Pope Francis names first appointee in PH ABS-CBNnews.com MANILA - Pope Francis has named his first appointee in the Catholic hierarchy in the Philippines, a CBCP News report said. Boac Bishop Reynaldo Evangelista was named the bishop of the Diocese of Imus, which was left vacant by Luis Antonio Cardinal Tagle. The 52-year-old native of Batangas is a member of the Permanent Council of the Catholic Bishops’ Conference of the Philippines (CBCP), the report said. He is also the chief of Most Rev. Reynaldo G. Evangelista, the CBCP Commission on Vo- D.D., Bishop of Boac cations and a member of the Commission on Seminaries. The Imus diocese covers the entire province of Cavite. It is, however, a “suffragan” of Tagle’s now Archdiocese of Manila. A suffragan is an “assistant” to the main bishop.

The Commission on Elections (Comelec) has disqualified from running for a House seat an heiress of a powerful political clan in Marinduque, an administration candidate, for false statements about her citizenship and residency in her certificate of candidacy (COC). In a 12-page resolution dated March 27, the Comelec First Division, led by Presiding Commissioner Lucenito Tagle, canceled the COC of Regina Ongsiako Reyes, daughter of Marinduque Gov. Carmencita Reyes. The division ruled on a petition filed by Joseph Socorro Tan, a registered voter of Torrijos, Marinduque, who asked the Comelec to disqualify Regina, saying her candidacy is a violation of the Constitution and the Omnibus Election Code. Tan alleged that Reyes lied in her COC about her age, civil status, residence and citizenship. The division ruling, however, focused only on two aspects of the case—Regina’s citizenship and her residency. Not married In her reply to Comelec, Regina said Tan simply based his allegation about her residency on a theory that she is married to Rep. Herminaldo Mandanas, who lives in Batangas. Regina said while she is publicly known as Mandanas’ wife, she is not married to the congressman. Regina also said there is no evidence showing that she is a permanent resident or citizen of the United States. In the petition, Tan said Reyes acquired US citizenship in 2005 and was issued a US passport. Tan submitted pieces of evidence, including an article in the Internet that came out on Jan. 8 providing a record from the US immigration bureau showing that Regina is a US citizen. Tan also submitted Regina’s travel records that showed her using a US passport. The Comelec division said, however, that there is no evidence that Regina had renounced her US citizenship and taken an oath of allegiance to the Republic of the Philippines.

“There is no showing that the respondent complied with the … requirements (of reacquiring Philippine citizenship),” said the Comelec resolution. Burden of proof It said the burden of proof has shifted to Regina. “This the respondent utterly failed to do so, leading to the conclusion inevitable that respondent falsely misrepresented in her COC that she is a natural-born Filipino citizen,” said the resolution. “She remains to be an American citizen and is therefore ineligible to run for and hold any public office in the Philippines,” it said. The Comelec division added that since there is no proof that Reyes had renounced her American citizenship, it follows that she has not abandoned her domicile of choice in States. The division said the only proof that Regina presented to show that she has met the one-year residency requirement and that she never abandoned her residency in Boac is her claim that she served as provincial administrator of the province from Jan. 18 to July 13, 2011. “But such fact alone is not sufficient to prove her oneyear residency,” said the resolution. It said citizenship is an indispensable requirement for anyone seeking public office in the Philippines. “It is a requisite which should be dealt with more scrutiny, if only to ensure that no person owing allegiance to another nation is actually permitted to govern our people,” it said.

