A plan to drive forward the Heritage Strategy for Sheffield is to be considered. In 2021, the Joined Up Sheffield Heritage Strategy was launched by grass roots heritage organisations across the city, supported by the University of Sheffield. It set out its vision for the future, and for Sheffield to celebrate its heritage, champion its diversity, and exploit the economic potential and educational value of heritage, over the next ten years. In a Strategy and Resources Committee meeting on Wednesday 21 February 2024, councillors will be asked to formally adopt the strategy and recognise the importance of heritage in making Sheffield a flourishing city. They will also be asked

and setting out a clear plan for the Council to help carry it out, we will not only champion Sheffield’s heritage, but show our commitment to protecting it too.” Working with the Heritage Partnership Board, the Council has developed the Heritage Strategy Action Plan, which sets out priority areas for the Council. As well as finding ways to safeguard Sheffield’s heritage, key themes in the plan also include realising the economic potential heritage has on the city. The heritage sector currently supports over 500,000 jobs nationally and contributes £36bn to the UK economy. Plans aim to maximise this potential and use heritage to grow Sheffield’s visitor economy, create jobs and

attract investment. This will be done by developing the city’s profile with national heritage and funding bodies, as well as by improving engagement with local businesses and ramping up educational efforts around the subject. Councillor Janet Ridler, Heritage Champion for Sheffield City Council, said: “We recognise that the importance of heritage for our city is in its social, environmental, educational and well-being benefits and its economic potential. “The aim of the Heritage Strategy is to preserve and protect our city’s heritage, placing heritage at the heart of council decision making, and also to look forward, invigorating interest and development for the people of Sheffield today.”

If adopted, the new action plan will set out a way forward for Sheffield City Council to fulfil its role and allow the people of Sheffield to further benefit from the opportunities which heritage offers. This work also supports the ambitions of the Sheffield City Goals, which proposes a city ‘Where all our voices are heard equally, and we feel the respect and celebration of each other’s histories, heritage and cultures across our city’. By understanding the city’s vast heritage, communities will also be able to celebrate our diverse city and make different cultures more visible, which has been set out as a recommendation by the Race Equality Commission.

Family-friendly Budget moves one step closer Baby Packs The Council is poised to invest £360,000 through the provision of Baby Packs that will be universally available for all families with a new baby who live in Rotherham. At a meeting on Monday 12 February, the Council’s 2024/25 Budget moved a step closer after it was approved by Cabinet. The Council has put family-friendly measures at the heart of this year’s Budget proposals, including Baby Packs. On average, there are 2,740 babies born each year in Rotherham who will benefit from this investment proposal, ensuring that every new child’s family has access to essential items right from the beginning of the child’s life. Registering for the packs will also help parents to access a range of support and advice services provided by the Council’s Early Help service. High quality items will be included in the Baby Packs, promoting positive parent and child interaction and safety, helping to improve outcomes for the child and family. The final makeup of the packs will be determined during the procurement process, but it is thought that these will include items such as: muslin cloths, baby grows, and a travel changing mat, teething rings, sensory toys, and child thermometers. Information will be included in the Baby Packs to help give Rotherham children the best start in life, such as oral health, safe sleeping, infant feeding, accident prevention, parenting and perinatal support. Councillor Victoria Cusworth, Cabinet Member for Children and Young People, said: “Providing all

children with the best start in life means starting from the beginning, and sadly too many children in Rotherham are going without some of the basics. That’s why I’m so pleased that we are going to be able to support new parents with these products, as well as ensuring that they get timely help and support from our local services. By making parenting a little easier and giving families the extra little bit of help, we can help to set all our children up for the best start in life.” Cabinet agreed to invest across a range of other areas including more funding for youth work, Children’s Centres and upgrades to playgrounds. An additional £370,000 is set to be invested to enhance Youth Work and Early Help services. This includes employing additional staff, so that hundreds more sessions can be provided for families. More than £900,000 has been allocated to upgrade eight children’s play areas, including those

at Thrybergh and Rother Valley Country Parks. In addition to this, the Water Splash at Clifton Park will benefit from investment to the tune of £900,000, so that works can be carried out to revamp the site. Cabinet agreed to a number of investments to respond to the needs of our local communities. This includes funding for road and pavement improvements, upgrades to streetlighting, local road safety schemes, as well as additional funding to deliver flood defences. For the fifth successive year, Cabinet agreed to a Council Tax increase below the Government’s referendum cap threshold. The proposed increase of 1.5% on basic Council Tax, plus a further 2% on the government’s Adult Social Care Levy is expected to be the lowest overall percentage increase of any Council with social care responsibilities in the Yorkshire region. For the majority of Rotherham households, the increase amounts to an extra 79p per week.

