Lord Mayor of Sheffield to serve another year in office The Council has decided to postpone its Annual Council meeting until May 2021. Changes to the law mean that the Council does not have to hold an annual meeting this year and the current appointments will remain in place for another year. Councillor Tony Downing, Lord Mayor of Sheffield, will serve an additional year in office to ensure
continuity during the current COVID-19 outbreak. Cllr Downing was initially due to step down on the 20th May after completing a oneyear term, he will now remain in office until May 2021. The Deputy Lord Mayor, Councillor Gail Smith, who supports the Lord Mayor in his civic duties, will also stay in her current role.
Lord Mayor Tony Downing said: “Val and I are honoured to continue in our role as Lord Mayor and Lady Mayoress for another year, a role we are thoroughly enjoying. It is with great pride that I see that the city is working together with the same spirit of community, resilience and support that has seen us through difficult times in the past. I
am constantly amazed by the Steel Spirit shown by the people of Sheffield.” Deputy Lord Mayor, Councillor Gail Smith said: “Since I took office as Deputy Lord Mayor, it has been a privilege to support the Lord and Lady Mayoress in their very busy role. I will continue to do so over the coming year. Our communities
are experiencing some big changes in their lives during this pandemic, many things have changed, and some things will never be the same again. Concerns have been raised over the emergence of new types of scams which try to take advantage of vulnerable households in South Yorkshire during the Covid-19 lockdown. Over 2,000 online fraud attempts have been identified and blocked in the past month, according to the UK’s National Cyber Security Centre, including fake online shops and websites which attempt to steal user data, and fraudulent adverts. It is estimated that scams cost the UK economy up to £10bn each year with the average victim losing over £3,000. In response, OFTEC, the registration body for off-grid heating, is helping to raise awareness of the types of scams taking place during the lockdown and how households in South Yorkshire can protect themselves from unscrupulous activity. These include: • Email scams. Be wary of any emails which say you can obtain a refund on taxes, heating bills or other expenses during the lockdown. Avoid clicking on links as they may contain viruses or direct you to fake websites which are designed to impersonate well-known organisations such as banks. • Social media scams. Adverts offering miracle coronavirus cures or treatments are fake and should be ignored or reported through the relevant social media platform. These adverts may occasionally be mistakenly shared by a friend or family member but this does not make them any more legitimate. • Telephone scams. With more people at home, there is an increased risk of telephone scams from criminals pretending to be calling from a bank, mortgage provider or utility company. If you receive an unexpected or suspicious call, do not share any financial or personal information and hang up immediately. If you have any concerns about a call you have received, contact your provider directly. • Door knocking scams. Unqualified individuals may impersonate heating technicians or other tradespeople. If your boiler needs essential work, use a qualified technician who is GasSafe (for mains gas) or OFTEC (for heating oil or solid fuel) registered and ensure they follow government guidelines on social distancing.

MATCH FISHING GETS GREEN LIGHT FROM GOVERNMENT THANKS TO NEW BEST PRACTICE GUIDELINES Robust new best practice guidelines published by the Angling Trust to bring match fishing in line with COVID-19 procedures have now been agreed by the government as a basis for competitions to resume immediately. These include no gathering of competitors for the draw or prize giving and special equipment and arrangements to maintain social distancing during the weigh-in. The Angling Trust guidelines were produced in consultation with leading anglers, organisers and fisheries in the match fishing community across all angling disciplines. The Department for Digital, Culture, Media & Sport (DCMS) made clear in their announcement and supporting literature on 13th May 2020 that it was unlikely that competitions could be undertaken across any sporting discipline. However, the Angling Trust compiled a case for the best practice guidelines to form the basis on which match fishing can comply with both the overarching government guidance that accompanies the Coronavirus regulations and the specific prohibitions on public gatherings of more than two people from different households. Failure to follow these guidelines would almost certainly invalidate the insurance of clubs or fisheries and will certainly expose anglers, and therefore the wider public, to a great risk of infection. In last week’s submission to the DCMS, Angling Trust CEO Jamie Cook set out the reasons why competition
fishing was different to other sports in ways which make it potentially compliant with the correct safeguards in place. • Fishing competitions involve no contact between competitors and is more or less the comparison of catch returns at the end of the day • Social distancing is maintained at all times during an angling competition • There are no spectators • No competitor is allowed to make contact with another competitor or their equipment The Angling Trust best practice document was presented to Sport England and the DCMS last week who agreed that they were ‘sensible’ and could be issued this week as the basis for a safe resumption of match fishing in England. In response, DCMS also stated that they were looking for sports to satisfy themselves that all guidance they are producing for their members adheres to the overarching guidance published by the government. Following the easing of some of the lockdown restrictions on May 13th, general guidance to anglers in the Angling Trust’s When We Fish Again report will be revised. The changes will include: • A resumption in match fishing in line with best practice guidance • The use of keep nets will be permitted for all anglers • Kayak and boat fishing in freshwater Separate guidelines have been produced for game, coarse and sea angling competitions but Charter boat fishing is still not compliant under the current regulations.

Premier League Return Announced Premier League Shareholders have agreed to a new provisional restart date for the 2019/20 season of Wednesday 17th June, provided that all safety requirements are in place. Aston Villa v Sheffield United and Manchester City v Arsenal postponed due to the EFL Cup Final - will now take place on 17th June, followed by a full match round beginning on Friday 19th June. Due to Covid-19, games will take place behind closed doors. Premier League Shareholders also approved a proposal that would see all 92 remaining matches broadcast live in the UK by the League’s existing broadcast partners:
Sky Sports, BT Sport, BBC Sport and Amazon Prime. Premier League Chief Executive Richard Masters said: “Today we have provisionally agreed to resume the Premier League on Wednesday 17th June. But this date cannot be confirmed until we have met all the safety requirements needed, as the health and welfare of all participants and supporters is our priority. Sadly, matches will have to take place without fans in stadiums, so we are pleased to have come up with a positive solution for supporters to be able to watch all the remaining 92 matches. The Premier League and our clubs are proud to have incredibly passionate and loyal supporters. It is important to ensure as many people as possible can watch the matches at home. We will continue to work step-by-step and
in consultation with all our stakeholders as we move towards resuming the 2019/20 season.” The planned kick-off times in the UK for live matches will also differ from the traditional times.
