SECRETARY OF STATE APPROVES RETURN OF LICENSING POWERS TO ROTHERHAM Rotherham Council has welcomed the Communities Secretary Sajid Javid’s decision to hand back licensing powers to the authority, with immediate effect. This allows the authority to resume all decision making on licensing matters, including for hackney carriage and private hire taxi services,
for the first time since February 2015 without the consent of Governmentappointed Commissioners. The Rt Hon Sajid Javid MP earlier in the month wrote to Chief Executive Sharon Kemp to confirm the return of the service to the Council. This followed the submission
of evidence from Commissioners, setting out the improvements made to the Council’s licensing function and that elected members have the skills and capability to take on the decision making role. Rotherham Council’s Commissioner Mary Ney, Commissioner with responsibility for licensing, will
continue to maintain an overview of decisions and sit in an advisory capacity with members, in the few cases which were deferred from the Commissioners previous hearing and on a sample basis and at the request of the Chair. Commissioner Ney said: “The Council has worked hard to implement a range of
improvements to its Licensing Function and I welcome the decision to return these powers to the Council as a result. “Public safety and confidence is now at the heart of the Council’s licensing service and the new Hackney Carriage and Taxi Licensing Policy, the benefits of which we know passengers are already
experiencing. “Whilst we understand that the Council is still on its improvement journey and we are focused on this and rebuilding trust and confidence in the way services are managed and delivered, this is another significant step forward in that journey.” Leader of the Council, Cllr Chris
Read said: “This is welcome news and is testament to the strength of the work undertaken by the Council over the last 20 months, alongside Commissioners, to deliver necessary improvements. SANTA CLAWS BRING FESTIVE CHEER TO SHELTERED HOUSING SCHEME Rescue dogs brought their own brand of festive cheer to sheltered housing residents this week as Santa Paws came to town! The cute canines – wearing their own special Yuletide jumpers – delivered an early Christmas present to older people at Cherry Tree Common in Nether Edge as they were enjoying a coffee morning.
The visit from friendly pooch Autumn, along with volunteers from RAIN Rescue animal charity, was the last in a varied programme of activities held in council-run sheltered housing schemes. Lauren Sanderson, Deputy Manager at RAIN Rescue, said: “We are delighted to work with Sheffield Council to bring dogs back into people’s lives.
“It’s a fact that dogs can enrich the lives of those living in isolation, suffering from dementia or just those who miss having a dog around. “We hope our visits gave residents something special to look forward to.” Councillor Jayne Dunn, Cabinet Member for Housing at Sheffield City Council, said: “We run events and activities
for people living in sheltered housing to help them get out and about, and mixing with other people. This is all aimed at tackling loneliness and isolation.

PEOPLE URGED TO TAKE UP FREE FLU VACCINE
Thousands of people at risk from flu are being urged to take up their free vaccination as figures shown that only one in three people at risk have done so this winter. Figures for Sheffield, which are similar to the national trend, show that only 21,000 people under 65 who are registered with a GP and have an underlying health condition had a flu vaccine up to the end of October. This is out of 62,000 ‘at risk’ people with conditions such as asthma, heart problems or diabetes. People can get a flu vaccine from their GP practice or most pharmacies. They are free for pregnant women, children and adults with underlying health conditions, people over 65 years old and children aged two, three and four. Greg Fell, Director of Public Health at Sheffield City Council, said: “There’s been a time lag since the latest figures came out so we know more people will have taken up the flu vaccine. However it’s really a worry that the take up has been so low amongst the most vulnerable people.

