Certain facts contained in Dionisio v. Reyes (2d Civil Case No. B215206 included the following, here's the LINK: "Saturnino "Roy" S. Ador Dionisio and Regina O. Reyes were married in June 1997 and separated in January 2001. A status only judgment of dissolution was entered May 2002." Dionisio is a U.S.citizen. Reyes appears to have acquired her U.S. citizenship in 2005 as evidenced by the fact that she started using her U.S. passport in 2005. It also clearly appears that since their marriage was already dissolved in 2002 (or three years earlier), Reyes did not acquire dual Filipino-American citizenship by virtue of her marriage to an American citizen, but only through naturalization. No wonder, Cong. Mandanas her self-confessed "canonical spouse", clearly stated in a personal privilege speech before Congress, thus: "At one time she (Reyes), acquired US citizenship...", but with another twist: "...within one year, she acquired back her Philippine citizenship under the Dual Citizen Law." Acquiring dual citizenship by virtue of marriage to a U.S. citizen and acquiring back Philippine citizenship under the Dual Citizen Law (PA 9225), are two different things, right? Cong. Mandanas stood on the issue of personal privilege on February 6, 2013 regarding Atty. Regina O. Reyes, the LP Candidate for congressman of Marinduque, here's the LINK. He said, among others: “Atty. Regina O. Reyes is the candidate for Congressman under the Liberal Party, running against the incumbent to be the Representative of the Lone District of the province of Marinduque. She is also the daughter of the incumbent governor, Carmencita Reyes, an undefeated Congresswoman... Incidentally, Atty. Regina O. Reyes is my canonical spouse, Mr. Speaker…” It will be recalled that Reyes in her CoC declared that she was “SINGLE”. Mandanas went on to state thus: “Atty. Regina Reyes is a naturalborn Filipino citizen of the Republic of the Philippines. At one time, she acquired US citizenship, and within one year, she acquired back her Philippine citizenship under the Dual Citizen Law... Atty. Reyes renounced her US citizenship before filing her candidacy for Congresswoman…” Turn to page 9...

Ganap na pagiging Mimaropa government center ng lungsod ng Calapan, ikinakasa na LUNGSOD NG CALAPAN, Oriental Mindoro (PIA) -- Ikinakasa na ngayon ng pamahalaang panlalawigan na ang lungsod ng Calapan ay maging tunay at ganap nang government center ng rehiyong Mimaropa upang maging mas epektibo at produktibo pa ang mga serbisyong pampubliko rito. Dahil dito, nakikipag-ugnayan na si Gob. Alfonso V. Umali Jr. sa National Economic and Development Authority (NEDA) at sa mga kinauukulang ahensya at tanggapan upang tuluyan nang mailipat sa lungsod ang iba't ibang regional line agencies (RLAs) ng pamahalaang nasyunal. Ito ang isa sa mga mahahalagang tinalakay sa pagpupulong ng Management Committee ng pamunuan ng gubernador na regular na isinasaga wa sa kap itolyo tu wing ar aw ng Lunes. Ayon kay Provincial Planning and Development Coordinator Noemi V. Baldos, isinusulong ng NEDA ang paglilipat na sa lungsod ng Calapan ng mga ahensyang rehiyonal ng Mimaropa. Tiniyak umano ng NEDA na ang pondo para sa office transfer ay kasama sa 2014 budget allocation ng bawat ahensya. Idinagdag pa ni Baldos na sa 37 RLAs ay siyam pa lamang ang nakalipat sa lungsod kabilang ang National Statistics Office, Bureau of Fisheries and Aquatic Resources, Philippine National Police, Technical Education and Skills Development Authority Department of Labor and Employment, Land Registration Authority, National Bureau of Investigatio n,Natio nal Irr igatio n Ad ministr atio n at NEDA.
