Local elections will be held in the Province of Marinduque on May 13, 2013 as part of the 2013 general election. Voters will select candidates for all local positions: a town mayor, vice mayor and town councilors, as well as members of the Sangguniang Panlalawigan, a vice-governor, a governor and a representative for the lone district of Marinduque in the House of Representatives.

For this election, a number of provincial-level officials are seeking reelection, including incumbent governor Carmencita Reyes and incumbent congressman Lord Allan Jay Velasco.

Congressional election

Incumbent Congressman Lord Allan Jay Q. Velasco

Incumbent congressman Lord Allan Jay Velasco, who was first elected in the 2010 election, is running for a second term. Although he ran under the Lakas–CMD ticket in 2010, for this election he is running under the National Unity Party (NUP).

His challenger is Regina O. Reyes, the daughter of incumbent governor Carmencita Reyes, running under the Liberal Party. Reyes, like Velasco, previously served as the Provincial Administrator of Marinduque from January to July 2011.[1]

However, Reyes was ordered disqualified by the First Division of the Commission on Elections (COMELEC) over her citizenship status. In its ruling, the COMELEC cited the Citizenship Retention and Re-acquisition Act of 2003, claiming that Reyes was still an American citizen and she had failed to renounce her citizenship. In addition, the ruling notes that Reyes did not submit sufficient evidence that she had been resident in Marinduque for at least one year, citing documents which point to her term as Provincial Administrator. Nitong mga nakaraang buwan, nagkaroon ng di magandang impormasyon, (black propaganda, text brigade at tsismis pa) na ang aming samahan ay hindi daw legal at kami daw ang hindi tunay na “Mediamen”.

Para sa kaalaman ng lahat, ang aming samahan ay “under” po ng isang “National Office” na milyong-milyon po ang naibigay na suporta di lamang sa lalawigan ng Marinduque, maging sa MIMAROPA region , simula pa ng 2008. Isang “accredited” na NGO po kami ng Provincial at Municipal, at miyembro din po kami ng International Journalist organization.

Ang samahan po namin ay nagawa po ng mga balitang ukol sa pang-development ng isang bayan, hindi po yung nakakasira. Ang mga miyembro po namin ay mga “volunteer” na nagbibigay ng tunay na serbisyo publiko (public service).

Kahit saan po kami pumunta para mag-cover, lalo na ang mga festival, simula sa Quiapo, Cebu, Iloilo, Baguio, Bacolod at iba pa kasama na rin ang sariling atin tulad ng “Seafood Festival” ng Sta. Cruz, Tuba Festival ng Buenavista, Kangga Festival ng Mogpog, Tubaan Festival ng Torrijos, maging ang Gasang- Gasang Festival ng Gasan na ang grupo namin ay isa sa naging bahagi mula pa ng 2002 ng naimbita namin si Marc Logan ng ABS-CBN (Channel 2) kasama ang mga international and national journalists. Pagtapos nga naming magawan ng tamang impormasyon o balita na napanood ng buong mundo ang 2002 Gasang-Gasang Festival, nagkasunod-sunod na magkaroon ng kanya-kanyang festival ang iba’t ibang lalawigan at bayan.

Noon namang nakaraang Bila-Bila Festival ng Boac ay ipinamahagi namin sa pamamagitan ng quadmedia at internet.

Yoong kasama po naming “volunteer” videographer ay pinakiusap lamang po sa akin na mag-cover ng nasabing event ng may-ari ng local “cable TV” para sa kanilang “documentation”. Bingyan naman ng halaga ng The MIMAROPA Sunrise ang event at nakilala ulit sa buong mundo.

Ang aming Pahayag sa Inyo Sa trabaho namin, marami kaming mga bagay na nakikita. Maraming mga katotohanan, maganda man o di masikmura, ang aming nadadaanan sa proseso ng pangangalap ng iba-balita. Hindi man namin gusto, mayroon kaming mga bagay na nakikita na hindi magandang pakinggan pero kailangan pa rin naming ilahad dahil iyon ay totoo.Minsan, sa pangangalap ng ibabalita, nakakatisod kami ng”press release” tungkol sa mga proyekto ng lokal na pamahalaan. Kapag naibabalita namin ang mga iyon, hindi naman masyadong napapansin dahil ang akala ng iba, nag-papalakas lamang kami.