COUNCIL SECURES HIGHER PAY ON CAPITA’S SHEFFIELD CONTRACT A higher minimum wage for employees of Capita working on behalf of Sheffield City Council has been agreed. Following discussion with the council, Capita will now pay its workers on the Sheffield City Council contract a minimum of the Foundation Living Wage which is higher than the national minimum wage of £7.20 an hour. Capita join Cordant Cleaning and Norse Cleaning who also provide services for the council and recently agreed to pay the Foundation Living Wage. The move is expected to benefit around 20 Capita employees, who are currently paid the national

Councillor Ben Curran, Cabinet Member for Finance and Resources at Sheffield City Council, said: “I’m pleased that Capita has joined the list of key service partners who pay the Foundation Living Wage to staff working on contracts with the council. “The Living Wage is important to us. It is about people being paid a fair wage for the work they do. We were one of the first councils in the country to pay our staff the Foundation Living Wage and we’re working hard to encourage other employers in the city to pay this.” The agreement with Capita was reached last month when the Foundation Living Wage was £8.25 per hour. A new rate has since been set at £8.45 per hour by the Foundation Living Wage, which has asked organisations to pay this rate within six months. Capita and Sheffield City Council will work together in March to seek to introduce this. The agreement is specific to the Sheffield City Council partnership contract and its commercial structure.

Eleven young people have got their careers off to a great start with a housing apprenticeship at Sheffield City Council. They will spend the next two years gaining valuable skills and experience, leading to an NVQ qualification and the possibility of a permanent job. Their work will cover all aspects of housing, including repairs and maintenance, rent payments, re-letting empty homes, money advice, estate services and general administration. Harry Heyworth joined as a housing apprentice in May this year and has already secured a full time post in repairs and maintenance. “After going to an open day, I decided to do a traineeship first as I thought it would give me a better chance of getting an apprenticeship,” said Harry, aged 18, from Heeley. “Once I’ve done my current job for five years, I will be qualified for a better paid role in the same team. Ultimately, I see myself building a career with the council, whichever area that may be in.” Edward Wragg hopes his surveying apprenticeship will lead to a full time job. “I have already learnt so much and it isn’t just the
same thing all day long – my workload is really varied,” said Edward, 19, of Wisewood. “I feel this is the big stepping stone for my career and the right place to start training to become a surveyor. I would definitely recommend this scheme to others – the Council looks after its apprentices.” Another apprentice Samuel Briggs, aged 18 of Thorncliffe, said: “I was not enjoying college so my mum suggested this. Having looked into it myself, I decided to give it a try. “I’m hoping it could lead to a career with the council, at a higher level with greater responsibility, and further qualifications.” Fifteen other apprentices joined the authority’s housing team two years ago and are now coming to the end of their apprenticeships. Eight of them have already secured permanent posts at the council and 11 have also completed their qualifications. Others have gained valuable experience that will help them progress their career elsewhere. Councillor Jayne Dunn, Cabinet Member for Housing at Sheffield City Council, said: “I would like to congratulate all of the apprentices on their achievements so far. “I’m sure this will be the start of a promising and exciting career that will provide lots of great opportunities in the future. “However, we will also benefit because the trainees will contribute enormously to the service customers receive.” Apprenticeships are a great way to gain recognised qualifications whilst getting paid. Next, M&S, Gap and H.M Samuel are amongst the many high street names on offer whilst brands ranging from Cadbury to Tefal offer their own outlet stores so you can grab a bargain direct from the manufacturer. The outlet offers a great alternative to the hustle and bustle of the Trafford Centre or Manchester City Centre. After a brief stroll around the outlet we moved onto the Imperial War Museum North, a strikingly impressive building situation a short distance away across the Manchester Ship Canal. Opened in 2002 the IWM North is the only war museum situated in the North and offers a huge archive of exhibitions, item and displays exploring the impact of war on modern society. Admission is free to the museum which is amazing considering the scale of the complex and how much is on offer. From exhibitions chronologically showing conflict throughout the 21st Century and large display items including wreckage from the September 11th attack to authentic Soviet tanks and interactive displays the IWM is a treasure trove of History that winds through it’s dramatic and cavernous interior.
Even if you aren’t the keenest of History buffs or you think you know all there is to know about modern conflict I assure you there still will be something to enthrall you at IWM North, even if it’s just for the award winning building itself. The only thing I previously knew about Salford Quays before my visit was that it’s where Match of the Day was filmed and where Alex Jones talked about re-introducing otters to the waterways of Surrey or something on The One Show. However after last weekend I’ve come to realise that it doesn’t deserve to sit in the shadow of nearby Manchester as it offers a huge scope of high quality attractions, dining, shopping and more all in close proximity to each other and offering great value. CHANGES TO HYPER ACUTE STROKE SERVICES People living in Barnsley, Bassetlaw, Chesterfield, Doncaster, Rotherham, Sheffield and Wakefield are being invited to share their thoughts on proposals to change our region’s services for Hyper acute stroke, where patients are treated and given care for up to the first 72 hours after having a stroke. Depending on where you live, some patients have better experiences and access to services than others – and doctors, nurses and healthcare experts all agreed that this shouldn’t happen – and have come together to change it.
Between January and April this year, we asked you, patients and the public, what would matter to you if you or a loved one had a stroke.
All feedback has been used to help develop the proposal for the future of hyper acute stroke services. Now we want to know what you think.