Samantala, sinabi ni Umali na napag-usapan na nila ni Mayor Doy C. Leachon ang mga posibleng pagtayuan ng government center. Isang project proposal na, aniya, ang naisagawa ng pamahalaang lungsod kung saan nakalagay na kakailanganin ang humigit-kumulang sa 54,000 square meters ng lupa para pagtayuan ng mga gusali at ibang pasilidad. Ang mga barangay ng Guinobatan, Sta. Isabel at Sapul ay ang mga lugar na kinokonsidera ng lungsod. Sa pagtatantya rin ng pamahalaang lungsod, nasa 1,345 ang mga empleyadong lilipat sa lungsod ng Calapan mula sa iba’t ibang nabanggit na line agencies. Ayon pa sa gubernador, ikinukonsidera rin niya ang Calapan Airport bagamat ayon sa NEDA ay maaaring hindi na posible ang pagsasaayos nito. Ang nakaplano at ang pinag-aaralan ay ang pagtatayo rito ng convention center bukod pa sa government center. Inaasahan ng gubernador na sa lalong madaling panahon ay maipatutupad na ang E.O. No. 682 na nagtatalaga sa lungsod ng Calapan City bilang regional government center ng Mimaropa region at pinagtibay ng Malacañang noong 2007. Aniya pa, ang regional government center ay magsisilbing one-stop shop para sa mga mamamayang mangangailangan ng mga serbisyo ng iba't ibang sangay ng pamahalaang nasyunal. At kung magkakagayon, dagdag pa ng gubernador, napakalaki ang posibilidad na makakuha ng mas malalaking proyekto ang lalawigan sa mga ahensya ng pamahalaan na higit namang magtitiyak sa kaunlaran hindi lamang ng lungsod kundi maging ng buong lalawigan ng Oriental Mindoro. 3rd Indigenous People’s Visual Art Exhibition, matutunghayan sa Kapitolyo ng Palawan PUERTO PRINCESA, Palawan (PIA) -- Matutunghayan sa bulwagan ng gusaling lehislatura sa Palawan Provinvial Capitol Compound hanggang sa Abril 26, ang 3rd Indigenoue People’s Visual Arts Exhibition. Ang nasabing eksibit ay proyekto ng Kalinawa Art Foundation sa pakikipagtulungan ng Collective Artists for the Environmenet (CAFÉ) at ng Provincial Culture and Arts Division. Layunin ng Kalinawa Art Foundation na maitaguyod, mapayaman at matangkilik ang katutubong sining. Para sa Kalinawa, ang sining biswal ng katutubo ay mahalaga para sa promosyon at pag-preserba ng kultura at tradisyon ng mga katutubo na nanganganib na mawala dahil sa mabilis na pagsulong ng modernisasyon. Mahigit 40 obrang pang-sining ang matutunghayan dito na gawa sa iba’t ibang istilo ng pagguhit gamit ang iba’t ibang “art medium.” Umaabot sa 13 alagad ng sining ang kalahok sa aktibidad na pawang mga Tagbanua, Palawan at Cuyonon mula sa bayan ng Aborlan at lungsod ng Puerto Princesa. Makikita sa eksibit ang mga likha gawa sa mixed media, acrylic, at charcoal. Ang ibang obra ay inukit sa isang uri ng canvas na yari sa goma. Isinalarawan sa kanilang mga obra ang kultura at kabuhayan ng mga katutubo tulad ng pangingisda,
pagsasaka, pangangaso at gayundin ang mga sayaw at ritwal. Mayroon ding still life ng bulaklak at paruparo. Isinalarawan naman ng isang Cuyonon ang katutubo sa makabagong panahon, ang isang ina bilang bayani. Kasama din sa mga katutubong sining ang mga banig, basket at mga gamit sa gawaing pang-agrikultura at mga palamuti sa katawan. Ang Kalinawa Art Foundation ay itinatag noong taong 2006 at patuloy ito sa pag-organisa ng mga eksibit ng indigenous visual arts sa iba’t ibang probinsiya. Sa taong ito ay nakagpagiksibit na sila sa Laoag City, Ilocos Norte; Malaybalay City, Bukidnon, at ngayong Abril ay dito sa Palawan. Nagpahayag ng pasasalamat si Raquel Palma Gil, executive director ng Kalinawa Art Foundation sa pamahalaang panlalawigan at sa Sangguniang Panlalawigan sa pamamagitan ng Provincial Culture and Arts Office na pinamumunuan ni Charina Carmen Cabading sa pagbibigay ng lugar para pagdausan ng eksibit. Malaki din ang tulong ng grupong Collective Artists for the Environment na pinamumunuan ni Jonathan S. Benitez na siyang gumawa ng konsepto at tumayong curator ng eksibit. Biyahe ng eroplano sa Marinduque, pansamantalang titigil mula Mayo 10 Ni Mayda Lagran
