reGion’s mayor convenes transport summit

South Yorkshire and regions like it were promised a ‘London-style transport network’ by 2030. That’s just over 350 weeks away.

But with bus cuts looming, and cancelled trains making commuting miserable for thousands across the North, many places feel further away from that than they ever were.

South Yorkshire’s Mayor Oliver Coppard is convening a Transport Summit, to build the vision for the future of the region’s public transport.

A transport network which serves South Yorkshire’s needs is key to a betterconnected, more sustainable

and healthier region.

South Yorkshire’s Mayor Oliver Coppard said: “Fixing South Yorkshire’s public transport system is critical for our region to thrive.

If we want to grow our economy, get healthier and create great places to live, a smarter, greener, faster public transport system is vital. That’s why I want to bring together experts in the field to help us fix our broken public transport system.

“If the Government aren’t going to do it, we need to take matters into our own hands and figure out what a ‘London-style transport network’ that works for

South Yorkshire looks like.

That’s what this summit will help us do.”

South Yorkshire’s Active Travel Commissioner Ed Clancy said: ‘Since becoming South Yorkshire’s Active Travel Commissioner, I’ve met with people who want to walk and cycle more, but don’t feel like they can. Mostly that’s because people say they don’t feel able to walk or cycle, or that they don’t feel safe enough to do so on our current infrastructure.

“Ultimately, we want people to be happier, healthier and get to where they need to be easier.

“I believe walking and

cycling is an important part of that and it must work in harmony with our plans for buses, trams and trains. I’m really looking forward to this summit and to figure out how we make some vital changes to build a better future for our region.” The summit will bring together leading experts and will hear from a series of

The South Yorkshire Transport Summit will take place this Wednesday at the National College of Advanced Transport & Infrastructure in Doncaster.

Sheffield road closures plan in bid to focus on pedestrians and cyclists

Roads in parts of Sheffield could be closed to cars to make the area more cyclist and pedestrian friendly, the city's council has said.

Under the plans, the road layout at Neepsend, Kelham and the area around West Bar would be changed.

ClEaN aIR zONE laUNCHEd IN CITY bOOsT fOR bUsINEssEs

From Monday 27 February, Sheffield’s Clean Air Zone (CAZ) has officially started.

The CAZ is a Class C charging zone, which means that some vehicles driving within, or entering Sheffield’s inner ring road and city centre, that do not meet vehicle emission limits set by the Government, will be charged. To learn more about the CAZ please visit the clean air website.

Who will be charged?

Only the most heavily polluting vehicles will be charged for entering Sheffield’s CAZ. Private vehicles, motorcycles and lowerpolluting vehicles will not have to pay.

Vehicles that will be charged include:

• Heavy goods vehicles (HGV)

• Light goods vehicles (LGV)

• Vans

• Buses

• Coaches

• Taxis

How do I check if my vehicle will be charged?

You need to check whether your vehicle will be charged, using the Government vehicle checker.

If the vehicle you own is compliant, then you do not need to do anything.

If your vehicle is not compliant, and you drive into, out of, or within the zone, then you need to pay each day you travel. Some motorhomes and campervans may be classified as a LGV or HGV, please check your vehicle.

How much will I need to pay?

Charges are:

• £50 per day for larger vehicles – such as buses,

coaches and HGVs

• £10 per day for smaller vehicles – such as taxis and LGVs

• Larger campervans / motorhomes can apply for a discounted rate, reducing the charge amount to £10

How do I pay?

If you’re entering the zone you can pay up to 6 days in advance, on the day, or up to 6 days after your journey. For information and a simple and secure way to pay, head to the Government Clean Air Zone page.

Available financial support

Financial support to upgrade or replace a vehicle to meet CAZ standards is still available for vehicle owners based in Sheffield and Rotherham.

Apply for an exemption

Local exemptions and discounts are still available, see the exemptions page for information on how to apply.

If you or your business is based in Sheffield or Rotherham and runs an LGV, then you can apply now for a temporary exemption, which will expire at 00:00 on Monday 5 June 2023.

If you do not have an exemption you will need to pay the daily charge. An automatic, temporary exemption will be applied for Hackney Carriage vehicles licensed by us, up to 00:00 on Monday 5 June 2023.

You do not need to apply for an exemption if your vehicle is one of the following:

• Nationally exempt

• Meets required emission standards

• A private car or

motorbike

How does the CAZ work?