The charity Guide Dogs provides life changing support to people living with sight loss through mobility training and the core Guide Dogs service. They believe that when someone loses their sight, they do not lose their freedom as well. Registration for the 100k, which will kick off on Saturday 17 June 2017, is currently open with an early-bird registration fee of £40 for the 100k until 31 December 2016. For those not wanting to walk the full distance there is also a relay option available for teams of four walking 25k RING FOR each. Teams taking part in the relay have SPECIAL a registration fee of £80. The all-inclusive OFFERS entrance fee for participants includes

BEER FESTIVAL RAISES £2,000 FOR MEADOWHALL HELPS SERVE UP A SUMPTUOUS SHEFFIELD CHILDREN’S HOSPITAL MEAL FOR SHEFFIELD’S “HOME ALONE” Beer Festival raises £2,000 for Sheffield Children’s Hospital. Visitors to the recent Sheffield Beer Festival proved just as generous as they were thirsty, as a combination of cash collections, donations of unused beer tickets, and a contribution from Sheffield branch of the Campaign for Real Ale (CAMRA) saw this year’s charity total reach £2,000. Press Officer Paul Crofts said “It’s a fantastic sum to raise for such a good charity. It was far more than we anticipated, and shows how much local
people think of the Sheffield Children’s Hospital” The 4-day festival took place at Kelham Island Museum in October, and featured over 300 different beers and ciders, as well as live music and an array of street food vendors. Community Fundraiser for The Children’s Hospital Charity, Cheryl Davidson said, “We want to say a massive thank you to everyone who donated at Sheffield Beer Festival. To raise so much at the event really will make a difference to all of our patients and their families at Sheffield Children’s Hospital.”
More than 400 guests enjoyed a VIP Christmas lunch this week after Meadowhall teamed up with Sheffield’s very own “Home Alone” champion Gloria Stewart. Centre staff, led by Head of Operations Dawn Osborne, were on hand at the Niagara South Yorkshire Police Sports and Social Club in Hillsborough to help serve up a delicious Christmas dinner for hundreds of people who normally would be home alone on December 25th. Celebrating its 10th successful year, Home Alone also received £2,000 from Meadowhall owners British Land to put towards the food and drinks bill for the festive feast after a funding shortfall threatened the popular lunch. As well as the funding, hundreds of gifts and raffle prizes were also donated by Meadowhall retailers so every guest went home with a present, as well as homemade Christmas cards made by Sheffield schoolchildren. The meal itself was topped off with more entertainment and a disco. Said Dawn: “This is a wonderful way to bring people together of all ages from across Sheffield that perhaps don’t have that much company over the Christmas period through circumstance or ill health. “Our team were kept very busy wrapping and boxing presents collected from across the Centre, as well as giving up
their time to help organise and then serve the guests on this amazing day that really sums up what Christmas is all about.” Gloria added: “Without the help of volunteers such as Dawn and her team I wouldn’t be able to do what I do. Christmas is a time which a lot of people take for granted but there are so many out there who are lonely. Just a visit, a
chat and a small present can make all the difference.” As well as the Christmas lunch Gloria also visits hundreds of people across the city, delivering small gifts, including the elderly who have no relatives living in residential homes, and giving out presents of thermal clothing to the homeless.