Minsan naman, talaga lang hindi napapansin dahil pangkaraniwan na naman ang balita na ganoon.

Pero minsan din, nakakakita kami ng mga balita na

maaaring hindi maging maganda ang imahe ng mga lokal na opisyal. May mga balita na talaga namang nangyayari, gustuhin man namin magkaroon noon o hindi, kusa na lang dumarating. Siguro, dahil na rin iyon sa talagang malalakas ang pang-amoy ng mga mamamahayag.

Ang kaibahan nga lang ng maganda at pangit na balita, ang maganda ay hindi napapansin. Kasi nga naman, “press release” lang. Ni hindi man lang ipinapakita ng opisyales ang katuwaan dahil ibinabalita namin ang mga nagawa nila. Taken for granted na lang na iyon ang trabaho namin na ibalita ang mga iyon.

Ang nakakainis, kapag pangit ang balita namin, nagagalit naman sila. Hindi man lang nila naisip na iyon ang trabaho namin. May mga opisyales na sisisihin ka pa, o hindi ka pakikiharapan sa susunod na ikaw ay makipag-usap kasi blacklisted ka na. Nagagalit sila kasi akala nila, sinisiraan lang namin sila.

Mayroon pang iba, kapag nagbalita ka ng hindi maganda, kaaway na ang turing sa iyo. Kahit na nga bumawi ka at magbalita ng positibong kaganapan sa lugar na iyon, wala na ring halaga. Kasi nga, galit na sila. Kaaway ka na. Pinepersonal nila ang mga bagay na hindi naman personal kundi trabaho lang naman.

Iyon ang dahilan kung bakit napakahirap na maging isang mamamahayag. Noon kasi, idealistic ako. Ang sabi ko sa sarili ko, ihahayag ko kung alin ang totoo dahil iyon naman talaga ang nararapat.

Magiging mamamahayag ako na patas at hindi tatapak sa kaninuman para lamang umangat.

Pero kung minsan pag sinuri ko yung nangyayari, ang hirap-hirap.

Ang hirap maging mamamahayag na walang natatapakan. Kapag kasi may mga balita ka na hindi maganda, hindi mo naman pwedeng hindi ilabas dahil iyon ang trabaho mo.

Hindi mo pwedeng ipikit ang mga mata mo at ilabas ang mga maganda dahil hindi naman ikaw magiging totoo sa iyong mga mambabasa. Kailangan kapag mamamahayag ka, bakal ang puso mo. Kailangan matigas ang mukha mo. Kasi kapag hindi, unanguna ka nang iiyak dahil talaga namang pepersonalin ka na kapag hindi nagustuhan ang ibabalita mo.

Naalala ko tuloy noong bagong destino ako sa isang munisipalidad. Nakikipag-usap noon ng maayos sa akin iyong mga opisyal doon. Ngingitian ako, kinakausap. Pero mula nang may ibalita akong balita na medyo hindi maganda ang imahe ng kanilang namumuno, hindi na rin maganda ang pakikitungo sa akin. Halos iwasan na nila ako, halos hindi na pansinin. Minsan nga, nagkukunwari pa na hindi ako nakita.

Nag-aalala na nga rin ako, baka minsan naglalakad ako doon, barilin na lang ako basta. Hindi naman ako natatakot na mamatay, kaya lang, marami pang mga bagay na gusto kong mangyari, sa aking buhay at marami pang pangarap ang gustong mabuo. Hindi ako duwag, nag-aalala lang.

Iyun nga sana ang pakiusap ko, at marami ng iba pang mga mamamahayag. Sana naman, huwag nilang personalin ang mga ibabalita namin.

Inilalabas namin ang mga kaganapan, maganda man o pangit dahil may karapatan ang mga tao na malaman ang totoo.

"Kababaihan:

Gabay sa Pagtahak sa Tuwid na Daan"

Mahigit sa apatnaraang mga kababaihan mula sa iba't ibang panig ng Oriental Mindoro ang natipon sa Provincial Women's Month Celebration sa Socorro Gymnasium.