Automatic number plate recognition cameras (ANPR) capture the number plates of vehicles driving into the zone. This data is then crossreferenced against DVLA’s database.

If you are driving a non-compliant vehicle, and you do not pay the charge within the timeframe set out, you will receive a Penalty Charge Notice in the post.

Why does Sheffield need a CAZ?

Department for Environment Food and Rural Affairs’ (DEFRA) latest assessments show that Sheffield is not compliant with the annual limit for nitrogen

dioxide (NO2). That’s why we urgently need to reduce NO2 levels around the city. Our CAZ will take us a step closer to cleaner air and higher standard of health for local people, especially those most vulnerable to pollution related health issues, such as the elderly, unborn babies and young children. Air pollution contributes to around 1 in 20 of deaths in Sheffield each year.

The city’s Clean Air Zone is part of a national Clean Air Strategy funded by DEFRA, to tackle air pollution, including roadside nitrogen dioxide concentrations. To learn more about the CAZ please visit the clean air site.

Grants of up to £50,000 are available to businesses in Sheffield to transform under-used spaces on Fargate. The second round of funding, part of the ReNew Project, will support local businesses and organisations to revive empty shops and bring vibrancy to areas of the city centre that have struggled in recent years. The funding is available for prime locations on Fargate. Businesses from a wide range of customer facing industries are encouraged to apply, including food and beverage, retail, leisure, hospitality and arts and culture.

Fargate is at the centre of the Council’s plans to reimagine the city centre and will soon be

home to Event Central, a year-round events and exhibition space, as well as transformational street renovations, including new pocket parks, seating areas and lighting. The improvements and ReNew grants are funded by the £15.8m Future High Streets Fund which the Council successfully bid for in 2021. As a result of the first round of ReNew project grants, Juno Books launched their brand new book shop on Chapel Walk. They used the funding to renovate the property ready for opening with new flooring, bespoke hand painted signage as well as creating a wheelchair access counter and securing the shop with internal shutters.

dONCasTER aNNOUNCEs bUdGET

Mayor Ros Jones has launched her draft budget proposals for 2023/24 alongside the publishing of the council’s draft Corporate Plan. The documents outline how the council plans to deliver services over the coming year, support local people and businesses through the cost of living challenges and achieve Doncaster’s ambitions as a new city. The proposals seek to protect the city’s most vulnerable, support continued investment in the city and provide resources to boost opportunities for all. This budget provides sufficient resources to enable front line services to continue to deliver at their current service levels despite less funding in real terms, increased service pressures and rising inflation. It also includes £7.5m additional targeted funding for Adult Social Care. In light of the pressures and future risks, a Council Tax increase of 1.99% is being proposed alongside a further 2% increase through the Government’s Adult Social Care precept

(3.99% in total). The council has chosen not to increase by the maximum 5% allowable, whilst the additional funding generated is much needed, this has to be balanced against the impact on our residents facing the current cost of living challenges. To offset the impact of this and to help support those residents who are struggling, the Local Council Tax Reduction scheme (LCTS) remains in place. In addition, the Council Tax Support Fund grant of £0.6m will be used to provide a £25 reduction to the council tax liabilities of working age and pension age council tax payers who are in receipt of benefits. Doncaster will continue to have the lowest council tax in South Yorkshire. The Corporate Plan 2023/2024 sets out the council’s priorities and how they contribute to the long term partnership strategy, Doncaster Delivering Together as we embark on a new era as a city. Mayor Ros Jones said: “As the cost of living crisis continues, our

key priority is to support the people of Doncaster through these difficult times and reduce the impact of increasing costs on daily life wherever we can. Of course, as a local authority we too are not immune from the challenges of the current economic climate. While operating in a volatile and uncertain environment, with no certainty from government about funding beyond the next year, it is hard to plan ahead. We are a financially well managed council and I will do whatever I can to continue to lessen the impacts of uncertainty and focus on supporting Doncaster’s priorities outlined in the Corporate

Kickstarting with Noel Gallagher’s High Flying Birds on Friday 1st September Rock N Roll Circus will host a weekend series of concerts that will be staged in a huge bespoke Big Top structure specially built for this three-day series of live music.

Joining Noel Gallagher’s High Flying Birds on the line-up will be Happy Mondays, The Cribs, The Joy Formidable and Somebody’s Child.

With a new album ‘Council Skies’ set for release on 2nd June, Noel Gallagher’s High Flying Bird’s appearance in Sheffield is the conclusion of an extended run of summer concerts in the UK for the legendary star.

