, Briggs is already looking forward to coming home. His wife prefers it that way, and he’d rather be flying his drone over farm ditches than war zones.

By DAN LINEHAN Mankato Free Press LE CENTER, Minn. — After 13 test flights, a few bumpy landings and many hundreds of high-definition photos taken, Tim Briggs’ unmanned aerial vehicle is ready for action.

Briggs himself, though, is another story. The New Prague, Minn., resident was traveling Dec. 5 to Afghanistan to work with the Army on aerial surveillance for about three months.

When he gets back, in March, Briggs plans to put the drone to work for Le Sueur County. He has what appears to be the state’s first agreement with the Federal Aviation Administration to fly a drone for a county.

The drone’s mission is to take highdefinition photos of Le Sueur County farm drainage ditches, but it could also be used for highway surveying and other work.

Briggs and Justin Lutterman, a computer-mapping specialist at the county, briefed the County Board in early December on their progress.

From Sept. 5 to Nov. 25, the drone was put through its paces, mostly at the grounds of the Pioneer Power Association outside of Le Sueur.

Some rough landings persuaded Briggs to add a larger parachute so the electric-powered craft could come down slowly and more level. Once the drone could land undamaged, he added a camera.

The first full data set was collected Nov. 3, when the drone flew for 12 minutes and took 300 images, carefully mapping the 160-acre area.

There were more quirks to correct to ensure the drone was making an accurate survey.

It was flying too quickly at first, and he had to work with the autopilot until it consistently flew at about 40 mph.

“We’re not actually looking for the insect. We’re looking at the plant’s response to hosting different quantities of the aphid. As plants are stressed what you see is a decrease in the reflection of near-infrared and upper-red wavelengths of light.

“These cameras document this data so we can decipher how many aphids to initiate damage and what stage of life are they when doing their damage. That’s the game,” MacRae said.

By analyzing the data, researhers may find better ways to stop infestations.

“Because soybean aphids under the right weather and temperature conditions can be so explosive, the more we learn about the feeding habits of these critters, the quicker and smarter our use of proper pesticides to curtail damage before it becomes economic,” explained MacRae. ❖

Q: Yet bashing on the immigration issue sounds like top priority for the Republican leadership?

Goule: At this stage, yes. What people forget is that President Reagan and President Bush both took Executive Order action on immigration. It was not as extensive as what President Obama said. We, the National Farmers Union, put out a press release after Obama’s comments saying in essence, ‘If Congress doesn’t like the Executive Orders, pass a bill.’ As soon as Congress passes a bill that the President can sign, his executive orders go away.

To already be saying that the President’s actions are going to ‘poison the well’ for the next two years is being very short-sided. If they make efforts to work with this President it will make it that much more difficult for the Democrats to pick up seats in the 2016 election.

Q: Will this new Congress get an immigration bill passed for the President’s signature?

Goule: I do think the Senate will get an immigration bill passed. With the wider gap between Democrats and Republicans in the House however, I think that chamber will struggle getting a bill through conference and sent to the President.

Q: Let’s try another hot topic — Country of Origin Labeling.

What’s likely?

Goule: The latest WTO (World Trade Organization) announcement said the WTO decision is compliant but that’s been their position for some time. They have criticized us for our implementation, but every time an

appeal comes out the scope of the problem gets more and more narrow.

The United States has still got a third appeal left in its wallet. National Farmers Union is encouraging the United States Trade Representative to use that last appeal. I also know several U. S. senators from the Upper Midwest have called the USTR to appeal again the Country of Origin Labeling proposal.

The flip side, however, is that we also got sued in the D.C. Federal Court by the National Cattlemen’s Association and the Canadian Cattlemen. I find it interesting that our National Cattlemen’s organization has teamed up with the Canadian group which is usually the largest competitor of the National Cattlemen and are now suing our own government. We have won all four of these challenges so far. The National Farmers Union intervened on behalf of the USDA to make certain that NFU members had their voice heard.

