MAYOR PENS LETTER TO THE PEOPLE OF SY

This week I begin my second year as South Yorkshire’s Mayor. Every day, I am grateful for the privilege of your support.

In my first speech, I said that both the challenges and the possibilities in front of us were significant. I’m not sure anyone could have predicted quite how formidable some of those challenges would be.

We have had three Prime Ministers and four Chancellors of the Exchequer.

Russia has continued its illegal war in Ukraine, driving up costs and disrupting global supply chains. We have faced a cost-of-living crisis and self-inflicted economic shocks, pushing businesses and families to the brink, and all too many beyond it. We have seen

15% of our bus network taken away, cutting services to the bone. And of course, Peel Group closed down our airport.

Despite those challenges, I know that our best days are in front of us. Everywhere I look in South Yorkshire, there is not only ambition, opportunity and potential, but a spirit hardened by experience, binding our communities together in hope for a better future.

But to unlock our potential, we don’t just need hope, we need action: action to fix our broken public transport system, grow our economy, address the health inequalities that plague our communities, and to meet the challenge of the climate emergency. I

remain determined to lead that change. That’s why, since becoming Mayor, I have made it a priority to fix the buses – accelerating the process that will decide if we can bring the buses back into public control – and why I’ve already taken the decision to bring the tram network back in-house, for the first time in 30 years. I’ve become Chair of South Yorkshire’s Integrated Care Partnership and started working with world leading organisations and thinkers to help us address entrenched health inequalities across our region.

I’ve brought innovative new businesses into South Yorkshire, with companies like Hybrid Air Vehicles now choosing our region to develop the next generation

of air travel. And I’ve worked with the government to agree an investment zone for South Yorkshire. In the coming weeks we will launch our Citizens’ Assembly on climate, to put our communities’ voices and choices at the heart of our plan for reaching net-zero by 2040. We’ll start planting the first of 1.4 million trees, and we’ll launch our plans for investing in all four corners of South Yorkshire. And of course, we’ll continue to fight to reopen DSA, working with Doncaster Council to pursue a compulsory purchase order for our airport. For over forty years, our region has all too often been on the wrong side of change. Our communities have been fractured by underinvestment

and industrial decline, and held back by a politics that at best has seen the North as a problem to be solved rather than a power to be unleashed. Turning our fortunes around won’t be quick and it won’t be easy. I know the pace of change can often feel all too frustrating. But genuine, lasting change takes time. We will need willing partners in central government, and to restate and renew our own commitment to change, but no matter what it takes, I am determined that together we will restore the pride, the purpose and the prosperity of South Yorkshire.

Stepping through the famous red door of 23 Kirkgate, Thirsk is to step inside the World of James Herriot, the fully-restored site of his original 1940s home and veterinary practice (known in his books as Skeldale House, Darrowby) set in the heart of stunning Herriot Country.

Explore this magical time-capsule, where the world’s most famous vet and one of the most popular writers of the twentieth century lived, worked and wrote his much-loved stories based on his experiences as a young veterinary surgeon working among the farming community of North Yorkshire.

The home retains many of the original furnishings in the family rooms, frozen in time. The dining room doubled as the practice office, where farmers’ bills were typed up at the desk; the sitting room displays original books and family photos; the basement converted to an air raid shelter during the Second World War; the breakfast room favoured for its relative warmth and the reproduction of a typical farmhouse kitchen.

As well as a family home, it was also a busy surgery with a dispensary crammed with fascinating ancient and bizarre remedies and the cramped and primitive consulting room that saw the treatment of many a poorly pet – only creatures small were dealt with by Alf in here!

THE STRANGLERS ANNOUNCE 50TH ANNIVERSARY SHOW

In 2024, The Stranglers, one of the most iconic and influential bands in British music history, are celebrating their 50th year anniversary with the following UK & Irish tour, calling in at Sheffield City Hall on the 21st March next year. Since playing their last full-scale UK tour in 2022, the band has turned their minds to how they would like to celebrate their 50th anniversary with their fans. They have decided to embark on a short tour visiting some truly special and iconic venues to mark their golden

anniversary.

First formed in 1974, The Stranglers uncompromising attitude was embraced by the punk movement of the late 70s but their musicianship and menace transcended the genre. They created their own unique sound and achieved over 25 Top 40 singles and 18 Top 40 albums, with their most recent release Dark Matters reaching number 4, their highest UK chart position since Feline in the early 80s and being acclaimed as their best in decades.

National charity Hearing Dogs for Deaf People, which has a training centre in York, is on the lookout for keen runners in the Sheffield area who would like to help change the lives of deaf children and adults by taking part in the Great North Run in Newcastle upon Tyne this September.