The forthcoming album features the recently released ‘Pretty Boy’ and the current single ‘Easy Now’. Having had Noel headline the inaugural Rock N Roll Circus in Newcastle last summer, the event organisers are looking forward to bringing the touring circus concept to music fans in Yorkshire.

Alongside the fantastic music, Rock N Roll Circus will feature fire performers, aerialists, contortionists, stilt walkers and acrobats, bringing a whole new dimension to the traditional concert experience.

Noel Gallagher’s High Flying Birds first emerged in 2011 with their eponymous album released in October that year. The album went double platinum in the UK and has sold over 2.5 million copies worldwide.

In the two decades prior to this release, Noel Gallagher was main songwriter, lead guitarist and occasional lead vocalist of Oasis, one of the biggest and most loved bands ever to emerge from the UK.

role in shaping and inspiring contemporary guitar music from the 90’s onwards. Noel’s continued success with the High Flying Birds cements his position as one of the most gifted, successful and enduring songwriters to come out of the British music scene in the last 50 years.

Noel Gallagher’s High Flying Birds played Glastonbury’s Pyramid stage in June 2022, delivering a career-spanning set to one of the weekend’s biggest crowds, and the band look forward to performing their chart-topping hits in Sheffield this September.

Happy Mondays need little introduction. The ‘Madchester’ band from Salford were one of the most popular forces of alternative music in the late 80s, early 90s, and one of the flagship

bands of Factory Records. They are considered one of the true originals from the early indie scene, and will be performing all of their classics at Rock N Roll Circus.

Meanwhile Wakefield’s finest The Cribs - led by the Ryan Garman and his two brothers - will be bringing their spiky lo-fi indie rock to the Rock N Roll Circus party this September after music fans hear performances from Welsh alternative rockers The Joy Formidable and one of Ireland’s most spellbinding breakthrough vocalists of the year so far, Somebody’s Child, AKA Cian Godfrey.

Friends since they were neighbours in the sixties Dave Kelly & Bob Hall have had illustrious careers in the British Blues Scene and have won many awards for their artistry. Dave Kelly, singer, guitarist and songwriter, is a founder member of The Blues Band (which has recently celebrated its 40th anniversary). Dave cut his teeth in the backing bands of Howlin’ Wolf and John Lee Hooker, and has played with Buddy Guy, Son House & Muddy Waters. The Blues Band have released around twenty albums, and Dave has fifteen more either solo or with his own Dave Kelly Band Bob Hall, singer, pianist and songwriter, is a founder member of The Groundhogs and Savoy Brown.

Bob has also accompanied Howlin’ Wolf and John Lee Hooker and a host of blues stars including Little Walter, Lightnin’ Slim and Homesick James. Bob has played on well over a hundred albums, including four solo piano albums and dozens more as band leader or co-leader. Down the years Dave and Bob have had a number of critically acclaimed joint projects, have played in each other’s bands and on each other’s records. With such a pedigree it seemed natural to get together a show to exploit their joint talents. Complimenting the duo is Hilary Blythe on bass, an emotive singer of classic blues and Bob’s partner off-stage. Hilary’s rock-solid bass has been part of the A-Team, accompanying Lil’ Jimmy Reed on his UK and international tours.

BLADES RETURN TO WINNING WAYS

“I think we started the second half the stronger but then some decisionmaking and poor choices of passing resulted in them being more on the front foot. To concede from a set play was disappointing.”

“We work a lot on set plays, collectively and as a staff so to concede from that set play was disappointing. It was a good ball and a good contact from their top goalscorer who has 20 goals for the season. We knew it was going to be a threat

“We work intensely with all the players to help them try to improve their games and instil confidence with them. I’m sure it is playing on George’s mind - like any striker who doesn’t score goals, it will play on his mind.

“But he does so much for the team, as I’ve said before. How we press, how we want him to work, how he competes with physical centre backs. He adds a lot of value.

“It will be something he’s conscious of and it’s something we want him to improve on and we’ll work on that.”

“It was a strange looking goal as Shane (Ferguson) slipped when he delivered the ball while Chieo (Ogbene) put the ball in despite being on the floor.

Millers boss Matt Taylor was full of praise for the battling qualities of his side as Chiedozie Ogbene’s second-half strike ensured their share of spoils following a hard-working display by Swansea City.