Q: Where are grain commodity organizations — corn, soybeans and wheat — on COOL? Goule: NCBA has been out recruiting the Corn Growers, the Soybean Growers and other commodity groups saying that Canada is going to retaliate against you if we don’t fix COOL. But what they’re not explaining is that Canada does not get to make the decision about whether or not to retaliate.

We are winning step by step with the WTO. Unless you are directly involved as a livestock organization, you need to stay out of this fight. Farmers Union doesn’t pick fights in areas where we don’t belong. My suggestion is to hold off and see how this plays out with WTO and let us work this out with the meat packing industry.

Q: Is the anti-GMO issue picking up steam?

I hear many ag economists say commodity prices will rebound because world food demand keeps increasing. So often the thinking is ‘I’m just going to walk away for now because I know commodity prices are cyclical. I think we can hang on.’

A lot of farmers paid off most of their debts the past couple of years. We’ve got a farm bill with a good safety net which will sustain them should we have a couple years of bad prices.

The suit, titled Randall and Peggy Norman vs. Crow Wing Cooperative Power and Light Company, was tried to a jury in Minnesota District Court in Walker in Cass County.

According to court documents the Norman family had operated a dairy farm near Pine River in Cass County since 1981. Their electrical supplier was the member-owned Crow Wing Cooperative Power and called the Red Book, according to Light Company in Brainerd.

Excess crops feeding hungry via Second Harvest

By DICK HAGEN The Land Staff Writer Every year, more than 600,000 Minnesotans are at risk of hunger.

That’s 1 in 10. About 50 percent of those who regularly miss meals come from rural and greater Minnesota. At the same time, more than 200 million pounds of edible Tony Mans Minnesota crops go unharvested or unsold due to a variety of reasons.

That’s why Second Harvest Heartland is looking to Minnesota farmers to help close the gap. Thanks to a $2 million appropriation by the Minnesota Legislature, the Farm to Food Shelf grant now helps producers and processors offset the cost to harvest and package their donated fruits and vegetables that would otherwise go unharvested or be discarded.

What farmers are saying about WOTUS

The EPA published WOTUS in April and expanded its comment period twice, closing on Nov. 14, after 700,000 comments had been filed.

In Minnesota, water quality is regulated by as many as 10 to 12 agencies and most farmers work through those channels when doing projects in their fields.

Warren Formo Warren Formo, executive director of Minnesota AG Water Resource Center, said the biggest challenges of WOTUS are uncertainties about permit requirements.

“The tremendous amount of confusion, interpretations and controversy among farmers has rendered it ineffective as a clarification,” said Formo. “Farmers want to achieve water quality goals. This is not how we get there.”

Lawrence Sukalski, a Martin County, Minn., farmer and member of the American Soybean Association Board, has received conservation awards for his land use practices. Having been involved in water meetings for 10 years, he has witnessed water quality regulaLawrence Sukalski tions interpreted differently from county to county.

“That’s why we need clarity on CWA jurisdiction.

Give us something simple that’s going to be interpreted the same way all over,” said Sukalski.

Blue Earth County, the Association of Minnesota Counties and the National Association of Counties have submitted public comments against WOTUS. In a letter, Blue Earth County asked for a hold to be placed on WOTUS and for the rule to be vetted more fully. Counties have concerns about its impact on road maintenance, construction and Drew Campbell development.

“It’s obvious that this has a lot of ambiguity. It’s hard to understand,” said Drew Campbell, Blue Earth County Commissioner.

While Gov. Mark Dayton did not take a positon on WOTUS, Parrish pointed out that 35 other states have asked that WOTUS be withdrawn or re-proposed.

The Minnesota Department of Natural Resources is charged with protecting water quality for a state inventory of public waters.

What’s next?

The EPA will evaluate the 700,000 comments received during the public comment period. The final rule is scheduled for April, according to the Federal Register.

Of note is that WOTUS is a proposed rule under the Administrative Procedure Act, a rule-making process that does not require congressional approval.

