SHEFFIELDERS PITCH IN TO TACKLE WINTER SNOW Preparations are well in hand to deal with extreme weather conditions in Sheffield this winter. Locally, over 50 people have offered to get stuck in to help keep Sheffield’s roads and footways clear this winter. The new snow wardens volunteered as a result of the ‘Great Snow Debate’ over the summer months. Local people were asked to comment on a package of options to help keep the city moving during times of prolonged and heavy snowfall in the future. At a national level, the Government’s Independent Review of the severe winter weather recommended that the Highways Agency should hold a reserve stock of 250,000 tonnes of salt to be used as a last resort in case of very bad weather again this winter. In Sheffield, the

Council’s response to the Review was to order a supply of salt equivalent to the amount used last winter, which was the worst in the city for over 30 years. The total delivered to date is 24,000 tonnes with 4,000 tonnes on hold at the supplier’s depot. Encouraging the support of local volunteer snow wardens will complement the Council’s own strategy to keep the city on the move throughout the winter months. The volunteers will be given suitable equipment and training by the Council as well as a supply of grit to use in their local area. The national salt shortage was a key issue at a strategic level, but at a local level there a great deal of concern over the condition of side roads and footways. There was also confusion about

what action individual householders and small businesses could take to help themselves and others in tackling ice and snow. The national media had featured articles relating to the potential legal liabilities of individuals if someone had a fall. The Council’s Legal Services have advised that residents salting and gritting in a public spirited manner should not be sued for compensation and, if a third party should have an accident as a result of their actions, then that liability should remain with the Council as the Highway Authority. Councillor Shaffaq Mohammed, the Council’s Cabinet member for Communities said: “There are some things the Council will always do when it snows heavily, such as keeping main roads and public transport

routes as clear as possible, keeping schools open as long as it is safe to do so and providing services to vulnerable people across the city. “We believe it is important to make it possible for local people to get involved and the new snow wardens, with our support, will help to keep the city moving if heavy and lasting snow strikes Sheffield again. If anyone else is able to commit themselves to becoming a snow warden, they should contact Street Force on 0114 273 4567 and we can provide the necessary equipment and training.” The Council’s Cabinet members will consider the feedback from the Great Snow Debate at their meeting on Wednesday 27 October.
