An Airport in DoncAster is A viAble proposition

This week, City of Doncaster Council (CDC) Cabinet will hear updates on several strands of work looking at the viability of a reopened airport, its economic and growth potential as well as its investment opportunities.

Doncaster Sheffield Airport (DSA) has the potential to be successfully reopened and offer a range of positives including thousands of jobs in aviation, leisure and retail for the City of Doncaster and South Yorkshire.

Detailed assessments of the financial, business and investment calibre of what is now known as South Yorkshire Airport City – the programme which aims to

reopen the airport – show that:

• The airport has the potential to be successfully reopened and could be profitable within five years of reopening

• It could attract up to two million passengers a year within a decade, which is considerably higher than the annual passenger numbers achieved prior to its closure

• It could bring almost 5,000 direct jobs as well as creating up to 11,500 jobs in the wider economy

• The net economic benefits of reopening the airport could be up to £1.5 billion within the first three decades of operating

• Reopening the airport offers

the most favourable balance between economic cost and benefit and is the preferred option

A series of meetings have taken place between CDC and the current landowners, to acquire a lease of DSA.

In addition, the council will be making arrangements to source an operator to run and develop the site. This process would take several months to complete and aims to be concluded by Spring 2024.

Informally, the council began this process over the summer to run the airport if the lease is agreed. The market test showed that there was strong interest from multiple parties.

Part of these deliberations

will include discussions on costs associated with getting the airport reopened and operational again.

The report notes that the council has also been preparing a Compulsory Purchase Order (CPO) to regain the site as an option of last resort if a lease is not agreed. Any CPO process would require lease negotiations to have been fully explored and exhausted first before being able to progress with a CPO.

The extra-ordinary meeting has been called for September 20 where Cabinet will be asked to note the work to date and support the relevant approvals required to progress the programme

of works necessary to reopen our airport.

Mayor Ros Jones said: “Saving the airport is critically important for Doncaster and South Yorkshire. I know the amount of support there is in our city and across the region. I am looking forward to discussing progress to date with Cabinet members and hearing about next steps. I am hopeful that I will soon be able to share some good news about a lease agreement for the site. I know council staff have been working extremely hard since the announcement of the strategic review in July 2022 and indeed over the summer period to get us in as good a position as possible to have a fighting chance of saving our airport.”

Doncaster champions the power of kindness

Doncaster launches Choose Kindness on Saturday 23rd September a city-wide movement which champions the power of kindness and celebrates the rich diversity of our local people and communities.

The movement emphasises the power of kindness and how no matter how big or small, one kind act can impact significantly on everyone’s wellbeing, forging closer bonds among communities and enhancing Doncaster as a vibrant and welcoming city for all.

Individuals, schools, voluntary and community groups and businesses are invited to play their role in building on the community spirit there is in the city and the kind actions that have shone through in the toughest of times.

Choose Kindness will launch at Cusworth Hall on Saturday 23rd September as part of the premiere of Doncaster Stories, the latest project from award-winning documentary film maker and multimedia specialist Wayne Sables. Doncaster Stories will feature the faces and voices of more than 20 people sharing their own stories of life in Doncaster. The film will be projected onto the imposing facade of Cusworth Hall creating a striking visual experience for audiences. The evening will also feature local voices talking about what kindness means to them and there will also be opportunity to sign up to the Choose Kindness pledge on the Your Life Doncaster website.

Further Choose Kindness events and activities will be lined up in other communities across the city while the experiences and stories of residents will also be brought to life online via the Your Life Doncaster website

In association with Team Doncaster, Choose Kindness will also be a headline sponsor of Club Doncaster’s Heart of Doncaster Awards on Friday 27th October.

Councillor Rachael Blake, Cabinet Member for Equalities, said: “Having lived in Doncaster for 14 years, I am proud to call the city my home. One of the reasons for this is the people – the beating heart of our city. Doncaster wouldn’t be the place it is today without the contributions and experiences of our residents and our diverse communities.

“Every single one of us has a hugely important role to play in shaping the future of our city, making it stronger and more cohesive where inclusivity is championed and diversity is celebrated. This is where Choose Kindness comes in – it is a reminder, a prompt that we all have the power to make a difference to each other’s lives whether that’s a small gesture or getting involved in projects to support others and the environment we live in. Through Choose Kindness, we’ll also be championing the best of our city, its character, inclusivity and diversity while bringing people of all backgrounds together, recognising how much we all have in common than we realise.”

Cllr Blake added: “Members of the community have already been supporting Team Doncaster partners in the launch of Choose Kindness. Now we are inviting more residents, businesses and organisations to make the Choose Kindness pledge.”