The American Farm Bureau Federation also has voiced concerns regarding permit exemptions. The exemptions are narrow, only pertaining to the “Dredge and Fill” permit program. Second, the rule narrows existing exemptions tying them to mandatory compliance with what used to be voluntary Natural Resources Conservation Service standards.

Currently farmers can undertake these activities as part of normal farming practices. The exemptions also are part of an interpretive rule that can be changed at any time.

“WOTUS exposes us to fines, permits and creates regulatory burdens,” said Kevin Paap, president of the Minnesota Farm Bureau.

Son gives first — and most lasting — gift of Christmas Every now and then we are jolted into the reality of knowing what’s really important in life. Usually it means there has been a crisis or tragedy of a personal, local, national or world scope. But sometimes it doesn’t take that at all.

One recent year, it took the giving of the first gift of TABLE TALK Christmas.

When the heart is moved

By Karen Schwaller with compassion, it’s like a locomotive headed down a steep grade. There’s no stopping it. And that’s where the story began for us.

It was the usual holiday hustle and bustle — trying to get the shopping done early for once, get the cards out, the tree up, the baking done, and prepare the house for company. (We wouldn’t want people to see how we really live, so that last one takes awhile.)

In a move that I hoped would save us a lot of time and head scratching, I asked our kids what they wanted for Christmas. If you know any of our children, they always say they have the things they need — but we know there are things they would like to have. The search continued until one night when one of our sons approached me quietly, sharing what was at the top of his Christmas list.

He told me quietly that he wanted to sponsor a

That locomotive was full-steam ahead.

It’s amazing how one person’s thinking and actions can affect the way other people think. It’s a powerful thing, and if used for good, it can change the world, if only one person at a time.

Our son has always known it but, this year especially, he and our whole family rediscovered just how much better it feels to give than to receive. It truly was, for all of us, the first — and most lasting — gift of Christmas.

The following market analysis is for the week ending Dec. 19.

CORN — The long-awaited approval of the MIR 162 corn variety was finally announced by China this week. This should open up the market for U.S. dried distillers grains into China, but no one is looking for a surge in corn exports to China.

Reports this week indicated China bought 900,000 metric tons of U.S. DDGs for DecemberMarch delivery. General support for the corn market came from a rallying wheat market.

The Veterinary and Phytosanitary Surveillance Service announced plans for delaying the issuance of export certificates with a few countries exempted (Egypt and Turkey, specifically). Russian railroads have also reportedly stopped loading grain bound for export ports and land borders.

To curb higher domestic prices and amid government pressure, Russia’s Association of Grain Exporters, which accounts for 75 percent of Russian shipments, has suspended buying domestic grain for export until domestic prices stabilize. After the announcement, wheat broke a string of six consecu-

It appears the lack of demand for beef has finally caught up with the tight supply of live cattle.

This is primarily due to the weight of the cattle which has made up for the decline in the actual numbers of cattle, causing the total supply of beef to be adequate to meet the declining demand.

The supply of cattle has changed little which could help stabilize the market in the short term, but demand will still be the dominant factor in price direction in the longer term. The beef cutout has taken a large tumble recently, signifying that decrease in demand mainly due to the price.

However as the price has dropped, more boxes have moved as retailers have been looking for bargains.

Because of the change in attitudes toward the cattle, producers should become more wary of extended rallies from this point and protect inventories when possible.

It’s easy to look at the markets today and identify when the best opportunities for sales were over the past 12 months. It’s also easy to get caught in an emotional roller coaster of hope, fear and greed while markets fluctuate.

Developing a marketing plan is a crucial aspect of risk management. Whether you are new to marketing plans, or feel your plan could use some modifications, below are few basic ideas to consider.

Additionally, though it may seem obvious, leave the big decisions for when you have the time, energy and attitude to think things through and realistically analyze all your options.

3) Understand your farms risk bearing ability. If you do not know what your break-even production costs are, it’s nearly impossible to understand what type of financial risks you are taking each year.