Olympic medallist Bryony Page has officially opened Sheffield’s high-octane adventure park JUMP Inc – and you have the opportunity to follow in her footsteps. The Mercury has joined forces with the urban trampoline park to offer readers a chance to win a party session at the new JUMP Inc Meadowhall. You and ten friends could win an hours’ bounce at the 24,000 sq ft venue, followed by food and drinks in a special party room. Gymnast Bryony, who won a silver trampolining medal at the Rio games earlier this year, officially opened the venue, on Vulcan Road, on Saturday 17th December. JUMP Inc Meadowhall is the brand’s third Yorkshire
venue after highly-successful openings in Rotherham and Leeds in the last 18 months. The new park boasts 120 interconnecting trampolines and is packed full of adrenaline-fuelled activities, including a trampoline halfpipe, a bouldering wall, a slam dunk area and even a ninja obstacle course.

With 30.9 million registered cars on the road, this means that up to 6.5 million vehicles could be driven on long Christmas journeys while potentially unsafe and requiring immediate attention. And the consequences are very real – nearly a quarter of motorists (23%) say they have previously broken down over Christmas. And more worryingly, failing to look after a vehicle could lead to an accident, as the research demonstrated that nearly one in ten (8%) drivers have been in an accident due to a car not being properly maintained. Of those who have broken down over Christmas, 22% said it meant that they couldn’t deliver presents to loved ones while for 17% it meant that at least one member of the family was reduced to tears. It is therefore perhaps not surprising that in total, 72% of drivers say they find driving over Christmas stressful. Older cars often have less on-board technology, and may not alert the driver when fluid levels are low or tyres are under-pumped, meaning pre-trip checks are all the more important. Sak Gill, Assistant Vice President of Rental for Enterprise Rent-A-Car UK & Ireland, said: “Driving home for Christmas may have romantic connotations thanks to the well-known song, but sadly, many UK motorists could find themselves stuck on the side of the road because they haven’t checked their car before they drive off. This means the trip could well turn into the Nightmare Before Christmas, particularly if they are driving off with an active warning light. “We perform 25 checks on each of our vehicles before it is rented to a customer, and most of our vehicles are under a year old, so renting a car can be a great option for added peace of mind. But we would advise drivers planning to go on a long trip in their own car this Christmas to go through some of the basic checks themselves. “Especially if you are driving a vehicle that is over three years old, make sure you check all your lights are in working order, check the pressure and tread for all four tyres, and have a look at the fluid levels (oil, water, screen wash) to make sure they are topped up. If there is a warning light on in the dashboard, take your car to a repairer before you take to the road. It doesn’t take long to go through these basics, and it could definitely save you time and trouble.”

Within minutes, my bobbins started to dance like a drunken uncle at the Christmas party, as bream attacked the method ball, and with Clint Walker started to mop up the stick mix. Andy managed to pick off
a trio of carp, the last fish as darkness fell around us and I was on my way back to the car park. He stuck rigidly to his boilies tactics, and on the day, in a freezing wind, it paid off, and I learned a valuable lesson; If it isn’t broken, don’t fix it… Stick to what you know, and don’t try to be clever. Next week, I shall mostly be targeting goldfish, from my son’s bedroom windowsill, I might have a chance then!