Sixty thousand determined and dedicated runners will take part on Sunday 10 September, making the Great North Run the world’s biggest and best half marathon. Ballot places have already been filled, but charity places are still available. Hearing Dogs, which trains assistance dogs to alert deaf people to important and life-saving sounds, has a few guaranteed places left for this amazing race which starts in Newcastle City Centre, crosses the iconic Tyne Bridge, and finishes in the coastal town of South Shields. The decision to take part in this year’s Great North Run on behalf of Hearing Dogs for Deaf People was an easy one for Martin Peagam – he wanted to give something back to the charity that has helped him. Martin, 65, has been deaf since birth and was partnered with his hearing dog Inca four years ago.

“Inca has opened up my world in ways I could never imagine”, Martin explains. “He helps me feel safe. There have been two instances before I was partnered with Inca in which I’ve been in a building where a fire has broken out and I didn’t hear the fire alarm. Now I know Inca will alert me if an alarm goes off – in fact, he already has! I know what a difference having a hearing dog has made to me, and in my role as Community Fundraising Manager for the Charity I have already met plenty of other deaf partners whose

lives have been changed by their hearing dogs. But inevitably there will be more people out there who could also benefit, so raising funds is crucial. And if that means running a marathon, that’s what I’ll do!”

Martin hopes that by running on behalf of Hearing Dogs for Deaf People he will also inspire other people to help changes the lives of deaf people. Anyone who would like to take part in the Great North Run as part of the Charity’s team can visit www.hearingdogs. org.uk/support/events/ greatnorthrun/ Hearing Dogs team runners are asked to pledge £300 sponsorship, which will help create even more life-changing partnerships and allow deaf people to leave loneliness behind. Ownplaced runners are asked to raise a minimum of £50 sponsorship to claim their running vest.

Every member of the Hearing Dogs team will receive a full supporter pack including sponsor forms and a branded running vest, as well as ongoing support with their fundraising. A warm welcome will await runners once they cross the finish line, along with refreshments and the chance to meet a hearing dog in the charity village. It costs around £40,000 to fully train and support a hearing dog for the duration of its life, and the Charity relies on the support of donations, so every person who signs up to join its team will be helping to transform the lives of deaf people.

Poorer households are being left behind in the “broadband slow lane” despite relying more heavily on the internet at a time of rising prices, risking their future job prospects, a new report from the Local Government Association reveals today.

The LGA is calling for the appointment of a dedicated Digital Exclusion minister, who should be given direct government responsibility for a new strategy to close the gap between areas, giving its cross-cutting impact. It comes as its new report on digital exclusion finds that households in the most deprived parts of England are less likely to be able to get fixed broadband which supports the fastest possible speeds, with access to fixed broadband 15 percentage points lower in the most deprived areas than in the least deprived. This is despite them using nearly 50 per cent more data than wealthier areas.

Separate figures also show a strong relationship between having fixed broadband and higher earnings and educational achievement, such as being able to work from home or for schoolwork.

Each 10 percentage point increase in access to fixed broadband is associated with a four percentage point increase in the economic activity rate and about three points in the average Attainment 8 score at Key Stage 4.

The LGA says a refreshed strategy is needed to ensure every part of the country can have futureproofed, gigabit capable connections, to transform

communities and unleash people’s full potential.

Towns and cities continue to benefit from faster download and upload speed compared to rural areas, while those places with the best fixed broadband coverage tend also to have the best mobile coverage, compounding the divide. Despite greater uptake during the Covid-19 pandemic, the report highlights that 11 per cent of UK households still do not have access to the internet, and 15 per cent of those aged 65 and over have never been online.

Cllr Mark Hawthorne, Digital Connectivity spokesperson for the LGA, said: “The Government has pledged to give every home and business access to the fastest possible broadband, but this report demonstrates the digital divide is still holding some back in the broadband slow lane. We need a complete refresh of the current digital inclusion strategy, which is nearly a decade old, with a minister in charge to oversee it and make sure no one is left behind. Reliable access to high-quality fixed and mobile broadband means that you can boost your skills, grow a business and enhance your job prospects, while also playing a vital role in reducing social isolation by keeping people in touch with family and friends. Councils want to make sure that, no matter which part of the country you live in or your circumstances, everyone can experience the transformational benefits that fast internet access can bring.”