Informa Economics released their first surveybased planted acreage estimates for 2015 as we headed into the weekend. They are predicting 2015 corn acres at 88 million, down 2.9 million or 3.2 percent from this year’s 90.9 million acres. The division of the decline was split between the Eastern Corn Belt accounting for 1.0 million acres of the reduction, 1.4 million acres in the Western Corn Belt and the balance spread around the remaining areas of the country.

Informa’s number was comparable to the U.S. Department of Agriculture’s 10-year baseline forecast of 88 million acres in 2015 that was released on Dec. 18. The baseline supply-demand table projects 2015-16 corn ending stocks of 1.741 billion bushels, down from this year’s 1.998 billion bushels.

Weekly ethanol production hit a new record at 990,000 barrels per day, up 2,000 bpd from the previous week. Ethanol stocks fell 100,000 barrels to 17.7 million barrels. With the falling price of ethanol coupled with rising corn prices, ethanol production margins are declining. Weekly export sales at 27.3 million bushels were within expectations, but were the lowest in five weeks. We only need 22.7

million bushels per week to hit the USDA projection of 1.75 million bushels of exports. The next weekly export sales report will be released Dec. 29 due to the holidays.

AgRural in Brazil forecasted safrinha corn acreage down just 6 percent year on year after some forecasters were predicting up to a 15 percent drop in acres earlier in the year.

OUTLOOK: March corn direction was sideways this week, closing three cents higher at $4.10 1⁄2 per bushel, after setting a fresh 5 1⁄2-month high at $4.14 per bushel. There is a gap in the March contract from $4.23 1⁄4 to $4.26 per bushel that will act as resistance and likely prompt grower selling.

Short-term support is this week’s low at $4.03 1⁄2 per bushel, then $3.87 1⁄2 per bushel. Continue to watch for spillover effect from the wheat market as dictated by Russian actions and for any indications the market is preparing for a lower corn acreage number on the Jan. 12 USDA report.

Hogs slip, cutouts under pressure TEALE, from pg. 21 The hog market has continued to slip as inventories of animals seem adequate to meet the packers slaughter needs. At the same time the pork cutouts have continued to be under a little pressure, causing the packer to be more selective in the bidding process for live inventory. Cash prices have been drifting slowly lower because of the supply of hogs over the past few weeks.

The demand for pork has been fair; however the supply of pork product has been sufficient enough to offset the demand and thus the slippage in the pork cutout. The strong dollar has also had an effect

on the export market causing exports to slightly decline in recent weeks.

Because of the disparity in the beef and pork cutouts, the retail market has moved to featuring more pork products. This may help support prices in the weeks ahead if this disparity continues. From a technical point of view, the market is becoming oversold. However it will still depend on the demand for pork versus the supply of hogs. Producers are urged to keep in touch with market conditions and protect inventories as needed.

trading. A disappointing National Oilseed Processors Association crush report started off the week. The trade was expecting a record crush for November at over 165 million bushels. The actual November crush was 161.2 million bushels. China was in Chicago on Tuesday to sign frame agreements to buy 1.5 mmt of U.S. beans. Trade chatter was looking for a 2.5-4.0 mmt agreement and was thus disappointed.

The USDA released their 10-year baseline forecasts on Dec. 18. This report is usually tallied in November, but held for release until a week before the February Ag Outlook Forum. This week’s soybean planted acreage number for 2015 was forecasted at 84.0 million acres, down 200,000 acres from this year’s 84.2 million planted acres.

Informa Economics’ survey-based projection was sharply different at 88.78 million acres, a 5.5 percent year-on-year increase. This will make for an interesting topic through the winter months. Carryouts are anticipated to grow year on year, according to the supply-demand sheets from the 10-year forecasts.

Ending stocks for 2015-16 are projected at 522 million bushels compared to this year’s 410 million bushel carryout.

South America remains on pace for record crops.

