Fighting chronic absenteeism By Darin Thompson Education Week As a current principal, I have noticed that one of the most underdiscussed challenges in returning to in-person learning has been chronic absenteeism. Although the issue of chronic absenteeism is not new in K-12 education, we need a new way of addressing it in the aftermath of pandemic disruptions. One new way that I have found successful is leveraging culturally responsive school leadership. I will be sharing what I did specifically, how I did it, and what other principals can do moving forward. Along with the typical dayto-day demands as a school principal, I have wrestled with the complex nature of addressing the level of student disconnect and disengagement since the return to in-person learning. At the start of this school year, my school’s equity team of teacher leaders and I focused exclusively on promoting an inclusive environment to address disconnect and disengagement as the root causes of chronic absenteeism. Promoting inclusive environments involves creating welcoming school cultures that are affirming of all students. We first conducted listening audits and focus groups with students to leverage their voices to capture their feedback for how we could make them feel more connected to the school. Things that influence college graduates By Stephanie Sowl The Conversation When high-achieving students from rural areas go off to college and graduate, they often choose to live in suburban or urban areas instead rural communities like the ones where they grew up, decades of research have shown. Often they are following the advice of adults – or just deciding on their own – to search for success in cities, where career opportunities are more abundant. Teachers, coaches and neighbors might reinforce the message to leave behind the small-town life and its limited career opportunities. But that long-standing pattern might be changing. Some rural communities are beginning to see their college graduates return. I am a researcher who stud-

College graduates who grew up in rural communities where relatively few people went to college were more likely to return home than those from communities with more college-educated adults. Returners often feel a need to give back to their communities. This has been accomplished by returners filling positions as doctors, lawyers, teachers or entrepreneurs. They also volunteered to make a difference. College graduates provide several societal benefits, such as contributing to their community’s economic growth, participating in community activities and sharing new perspectives. — Stephanie Sowl is a Ph. Board OKs employee pay for outage closure The Longview Independent School District Board of Trustees approved a staff pay plan to cover the April 6-7 emergency school closings in response to last week’s city water outage, during their regular meeting Monday, April 11. Dr. James Hockenberry, Assistant Superintendent of District Services, explained that during an emergency closing, most district employees are HOCKENBERRY instructed not to report for work. “Obviously we understand the need to address pay for employees who miss work due to unexpected district-wide closures like this that involve extenuating circumstances well beyond their control,” he said. The resolution calls for continuing the regular pay schedule of all employees, contractual and non-contractual, salaried and non-salaried, who are instructed not to report to work during an emergency closing unless the workdays are scheduled to be made up at a later date. “While these kinds of crises are rare, the administration believes that continuing staff pay during times like these serves the public purposes of

maintaining employee morale, reducing turnover, and ensuring continuity of district staffing when schools reopen,” Dr. Hockenberry added. Please click here to download the resolution and related documentation.
COMPUTER UPGRADES
Board members also approved utilizing federal funds in the purchase of new computers for Longview ISD campuses. Dr. Wayne Guidry, Assistant Superintendent of Finance, requested trustees’ permission to spend up to $1,000,000 in ESSER II GUIDRY funds to pur-
chase computers for campus utilization. “Throughout the pandemic, schools have become more dependent on utilizing technology within the classroom,” he said. “Additional desktop computers and Chromebooks are needed for the upcoming school year.” Not only that, Dr. Guidry explained, but many current computers are using outdated operating systems. “We have several computers that continue to use Windows 7, which is several generations old no longer being supported by Microsoft,” he said. “Whether we’re updating software or hardware, we need to ensure that our students have access to the best possible equipment.” Please click here to download the resolution and related documentation.