Sumentro sa temang "Kababaihan: Gabay sa pagtahak sa tuwid na daan," pinangasiwaan ang gawain ng Provincial Social Welfare and Development Office, sa pangunguna ni PSWDO Teresita Umbao, kasama ang mga kawani ng PSWDO, sa pangunguna ni Social Welfare Officer IV Zarah Magboo.

Ang mga kalahok ay nagmula sa iba't ibang Local Council on Women, mga myembro ng Rural Improvement Club (RIC), Day Care Workers, social workers, mga guro, solo parent, at iba pang mga samahan ng mga kababaihan sa lalawigan.

Sa ngalan ni Socorro Mayor Rolando Arreola, at ng mga mamamayan ng Socorro, ipinaabot ni Sangguniang Bayan Member Vilma Carmona ang knayang pagbati sa lahat ng mga kalahok Binigyang-diin ni Madam Umbao ang mahalagang papel na ginagampanan ng mga kababaihan sa pagtataguyod ng kaunlaran ng bayan. Aniya, "Gusto kong ipaunawa sa inyo mga kababaihan na hindi lamang tayo pang-buwan ng Marso. Ang kababaihan ay araw-araw na katulong ng kanyang asawa para arugain ang kanyang mga anak at gabayan sa tuwid na daan.

Huwag ninyong mamaliitin ang inyong tungkulin bilang maybahay ng inyong asawa."

Ipinaabot naman ni Provincial Federation President at Victoria Councilor Mercedita Dumas ang pasasalamat sa mga kababaihan sa pagpapakita ng suporta at pagkakaisa sa mga gawaing nagtataguyod sa kapakanan ng sektor ng kababaihan.

Hinikayat naman ni Bokal Flor De Roxas-Atienza, Sangguniang Panlalawigan Committee Chair in Social Services, ang mga kababaihan na ipaglaban ang mga karapatan at maging mapagpunyagi sa lahat ng mga gawain.

Sa kanyang talumpati, pinapurihan ni Gobernador Alfonso V. Umali, Jr. ang mga kababaihan dahil sa pagtahak sa tamang direksyon at binigyang-diin na kinakailangan ang pagkakaintindihan at pagkakaunawaan ng mga opisyal ng pamahalaan, ng mga mamamayan at ng iba't ibang sektor upang maayos na maisakatuparan ang mga programa at gawaing pangkaunlaran sa Oriental Mindoro.

Naging ikalawang bahagi ng pagtitipon ang talakayan tungkol sa mga mahahalagang usaping kinakaharap ng mga kababaihan sa kasalukuyan. Tinalakay nina Ms. Nanette Geronimo ng Kubayi ang mahahalagang aspeto ng Magna Carta of Women at Women's Health.

Inilahad naman ni DSWD SWO II Miramelinda Leuterio ang tungkol sa Laws on Women and Children at ni Office of the Governor Chief of Staff Rowena Sanz ang tungkol sa Women's Right to Vote.

Samantala, nagsilbing pampasiglang bilang naman sa pagdiriwang ang iba't ibang intermission number na inihanda ng mga grupo ng kababaihan. Dito, ipinamalas ng mga kababaihan ang kanilang angking galing sa larangan ng pagsasayaw at pag-awit.

El Nido, PPP ink agreement for water system

Mendoza PUERTO PRINCESA CITY, Palawan, (PIA) -- The municipality of El Nido recently inked an agreement with the Public-Private Partnership (PPP) Center, an agency under the National Economic Development Authority (NEDA) for the conduct of a feasibility study for its centralized water supply system.

El Nido, one of the country’s top tourist destinations, has long been burdened by lack of water supply system and the situation is seen to worsen with the fast growing tourism industry.

The scope of the feasibility study will cover areas of concern like what kind of water supply system facility would be appropriate, where the water will be sourced and how much water the town needs.

The study will be conducted by the Woodfields Consultants Inc., a Filipino corporation that specializes in water resources and hydraulic engineering, geotechnical engineering, and waste management.