Abiove edged their Brazilian bean production higher from 91.0 million metric tons to 91.9 mmt. This is well below CONAB’s official estimate of 95.8 mmt and USDA’s 94.0 mmt forecast. Weekend forecasts for rain in the marginally dry areas keeps any weather threats at bay. Brazil’s bean crop is rated 75 percent good and 25 percent average. Argentina’s dock workers are staging an indefinite strike at the Rosario port, protesting for a year-end bonus. After a seven-year wait, China announced the official approval of the LL55 Liberty Link variety soybeans for import.

Weekly export sales for old crop were within estimates at 25.6 million bushels and the second lowest of the marketing year. Weekly sales need to average 7.9 million bushels per week to achieve the USDA forecast for 1.76 billion bushels. New crop sales were 12.9 million bushels OUTLOOK: January soybeans fell 16 3⁄4 cents for the week to close at $10.30 1⁄2 per bushel, keeping the tight range of $10.00 (notwithstanding a spike to $9.83 3⁄4 per bushel) to $10.55 per bushel in place.

January meal declined $3.50 and bean oil fell 39 ticks. January options expire on Dec. 26. The January $10 strike has the biggest open interest. Without a threat to South American supplies or other event, any rally attempts may be short-lived.

Nystrom’s notes: Contract changes for the week ended Dec. 19: Chicago March wheat rallied 25 3⁄4 cents, Minneapolis jumped 27 1⁄2 cents higher and Kansas City saw the largest gain of 31 3⁄4 cents per bushel. In a rare move, the CME paused trading for 10 seconds in overnight trading after Chicago wheat prices plummeted 1.6 percent in one second, in what is called a “stop logic event.” January crude oil fell $1.29 to $56.52 (new multi-year low of $53.60 per barrel), ultra-low-sulfur diesel tumbled nearly 5 1⁄2 cents, reformulated blendstock for oxygenate blending dropped 3 3⁄4 cents and natural gas plunged 33 cents. ❖

Western print butter lines are steady but looking to slow within the next week. Butter stocks are mixed with some plants using stocks on hand until prices decline. Retail demand is strong but into next week manufacturers are looking to start making and storing bulk butter. Some manufacturers are buying spot loads of cream to fulfill contract orders while others have enough internal supply for current production needs.

■ FC Stone dairy broker, Dave Kurzawski, speaking in Friday’s DairyLine, said the lift in the cash cheese price this week was pretty much ignored by most traders and market participants because “they’re focused on 2015 and Fonterra cutting prices (projections), the growing milk supply all over the globe, all bearish factors.”

As to the butter; after giving up almost 30 cents earlier in the week, regaining 4.5 cents “doesn’t likely mean a huge amount.” “There’s plenty of fat out there,” he said, “And cream multiples are coming down,” although he admits that “The demand is there as things are a little short in certain areas.”

Considering where milk prices have been this year, I ask, “Isn’t it hard to lock in a Class III futures price of $16? And, if a producer meets Friday’s deadline in signing up for the Margin Protection Program, maybe that’s a mute point?”

“It could be,” Kurzawski responded, but as we recorded the interview, he reported that the futures market was showing “a pretty nice bounce.” He quickly added, “It really depends on a specific producer and what their objective is.”

He stated that the futures market was, in some cases, “showing better margins than the MPP,” however he admits “There’s still some validity to looking at the MPP program and I think that a lot of producers have looked at it over the past few weeks.”

■ Cash Grade A nonfat dry milk closed Friday at $1.0025, down 8.25 cents on the week. The powder had dipped to 99 cents Thursday, first time it’s been below $1 per pound since September 2009, but regained 1.25 cents Friday. Seven cars traded hands on the week in the spot market. NDPSR powder averaged $1.2550, down 5.5 cents, and dry whey averaged 58.49 cents per pound, down fractionally and the lowest in a year.

On a brighter note, feed prices are expected to remain relatively low for 2014-15. The corn price projection for 2014-15 in USDA’s latest Livestock, Dairy, and Poultry Outlook was unchanged from last month’s forecast of $3.20-$3.80 per bushel, but the soybean meal price was raised to $340-$380 per short ton.