Liam Mandeville revealed his stunning free-kick on Saturday was down to a moment of inspiration. WILDER’S COVENTRY VERDICT 2016/17 Chris Wilder was delighted with the three points the Blades secured on testing night against Coventry City at the Ricoh Arena on Thursday. A goal in each half from skipper Billy Sharp saw United move back up to second in Sky Bet EFL League One, on an evening where the manager admitted his side weren’t at the races in a game that was regularly disrupted by the home supporters protesting against their owners. Wilder remarked: “We didn’t play well, the game was stop start
throughout, but we’ve shown a sign of a successful team, by winning a game late on despite not being anywhere near out best. “We managed to find a way to get that decisive goal to get over the line, but Coventry can count themselves very unfortunate not to get a result. “We’ve been outstanding for a number of weeks, even when results haven’t quite gone our way and this was by far and away our least impressive performance, but these things happen.
“The heart and desire to win the game has been immense and we are fortunate to have someone like Billy (Sharp) up top.” On the pitch protests by the Coventry supporters that saw the game halted on numerous occasions, the Blades boss added: “I didn’t enjoy the night, that’s twice that’s happened to us now in a matter of weeks. “It was virtually guaranteed something would happen of that nature, the stage was set for it to happen and it did.”
UNDER 23s CUT FOREST DOWN TO SIZE United’s U23 produced an excellent performance to deservedly win a nine-goal thriller against Nottingham Forest at the Look Local Stadium on Monday afternoon. Ironically, the visitors, through Rob Worrall went in front at Stocksbridge, but an owngoal followed by efforts from Sam Graham, substitute Graham Kelly, David Brooks and Jake Wright gave the Blades a four-goal advantage at the break and despite Forest scoring twice after the interval, another from the impressive Brooks and a penalty save by Aaron Ramsdale kept a fine day’s work in front of onlooking boss Chris Wilder. Skipper James Wilson also completed 90 minutes as he continues his comeback from injury, as United made it back-to-back victories in the Professional Development League.
It could have been a totally different story though when WORRALL slotted past Ramsdale in just the fourth minute, but United’s response came seven minutes later as a Forest defender appeared to get the final touch to the ball from Whiteman’s cross after Hussey had been fouled in the build-up. Kelly replaced the Hussey shortly afterwards and the Blades took the lead just after the half hour as GRAHAM capitalised following a goalmouth scramble. In the 38th minute, KELLY produced an excellent finish to add a third, before BROOKS netted a fourth with a neat turn and finish. The scoring wasn’t finished though, as before the break, Brooks was again the architect, running purposefully at the Forest defence before leaving WRIGHT the simplest of
finishes from close-range. The second-half wasn’t as action packed as the first, yet still yielded three goals and a saved penalty. Firstly, BRERETON reduced the arears for Forest, only for BROOKS to get his second and United’s sixth, with the midfielder producing an excellent individual strike. Substitute WALTERS got Forest another goal back towards the end and Brereton then had the opportunity to reduce the deficit to two goals from the spot, only for Ramsdale to make an excellent save to ensure a comprehensive win for the Blades. POSTHUMOUS AWARDS FOR SHEFFIELD ORGAN DONORS A total of 8 people who saved lives through organ donation have been posthumously honoured at an award ceremony. They received the Order of St John award for Organ Donation, run in conjunction with NHS Blood and Transplant, was which was given to their families and loved ones on their behalf. The private award ceremony was held at Barnsley Town Hall recently with the awards presented by the Lord Lieutenant of South Yorkshire, Andrew Coombe. Hundreds of families are receiving the award at regional ceremonies held across the UK between September and December. The awards recognise the 1,364 people who donated their organs after death last year, leading to thousands of patients' lives being saved or transformed. People recognised at the Barnsley ceremony included: Linda Roberts from Sheffield who received the award on behalf of her husband Richard Roberts Angela Marie Jenkinson from Sheffield who received the award on behalf of her husband John Paul Jenkinson Nichola Baxter from Sheffield who received the award on behalf of her
partner Dean Armitage During 2015/16, thanks to the generosity of these donors and the support of their families, the number of deceased donors in the UK went up from 1,282 to 1,364, a rise of six per cent. However, there are still around 6,500 people on the UK transplant waiting list and around three people die each day in need of an organ. NHS Blood and Transplant is calling for people in Greater Manchester to be inspired by the actions of these donors. Everyone in the UK is urged to discuss organ donation with their families and join the Organ Donor Register. One day it could be someone you love, or even you, in need of a transplant.
Gordon Tollesfon, Chair of the local County Priory Group of the Order of St John, said: “We're delighted to be able to work with NHS Blood and Transplant to run the Organ Donor Awards for a fourth year and to meet the inspirational families attending today's ceremony. Organ donation can clearly save lives and it is a genuine privilege to be able to say thank you to these families, whose loved ones have already donated their organs to assist others. “In 2016 around three people still die every day due to the shortage of organ donors. We hope the example set by the organ donors whose lives we are honouring today encourages many others to join the NHS Organ Donor
Register – a process which takes just a few minutes online.” Sally Johnson, Director of Organ Donation and Transplantation at NHS Blood and Transplant, said: “The sense of pride families feel at these ceremonies is truly inspirational.