The World Bank is funding the study which is estimated to take five months to complete. The PPP center targets to roll out the water system project this year.

This is the first water supply related agreement entered into by the PPP with a local government unit and is in pursuit of the goal of inclusive growth of the Philippine Development Plan. (LBR/VSM/ PIA4B-Palawan)

TESDA, DSWD launches Cash for Training Project in Marinduque

By Mayda Lagran BOAC, Marinduque, (PIA) -- The Technical Education and Skills Development Authority (TESDA) and the Department of Social Welfare and Development (DSWD) has launched the “Cash For Training Project” in the municipality of Mogpog.

TESDA Provincial Director Ramon Geron, DSWD Officer II Helen Alcoba and TESDA Mimaropa Regional Director Baron Lagran led the launch.

The project aims to train disadvantaged youths who have been assessed as eligible under the Expanded Government Internship Program (EGIP) of the DSWD for possible employment in targeted communities and provide them the basic requirements that will enable them to practice their skills in gainful occupations.

Eligible as beneficiaries for this program are the disadvantaged youth; must be 18 to 30 years old; either out of school youth (OSY), elementary or high school graduate; college graduates who are not currently employed may also be considered, but must come from indigent families.

“DSWD has a fund total of P5.54 million for 777 beneficiaries of this project, provincewide,"Alcoba said.

Each beneficiary gets an allotment of

P20,000 for scholarship vouchers, assessment fee, allowance, tool kits, training cost and entrepreneurship program.

The entrepreneurship program is the posttraining assistance given to the graduates by the local government units (LGUs) which will enable them to develop their entrepreneurial skills and empower them to become self-employed.

which are the training for wage-employment that is organized and conducted by a TESDA-registered training provider and other is the training for self-employment. After graduation, activities will be pursued to facilitate their jobs placement or self-employment.

Occ Min kabilang sa pinalawak na Sikat Saka Program ng DA Ni Voltaire Dequina

SAN JOSE, Occidental Mindoro, (PIA) -- Maspinalawak ng Department of Agriculture (DA) at Land Bank of the Philippines (LBP) ang sakop ng programang "Sikat Saka" sa buong bansa kung saan karagdagang 20 mga lalawigan pa ang mabebenipisyuhan kabilang ang Kanlurang Mindoro.

Ito ay dahil sa naging matagumpay ang Sikat Saka sa unang apat na probinsyang binigyan ng aktibidad na ito o pilot provinces. Ang mga ito ay ang Isabela, North Cotabato, Iloilo at Nueva Ecija.

Ang Sikat Saka ay tumatayong credit component ng Food Staples Suffieciency Program (FSSP) ng DA. Maaring humiram ang isang magsasaka ng P50,000 kada ektarya kung hybrid ang kanyang pananim samantalang P41,000 kada ektarya naman kung inbrid. Maaring umabot sa limang ektarya ang sakahin ng isang magsasaka at dapat kabilang sa Irrigators Association (IA).

May 15 porsiyentong interes kada taon ang mahihiram ng isang magsasaka.

Ayon kay Christian Bumatay, Institutional Development Officer ng National Irrigation Administration (NIA), ang programang ito ay hindi lamang nakatuon sa pagbibigay ng kapital para sa mga magsasaka kundi pati na rin sa pagpapataas ng kanilang produksyon. Sa kasalukuyan ay humigit kumulang na 100 magsasaka mula sa mga bayan ng Magsaysay, San Jose, Rizal at Calintaan ang nakapagbigay na ng aplikasyon upang mapapabilang sa programang ito.

PAGCOR allocates P2-B for additional classrooms

By Jimmyley I. Guzman PARAÑAQUE CITY, (PIA) -- Soon, more classrooms will be built as the Philippine Amusement and Gaming Corporation (PAGCOR) earmarked an additional P2 billion to fund the construction of around 2,000 classrooms in public schools all over the country.

PAGCOR Chairman and CEO Cristino Naguiat, Jr., Education Secretary Armin Luistro and Secretary Rogelio Singson of the Department of Public Works and Highways (DPWH) recently signed a Memorandum of Agreement to mark the second phase of the said project. According to Naguiat, PAGCOR will continue to provide the funds to help address the acute deficiency of classrooms and school buildings nationwide. He also said that the budget allocated for this project came from their savings and the prudent management of PAGCOR’s funds.