However, “With relatively low feed costs compared with milk prices in recent months and expectations of relatively low feed prices in the near future, price signals indicate continued solid growth in milk production,” the Outlook warned.

Dairy product prices were projected to rise in the second half of 2015 as global demand reflects an expected end of the Russian import ban. For 2015, the Class III milk price was reduced to $16.55-$17.35 per hundredweight, and the Class IV price was reduced to $16.45-$17.35/cwt. This month, the forecast for the all-milk price is $18.45-$19.25/cwt., a reduction from last month’s forecast of $18.85-$19.75.

With lower milk price forecasts, the 2015 milk production forecast was lowered to 212.2 billion pounds as growth in milk per cow is expected to be more moderate. Trade forecasts for 2015 were unchanged from last month’s forecast.

One of the key components for farm operators to understand as they evaluate the new farm program options is the concept of “Market Year Average” price. The MYA price for a given crop year is used to calculate any potential payments for all three farm program options: Price Loss Coverage, Ag Risk Coverage-County, and FARM PROGRAMS Ag Risk Coverage-Individual.

The MYA price for a given commodity is not: • Based on the Chicago Board of Trade commodity prices.

• Based on any specific local or terminal grain prices.

The MYA price is the 12-month national average price for a commodity, based on the average market price received at the first point of sale by farm operators across the United States. The U.S. Department of Agriculture’s National Agricultural Statistics Service collects grain sales data on a monthly basis. The goal of the MYA price is to compute the total revenues received from selling a given crop divided by the total bushels sold during the year. The MYA price includes all grades and quality level of a crop,

The Minnesota Corn Research & Promotion Council has four seats up for election in 2015. The council consists of 11 corn farmers elected from throughout the state and administers the effective and efficient investment of Minnesota’s state corn check-off.

Districts voting for council members in 2015 include districts 1, 2 and 4; districts 3, 5 and 6; district 8 and district 9. To see which counties are in which districts, go to www.mncorn.org and click on the MCR&PC district map. Interested candidates must return completed application forms to gilbertson@mncorn.org by Feb. 4. To obtain the forms, go to www.mncorn.org and click on the “candidate election forms” link.

Farmers will automatically be mailed a ballot in March if they voted in last year’s election. Those who have not voted in the past can request a ballot from the Minnesota Department of Agriculture at http://www.mda.state.mn.us/food/business/ commodityballot.aspx. Farmers can also contact the Minnesota Corn Growers Association office at (952) 233-0333. Completed ballots must be postmarked by April 2. Results should be available April 21.

MYA prices key to determining potential payments PROGRAMS, from pg. 25 Following are some details on how the MYA prices will impact each of the available farm program choices: PLC program If the 12-month MYA price for a given year (2014-2018) falls below the reference price for a crop, a PLC payment would occur. The PLC payment per bushel is multiplied times the established FSA payment yield, times 85 percent (0.85), to arrive at a PLC payment per crop base acre. That number is then multiplied by the number of crop base acres to get the total PLC payment for a given crop on a FSA farm unit. The MYA price for corn and soybeans would not be finalized until Sept.

30 in the year following the crop production year, and any payments would occur in October of that year. Following are the PLC reference prices for some crops for the 2014-2018 crop years: • Corn: $3.70 per bushel • Soybeans: $8.40 per bushel • Wheat: $5.50 per bushel ARC-CO program Payments for the ARC-CO payment will occur when the actual crop revenue for a given crop year falls below the ARC-CO “revenue guarantee” for that year. The ARC-CO revenue guarantee is equal to 86 percent (0.86) of the “benchmark revenue” for the year. The benchmark revenue is the five-year “olympic average” county yield times the five-year “olympic average” MYA price for a given program crop. The “olympic average” for county yield and price for five years drops the high and the low year for each, and averages the other three years. The

actual ARC-CO crop revenue is the final county crop yield for the year times the final MYA price for the crop for that crop year. The MYA price for corn and soybeans would not be finalized until Sept. 30 in the year following the crop production year, and any payments would occur in October of that year.

