plans approved for south yorkshire investment Returning Supertram to public ownership, a new partnership with Homes England and greater infrastructure investment in South Yorkshire were discussed at a meeting of the South Yorkshire Mayoral Combined Authority Board last week. Members approved the business plan for a new wholly-owned, arms-length company, South Yorkshire Future Trams Limited, which will run the concession from March 2024. This includes investment in restoring and renewing the tram’s

infrastructure such as power lines and track, and the renewal of the trams themselves. Taken together, the three decisions will provide greater strategic investment to improve the economy and infrastructure in South Yorkshire. South Yorkshire’s Mayor, Oliver Coppard, said: “We’ve always owned the tram, but for most of the last thirty years it’s been managed and run by Stagecoach. Bringing the tram back into public control is a down-payment on our ambitions for

a different type of transport network in South Yorkshire; one that puts the needs of our communities first. “It does come with risks, but it is the right thing to do, because if we want to build a bigger, better economy, to make sure people have the opportunity to move about our region quickly and cheaply, to take traffic off our roads, then we need an effective, efficient mass transit network. Members approved plans to enter into a Memorandum of Understanding with

the South Yorkshire Pension Authority to increase investment in the region, which will support existing business and new businesses. They also agreed in principle to enter into a Strategic Place Partnership with Homes England, which will attract further Government and private sector investment to build more homes. “If we want a bigger, better economy we need more long-term investment into South Yorkshire. I promised to work with South Yorkshire Pensions

Authority to invest more of their money here in our region, and I’m pleased to say I’ve kept that promise,” continued Mayor Coppard. But we also need investment in the bricks and mortar of our communities, so today we have also agreed to enter into a strategic place partnership with Homes England. That means we’ll be at the heart of how decisions are made in the critical area of housing for our region.” The South Yorkshire Mayoral Combined Authority

WORK TO BRING FIRST ELECTRIC BUSES TO SOUTH YORKSHIRE BEGINS Work has started at a depot to bring the first fleet of zero emission electric buses to South Yorkshire as part of a partnership between Stagecoach and SYMCA. Electrification work has begun at the Rawmarsh depot ahead of the arrival of the first fleet of 23 zero emission electric buses to arrive in the region. The brand-new electric Yutong buses will be introduced on the region’s bus network in the spring and will feature on the 22x and 221 routes which connect the Dearne Valley across Rotherham, Barnsley and Doncaster. The project is part of South Yorkshire’s first successful bid for Zero Emission Bus Regional Area funding (ZEBRA) from the Department for Transport (DfT) in partnership with South Yorkshire Mayoral Combined Authority (SYMCA) and Stagecoach. DfT contributed £8,351,721 as part of our winning ZEBRA bid and SYMCA also contributed £2,683,051 of their City Region Sustainable Transport Settlement (CRSTS) provided by Government. The infrastructure needed to charge and maintain the electric buses also reflects a major £2.5 million investment in the Rawmarsh depot based in Rotherham. The contractor, EO, will install the 23 output chargers as well as two mobile workshop chargers at the depot which will facilitate the running of the zero-emission fleet. South Yorkshire’s Mayor, Oliver Coppard, said: “We think around 200,000 people in South Yorkshire live in areas vulnerable to air pollution, and 1 in 20 deaths here are related to poor air quality. That’s a challenge we simply have to address, and why we need to get cleaner, greener vehicles of all sorts on our roads. “To meet that goal we’ve funded electric bus projects that are underway across the region as part of the Zebra1 project and we also have a second bid

for ‘Zebra 2’ funding submitted to the Department for Transport with Stagecoach and First. “Not only will they help improve public transport in South Yorkshire, they’ll make a real contribution to us hitting our net zero goals, and making South Yorkshire’s air cleaner. “ Stagecoach Yorkshire Managing Director Matt Kitchin commented that the work at Rawmarsh: "marks a huge step towards the future of sustainable travel in South Yorkshire as we await the arrival of the new buses. “Sustainable forms of public transport are key to reducing congestion and improving air quality across the region and we look forward to these state-ofthe-art vehicles encouraging more people to make the switch to bus travel as well as making local air cleaner for all our futures”. The buses will feature a bespoke livery and will be fitted with full electric air conditioning and a bespoke premium passenger saloon for enhanced passenger comfort. A total of 27 electric buses will be rolled out across South Yorkshire as part of the first stage of ZEBRA, including a further four electric buses in Sheffield.