Board members also approved a $40,824 contract with Virgin Pulse to provide a wellness support system for Longview ISD employees. Dr. Guidry explained that Virgin Pulse is a company that works with organizations “to deliver a total health and wellbeing solution for employees that drives sustainable, longterm behavior change and supports organizations in building a culture of health.” “Throughout the last three years educators have been under a great deal of stress,” he said. “Virgin Pulse would become a partner of the district and deliver a technology platform to help facilitate our health conscience initiative that we are implementing to ensure we support the wellbeing of our employees and empower them to lead healthier and happier lives both mentally and physically.” Funding for the Virgin Pulse system will come from the ESSER III grant program, authorized by the American Rescue Plan Act (ARP) signed into law in March 2021. District provides website for latest bond info Longview ISD is calling for a $229 million bond election this spring to address various facility needs and campus improvements. In order to keep our community updated and informed about the latest developments, the district is providing webpage that contains information about the 2022 bond election: LISD.org/bond2022 This webpage is maintained by the LISD Community Relations department, and any local resident who has questions or concerns about the bond election is invited to email ask@ lisd.org or call 903-381-2200 for more information. LISD trustees approved the election order for four bond
propositions during their Feb. 14 regular meeting. If approved by voters, the propositions will
fund significant renovations to the Longview High School campus, a new Career & Tech-
nical Education facility, an Extracurricular Events Center, a new Early Childhood campus, and various other much-needed repairs and facility updates. Residents within the LISD area are urged to make sure they are registered to vote, and cast their ballots in this election. If you are not sure whether your address is eligible to vote in Longview ISD elections, please check our district map here. Early voting lasts from April 25 to May 3. Election Day is May 7. Lobo Choir sings to success at UIL concert The Longview HS Choir went to UIL Concert & Sight-Reading Evaluation Contest on Tuesday, April 12. At this contest the student ensemble performed three choral pieces that have to meet the criteria set by UIL. They then went to another room where they were given a piece of choral music that they have never seen before. They were given six minutes to study the piece without singing (only chanting and auditing). At the end of that 6 minutes they were expected to sing that piece, in 3 voice parts, with
excellent tuning, dynamics, and correct pitch and rhythm. The Lobo Choir achieved sweepstakes! This means that all 3 Con-
cert Judges awarded them a 1st division (superior) and all 3 Sight-Reading Judges awarded a 1st division (superior) rating. The last time this was
achieved by the LHS Choir was in 2013. Prior to that, the last time was before 2003. Congratulation to our outstanding Lobo Choir students!
The Longview ISD garden gets some publicity The garden that sits behind the Longview Education Support Center recently got some publicity thanks to the Texas Association of School Board Insight Magazine. On Tuesday, April 12, they came out and took some photos and asked some questions about the garden that is used to help feed our students with fresh, local vegetables. Well deserved attention!

The first week of April, Chef Hill was chosen to be the East Texas Restaurant Association (ETRA) Educational Representative to The Texas Restaurant Association (TRA). This will make him a fellow to the TRA located in Austin. On April 5th, he attended the ETRA Chapter meeting, in Tyler, with many indus-
try representatives to discuss challenges facing the culinary arts industry, more specifically what will be needed at the high school level to prepare students for entry level work in the industry while satisfying TEA requirements. Speakers for this event included; TRA Marketing Director, ETRA President, Texas Representative, Matt Schaeffer, and Texas Senator, Bryan Hughes.

Longview ISD offers our most sincere condolences to our extended Lobo family Brenda Kaye Martin Brenda Kaye Simpson Martin, 80, of Longview, TX passed away on March 22. She was born on March 11, 1942, to Leo “Skeeter” Simpson and Vauline Weathers Simpson in Gilmer, TX. The family relocated a few times and ended up in Longview where she started elementary school and MARTIN spent the remainder of her childhood. Brenda graduated from Longview High School in 1960 and married her high school sweetheart, Walter Martin, on July 2 1960. She gave birth to her first child on her 20th birthday. After taking a break from her studies and having four sons, she returned to school and earned her Associates Degree at Brookhaven College in Farmers Branch, TX in the early 1980’s. Then she started her long career as a bookkeeper/accountant, working most recently at Winston Royal Guard where she worked
Billy Jim Lowdermilk Bill Lowdermilk, 87, passed away on February 26, 2022. Born on September 29, 1934, in Longview, Texas, he was the son of David and Edith Neel Lowdermilk. After graduation from Longview High School, he earned an associate degree from Kilgore College. Following college, he entered LOWDERMILK the military. Later, he earned a degree from Texas A&M and went to work for Mobil Oil Company. Bill married Sara Baucum in 1969, and they were married for 48 years until her passing in
Daylain Anisse Jones On September 22, 1994, Daylain Jones was born to the parentage of Ms. Tara Hodge & Gary Jones in Longview. Daylain spent her life in Longview, where she graduated and received her diploma at Longview High School. Shortly after High School, LOWDERMILK she went to start a new life in Las Vegas where she modeled for a number of agencies. She later became pregnant and moved back to her hometown to have a beautiful baby girl. She worked hard
for the last few years until illness forced her to retire in August 2021. Brenda and Walter lived for many years on Caddo Lake in Uncertain TX and returned to Longview where they have made their home for the past eight years. Brenda is a long time member of the Reel Road Church of Christ. She was very proud of her Texas heritage and a member of the United Daughters of the Confederacy. Brenda was also a member of Mensa, and in her free time enjoyed completing and creating crossword puzzles and traveling to National Puzzlers League conventions. Brenda is survived by her husband, Walter; her four sons, Mitchell, Kirk, Keith and Dade; three daughters-in-law; her grandchildren and great-grandchildren; sister in-law, Linda Simpson and two nephews. She was preceded in death by her Mother and Father, brother, Rick Simpson and niece, Brandi Simpson. The family received friends for a time of visitation on Sunday, March 27, at Welch Funeral Home in Longview. A Life Celebration funeral service was held on Monday, March 28, at Welch Funeral Home.