BOAC, Marinduque, (PIA) -- Inanunsiyo ni Marinduque Domestic Airport General Manager Kerwin Laudit na hanggang Mayo 10 na lamang ang biyahe ng Zest Air Philippines sa paliparan ng Marinduque. Dati ay tatlong unit ng MA60 aircraft an bumabiyahe dito subalit sa ngayon iisa na lamang MA60 ang ginagamit ng Zest Air sa paliparan ng lalawigan. Ayon din kay Laudit, ang huling MA60 ay malapit nang i-phase out at palitan ng mas makabagong airbus, subalit ang ganitong aircraft ay hindi maaring bumaba sa paliparan dito dahil sa kondisyon ng runway. Aniya, kung akma ang runway sa mga masmalalaking eroplano, hindi matitigil ang biyaheng panghimpapawid dito. Noong 2012 nagkaroon ng public forum ang Civil Aviation Authority of the Philippines (CAAP) sa lalawigan at napag-usapan na may nakalaang pondo para sa maintenance at pag-aayos ng runway subalit maaaring kulangin ito. Noong Pebrero, nagpahayag naman ang Department of Transportation and Communication (DOTC) na magbibigay ng pondo para sa development projects kung saan kasama ang pagpapagawa ng runway ng Marinduque at ang airport and seaport para sa Aklan at Camarines Norte.
Ayon kay Laudit, may 680 meters ang kailangang maipaayos sa runway at maaaring tumagal ang konstruksyon nito ng anim na buwan hanggang isang taon. Sa mga panahong ito, hindi maaaring bumaba ang kahit na anong klase ng eroplano sa paliparan para sa kaligtasan ng lahat. Dagdag pa niya, natapos na ang bidding para sa P30 million budget mula sa inilaan ng DOTC para sa pagpapasemento ng unang 300 meter runway. Magbibigay din ang CAAP ng P30 milyon para sa huling 300 o 380 meters pang gagawin. Tinatayang magiging malaki ang epekto nito sa pagdami ng mga turista sa probinsiya subalit hiniling din ni Laudit ang pagsasakripisyo ng mga mananakay ng anim na buwan o higit pa. Sinabi rin ni Laudit na kung maibibigay agad ang pondo para sa pagpapagawa ng paliparan, kapalit ng sakripisyo ang kasiguraduhan ng masligtas, maayos na serbisyo dito. Para rin naman aniya ito di lamang sa lokal na mamayan kundi lalo’t higit sa mga dayuhang nais marating ng komportable ang lalawigan. Samantala, inaasahan namang sa pagpapaayos nito, mas maraming airlines ang makakapasok sa Marinduque kung kaya’t masbababa ang pamasahe at makakayanan na ng ma nakararami. Sa kasalukuyan si GM Laudit ay wala pang opisyal na komunikasyong natatanggap ukol sa pag-award ng bidding at kung kalian masisimulan ang runway concreting sa paliparan ng Marindu-

DepEd creates task force to protect teachers for the May polls QUEZON CITY, -- The Department of Education has created an Election Task Force (ETF) Operation Center at its Central Office in Pasig to ensure full support to teachers who will serve as members of the Board of Election Inspectors for the 2013 national and local elections. Education Secretary Armin A. Luistro has designated Undersecretary for Legal Affairs Atty. Alberto Muyot as Chair of the Steering Committee, a statement from the DepEd said. The ETF will ensure that teachers are provided with adequate information as well as technical and legal assistance in their role as members of the BEIs. The same protection is extended to principals, supervisors, schools division/city superintendents and other DepEd employees who will serve in the May 13, 2013 automated national and local elections. “Our DepEd personnel deserve all the support they need to enable them to better perform this noble duty of overseeing the conduct of an honest and free elections,” said Luistro. The 2013 ETF Operation Center will be established at the DepEd Bulwagan ng Karunungan starting at 1:00 pm of May 12 until 12:00 noon of May 14. Also, Luistro reminded all DepEd personnel to remain non-partisan and not to intervene directly or indirectly in any election campaign or engage in any partisan political activity except to vote. Return of Pinoy meteorologist hailed AGHAM Party-List Rep. Angelo B. Palmones hailed the return of Dr. Prisco D Nilo to the country to head the Offshore Weather Services-Philippines (OWS-PHL). “We are glad that Dr. Nilo has returned to the country, and will be back in forecasting services here. I am optimistic that his work in his present capacity will somehow complement the forecasting services of PAGASA,” Palmones said. OWS is a private weather forecast provider for marine oil and gas industry in Australia and Southeast Asia. Considering the thrust for renewable energy, and the country’s vast potential for oil and gas production, Dr. Nilo said OWS can