Tramlines festival to pay more to stay at park Sheffield’s Tramlines music festival has struck a deal to stay at its current home for another five years according to BBC reports. The award-winning event has brought stars such as Lewis Capaldi, Noel Gallagher and Sam Fender to Hillsborough Park. However, organisers will face an increased bill for use of the green space, Sheffield City Council papers show. The agreement between the council and

organisers was reviewed after torrential rain damaged the park at last year’s festival. Months of repair work was needed after 7in (18cm) of rain deluged the event’s final day, attended by 40,000 people, during the city’s wettest July on record. Grassed areas of the park had to be fenced off as experts in sports pitch renovation worked on the repairs and the council had warned the situation could not “be repeated in future years”. Tramlines Events Limited

(TEL), which runs the festival, has agreed to pay Sheffield City Council an increased fee to stage the next five events at the council-managed park, a committee meeting will hear next week. However, the exact amount was not being made public as it was deemed commercially sensitive information, according to the Local Democracy Reporting Service. The last published fee paid by TEL for hire of Hillsborough Park was £33,500 in 2021.

A report going before the council’s Charity Trustee Sub-Committee next week said TEL had asked for a portion of its fee to be earmarked for the Hillsborough Park Charity, which funds the upkeep of the green space. It said: “The current licence agreement has been in place since 2018 and following a review that started in 2022, coupled with the issues experienced following adverse weather in 2023, a comprehensive review of this licence agreement

has taken place.” This included “ensuring there is clear agreement on how the park will be protected”, it said. Tramlines will also donate £500 to help volunteers continue “their valuable work in the park”. The report said that since 2018, Tramlines

has raised more than £210,000 for local Sheffield charities, donated more than 500 free tickets to key workers, charities and carers, hosted 68 work placements for local university students and offered 226 paid local emerging artists slots.

cat & owner re-united winter driving guidance bills - money-saving tips Oscar, a cat from Sheffield who went missing in a snowstorm over three years ago much to the heartbreak of his owners, has been reunited with his family thanks to his microchip. Oscar disappeared in January 2020, when it snowed heavily unexpectedly and he got caught out in it. His owner, Katie Salt, 39, from Sheffield, knew something was wrong within a few hours after he didn’t return home. Katie and her family contacted neighbours in the immediate vicinity, who checked their CCTV, outhouses, and gardens, and put posters up in the area and on social media across various community pages. As well as reporting him as missing to Petlog, who Oscar is microchipped with, and checking her contact details were upto-date, Katie contacted animal rescues, cat shelters and vets. “I had more phone calls and messages than I could count from strangers wondering if a cat they had seen was him – but none were,” added Katie. “We eventually concluded he must have died during the snowstorm.” Then, three years since Oscar went missing, Katie received a phone call from a vet saying they had Oscar, and that he had been living in a garden about six miles away from home. “They immediately phoned me and I collected him within the hour.” Now safely in back home, Oscar is settling back in and has recovered from surgery. Katie advised other pet owners: “Please keep your microchip details up to date, with alternative phone numbers as well