100 soccer grounds in 100 hours - Chris’s driving ambition set to boost the master Cutler’s Challenge

Cancer survivor Chris Nicholson just loves a footie goal. Four years ago, in the midst of treatment for bowel and liver cancer, the intrepid dad of two decided to ‘distract himself’ from his illness with a gruelling charity challenge to visit 96 football clubs in just 96 hours.

He succeeded, raised £3,600 for Weston Park Cancer Charity and Bowel Cancer UK - and 20 months later, in January 2020, he got the all-clear from his condition.

But Chris isn’t resting on his laurels… On September 22, he’s heading back on the road with a bigger goal. He’s lined up 100 clubs on a 2,800-mile route that goes as far south as Plymouth and as far north as Ediunburgh - and aims to visit them all in just 100 hours.

Dad of two Chris, 47, of Gleadless Townend, who served 16 years as a Royal Mechanical Engineer, said: “Getting the all-clear from cancer after initially being told I had only a 15 per cent chance of surviving makes you determined to live life to the fullest and do what you can to help people.

“I am really looking forward to the challenge. The 96 In 96 was brilliant. As a football fan, getting to see all those clubs across the country was such an experience and we got tremendous support from clubs and fans alike. For the 100 In 100, we are just pushing ourselves that bit further.”

This time, the money Chris raises in sponsorship will go to the Master Cutler’s Challenge launched by this year’s head of the Hallamshire Company of Cutlers, Dame Julie Kenny DBE DL.

The annual Master Cutler’s Challenge has brought in over £1 million for local causes since launching in 2008.

Dame Julie is hoping to raise over £200,000 by September 30 for Wentworth Woodhouse, where she is chair of trustees.

The Grade I listed Georgian masterpiece in Rotherham was crumbling into ruin when her five-year campaign with SAVE led to its purchase for £7 million in 2017.

Challenge funds will go towards Wentworth Woodhouse Preservation Trust’s activities supporting low-income families, ethnic and minority groups and people with disabilities, including the creation of a Community Growing Garden where up to 20 local community groups will grow their own food.

Chris is aiming to raise around £3,600 and his Sheffield employers, Roxspur Measurement & Control

Ltd, part of TT Electronics PLC, are right behind him. In fact three colleagues , Tracey Hodge, Connor Smyth and Jo Trepczynska, plus Chris’s friends Robert Neal and Carl Randell-Eyre, will be sharing the driving with Christhroughout the 100 in 100 Challenge.

At 12pm on September 22 they will set off from Sheffield FC, the world’s oldest football club, and head for Hallam FC and Sheffield United FC.

They will then follow a figure-of-eight route around the UK to take in 96 more sports grounds. Chris aims to arrive back in the Steel City at Sheffield Wednesday’s Hillsborough stadium 100 hours later, around 12pm on September 26.

After a quick scrub up, it will be off to the Cutler’s Hall for a slap-up celebratory lunch with Dame Julie.

Roxspur Measurement & Control, which manufactures and supplies temperature, pressure, flow and level measurement products for aviation and the steel sector, including British Steel and Tata Steel, has illustrious local roots. Its original laboratory was owned by The Amalgams Company Limited, which was formed in 1908 by Harry Brearley, the inventor of stainless steel.

General manager Andy Roberts, who is helping Chris to organise the trip and find sponsors, said: “Chris joined the company as production manager in 2022. He’s a valued employee and we all love his positivity and go-getting personality

“The business is very strong on corporate social responsibility. Staff are very enthusiastic fundraisers and suggest a different charity to support each year.

“Chris suggested Dame Julie Kenny’s Master Cutler’s Challenge and we thought it sounded like a great initiative to support. We’ve already raised £800 thanks to staff talking part in a Tough Mudder Challenge and getting together to celebrate UK Pride 2023 and we’re behind Chris all the way.”

laTEsT UpdaTEs fROM THE MaYOR’s OffICE

Members of the South Yorkshire Mayoral Combined Authority’s Board have approved plans to deliver around £80m of projects across the region.

Over £15m of funding was granted to housing projects, including the conversion of Cannon Brewery to provide over 500 new homes in Sheffield and the retrofit of insulation to over 300 homes in Doncaster.

A £0.76m grant was made to improve active travel options along the Tinsley-Magna corridor between Sheffield and Rotherham, while £0.67m is being released for the Local Electric Vehicle Infrastructure (LEVI) Capability Fund, in advance of money being received from government to support the roll-out of charging infrastructure across all four South Yorkshire districts.

At its previous meeting in July, the Board agreed to formally wind down the Sheffield City Region Local Enterprise Partnership from September, and replace it with two new consultative boards.

