November 29, 2016 Veronique Hakim President, MTA New York City Transit 2 Broadway New York, NY 10004 Dear Ms. Hakim, Over the last year, my office has received constituent complaints about service along the M14A and M14D bus lines. For this reason, I request information on the current ridership and scheduling along these lines, as well as a full line review of them. M14A and M14D bus service is critical to the Lower East Side community. These lines provide much needed public transportation to a transit-starved area. My office receives complaints about long wait times for buses, bus bunching, and unexpected scheduling of the two lines. I have long advocated for the implementation of full line reviews for subway lines. These reviews provide comprehensive studies of entire subway or bus lines, identify problem areas, and propose actionable solutions. I request that you provide the following information: Ridership data for both the M14A and M14D lines at the outset of the full line review. Data on how buses are allocated to each line to meet ridership demand. Passenger entry and exit data for these lines, particularly along Avenues A and D, and south of 14th Street, to better understand the need for each. In a recent communication on bus service in Lower Manhattan, you stated that “NYC Transit regularly conducts passenger counts at key locations and adjusts schedules accordingly.” Given this process, I request that you study service along these bus lines and make improvements, where feasible.
