Sheffield City Council started a public consultation last week about the possible introduction of a city centre Public Spaces Protection Order (PSPO). A draft PSPO will form part of the consultation and would include restrictions around drinking alcohol on the streets, begging, loitering and drug use. Councillors gave their approval at the end of January to press forward with the consultation to get the views of the public and the city’s stakeholders, in response to a committee report that outlined the evidence which suggests that a PSPO is needed to address anti-social behaviour. The draft boundaries are outlined in the survey and show what areas a potential

The consultation is running until Monday 25th March, and everyone is invited to have their say at: haveyoursay.sheffield.gov. uk/proposed-city-centrepspo Those who would like to complete the survey offline can contact asb@ sheffield.gov.uk for a copy and instructions on how to return it. “This stage of the process is about asking people what they think, whether they think we need a PSPO in the city or whether we don’t. They can tell us what parts of the PSPO they like or don’t like, and they can make suggestions about what the Council should do to make sure we get this right for Sheffield. That’s the most important thing here, that we listen, take feedback and we make the right decision based on the consultation results. We hope that people take the time to have their say on this so that we get a broad range of views and suggestions.” Public Spaces Protection Order (PSPO) provides additional powers for enforcement agencies to deal with a particular nuisance or problem

in a specific area that is detrimental to the local community’s quality of life, by imposing conditions on the use of that area which apply to everyone. They are intended to help ensure that people can use and enjoy public spaces, safe from anti-social behaviour. The Anti-social Behaviour, Crime and Policing Act 2014 provides police and local authorities with a number of enforcement tools and powers to address anti-social behaviour and these powers are used, where appropriate, but are limited to tackling the behaviour of identified individuals, businesses, or organisations. A PSPO is largely aimed at tackling behaviours from a group or an individual and must meet the following legal ‘test’ for intervention from

enforcement agencies within a PSPO area: • have, or be likely to have, a detrimental effect on the quality of life of those in the locality; • is, or is likely to be, persistent or continuing in nature; • is, or is likely to be, unreasonable; and • justifies the restrictions imposed. The restrictions for a PSPO can either apply to everyone at all times, or target specific behaviours at certain times. Wherever a PSPO is in place, special care must be made to ensure a PSPO doesn’t disproportionately affect vulnerable members of the community and they should not be used to target a specific group or individual.

A multi-million-pound investment to fund significant refurbishment at The Dome has taken a step forward, having been approved by City of Doncaster Council’s Cabinet last week (7 February). The £14.4 million will enable a revamp of the muchloved lagoons, and entrance area, as well as adding to the features of the popular building. This follows the announcement of The Dome as a Grade II Listed Building last year. Doncaster Dome has been well visited by families from across the region since the venue opened in 1989. Over the years, investment has continued to keep it fit for

purpose, but the building still needs more investment, so this is much more about modernising the venue to service future generations to come. Cllr Nigel Ball, Cabinet Member for Public Health, said: “Our culture and leisure centres are key to supporting the health and wellbeing of residents in Doncaster. “I am delighted with the refurbishment plans and our dedication as a council to continue to champion tourist attractions, and community hubs like the Dome. This investment in leisure is vital and is a testament to our dedication to health and leisure at a time where other councils are closing venues.”

Chief Executive of Doncaster Culture and Leisure Trust, Michael Hart, said: “We are thrilled that the City of Doncaster Council’s cabinet approved the funding for the refurbishment of the Lagoons at Doncaster Dome.” This much needed investment in the venue will see the Lagoons area closed for up to a year. During the closure of the lagoons the ice rink, gym and other services provided at the Dome will be open while leisure swimming will be available through other pool venues across the city, Doncaster Culture Leisure Trust will be programming sessions to minimise disruption. These plans support City of Doncaster Council’s continued development of the culture and leisure offer across the city and add to the four-year programme of significant capital investment (£18M) to its leisure facility stock which began in 2020. The investment forms part of the draft budget proposals which are subject to approval at the full council meeting on 26 February 2024.