The University of Sheffield’s School of Law has partnered with Support Through Court, a charity that provides free practical and emotional help to people facing court without the help of a lawyer. Many people face court alone as they cannot afford vital legal services or access legal aid. Court cases can determine arrangements for where children live, housing, and debt matters, amongst other life-changing issues. In the first six months, Support Through Court Sheffield has helped over 600 people to get the practical and emotional support they desperately need. The partnership will enable the charity to continue its vital work for the local community, by extending capacity for the essential services which empower and enable people to navigate the bewildering and intimidating court system, without legal representation. Students from the University of Sheffield will gain practical skills and work experience, whilst providing legal support to people in their time of need. They will deliver the service by phone and face-to-face appointments, as well as attending court hearings. The service was officially launched on Thursday 23rd February, at the University of Sheffield. Speakers included HHJ Graham Robinson, with Support Through Court Patron and Money Saving Expert Martin Lewis sharing a thank you video. Dr Richard Kirkham, Head

of School at the University of Sheffield School of Law, said: “We’re proud to be working with Support Through Court. Our student volunteers help people navigate a complex court system, who would otherwise face court alone. Together with Support Through Court we will help more members of the public get the free legal information and support they need, whilst providing our students with real-world work experience.”

Emma Taylor, Interim Chief Executive Officer for Support Through Court, said: “Cuts to our services and the rising cost of living mean that our support is needed more than ever before. This is an exciting partnership and I look forward to seeing how the new service will develop in Sheffield as we work with the School of Law to provide practical and emotional support to more people going through court alone as litigants in person.”

Support Through Court has both student and non-student volunteers supporting people in the civil and family courts in Sheffield. As a volunteerled charity, there remains a pressing need for volunteers with empathy and listening skills to support people unable to access representation. dIabETEs CaRE EvENTs

Advances in technology over recent years have affected all aspects of our lives, in both the work environment and in our homes.

Some people are eager to try the latest gadgets whilst others feel daunted and confused by the overwhelming choices facing them. This is also the case when it comes to health care, including for people with diabetes. Diabetes care has made great strides and it is now more possible than ever before, with help from the latest technology, for patients to have more control and knowledge of the condition for themselves, including reducing hospital admissions, reducing diabetes distress, improving awareness of low blood sugars, and improving overall average blood sugar levels, whether they have Type 1 or Type 2 diabetes. Technology is a game changer in Diabetes care.

Diabetes UK Sheffield Group is anxious to educate people about how they can use technology and they are organising two events in May. The first takes place on Saturday 13 May at The Circle in Rockingham Lane and runs from 10 a.m. to 4 p.m. This is a chance to find out about what is available now and about any future NHS policy and developments. A number of expert speakers and

patients who already use tech will be on hand to talk about the pros and cons, build up peoples’ confidence so that they can discuss their own options with their health care providers, and have the opportunity to ask any questions. There will be an exhibition by tech suppliers and developers showcasing their products. Families with children with diabetes are particularly welcome, and there will be lots of opportunities for the children to have fun whilst learning more about coping with diabetes, gaining confidence, and making friends. This is a free event with lunch provided at a fully accessible venue. Then on the evening of Thursday 18 May anyone with an interest in diabetes and tech can go along to Houlden Hall at 11 Norfolk Row in the centre of Sheffield to hear from Dr. Jackie Elliott and Kamil Armacki (aka @ Nerdabetic) about how tech can help diabetes health. Again, there will be the chance to ask any questions. This event will also be on Zoom for anyone unable to attend in person.

Richard says “While costs are going up, I am trying to keep my prices as low as possible. I want the nation’s favourite meal to stay affordable when people are feeling the pinch.

Doncaster Sheffield Airport: Protection from demolition plan laid out

A planning measure to safeguard a mothballed South Yorkshire airport from demolition is to be considered.

Council members are due to decide on Friday whether the special order will be applied to Doncaster Sheffield Airport (DSA).

The Article 4 Direction would mean any proposals to demolish buildings would be subject to a full planning application and assessment.

Owners Peel L&P cited financial concerns for the November 2022 closure.

A public consultation on the Article 4 move received overwhelming support, with 96% of 271 respondents being in favour.

A report following the consultation

highlighted the benefits the airport offered to Doncaster's residents. These included ease of access to an international airport, direct economic value from jobs and businesses and growth in trade and tourism.

The report will be presented to councillor Nigel Ball, Doncaster Council's portfolio holder for public health, leisure, culture and planning.

It recommends the Article 4 Direction is passed.

Doncaster Council is also currently in negotiations with Peel Group over the possibility of a leasehold arrangement. This would allow the council to run the airport while the site was still owned by Peel.

CAMRA CAlls on MinisteR to sAve high stReet pubs

In 2017, the Campaign for Real Ale (CAMRA) helped pubs in England gain landmark protection, giving communities the right to have their say through the planning process before a pub is converted or demolished.