“In coordination with the DepEd, we will continue to oversee the monitoring of the project to ensure that construction is on time and follows the agreed quality standards we have set. We only want the best for the country’s future leaders,” he added. This is part of PAGCOR’s commitment to the “Matuwid na Daan sa Silid Aralan” Project which aims to address the classrooms shortage in the country and improve the quality of education for the Filipino youth.

The selection of school beneficiaries will be determined by PAGCOR based on DepEd’s data on classroom shortages. The state-owned gaming firm will also designate specific locations that will be prioritized for the construction of the school buildings. On the other hand, DepEd will provide the architectural plans for the classroom structures subject to PAGCOR’s final approval.

DepEd will also monitor the school buildings’ construction status and provide the teachers, professionals and support staff needed for the operation of the PAGCORfunded classrooms.

Luistro also noted that through government funding like the “Matuwid na Daan sa Silid Aralan” project, more than 32,000 classrooms had been built as of December 2012.

“By December 2013, we hope to finish the construction of the 66,800 which are part of the backlog identified in 2010,” he added.

Meanwhile, PAGCOR and DepEd are also tapping the DPWH’s technical expertise in building infrastructures. The DPWH will primarily handle the actual construction of the classrooms and school buildings. DPWH Secretary Rogelio Singson expressed confidence that they can absorb more classroom construction by the second half of 2013.

“We are happy that PAGCOR is contributing to this school building program of the government,” Singson said. He also expressed his enthusiasm especially now that DPWH has become a part of such noble cause.

Go is currently a member of the Sangguniang Panlalawigan for the province's first disrict, and was elected in 2010 as an independent.

Carrion is seeking to retake his seat after losing the previous election to Reyes.

GSIS memorial planholders may file for refund

MANILA, (PIA) -- The Government Service Insurance System (GSIS) has announced that its memorial planholders may request to convert their plans to cash not lower than the contract price until August 31, 2013.

Dubbed GSIS Enhanced Optional Exit Mechanism (EOEM), the program allows planholders to refund their cash payments depending on the type of their memorial plan.

In a statement, the GSIS said EOEM is being implemented to protect the planholders from memorial servicing problems that may arise in the future, adding that the cash refund will enable the planholders to pay for their other expenses.

Holders of the GSIS Genesis Flexi Plan may refund 150 percent of the plan’s contract price; those of Genesis Plus Plan may refund 125 percent; and Genesis Plan and Genesis Special Plan, 100 percent.

Interested planholders must bring to the nearest GSIS branch office the fully accomplished application form; original and photocopy of the memorial plan agreement or affidavit of loss; original and photocopy of the planholders’ two valid governmentissued IDs; and certificate of full payment, if any.

According to GSIS, once planholders avail of EOEM, their memorial plans will be automatically terminated.

Filipinos should not be afraid of science and math–Palmones A CONGRESSIONAL representative is appealing to the 30 million Internet savvy Filipinos to demand from the government to develop a program that would address the country’s poor performance in science and technology.

Rep. Angelo Palmones of the Agham Party-list said in the recent Innovation Congress in Bonifacio Global City, Taguig City, that Filipinos should have a science culture for them to be progressive and for the country not to be left behind in economic development by its Asian neighbors.

He said, “Changing the mindset of a target public is the goal of communication, public relations and advocacy to influence the thinking of any target public and gain support for the program, service or product.”

Palmones said K to 12 program of the Department of Education, particularly its Section 8 would be beneficial to the students.

He explained that the progam allows graduates of science, mathematics and statistics to work as researchers or teachers, and would develop the mindset of the Filipinos not to be afraid of math and science subjects.

He noted that traditional children’s games like siyako and tumbang preso, among others, have the concept of physics and geometry.

He said children should not be afraid of math and science because they are practically applying it on their games.

Palmones said a new paradigm should be introduced in order to make Filipino people understand that science and math would lead them and the country to development and progress.