They owned several oil change and car wash businesses, but golf and contract bridge were their passions. Bill is survived by his brother-in-law, Dr. Joe Baucum and wife, Barbara of Longview; nephew, Jay Baucum and wife, Molly of Rockwall, TX; niece, Stacy Baucum Robert and husband, Peter of Dallas; as well as two great-nephews and two great-nieces. A graveside service was held at the First Baptist Church of Judson Cemetery, 2038 FM 1844, on Wednesday, March 2. In lieu of flowers, memorials may be made to Grace Community Church, 9400 Ellerbee Road, Shreveport, LA 71106.

She later got into making body butter and body scrubs, which she enjoyed doing. Daylain was kindhearted, sweet, loving and had such a beautiful glow. She will be missed by all who knew her. Proceeded in death by her brother, Shelton Taylor; grandparents, Annie Lou Hodge and Harvey Hodge; aunts, Carrie Lois Johnson, Lovella S. Conway, and Chevious Marie Portley. She leaves to honor her memory mother, Tara Hodge; siblings, Jerein Hodge, Chevarlier Bell, Anesha Hodge, and Anissa Williams; and a host of other family and friends.
Todd Monroe Brown
Todd M. Brown, 53 years old, of Longview, TX, passed away on March 30, 2022. A Life Celebration® memorial service for Todd was BROWN held on Saturday, April 9, at The Cammack Family Welch Funeral Home. The family received friends for a time of visitation prior to the start of the service. Todd was born in Tyler, on October 11, 1968, and raised in Longview, where he attended Longview Public Schools. Todd was a business owner of A Greener Vision Landscape Company for 16 years. Landscaping was one of Todd’s passions along with wood working, dirt bikes, and raising and caring for his pit bulls. Though Todd was a man of many talents, he was an especially compassionate and caring person. Someone who was willing to help anyone in need, whether that be a job, clothes, a meal, or a place to stay. Todd will be greatly missed by all his family and friends, especially his “Momma “, “Sis”, and “Bae-Bae” (Carey). Todd is survived by his mother and stepfather, Patsy and Mike Trice; sister, Kimberly Brown and spouse Stacey Worsham; Uncle George Hager and spouse Cecilia; longtime partner, Carey Day and her daughters, Sydney and Preslie; his best friend he considered a brother, Mike Vanderpool as well as other various family members and friends. Todd is preceded in death by his father, Thurman M. Brown; paternal grandparents, Troy M. Brown and Marie Oldham; and maternal grandparents, Ralph and Iwana Hager. Todd’s family would like to offer our deepest and sincerest condolences to the family of Kevin Gonzales. ORDER CALLING A BOND ELECTION THE STATE OF TEXAS GREGG COUNTY LONGVIEW INDEPENDENT SCHOOL DISTRICT WHEREAS, the Board of Trustees (the “Board”) of the Longview Independent School District (the “District”) deems it advisable to call the bond election hereinafter ordered; and WHEREAS, it is hereby officially found and determined that the meeting at which this Order was adopted was open to the public, and public notice of the time, place, and purpose of the meeting was given, all as required by the Texas Government Code, Chapter 551. THEREFORE, BE IT ORDERED BY THE BOARD OF TRUSTEES OF LONGVIEW INDEPENDENT SCHOOL DISTRICT: Section 1. Incorporation of Preambles. The statements contained in the preamble of this order (the “Order”) are true and correct and are hereby adopted as findings of fact and as a part of the operative provisions hereof. Section 2. Election Called. A special bond election shall be held in the District between the hours of 7:00 A.M. and 7:00 P.M. on May 7, 2022 (the “Election”), at the designated polling places for residents of the District as set forth in Exhibit A hereto. The Election shall be administered for all registered voters of the District by the Gregg County Elections Administrator pursuant to an agreement between the District and Gregg County (the “Election Services Agreement”). Exhibit A shall be automatically modified without further action of the Board to include additional or different Election Day polling places designated by the Election Administrator of Gregg County and, if required, the notices of the Election shall be conformed to such final list. Section 3. Early Voting Locations and Times. Early voting by personal appearance shall be available for District residents at all