Applications to the Business Advisory Board were made over the summer, with the first appointments now made. The first six appointments are: Louisa Harrison Walker representing the three South Yorkshire Chambers (Barnsley & Rotherham, Doncaster and Sheffield); Rachel Abbott representing the Cutlers, South Yorkshire International Trade Forum, Manufacturers Forum and Made In Sheffield; Dawn Huntrod representing MakeUK; Paula Gouldthorpe representing the

Federation of Small Businesses (FSB); Angela Foulkes representing the South Yorkshire Skills Advisory Board (SYSAB); and Liz Blackshaw representing the Northern Trade Union Congress.

Members were also updated on the latest plans for the Local Visitor Economy Partnership, South Yorkshire Music Hub and Local Nature Recovery Strategy. South Yorkshire’s Mayor, Oliver Coppard, has announced that £465k has been awarded to Doncaster Deaf Trust (DDT) to fund a recently developed project that will support people with Special Educational Needs and/ or Disabilities (SEND) into further learning and employment.

The project, called Aspire to Be, offers tailored, sector-specific training for those aged 16-60 with SEND. The project aims to build on personal skills and provide opportunities to increase confidence, self-esteem, self-development, and improve health and wellbeing as individuals are supported to achieve employment in various sectors, including:

• Hospitality

• Logistics/Driving

• Warehousing/ Distribution

• Retail

The training modules have been inclusively designed to aid support for those with limited abilities or anxieties, that would otherwise be excluded from or would not engage in an educational setting. In addition, the programme offers a clear focus on employment outcomes and non-accredited training within these

sectors as it prepares people for work and is tailored to ability and needs.

A 2022 survey from the Office of National Statistics showed that disabled people who were “limited a lot” were almost twice as likely to have no qualifications than non-disabled people (5.4% compared with 10.1% respectively).

Specialist support will be available throughout the programme that will include Accessibility to the Doncaster Deaf Trust specialist supports services such as BSL, Speech and Language Therapy, Occupational Therapy and a specialist

SEND Level 6 Careers Education Information Advice and Guidance Advisor.

Aspire to Be provides a range of activities aimed at SEND individuals, including:

• Employability – CV writing, application writing, interview support, independent travel and searching for jobs

South Yorkshire’s Mayor, Oliver Coppard, said:

the barriers they face, and build the life they want, offering compassion, respect, and care.” There are 1.4 million people in the UK classified as having a learning disability (Mencap 2019) and according to estimates, just 4.8% are currently in paid employment despite a willingness and ability to work. Statistics show East Midlands, which includes the South Yorkshire regions, having the lowest rate (BASE stats 2020/21).

Alexis Johnson, chief executive officer of Doncaster Deaf Trust, which manages Aspire to Be, said: “We are thrilled that Aspire to Be has been awarded a contract from SYMCA so we can deliver this innovative and muchneeded project providing specialist employability and employment outcomes to adults across South Yorkshire. The service is for adults who are Deaf/hearing impaired, neuro diverse or those who have any other communication difficulty helping to make a valuable difference to their lives by developing their skills and supporting them into work.

“Our Aspire to Be team really are experts in this field and have built a strong reputation for both supporting people with the challenges they face and working with employers to break down any barriers. We’re all really excited to start this new chapter for this project with this vital funding. We now really want to hear from individuals who think this programme may be right for them or professionals in the education and employment field in South Yorkshire who are aware of people who could benefit.”

A leading campaigner on mental health has urged Brits to take part in Sit With A Stranger Day. The concept is celebrated in the US every year on September 16 in the US. And Lynn Crilly, who is also a mental health counsellor, says the “kindness of strangers” can often be the perfect tonic for someone experiencing a life crisis. She said: “We often talk of the “kindness of strangers” - and there’s no doubt that, sometimes, the very best support can arrive from a place you least expect it. .”

Addressing the issues many people currently face in their lives, Lynn continued: “People have been living in a state of uncertainty ever since, with the economy, climate, war and the high interest rates, all compounding many of mental health issues people may have today. That’s why I hope lots of people show kindness and sit with a stranger for a few minutes on September 16.” Here Lynn shares five reasons why it can make a difference both to you, and the person sitting by your side.

It encourages us to reset the idea of ‘KINDNESS’. Kindness is much more than ‘a nice thing to do’ It plays a vital role in our overall well-being. Research has shown that kindness has a positive effect on both our mental and physical health –whether we are showing kindness, receiving kindness, or just watching kindness. It can help us to feel happier: When we experience kindness, a hormone

called dopamine is released in our brain which uplifts our mood.

Kindness improves relationships: We tend to gravitate towards people that show us kindness. This is mainly because kindness reduces the emotional distance between each other and helps us to feel more bonded.