The case is still in the process of being litigated and has not yet been resolved with finality and Regina Reyes is a legitimate candidate for Representative in the May 13, 2013 elections. Ito ay makabagong sistema ng real property assessment, collection, billing at iba pang may kaugnayang gawain gamit ang modernong teknolohiya ng computer. Layunin ng nasabing sistema ang mapabilis at mapadali ang pagtatasa, pagbubuwis at pagmamantina ng mga mahahalagang dokumentong may kaugnayan sa mga ari-aring di-natitinag sa lalawigan ng Oriental Mindoro. Ang paglunsad ay pinangunahan ni Rev. Fr. Isaias Manano, Sr. sa pamamagitan ng pagbabasbas ng iTAX Work Station at computer equipment samantalang pinamunuan naman nina Gob. Alfonso V. Sa bayan ng Bongabong, ipinaliwanag naman ni Provincial Assessor Onisimo Naling na "ang iTAX ay legacy na sa atin ni Gob. Umali, nai-computerize ang ating tax system. Ngayon lahat ng records ng taxation ay magkakaroon na ng maayos na flow at inaasahan natin na masmapapataas natin ang ating revenue collection." Ipinaabot din ni Bongabong Mayor Hercules Umali ang kanilang pasasalamat sa pagbababa sa kanilang ng Pamahalaang Panlalawigan ng programang iTAX. PUERTO PRINCESA, Palawan, (PIA) -- Puspusan ang isinasagawang tax information campaign ng pamahalaang panlalawigan upang mapataas ang koleksiyon ng buwis ngayon 2013. Sinimulan na sa bayan ng Narra noong Abril 10 ang serye ng kampanya ng Tanggapan ng Panlalawigang Ingat Yaman kaugnay sa pangangalap ng buwis para sa mga ari-ariang di natitinag. Ayon kay Provincial Treasurer Elino Mondragon, umabot sa 210 ang dumalo sa ipinatawag nilang pagtitipon sa bayan ng Narra. Ilan sa mga dumalo ay ang mga barangay kapitan, ingat-yaman ng mga barangay, barangay kagawad at mga lokal na opisyal ng sektor ng edukasyon. Layunin ng kanilang programa na madagdagan ang “tax collection efficiency” ng mga lokal na pamahalaan na nabibiyayaan rin ng malaking bahagi sa anumang nakakalap na buwis mula sa mga munisipyo. Tinatalakay at ipinapaalam rin sa kanila kung magkano ang nalikom na buwis at ilang bahagi nito ang napupunta sa barangay, munisipyo at lalawigan at kung anong proyekto ang pinaglalaanan nito. Ayon pa kay Mondragon sa pamamagitan ng programang ito lalong mahihikayat ang mga mamamayan na maging masinop sa pagbabayad ng buwis sapagkat nalalaman nila na ang mga taong bayan din ang nabibinepisyuhan o ang nakikinabang sa epektibong koleksiyon ng buwis. Kasama din sa mga nakikinabang sa buwis na ibinabayad sa pamahalaan ang sektor ng edukasyon dahil 50 porsiyento ng nakolektang buwis sa mga ari-ariang di natitinag ang inilalaan sa edukasyon. Chinese boat runs aground in Tubbataha By Victoria Asuncion S. Mendoza

PUERTO PRINCESA CITY, Palawan, (PIA) - Barely two weeks after the USS Guardian salvage operation, a 48-meter Chinese fishing boat ran aground yesterday in the north atoll of the Tubbataha Reefs Natural Park (TRNP), a strictly no-take marine protected area in the heart of the Sulu Sea. \ The steel-hulled vessel with bow number 63168 was sighted 1.1 nautical miles east of the ranger station. Tubbataha marine park rangers reported that there were fishing nets in the vessel but no fish or marine life were found. Marine park rangers now have custody of the US$2400 with which the fishers reportedly attempted to bribe them. On board the Chinese-flagged boat were 12 Chinese nationals who are now on its way to Puerto Princesa City on board the BRP Romblon which was dispatched immediately to the scene by the Philippine Coast Guard. The Tubbataha Management Office (TMO) with the Provincial Committee on Illegal Entrants (PCIE) will file charges against the 12 Chinese nationals. They will undergo inquest proceedings today after medical examination at the WESCOM hospital. The 12 Chinese fishers will face charges for the violation of Sections 19 (Unauthorized Entry), 20 (Damages to the Reefs), 26 (Destroying, Disturbing Resources), and Section 27 (Poaching by Foreigners) of the Republic Act 10067 or the Tubbataha Act of 2009. A case for corruption of public officials under Article 212 of the Revised Penal Code of the Philippines will also be filed. The Chinese nationals will also face administrative charges aside from the criminal charges as provided in the RA 10067. This is the 7th Chinese fishing boat caught inside the TRNP since 2002. The TRNP is one of the most remarkable coral reefs in the world and lies in the center of the of the Coral Triangle, the geographic centre of world marine biodiversity. It was inscribed by UNESCO as a World Heritage Site and is in Ramsar list of Wetland of International Importance. The Philippines is the world’s second largest archipelago relying heavily on its marine resources for food and livelihood. TRNP is the key source of coral and fish larvae that seeds the entire Sulu Sea. It brings together the best dance companies and dance experts, both local and international, for a grand celebration of dance that includes activities such as artists’ forum, dance workshops to be conducted by dance directors/ dancers from participating countries, masters classes, cultural tours, festival of dance performances and concerts at the Puerto Princesa City Coliseum. Through the 4 years of its implementation, Dance Xchange has engaged many dance groups from different countries, thus, making this event truly an international cultural destination every April. Pope Francis names new Imus bishop MANILA, — Pope Francis has appointed a Batangueño as the new bishop of the Diocese of Imus in Cavite. The appointment of current Boac Bishop Reynaldo Evangelista, announced Monday, is Francis’ first appointment to the Catholic hierarchy in the Philippines. The Imus diocese has been without a bishop for more than a year after Luis Antonio Cardinal Tagle was installed Archbishop of Manila in December 2011. Bishop Reynaldo Evangelista