locations and times established pursuant to the Election Services Agreement, as set forth in Exhibit B hereto. Early voting for all registered voters of the District shall be administered by the Gregg County Election Administrator. Early voting by personal appearance shall begin on April 25, 2022 and conclude on May 3, 2022 and will be conducted at the Early Voting locations on the dates and at the times specified in Exhibit B attached hereto. The early voting polling places shall remain open during such hours for early voting by personal appearance for any registered voter of the District at such voting places. Exhibit B shall be automatically modified without further action of the Board to include additional or different early voting polling places and times designated pursuant to the Election Services Agreement; the notices of the Election shall be conformed to such final lists provided to the District by the Election Administrator. Section 4. Election Officials. The appointment of the Presiding Election Judges, Alternate Judges, Early Voting Clerks, the Presiding Judge of the early ballot board and any other election officials for the Election shall be made by the Election Administrator in accordance with the Election Services Agreement and the Texas Election Code (the “Code”). The Elections Administrator may employ other personnel necessary for the proper administration of the Election, including such part-time help as is necessary to prepare for the Election, to ensure the timely delivery of supplies during early voting and on Election Day, and for the efficient tabulation of ballots at the central counting station. The Board hereby authorizes the Superintendent, President, Vice President or the Secretary of the Board to execute or attest on behalf of the District the Election Services Agreement. Section 5. (f) If the bonds are approved, they may be issued in one or more series to mature over a specified number of years not exceeding the maximum number of years authorized by law, as prescribed by applicable Texas law, although the District estimates that, based on current bond market conditions, such bonds will amortize over a 25 year period from their respective date of issue. (g) The aggregate amount of the outstanding principal of the District’s debt obligations payable from ad valorem taxes as of February 14, 2022 (the date this election was called) is $159,887,000. (h) The aggregate amount of the outstanding interest of the District’s debt obligations payable from ad valorem taxes as of February 14, 2022 (the date this election was called) is $50,716,359. (i) The ad valorem debt service tax rate for the District for the 2021-2022 fiscal year is $0.473 per $100 of taxable assessed valuation. PUBLIC NOTICES LISD seeking architectural firm for various projects The Longview Independent School District is seeking to retain an architectural firm with the qualifications and staff resources necessary to perform planning, designing, bidding and construction oversight phases of various projects deemed to be in the best interest of the District. In addition the District is looking for a firm with the capability to provide value added services including, but not limited to structural engineering, security consultation, technology consultation, interior design, etc. Therefore, it is the intent
of the Board to obtain information in the request for qualifications that addresses these options. Firms are requested to submit their qualifications outlining their background and experience in campus planning and building design. Selected firms may be invited to participate in interviews. Once the most qualified firm is determined, the District will attempt to negotiate a fee. If a fee cannot be agreed upon, negotiations will begin with the next most qualified firm. Once an