Kindness is good for the heart: When we show kindness to one another it makes us feel all warm inside. Acts of kindness are often accompanied by a feeling of emotional warmth, which in turn produces the hormone oxytocin in the body. Oxytocin causes the release of a chemical called nitric oxide, which expands the blood vessels, reduces blood pressure, and protects the heart. Kindness slows ageing: Kindness has been proven to slow the ageing process. Research shows that oxytocin can reduce levels of free radicals and inflammation (two main culprits of ageing) in our cardiovascular system. And finally, kindness is contagious: When a stone is dropped into water it creates waves, acts of kindness of the same ripple effect. When we are kind, it inspires others to be kind, studies show that it creates a ripple effect. That spreads outwards, to friends, their friends, and their friends – that is a great three degrees of separation. So, when a person is kind to another it could positively affect up to 125 people. How cool is that?

THE swITCHOvER sCaMs

Criminals are exploiting the analogue to digital switchover to scam vulnerable residents who use health care telephony devices into giving out personal information such as bank details, councils are warning today.

Around 1.8 million people use the devices nationally, but services that rely on the old landline system are being switched over to new upgraded landline services using digital technology.

The Local Government Association, which represents councils, is concerned that the transition has created new opportunities for criminals to target vulnerable residents, for example using phishing emails, fake websites or phone calls to trick them into providing personal information.

It is warning scams could increase as the 2025 switchover date approaches, following a series of recent reports whereby criminals call residents with health care devices claiming they need to hand over bank details as part of the switchover, or they will be disconnected. The digital switchover is free and councils and home care alarm providers will never ask for personal or financial details over the phone.

Councils are already taking steps to crackdown

on switchover scams. The LGA is also calling on the Department for Science, Innovation and Technology (DSIT) to coordinate the multiple bodies involved with the switchover and support with raising awareness to ensure residents are prepared.

Cllr Heather Kidd, Chair of the LGA’s Safer and Stronger Communities Board, said: “We are very concerned by a rise in criminals taking advantage of the digital switchover to trick vulnerable residents into giving out personal information such as their bank details. As the digital switchover date approaches, sadly we fear that further cases will arise. Councils will always act swiftly with the police where any incidents are reported, but we also urge people to be vigilant and help to raise awareness of this crime. The digital switchover is free of charge and residents should be aware that councils and their home care alarm providers or contractors will never ask for personal or financial information over the phone.”

LeveLLing Up: AdeLphi CinemA in AtterCLiffe oUt to mArket

Plans to transform the unique Adelphi Cinema in Attercliffe are one step closer with the building now out to market.

Sheffield City Council acquired the former cinema earlier this year as part of the Attercliffe Levelling Up project and aims to develop the much-loved building into a vibrant and cultural hub, supporting the local community and wider.

The Council is now seeking occupiers to run the building as a mixed-use space – comprising of leisure, arts and music as well as supporting the health and wellbeing of residents.

The Grade II listed building provides the opportunity to create a cultural space in the area and breath life back into Attercliffe High Street.

As well as the purchase of the building, the Levelling Up funding is being used to carry out building works to bring it up to an occupiable state.

All interested parties will need to submit their proposal by December 8th, 2023. Following this, the Council

will shortlist a number of operators and request a more detailed proposal from the successful parties.

Cllr Ben Miskell, Chair of the Transport, Regeneration and Climate Policy Committee, said:

“We’re thrilled to announce the Adelphi Cinema building in Attercliffe is now on the market and we’re eager to hear from interested parties.

The building forms one part of our ambitious plans for the area which will all come together to breathe new life into the community.

“For many years Attercliffe High Street has been in decline and it is fantastic to see projects such as this coming forward to breathe new life into the High Street for the benefit of local residents. It will provide a muchneeded, and I’m sure much-welcomed, local facility and also serves to reuse a popular historic building in the city.

“As a Council we are committed to changing perceptions of Attercliffe and injecting new life and a sense of pride back into the area. I look forward to

seeing the positive changes that are sure to come from this project.”

In October 2021, Sheffield City Council successfully bid for Levelling Up funding for two projects: Attercliffe and Gateway to Sheffield. The city was awarded £37m, with £17m allocated to Attercliffe and the other £20m to Gateway to Sheffield – encompassing the Castlegate site.

The £17m focuses on joining up investment in employment, travel and quality of life to strengthen the sense of community, create a welcoming environment and transform the perceptions of Attercliffe. As well as the transformation of the Adelphi building, the proposals also focus on the Centre for Child Health Technology at the Sheffield Olympic Legacy Park which sees Sheffield City Council working in partnership with Sheffield Children’s NHS Foundation Trust, Scarborough Group International and the South Yorkshire Mayoral Combined Authority, to create the world’s most advanced and integrated

healthcare system for children.

In addition, the funding will be used to contribute to improving connectivity in the area, including creating better connections between Attercliffe High Street and the Sheffield Olympic Legacy Park, a new cycle hub at Sheffield Olympic Legacy Park and improvements to streets to make them more welcoming. STOPPAGE TIME CRUELTY FOR BLADES