help increase productivity in the energy sector. He said OWS services include site specific and route weather forecast, site specific tropical cyclone warning, climatic and oceanographic studies and downtime/operability studies. Solon warns the public of new bird flu virus AGHAM Party-List Rep. Angelo B. Palmones has warned the public of the new bird flu virus which reportedly started in China a couple of months ago. Palmones is reiterating the warning for the public to be more informed and aware of this development because of recent reports that the virus has also spread to Taiwan. “Reports said the new strain of bird flu H7N9- has already infected more than 100 people in China with 22 deaths for the past couple of months. And just recently a Taiwan businessman has been found infected with H7N9 virus,” Palmones said. Scientists said the H7N9 strain was called “triple reassortant” virus with a mixture of genes from three other flu strains found in birds in Asia. The virus was initially discovered in Shanghai, but has broken out in several provinces in China, including Beijing. The World Health Organization in Beijing said the H7N9 virus “is definitely one of the most lethal influenza viruses we’ve ever seen”. Earlier tests of victims showed the virus infection came from poultry, but a team of WHO scientists and Chinese experts have been conducting investigation to determine the possibility of human-tohuman spread of the virus. Palmones advised the public to consider buying the locally produced chicken to avoid the risk. “Not only are we assured of bird flu free chicken, but that we are also helping our local producers,” Palmones added. Regina Ongsiako Reyes, through her lawyer Gregorio Larrazabal, said the ruling of the Comelec's First Division was not yet final. "The simple fact is that Regina Ongsiako Reyes is a natural-born Filipino and has never renounced nor lost her Filipino citizenship at any point in her life," Larrazabal stressed in a statement. Larrazabal said that despite the Comelec's ruling, Reyes remains the official congressional candidate of the Liberal party in the lone district of Marinduque."There has been no let-up in her campaign sorties since she is not prohibited from doing so," the lawyer added. Reyes said she is determined to pursue her candidacy despite the pending disqualification case, adding: "It's nothing but a harassment case intended to sow confusion among the voters in Marinduque." TECHNOLOGY DIFFUSION FOR CONTINUOUS FLOW RICE HUSK GASIFIER DOST-PSTC Marinduque/BTC/EPM With the vision of disseminating latest researches/ innovations on alternative energy resources for Marinduqueños, the DOSTMIMAROPA through the P S T C Opening program and presentation of speaker and par- Marinduque in ticipants by Eleazar P. Manaog (PSTC-Marinduque) partnership with the Social Action Commission, facilitated a “Technology Forum and Demonstration on the Operations of the Continuous Flow Rice Husk Gasifier” last April 18, 2013 in Brgy. Caganhao, Boac, Marinduque. The activity was actively participated by representatives from different local and national government agencies (DOLE & PGM-PPDO), NGO (Marinduque OFWs in Saudi Arabia and Global or MOSAG), members of the faculty of the Marinduque State College, and DOST-assisted firm/group such as the SIKAP (cocosugar producer) and 3 Sisters’ Homemade Banana Chips. Engr. Alexis Belonio, a pride of Central Luzon State University and an affiliate of the PhilRice, and an award winning inventor (no less than the international ROLEX award) for his works on the Rice Husk Gasifier served as the resource speaker for the forum and demonstration. With the expertise of Agricultural Engineer Belonio on alternative energy resources particularly on gasification technologies, the participants were able to appreciate and accept the benefits of the Gasifier technology. They have learned that gasifier could not only produce gas for cooking purposes but as source of electricity which can be used during frequent power interruptions. It is good to note that the proprietor of 3 Sisters’ Homemade Banana Chips (DOST-SETUP beneficiary) realized the potential of adopting the technology to be used in their business, considering the increasing cost of charcoal in their banana chips production business. The continuous-flow rice husk gasifier (CFRHG) is one of the latest technologies developed for converting rice husks into combustible gas for various thermal applications. The gasifier follows the principle of a moving-bed, downdraft mode to produce clean combustible gases for heating. It is a continuous-type gasifier where rice husks are fed at the top of the reactor and the char is discharged at the bottom. During the process, the burning of rice husks moves vertical-