ELECCIÓN ESPECIAL DEL DISTRITO ESCOLAR INDEPENDIENTE DE LONGVIEW PROPOSICIÓN C DEL DISTRITO ESCOLAR INDEPENDIENTE DE LONGVIEW ¿Se autorizará a la Junta de Regentes del Distrito Escolar Independiente de Longview a emitir bonos del Distrito, en una o más series, y dichos bonos de cada serie o emisión, respectivamente, vencerán en serie dentro del número de años máximo autorizado por la ley, y se venderán a los precios y devengarán interés a las tasas que se determinarán a criterio de la Junta de Regentes, por un importe total de capital de $8,565,000, para la renovación y el equipamiento del Estadio Lobo y el Coliseo Lobo; y se autorizará a la Junta de Regentes a imponer y prendar, y a hacer que se evalúen y recauden, impuestos ad valorem anuales sobre todas las propiedades gravables en el Distrito, sin límites en cuanto a la tasa o el importe, suficientes para pagar el capital y el interés sobre los bonos y el costo de todo arreglo crediticio ejecutado en relación con los bonos? de $2,440,000, para la renovación y el equipamiento de la piscina del Distrito; y se autorizará a la Junta de Regentes a imponer y prendar, y a hacer que se evalúen y recauden, impuestos ad valorem anuales sobre todas las propiedades gravables en el Distrito, sin límites en cuanto a la tasa o el importe, suficientes para pagar el capital y el interés sobre los bonos y el costo de todo arreglo crediticio ejecutado en relación con los bonos? Sección 9. Boletas oficiales. ELECCIÓN ESPECIAL DEL DISTRITO ESCOLAR INDEPENDIENTE DE LONGVIEW PROPOSICIÓN B DEL DISTRITO ESCOLAR INDEPENDIENTE DE LONGVIEW A FAVOR ( ) EN CONTRA ( ) LA EMISIÓN DE BONOS POR EL IMPORTE DE $40,795,000 POR EL DISTRITO ESCOLAR INDEPENDIENTE DE LONGVIEW PARA INSTALACIONES EXTRACURRICULARES: UNA INSTALACIÓN CUBIERTA PARA FUNCIONES DIVERSAS Y USO GENERAL, DEPORTES Y BANDA MUSICAL, E INSTALACIONES PARA BÉISBOL Y FÚTBOL, Y LA IMPOSICIÓN DE IMPUESTOS PARA EL PAGO DE DICHOS BONOS. ESTO REPRESENTA UN INCREMENTO EN EL IMPUESTO PREDIAL. ESTO REPRESENTA UN INCREMENTO EN EL IMPUESTO PREDIAL. ELECCIÓN ESPECIAL DEL DISTRITO ESCOLAR INDEPENDIENTE DE LONGVIEW PROPOSICIÓN D DEL DISTRITO ESCOLAR INDEPENDIENTE DE LONGVIEW A FAVOR ( ) EN CONTRA ( ) LA EMISIÓN DE BONOS POR EL IMPORTE DE $2,440,000 POR EL DISTRITO ESCOLAR INDEPENDIENTE DE LONGVIEW PARA LA RENOVACIÓN Y EL EQUIPAMIENTO DE LA PISCINA DEL DISTRITO, Y LA IMPOSICIÓN DE IMPUESTOS PARA EL PAGO DE DICHOS BONOS. ESTO REPRESENTA UN INCREMENTO EN EL IMPUESTO PREDIAL. Sección 10. Información requerida. La siguiente información se provee de acuerdo con las disposiciones de la Sección 3.009(b) del Código Electoral de Texas. (a) El lenguaje de la proposición que aparecerá en la boleta se establece en la Sección 9 del presente. (b) Los propósitos para los cuales se autorizarán los bonos se establecen en la Sección 8 del presente. (c) El importe de capital de los bonos que se autorizará se establece en las Secciones 8 y 9 del presente. (d) De ser aprobados los bonos por los votantes, se autorizará a la Junta de Regentes a imponer impuestos ad valorem anuales sobre todas las propiedades gravables en el Distrito, sin límites en cuanto a la tasa o el importe, suficientes para pagar el capital y el interés sobre los bonos y el costo de todo arreglo crediticio ejecutado en relación con los bonos. (e) Dada la condición del mercado de bonos prevalente a la fecha de adopción de esta Orden, la tasa de interés máxima para cualquier serie de los bonos se estima que será del 3.50%, calculada de acuerdo con la ley correspondiente. Dicho estimado considera varios factores, incluyendo el calendario de vencimientos y la calificación prevista de los bonos propuestos. Dicha tasa de interés máxima estimada se provee con fines informativos y no representa un límite en cuanto a la tasa de interés a la que se venderán los bonos, o cualquier serie de los mismos. (f) De ser aprobados los bonos, estos se
emitirán en una o más series y vencerán durante un número específico de años que no sobrepasará el número de años máximo autorizado por la ley, según lo dispuesto por la ley de Texas correspondiente, aunque el Distrito estima que, dada la condición actual del mercado de bonos, dichos bonos se amortizarán durante un periodo de 26 años a partir de su respectiva fecha de emisión. (g) El importe total del capital a pagar con respecto a las obligaciones de deuda del Distrito pagaderas con fondos provenientes de impuestos ad valorem al 14 de febrero de 2022 (la fecha cuando se convocó esta elección) es de $159,887,000. (h) El importe total del interés a pagar con respecto a las obligaciones de deuda del Distrito pagaderas con fondos provenientes de impuestos ad valorem al 14 de febrero de 2022 (la fecha cuando se convocó esta elección) es de $50,716,359. (i) La tasa de impuesto ad valorem para servicio de deuda del Distrito para el año fiscal 20212022 es de $0.473 por $100 de valoración catastral gravable.