as your own. Get them a collar with a tag stating they are chipped and also with your phone number.” Bill Lambert, spokesperson for Petlog, commented: “We’re so pleased that Oscar and Katie have been reunited. Their story shows just how important it is for owners to chip their pets, keep their contact details up-to-date with their microchip database, and to hold out hope no matter how much time has passed. Cat owners should also be aware that the Government have announced microchipping will become a legal requirement for cats in England from June 2024. Amid the heartbreak of losing a pet, owners could also face fines if their cats are not microchipped – so it is really important to get your pet chipped before June, and don’t leave it until the last minute.” A microchip is the size of a grain of rice which is inserted under the skin at the back of an animal’s neck. It permanently identifies pets and connects them with an owner’s contact details, which are held on a database, like Petlog, enabling vets, local authorities and animal charities to scan the chip and match it to the owner’s details to reunite stolen, lost and found pets. Currently, it is a legal requirement for all dogs to be microchipped in England, Northern Ireland, Wales and Scotland. With temperatures set to drop below freezing this week, road safety teams are urging drivers to make sure they are prepared for the cold weather. A yellow Weather-Health Alert for Yorkshire is currently in place until next Thursday (18 January) with sharp frosts expected as well as an increased risk of snow and ice. Road users are being advised to act now to reduce the impact of adverse weather on travel plans and make themselves as safe as possible in challenging conditions. South Yorkshire Safer Roads Partnership (SYSRP) said: “In icy or snowy weather we advise that you do not travel unless your journey is essential. If you do decide to travel, make sure you are prepared, take extra care and allow more time for your journey. No-one sets out to breakdown or get stuck in very cold, potentially snowy conditions but please don’t underestimate the severity of the situation and put yourself danger.” The Partnership is advising drivers to keep an emergency kit within their vehicle which includes a blanket, gloves, warm clothing, waterproof boots, a first aid kit, de-icer, ice scraper and a power bank to keep phones charged. “It’s also vital that before travelling, you carry out winter checks on your vehicle and continue to do these checks on a regular basis,” added the spokeswoman.“This includes checking that all your lights are working and that your tyres are in good condition. Does the heater work and clear the front screen? It’s important, and a legal requirement, that all your windows are clear of snow, ice and mist. If you’ve got air conditioning, does it work? Air con isn’t just for the summer months – it’s designed to help stop

condensation build upside the car and it clears the screens quicker. All these checks will help to keep you safe on the road in freezing conditions, and we have a full checklist on our website to help to get you ready.” Tips for winter driving and riding: • Before setting off, check the news and weather to see if there is anything that may affect your journey - adverse weather, traffic reports or road closures. Bear in mind that weather conditions may be different at your destination. • Ensure your vehicle is roadworthy. Check that all your lights are working and that your tyres are in good condition. • Before you pull away ensure that all your windows are clear of ice and snow. Make sure that your windows and mirrors are demisted thoroughly. Remove excess snow and ice from your roof and bonnet which could fall into the path of other road users. • Be extra vigilant in rainy or snowy weather, or if the road is icy. Always drive at a speed which is appropriate to the road conditions, driving in as high a gear as possible, accelerating and braking very gently. Stopping distances can be up to ten times greater in icy conditions. • Look out for motorcyclists and pedal cyclists who may have to swerve suddenly to avoid ice patches or other obstructions. Give gritter lorries plenty of room to operate if they are spreading salt and pass them with care if you are overtaking them. • In urban areas take extra care when manoeuvring around parked vehicles and when approaching pedestrian crossings and junctions. On rural routes drive with care when approaching bends and for unexpected hazards.

A letter to the government from the Council: Dear Secretary of State Banning the sale of singleuse disposable vapes I am writing to you on behalf of Sheffield City Council regarding single use (‘disposable’) vapes and calling on your government to ban the sale of these products. This follows a motion passed in the December 2023 Council meeting. We join many other concerned local authorities, along with health and environmental organisations across the country, who rightly recognise the impact these devices are having on the environment and the wellbeing of our children. We recognise that there is significant evidence that vapes are an effective and important smoking cessation aid for adults. Locally, we have introduced vapes as part of our Stop Smoking Service offer, which has contributed to large increases in referrals and four-week quits. We have also seen the rapid increase in rates of vape use among young people. This is driven by the availability and attractiveness of disposable vapes to this vulnerable group. We do not want to see a new generation of children addicted to nicotine through a habit that funds the tobacco industry profits and harms

their health. Vaping and nicotine addiction is causing significant disruption to daily school life, including reduced attendance and poor levels of concentration. Peer pressure is driving more children to experiment with vapes. We also know some are targeted by dealers and criminal gangs and recruited to sell vapes infused with spice, THC and other substances within the school, raising serious clinical and child safeguarding issues. All this is leading to an increase in school exclusions, some children being hospitalised, both with attendant consequences. The environmental risks posed by disposable vapes are significant. Around 5 million vapes are thrown away each week in the UK, a large source of litter on our streets. This also represents a huge waste of critical elements needed for the clean energy transition, in addition to. hazardous chemicals leaching into the soil and water. We recognise the difficult balance that needs to be struck between protecting children and the environment, and the increased pressure that additional regulation can place on organisations responsible for enforcement.