ly downward inside the reactor, where limited amount of air is introduced to the fuel bed to create oxygen-starve environment. Gas, which is basically rich in carbon monoxide and hydrogen, is produced and subsequently burned in the burner to produce heat. Burned rice husks are then discharged from the gasifier for use to various agricultural or industrial tasks. The char produced from the gasifier is a good material for soil conditioning because of its high water holding characteristics. When the char is further burned, the ash produced is a good material for the production of a lowcost cement or construction material. The cost of the gasifier may be reduced by 20-30% if to be fabricated by accredited shops in the province due to elimination of transport cost.

SC stops comelec limit on radio, TV advertisements By Rey G. Panaligan The Supreme Court (SC) yesterday issued a status quo ante order (SQAO) that stopped the Commission on Elections (Comelec) from implementing its resolutions which limit the airtime of advertisements in radio and television of candidates in the May 13 elections. The status quo ante is the situation prevailing before a controversy. Thus, the SQAO restored the situation before the implementation of the airtime limit imposed by the Comelec. Banned by the SC, in a 9-6 vote during its full court session, were the Comelec resolutions that limit the advertisements of national candidates to 120 minutes and 180 minutes in all television networks and radio stations, respectively, and 60 minutes for television and 90 minutes for radio for local candidates. Those who voted for the issuance of the SQAO were Senior Justice Antonio T. Carpio and Justices Presbitero J. Velasco Jr., Teresita J. Leonardo de Castro, Diosdado M. Peralta, Lucas P. Bersamin, Martin S. Villarama Jr., Jose Portugal Perez, Jose Catral Mendoza, and Marvic Mario Victor F. Leonen. The dissenters were Chief Justice Maria Lourdes P. A. Sereno and Justices Arturo D. Brion, Mariano C. del Castillo, Roberto A. Abad, Bienvenido Reyes, and Estela M. Perlas Bernabe. Earlier, the SC had required the Comelec to comment on the petitions filed by GMA Network Corporation, TV5, and Bombo Radyo, which both assailed the constitutionality of Comelec Resolution Nos. 9615 and 9631. It had also accepted the petition for intervention filed by Sen. Peter Alan Cayetano who pointed out that the resolutions “limit the people’s right to information.” In his intervention, Cayetano said the cap on political advertisements over radio and television “smacks of prior restraint” in violation of the freedom of speech or expression. “Instead of focusing on limiting advertising time, Comelec should focus on monitoring candidates’ campaign spending and the source of the funds used to advertise,” he told the SC. GMA 7 said the Comelec resolution are “too restrictive,” while TV5 said the rule was vague because the Comelec failed to provide a definite manner or mode of time aggregation. Comelec Chairman Sixto Brillantes is now seriously considering resigning from his post, saying he was disappointed over the series of SC decisions, the latest of which stopped the poll body from imposing new airtime limits on political advertisements on television and radio. “Sabi ko, I will just have to rest a little one day or two days. And maybe talk to the President and talk to him and say… baka ako ang problema so baka gusto ko baka umalis na muna ako. Maglagay na muna kayo ng iba. Pag-aralan ko lang. Seriously,” Brillantes said. “I think it’s about time if I decide not to continue as chairman of this commission. I would have done my job already. Tapos na ang trabaho naming, e,” he added.