new roads partnership youth investment grant getting a bad night’s sleep? With snow forecast in some areas this week, National Highways and the Met Office are building on their unique partnership to help inform motorists about the latest conditions on the roads. For several years, Met Office meteorologists have been based at the NTOC National Traffic Operations Centre between October and April to provide daily weather forecasts to National Highways staff and public weather warnings. Now there are even closer links being developed with the meteorologists providing weather forecasts for specific operational projects such as when abnormal loads are being transported somewhere on the network. Ryan Biggerstaff of National Highways said: “We have benefitted for several years from the expertise that our Met Office colleagues bring each day across what tends to be the worse period of the year for extremes of weather. Developing that so their knowledge and experience helps plan specific operations is a positive step forward and even help us to decide if we are able to go ahead with planned works if the forecast in that part of the country is expected to be poor.” The Met Office have three meteorologists based at NTOC between October and April. Mike Bench, Senior Meteorologist at the Met Office, said: “We provide national forecasts and alerts as required, and a new dimension to our work this winter is to offer extra assistance for specific operations such as the example with the abnormal loads. Working in the same office gives us an opportunity to

live and breathe what is happening. We get first hand to hear it and see the real pinch points are. It is particularly effective when we have floods or snow impacting on the network to be able to inform and engage with National Highways colleagues.” A typical day for the Met Office forecasters is to start at 6am alongside the National Network Manager and National Incident Liaison Officer team to see if anything significant is being impacted by the weather. They then provide a national tenday forecast covering each region of National Highways and take part in teleconference providing feedback and forecasts for key structures like the QEII Bridge at Dartford, Orwell Bridge near Ipswich or the Severn Crossing connecting England and Wales. There is then a further conference call with the chief forecaster at the Met Office and national responders to discuss any weather warnings which might be needed. This could be if there is the risk of flooding or snow somewhere on the network, and updates are then provided to National Highways’ severe weather information service. Mike added: “We are always looking to the future, taking part in work to update the national forecast which we give to the regions and how we can refine it to help National Highways keep road users safe and the country moving.” National Highways reminds motorists of its TRIP acronym for journeys on the network: Top-up: oil, water and screenwash; Rest: every two hours; Inspect: lights and tyres; Prepare: check the latest weather forecasts.

Sheffield City Council has been awarded a Youth Investment Fund Refurbishment Grant to renovate youth provision for young people across the region. The Department for Culture, Media and Sport and Social Investment Business have announced that 140 youth projects across England are to be awarded funding to create new opportunities for young people. Six sites in Sheffield will benefit from the scheme that will transform access to new social experiences, health, wellbeing, skills, and opportunities for young people. The Council has been awarded more than £2.5M to renovate or refurbish Stocksbridge Youth Centre, All Saints Youth Club, Tinsley Youth Club, Osgathorpe Youth Club, Woodthorpe Youth Club and Millan Centre. These improvements will range from small refurbishments of the buildings to larger-scale renovation works on two of the centres. This will also include environmental improvements that will both reduce carbon usage and reduce running costs for the buildings. Cllr Richard Williams of Sheffield City Council, said: “This is a fantastic opportunity to prioritise the needs of young residents in our city. We want all children and young people in Sheffield to feel safe, secure and to have strong support networks which includes modern facilities. We want them to feel like they belong, and for them to have the opportunities to get involved in the things that matter to them. This money will enable us to deliver the safe, creative and ambitious youth services needed in Sheffield to allow our next generation to thrive and to create a more equal society for our future generations.” The Youth Investment Fund forms part of

This next round of funding from the Youth Investment Fund will help nearly 20,000 more young people achieve this goal. We have now committed to building or refurbishing over 220 projects in some of the country’s most underserved areas, creating more opportunities for young people to gain the skills needed to succeed in life and stopping them from falling through the cracks.” Once completed the Youth Investment Fund will fund the building or renovation of 300 youth services and will increase the number of regular positive activities undertaken by young people in the targeted areas by 45,000 per year, by 2026/27.

Clinical Nutritionist and Coach Emily Wood, has revealed the reasons as to why we get a bad night’s sleep. Prioritising everything over sleep: Across our life the amount of sleep and when we want to sleep changes, but often socialising, working, or getting in an hour to ourselves can push our sleep routine to the edge and nearly to extinction. Despite the growing evidence that sleep really is the ultimate self-care ritual, often one of the main reasons we get a bad night’s sleep is because we just don’t think we need to prioritise it. Stress and Anxiety: Racing thoughts and shallow breathing can prevent our body from moving into a restful physiological state. Chronic stress and anxiety are known to negatively impact sleep. The UK Mental Health Foundation found that high-stress levels are associated with difficulties in falling and staying asleep. The body’s stress response can release cortisol (a stress hormone), which can interfere with our sleep-wake cycle. Cortisol is a key factor that can impact people when trying to achieve a healthy sleep routine, affecting their insulin response and sometimes impacting their weight goals. Poor Sleep Hygiene: Sleep hygiene is the routine we have around our sleeping window. Irregular sleep patterns,

excessive use of electronic devices before bedtime, and an uncomfortable sleep environment (for example the room being too hot) can disrupt our circadian rhythm. These can all make it harder to wind down, stopping us from having restful sleep. Sometimes when working from home or studying it can be easy to snuggle back up in bed during our work day. This can lead to us associating that environment with activities other than sleep often meaning we feel less at rest in that space. Caffeine and Alcohol Intake: Caffeine is a stimulant that can interfere with sleep. Consuming caffeinated beverages like tea, coffee, or energy drinks, especially in the evening, can disrupt the body’s ability to wind down and transition into sleep. Similarly, alcohol can act in a sedative manner to initiate drowsiness but actually reduces the quality of our sleep and can cause restlessness throughout the night. Medical Conditions: Conditions such as sleep apnoea, insomnia, and chronic pain are all medical conditions that can significantly alter our sleep quality. Identifying and treating these underlying conditions is crucial for improving sleep for those living with these conditions.