With the transfer of Evangelista to Imus, the Diocese of Boac is known as a “vacant see” and remains so until the appointment of a new bishop.

Evangelista was born on May 8, 1960 in San Jose, Mabini, Batangas. At 26, he was ordained a priest in June 1986 and was appointed third bishop of Boac in December 2004 by Blessed John Paul II. The 52-year old bishop is currently a member of the Permanent Council of the Catholic Bishops’ Conference of the Philippines (CBCP). Evangelista also chairs the CBCP’s Commission on Vocations and a member of the Commission on Seminaries. The Imus diocese, which comprises the entire province of Cavite, is a suffragan of the Archdiocese of Manila and serves around 2 million Catholics. MAMBURAO, Occidental Mindoro, (PIA) - The National Statistics Office (NSO) conducted the Census of Philippine Business and Industry (CPBI) on April 1, this province. The results of the survey will provide key measures on the levels of performance and trends of business and industries to be used for planning and policy formulation by the government. OIC Provincial Statistics Officer Samuel Villar of the NSO said the office is authorized to collect information from selected businesses and industries under the Commonwealth Act. 591 (CA591). Villar assured that all data shall be kept strictly confidential and will not be used for purposes of taxation, investigation or regulation, which is stated under Section 4 of CA 591. Ito ay ayon kay Maribel Buni, Chief Tourism Operation officer ng pamahalaang panlalawigan . Ani Buni, mula sa Mayo 17 ay ibabalik muli ng Air Philippines ang naturang ruta at ikokonekta ito sa Visayas partikular sa Bacolod at Caticlan. Sa pamamagitan nito ay malaki ang inaasahang pagtaas ng bilang ng mga turistang tumutungo sa lalawigan. Masmaraming biyahe ng eroplano o maging mga sasakyang pandagat ay nangangahulugan ng masmarami ring oportunidad sa mga turista na puntahan ang Palawan dagdag pa ni Buni. Dahil "peak season" ng turismo ngayong bakasyon o summer, inaasahang pati ang mga tiket sa eroplano ay halos fully booked na rin patungo dito sa lalawigan. Sa ngayon aniya ay may 22 biyahe ng eroplano kada araw sa Puerto Princesa International Airport at nasa pitong biyahe naman araw-araw sa Busuanga Airport. ‘Tawa-tawa’ is no laughing matter Written by Henrylito D. Tacio