The MYA price table above shows the corn and soybean MYA prices for the years 2009 to 2013, which are the years that are used to determine the fiveyear “olympic average” prices for the 2014 crop year.

The five-year olympic average prices for 2014 are $5.29 per bushel for corn and $12.27 per bushel for soybeans. The table also lists the current USDA 2014 MYA price estimates of $3.50 per bushel for corn and $10.00 per bushel for soybeans. These prices will continue to be adjusted on a monthly basis, until they are finalized on Sept. 30, 2015. For the 2015 crop year, the MYA price for the years 2010 to 2014 will be used to calculate the olympic average benchmark price for 2015. For 2016, it will be the MYA price for 2011 to 2015, and so on. The table shows the estimated olympic average benchmark prices for 2015 and 2016, as well as the likely range in the benchmark prices, based on current estimates.

ARC-IC program The same MYA prices that were used for the ARC-CO program are also used for the ARC-IC program, so the MYA prices for 2009 to 2013 in the attached table are also applicable for the ARC-IC program. The only difference in the ARC-IC program calculations is that individual farm yields are used to calculate both the bench-

mark revenue and the actual revenue for each crop.

For the ARC-IC program, the actual farm yield for a crop for each year (2009-2013) is multiplied times the crop MYA price for that year to get a revenue for that year. The high and low revenues for each crop are dropped to get a five-year olympic average revenue for each crop for 2014. Those benchmark revenues are then “weighted” according to the percentage of each crop that is planted in each farm program year (2014). That same “weighting” is also applied to the actual crop revenue for each crop for a given year (2014). If the actual “weighted” ARC-IC crop revenue for a year (2014) falls below the benchmark revenue for that year, an ARC-IC payment would occur. Any ARC-IC payments would not occur until October in the year after the crops were harvested. This same procedure would be followed for the 2015 to 2018 years, always dropping the year furthest out, and adding the most recent year.

The bottom line is that the MYA prices are very important in determining the potential farm program payments for any of the new farm program options that are available to farm operators for the 2014 to 2018 crop years. Producers should take the time to understand the dynamics of MYA prices and how they are calculated, in order to better evaluate the various farm program options.

very December, Sibley Park in Mankato is turned into a winter wonderland of lights that amaze nightly visitors.

Driving on Highway 60 through Mankato, you can see the lights of the park just before you approach or after you pass the CHS plant.

There are over one million lights displayed in the Kiwanis Holiday Lights, which is a huge project undertaken by the Mankato Downtown Kiwanis Service Club. Almost 1,000 volunteers worked for five weekends to make this lighted fantasy a reality.

Mankato area businesses, large and small, have rallied around the cause.

These are no ordinary lights. Huge displays of lit up live trees and Christmas tree structures light up the night sky. Thousands of dancing lights are synchronized to twinkle to dramatic Christmas music.

This holiday light show is akin to watching a fireworks display — complete with the ooohs and aahhs. Visitors especially love the choreographed tunnel of light that illuminates lights in sync with holiday carols.

Santa Claus adds a sleigh-full of holiday magic and North Pole charm. A warming house where hot cocoa is served and horsedrawn wagon rides delight all.

Visitors may drive through Kiwanis Holiday lights by following signs to the Sibley Park entrance. Signs will alert you to tune into two different radio stations. First, you can listen to the welcome station to hear carols and trivia about the Kiwanis Lights.

Once you enter the park, you can tune in the music that plays in sync with the dancing lights. You may also walk the route by parking in the CHS parking lot or along neighboring streets.

Admission is free. A donation of money or non-perishable items for the food shelf is appreciated. Hours are Sunday-Thursdays 5 to 9 p.m. and Fridays and Saturdays 5 to 10 p.m. through Dec. 31.