But on March 22 there will be a chance to make that sporting dream come true as the Sheffield Wednesday Community programme joins up with South Yorkshire youth homelessness charity Roundabout for the Night Owls Sleep Over. The event will provide a thrilling experience for both families and Sheffield Wednesday fans. Starting at 8pm on the Friday and going on all the way through to 7am the following morning, there will be a host of fun activities as well as exclusive access to the celebrated football stadium, with an immersive tour of the grounds and a unique chance to explore the historic nooks and crannies that make Hillsborough Stadium legendary. More importantly, participants will be supporting Roundabout and all the money they raise through sponsorship will help vulnerable young people who are at risk of becoming homeless. “The annual Roundabout Sleep Out has always been one of our most popular annual events and we have been asked so many times if there was a version the

whole family could support,” said Roundabout Fundraising Manager Emily Bush. “Now, thanks to the support of the team at Sheffield Wednesday we can introduce the Night Owls Sleep Over, an event we believe will prove very popular with families who support Roundabout and also with football fans looking for a new way to enjoy their favourite sporting venue. “In a totally safe and family friendly atmosphere, we will be asking our supporters to brave what could still be a cold night, swapping beds for sleeping bags on the floor of the concourse in

the famous stadium. diabetes study goes live bump, birth and beyond are you a lottery winner? Graves Health and Sports Centre will be taking part in a groundbreaking new Diabetes and Peripheral Neuropathy study by Sheffield Teaching Hospital, Community Wellness Services and the NHS Foundation Trust set to enhance diabetes care within Sheffield. There are over 37,500 people living with diabetes in Sheffield alone, which is a condition that can lead to serious complications if not managed well, such as sight loss, amputation, kidney failure and stroke. At Graves Health and Sports Centre community healthcare sits alongside community leisure and sport. The £16M centre is home to onsite clinical facilities and health professionals, including Community Wellness Services and the NCSEM (National Centre for Sport and Exercise Medicine) who will also be supporting the programme. Over 150 classes will be delivered over the course of the year at Graves Health and Sports Centre and Thorncliffe Leisure Centre, with around 80 participants taking part to combat the condition and improve their cardiovascular health by ‘moving more’. David Birds, Managing Director at Community Wellness Services Group explains more, “As part of the specialist programme participants will receive bespoke one to one personal training from a Level 4 endocrine professional against agreed measures by the Department of Health, who set recommendations of what people with the condition should be achieving to improve mood and reduce blood pressure and glucose

levels. We know that people with diabetes are more at risk of developing cardiovascular disease. It’s therefore extremely important to maintain a healthy heart to improve circulation and reduce associated complications, so we are excited to be delivering this Study within these accessible and nonclinical venues.” Michael Dulku, Contract Manager for Places Leisure adds, ““This is the first trial of the specialist intervention and the first of its kind within a leisure centre environment so we are delighted to be partnering together to offer this programme to our community in Sheffield. A new service to provide family support in pregnancy and early years is being piloted in key communities across South Yorkshire. The Bump, Birth and Beyond service will be run by children’s charity Barnardo’s, in partnership with the NHS South Yorkshire Integrated Care Board (ICB), family hubs and local community organisations, with a focus on a whole family approach around bump and baby. Specialist practitioners from the charity will provide support on a wide range of issues, including preparation for birth, support around sleep, feeding and weaning, emotional wellbeing for mums and parents, as well as parenting courses and health awareness. The team will also work with families around issues they may be facing such as housing and debt management, supporting them to receive help from other specialist services in these areas. Working closely with local midwives and health visiting teams, the service launches on Monday 19 February 2024 and will be piloted over a two-year period in four key areas: • Worsborough, Barnsley • Mexborough, Doncaster • Eastwood and East Deane, Rotherham • Firth Park and Fir Vale, Sheffield. ‘Bump, Birth and Beyond’ aims to provide focused support and interventions, as well as improved access to existing services and groups for families, following a low uptake of early years services in these areas. Referrals can be made directly into the service by individuals and families themselves, or through professionals. Nadine Good, Director for Barnardo’s North Region said: “The first months and years of a baby’s life have a huge impact on a child’s development, and that’s why we are delighted

to be able to offer this important service in partnership with the NHS South Yorkshire Integrated Care Board, to give babies and their families the best start in life. At Barnardo’s we believe in a holistic approach that looks at a wide range of factors that may impact each family and their baby. Our specialist practitioners will ensure that pregnant women, parents and families are listened to, with offers tailored to meet their specific needs, whether that be help with weaning, or more involved support around parenting programmes or financial struggles.” Dr David Crichton, Chief Medical Officer at NHS South Yorkshire said: “We want children in South Yorkshire to have the best possible start in life. TRADE BODIES back Euros licensing extension Trade association UK Hospitality is supporting a proposed blanket relaxation of licensing hours for the semifinal and final of the Euros will benefit football fans and businesses alike. The Home Office is proposing a blanket relaxation of licensing hours if any of the qualifying home nations reach the semifinal or final of the men’s 2024 European Championships. Licensing hours for these games are proposed to be extended to 1am in England and Wales, which will be particularly important for any games on a Sunday, including the final. On Sundays, many venues are only

licensed until 10.30pm. Kate Nicholls, Chief Executive of UKHospitality, said: “Big sporting events, like the Euros, bring huge crowds into pubs and bars to cheer on the home nations and deliver a significant sales boost to venues. “An approved blanket extension of licensing hours until 1am for these key matches will remove unnecessary hoops for pubs to jump through at the last minute and that is why we wholeheartedly support this relaxation. “We’re also supportive of the private members’ bill currently in Parliament, to make this process even easier in the future.

“The relaxation will allow hospitality to be at the heart of events and, hopefully, celebrate the great progress the home nations will make in the Euros this summer.” CAMRA also made a statement fully supporting the proposal, with Pub and Club Campaigns Director Gary Timmins stating: “Cheering on your team, in the atmosphere of the pub, surrounded by friends and local community is an experience that cannot be had anywhere else. “CAMRA believes that your local pub, social club or taproom is the best place to drink real ale, cider and perry, not simply for the social experience but also due to