The UK’s biggest cat charity Cats Protection has again welcomed the Pet Abduction Bill after it cleared another hurdle through parliament. The Bill – proposed by Anna Firth MP – will give cats and their owners greater protection in law and help prevent pet theft. Annabel Berdy, Senior Advocacy & Government Relations Officer for Cats Protection said: “This proposed law is a desperately needed safety net for the nation’s pets, helping to stamp out the criminals who prey on much-loved animals. Pet abduction is a particularly nasty crime, often leaving owners in permanent limbo about the fate of their pets and putting the animals themselves at high risk of mistreatment. Currently, the theft of an animal is regarded in law as being level with the theft of a mobile phone – and that is clearly not the case. Pets are not merely property – they are sentient beings, capable of suffering pain and fear, and are utterly irreplaceable to their owners. A new and specific offence will also enable police to build an accurate picture of pet theft across England and Northern Ireland by requiring a specific log, as opposed to the current

situation where pet theft is recorded as property theft.” The charity added that the new law would help tackle the backstreet market in purebred cats and kittens, driven by a growing demand for pedigrees. Annabel said: “More than 40 per cent of all cats obtained in the last 12 months were pedigree, and criminals will no doubt capitalise on this demand. They may target pedigree cats for onward sale, or – if they’re unneutered – keep them as breeding animals to produce litter after litter of kittens to sell. We’re hugely encouraged to see the Pet Abduction Bill making such swift progress through parliament and will be working tirelessly with other animal charities and politicians to push it forwards. We cannot let this important opportunity to protect pets and owners slip through our hands.” Cats Protection is the UK’s leading cat welfare charity and has helped an average of 157,000 cats and kittens a year over the last five years through its national network which includes around 210 volunteer-run branches and 34 centres.

Governments urged to use six-month anniversary of demolition to strengthen pub protection The Campaign for Real Ale (CAMRA) is marking the six-month anniversary of the demolition of the Crooked House pub in Himley, Staffordshire by calling on government ministers to commit to extra protections for pubs to avoid them being illegally converted or demolished. The call for protection is particularly relevant to Sheffield after Now Then Magazine published an investigation this month in to Sheffield Council’s behaviour in the demolition of the historic Market Tavern in the City’s Castlegate area. The consumer organisation, which last week met with Levelling Up minister Lee Rowley MP to discuss protecting the nation’s pubs, wants more enforcement powers for local councils in England to stop pubs being illegally converted

or demolished – including the ability for councils to force demolished locals to be rebuilt brick by brick. In England, changing the use of a pub or demolishing one requires planning permission – but figures compiled by CAMRA showed that last year up to a third of closures and demolitions may be happening without the required planning permission. The Campaign is also calling for similar protections for pubs in the planning system in Wales which don’t currently exist, and for a tightening of loopholes in Scotland to prevent pubs being allowed to be demolished without planning permission. CAMRA also produces a range of pub-saving guides offering advice for individuals and community groups looking to save their pub from conversion or demolition and is working with the West Midlands

Combined Authority (WMCA) and Mayor Andy Street to list heritage pubs in that region to offer them better protections. CAMRA’s pub saving guides are available at Save your local pub – CAMRA – Campaign for Real Ale Commenting on the six-month anniversary since the fire and subsequent demolition of the Crooked House pub, CAMRA’s National Chairman Nik Antona said: “Six months on, this national scandal rightly still angers people up and down the country. Our pubs are at the heart of community life across the UK and must be protected as a vital part of our social fabric. “Local people deserve to have a chance, through the planning system, to save their local pub from demolition or conversion to another use. Where this is done illegally, it is vital that local

authorities have the powers and resources to force buildings back into use as pubs – or for them to be rebuilt brick by brick if they have been knocked down. “That’s why on this anniversary we are renewing calls for

governments in Westminster, Cardiff and Edinburgh to commit to improving planning protection laws and to make sure local authority planning departments are equipped to stop pubs

being illegally converted or demolished without permission. Otherwise, we risk seeing more beloved locals across the UK being illegally taken away from the communities they serve.”