Now this protection is at risk from a new scheme being proposed as part of the Government’s levelling up plans. The High Street Rental Auction scheme aims to bring empty buildings – including pubs – back into use, by letting Councils auction off the lease. These leases would allow pubs to be converted to other uses, divided up into multiple units, or gutted of their bars, cellars or other integral features. Concerningly, there would be no obligation to reinstate the pubs fittings at the end of the lease – in

fact developers would be able to apply to make the conversion permanent. This could be devastating for urban pubs, and CAMRA National Chairman, Nik Antona has written to the Minister for Levelling Up, to ask her to think again about these plans.

Commenting, Nik Antona said: “The goal of bringing disused pubs back into use is one shared by CAMRA, but it is vital that High Street Rental Auctions are used to support and rejuvenate urban pubs, not to turn valued community venues over to the highest bidder.

“We know that pubs can increase and expand footfall on the high street, and give communities a place to come together, but we need Government to understand this too. I’ve asked the Minister to ensure that pubs keep their planning protections under this scheme, so that communities can still have their say.”

Daniel Jebbison has been named in the England U20s squad for the forthcoming World Cup in Argentina.

Work has begun on renovating the pitch at AESSEAL New York Stadium following the end of the 2022/23 campaign and we are pleased to confirm that additional investment will be injected into the playing surface over the summer.

Premier Pitches are the main contractors who began work on the hallowed turf at the club’s first team stadium on Monday morning and will carry out renovations over the summer months prior to Matt Taylor’s men returning for their pre-season schedule. As part of this summer’s work on the surface, the club will be integrating ‘stitching’ supplied by SISGrass which will provide the Millers with a ‘hybrid’ pitch consisting of conventional grass combined with areas

of synthetic turf. The solution delivered by SISGrass will mean that areas of the pitch which would traditionally undergo the most significant ‘wear and tear’ like the two goalmouths, will be able to withstand greater use and will allow Taylor’s side the opportunity to train at the stadium if the pitches at their Roundwood training base are rendered unplayable by inclement weather. Beyond that, the club’s irrigation system will be upgraded whilst significant investment has gone into pitch maintenance equipment including a pedestrian aerator and electric mowers which will not only help to keep the pitch to the highest standard, but also aid the club towards a ‘greener’ and more sustainable

existence by reducing our carbon footprint.

Upon the work getting under way at the start of the week, Head Groundsman Dave Fellowes expressed his delight at the added investment into the playing surface ahead of the new season and is of the belief that the Millers will benefit greatly from the renovations taking place over the summer when the 2023/24 season comes around.

“It is great news for the football club and we are very grateful to the Chairman for recognising the benefits that this summer’s work will provide us with moving into another Sky Bet Championship campaign,” he told www. themillers.co.uk.

ExPERIENCE SEES MCCANN RETURN A STRONGER MANAGER

Grant McCann believes he arrives back at Rovers a better manager than when he left four years ago. After ending his first spell in charge at the club, McCann went on to win the Sky Bet League One title with Hull City, as well as reaching almost 350 matches as a manager during a second stint at Peterborough United. And he feels his experiences have ensured he returns to the Eco-Power Stadium stronger.

“I feel as if I’ve seen a lot in my short time. There’s been promotions, there’s been relegations, there’s been seconds, there’s been transfer embargoes, there’s been semi final misses - there’s been everything.

“I’ve seen everything in that seven years and I feel as if that is only going to improve me as I move on.”

On his decision to leave Rovers for Hull following the play-off semi-final defeat at Cardiff City in 2019, McCann insists it was an unmissable opportunity for a variety of reason.

He said: “It was off the back of the Charlton game. We were already ahead in terms of bringing players into the football club. I.e. we’d agreed a deal with Ben Sheaf, we’d agreed a deal with Reece James, we’d agreed a deal with Brad Halliday. I was working hard to try and recruit for the squad.

“We were ahead of the curve with another two players I seem to remember, but when I left they they didn’t materialise.

“I just felt the time that I was so hurt and disappointed. I’ve always grown up to want to be able to have that real winning mentality and I was desperate to get this club to the Championship. I was just so disappointed that we didn’t quite get there.

“The opportunity to go to the Championship and, to be brutally honest, financially for myself and my family was important.

“I had nothing bad to say about this football club had a tremendous working relationship with David [Blunt] and Gavin [Baldwin] and Terry [Bramall] and all the staff. “And it was a big decision and it was one I never took lightly. It took me quite a few days to make, speaking to my family and a few friends. So they were the reasons.”

McCann says he sees parallels with his time entering his second season at Hull as he prepares to shape his squad at Rovers.

“We went down, but we had a real belief that we could go back up again and that desire was back with me again to prove people wrong, to prove to people that I am good enough and my team is good enough,” he said “And we did it.

“This is a really good opportunity for me to do something similar that I did at Hull, i.e. bringing in the right people, the right character, the right mentality to to want to win, to want to push to, to want to get promoted.”
