NEW SHEFFIELD MARKET BACK ON TRACK Local people in Sheffield can look forward to a brand new market on the Moor by the end of 2013. The project will provide the people of Sheffield and the region with a state of the art new Indoor Market and eight new shops fronting The Moor, in a much more accessible and central location than the existing Castle Markets. The Council has been tirelessly working to bring forward the new Market after the development stalled last year. The project was delayed last year when changes to European rules required a
rethink on how the longawaited replacement for Castle Markets was to be procured. Sheffield’s new Indoor Market is back on track following successful negotiations with long leaseholders of the Moor Estate, Scottish Widows Investment Partnership Property Trust (SWIPPT). A new deal with SWIPPT has been hammered out and is due to be approved by the City Council’s Cabinet on 23rd March. Councillor Paul Scriven, Leader of Sheffield City Council said: “The new Sheffield Market is a key
piece of the retail jigsaw. This announcement is a crucial step forward for the city and its confidence. “The delay has been very frustrating for all parties, particularly the traders and local shoppers, but the deal now on the table offers a more comprehensive approach to the Moor which will have greater impact. We are very pleased with the new energy SWIPPT is now bringing to the Moor. “The bottom of the Moor has already seen a real transformation with the new public realm and the presence of the Wild

Now we can move forward and bring the people of Sheffield the market they want and rightly deserve.” The new deal keeps the layout and location of the market building and up to eight shop units as before. The Council will grant SWIPPT a new extended lease for the Moor estate and in return they will provide the site for the markets, build the shops at their own cost, fund an upgrade of the Upper Moor streetscape to match that already completed
on the Lower Moor and commit to enhanced management of the street. The Council will fund the new markets from its own resources and a public borrowing loan. The main differences are that the Council will now take on architects and contractors directly to design and construct the markets and street improvements, and the upgrading of the Upper Moor will be carried out in a similar time-period as the new markets and shops, with the objective of a completely transformed Moor by the
time the new markets and shops open in 2013. Agents for SWIPPT have also indicated that they intend to bring forward new proposals for the redevelopment of the remaining vacant shops on the Moor in the next few months, adding to the transformational effect. A new Planning application will also be submitted for the markets and shops scheme to allow some of the shops to go up to three stories. No changes are proposed to the market design.