THREE weeks ago, I was catapulted from my deep sleep when I heard my phone ringing. It was already 10 o’clock in the evening and I was so tired since I had been busy for the past two days. But it was my sister Jean talking and she seemed to be crying. “What’s the problem?” I inquired. “Ashley has dengue fever,” Jean explained. “The doctor said her blood platelets have gone down dramatically. I panicked, so we decided to bring her to a hospital in Digos City, just in case something will go wrong with her.” Before I left for Davao City to attend a five-day live-in seminar, I learned that five-year-old Ashley had an off-and-on fever. Her parents brought her to a hospital in our small town because they thought it was just an ordinary fever. But it wasn’t; it was dengue fever. Recalling an assignment I did forReader’s Digest a couple of years back, I wrote: “Symptoms vary according to the age and health of the patient. Generally, the sickness starts with a high temperature, rash, agonizing headache and muscle and joint pain. Nausea, vomiting and loss of appetite are common, and a rash usually appears three or four days after the fever starts. The worst symptoms can last up to 10 days, and complete recovery can take a month.” But the deadly form of the infection, called dengue hemorrhagic fever (DHF), is another story. In this variant, cells release chemicals that trigger leakage of plasma from blood vessels. Dr. Lulu Bravo, a professor at the University of the Philippines College of Medicine, told me this bit of information as what would happen when DHF attacks: “Fluids accumulate in body cavities, causing profound shock. Death often results from bleeding in the brain, intestines or other organs.” “After a dengue patient has gone into shock, it’s usually a matter of time before multi-organ failure occurs and death becomes inevitable,” pointed out Prof. Zulkifli Ismail, a paediatrician at the Hospital Universiti Kebangsaan Malaysia in Kuala Lumpur. The following day, I immediately went to the hospital where my niece was confined. There, I saw her weak and not wanting to eat. I talked with my sister for a few minutes when I saw some herbs near the drinking water. “What’s that?” I asked. “That’s tawa-tawa,” she replied. “My friends told me that it can help dengue patients get well.” Here’s what she did. First, she took five to six full whole tawa-tawa plants. She cut off the roots and set aside. She washed the remaining stalks thoroughly. She boiled the tawa-tawa stalks slowly in a pot of water for one minute. She cooled the tawa-tawa water. It became my niece’s drinking water for the next two days. Ashley drank the 1.5 glasses of tawa-tawa water every hour. Four days later, my niece was dismissed from the hospital. Ashley went back home and started playing with her brother and cousins. She was back to her normal self; as if nothing happened to her. Was it because of tawa-tawa? Recently, the Philippine Council for Health Research and Development (PCHRD)—a line agency of the Department of Science and Technology—published the result of a study conducted by students of the University of Santo Tomas Faculty of Pharmacy on tawa-tawa. The objective of the study—“Investigation of the anti-thrombocytopenic property of Euphorbia hirta Linn [tawa-tawa] decoction in rat models”—was to verify the effects of tawa-tawa decoction or tea to a DHF patient showing a symptom of thrombocytopenia (low platelet count due to excessive bleeding). “In the study, the students used chloramphenicol, ethanol and heparin to induce thrombocytopenia on rat models, mimicking dengue hemorrhagic fever. They administered tawa-tawa decoction to the sample groups and collected blood samples to check for platelet count, bleeding time [duration of bleeding], and blood clotting times in several stages of the experiment,” the PCHRD article read. “Results showed that platelet count increased to 47 percent depending on the drug used to induce thrombocytopenia. Bleeding time was reduced up to 62 percent, while blood clotting time decreased to 58 percent compared to the control group.” In the study, the students pointed out the presence of phenolic compounds in tawa-tawa, which they suspect to be the active ingredients that increased the platelet counts of the laboratory mice. Neglected in the past, tawa-tawa is now gaining local recognition because of its medicinal properties. “The discovery of tawa -tawa’s active ingredient will lead to the development of treatments for dengue and tuberculosis,” the DOST said in a statement. “Tawa-tawa does not fight dengue virus,” wiki.answers.com clarifies. “Instead, it promotes the development of blood platelets and softens the effects of dengue virus. Tawa-tawa has natural enzymes within that stabilize the membranes of the blood vessels, preventing internal bleeding.” Aside from dengue fever and its complications, tawa-tawa has other medicinal uses, according to Arlene May G. Corpus, a therapeutic dietitian at the Manila Adventist Medical Center. Some studies have shown that the ethanol extracts in tawa-tawa inhibits the growth of test isolates, except Salmonelle typi. The antibacterial effect was attributed to the presence of alkaloids, tannins and flavanoids which have been found to have noncytotoxic and antibacterial properties. “Tawa-tawa has an antimicrobial action and has been shown to be effective against amoeba and fungal infections,” Corpus wrote in an article which appeared in Health and Home. Other studies showed that the extract of tawa-tawa leaves and stems inhibits the activity of angiotens in-converting enzyme, a vasoconstrictive activity that functions physiologically in controlling arterial pressure. In another study, tawa-tawa’s leaf extracts were found to have antihypertensive action as they increase urine output and electrolytes in rats. “Despite tawa-tawa’s medicinal benefits, it must be taken under a physician’s guidance,” Corpus reminded. “While there are no known interactions with other drugs, it is advisable that tawa-tawa should not be used in large doses as it may cause gastrointestinal irritation, nausea and vomiting. Excessive and prolonged intake oftawa-tawa may interfere with iron absorption.”

The Regional Nutrition Committee (RNC) of MIMAROPA had their 1 Quarter Meeting last March 18, 2013 at F. Generics Hall, Center for Health Development IV-A Building, Quirino Memorial Medical Center Compound, Project 4, Quezon City. RNC Chair Llacuna, Jr. presided the meeting.
