Congressman Lord Allan Velasco Cong. Velasco spoke during the 112th anniversary of the Battle of Paye in Boac, celebrated as a special nonworking holiday in Marinduque, an episode during the Filipino-American War marked as historically significant. "It's true what they had been saying about the youthful Congressman Lord Allan Velasco of Marinduque whom I had never met. He had cer-

tainly done a lot for the province that he represents. He had discovered new places of interest and is now in the process of developing them, including underground rivers, the island of Maniwaya and enchanted caves. Most of all, he inspires the people of Marinduque, breathing new life and hope into them, most of whom are now dreaming their own big dreams for their hometown. Truly, Marinduque, the heart of the Philippines is breathing, pulsating with life!" - Dolly Dy Zulueta, The Marinduque Diaries, flavorsoflife.com Velasco's message at the 112th anniversary of the Battle of Paye three days ago: As your representative who continues to dialogue with you, I am of the firm belief that the doors of opportunity we've been waiting for have widely opened now. We have achieved so much in the areas of infrastructure, livelihood, health, education, agriculture, sitio electrification, tourism and, From left: Dr. Leodegario M. Jalos, Jr,. most of all, in the high level of awareness on the real strength of the Marinduqueno. During the speech, Velasco also thanked the officials of government, the soldiers, workers in the various industries, professionals, and students, whom he said "have not ceased to pose critical questions, make their own voices be heard, pushing forward fresh ideas." The same goes, he said, for those in the barangays who have kept their minds open for that fulfillment of change." "Ang tutok natin ngayon ay nasa pag-unlad. Masasabi ko po na ang mga hamon sa atin sa kasalukuyan ay hindi kasing hirap ng dinanas ng mga henerasyong nauna sa atin. Subalit ang puwersa ng pagiging matuwid o makatuwiran, ang katatagan at katalihuhan, na gamit ng mga nauna sa atin ay ganun pa rin ang kahalagahan at kabuluhan sa kasalukuyan" - Cong. Velasco

As chief executive of the Municipality of Boac, Mayor Roberto Madla spearheaded the provincial event in cooperation with the National Historical Commission of the Philippines and the Provincial Government of Marinduque.

Officials and employees of the Department of Environment and Natural Resources (DENR-Reg. 4-A) and the Province of Batangas led the clean-up drive for Taal Lake yesterday, 05 august 2012. Palmones, who filed the writ of kalikasan before the Supreme Court to prevent further damage to Taal Lake and the Taal Volcano Protected Landscape (TVPL) also joined the clean-up drive. “Some people think that we filed the writ to stop livelihood of the people here. On the contrary, the primary reason for the writ is to ascertain the health of the lake despite the presence of fish pens and cages, for the ordinary people and small fishermen to continue enjoying the lake as a source for livelihood,” Palmones explained. Batangas Provincial Administrator and Taal Lake Task Force Chairman Victor M. Reyes acknow-

Notwithstanding the devolution of many basic services to LGUs, basic education is acommon responsibilitity of the national government and the local government units. The Municipality of Boac provides supplementary funding support to public basic education through the establisment of eSkwela. Our work in Local Government recognizes the role of technology in human empowerment among outof-school youth and adults through community-based eLearning. The eSkwela project is one example of how technology is fused in a social system by providing ICT-enhanced educational opportunities among the less fortunate Filipinos – the out-of-school youths and adults.. The learning center for the eSkwela for Boac is located at the Casa Real fully air conditioned for greater accessibility and convenience for the community members who want to learn skills and review for the Accreditation and Equivalency (A&E) Exam of the DepEd-Bureau of AlternativeLearning System (BALS), and/or help prepare learners to rejoin the formal schoolsystem, if so desired. We had recorded a 60 to 100 percent passing average in recent examinations. It’s importance and contributions in the effective and efficient delivery of basic education has been proven in our municipality.

eSkwela “Basic Education is a Common Responsibility of the National And Local Government Units”

ledged the initiatives of AGHAM Party-List Rep. Palmones in Taal Lake protection and conservation. “We have an ordinance to effect cleaning of Taal Lake every September. Instead of once a year, there is really a need to make this a year-round activity. We hope that more organizations will support and join the clean-up drive,” Reyes said. On the other hand, DENR Regional Executive Director Reynulfo A. Juan revealed that for this year, DENR Sec. Ramon Paje allocated P20M for Taal Lake rehabilitation activities. He added that with the writ of continuing mandamus issued by the court for the Taal Volcano Protected Landscape including Taal lake, he is happy to see the commitment of concerned organizations and individuals. “With the instructions of the Court for strict compliance with the provisions of the writ, we are hoping to see Taal Lake back to its healthy status in five to ten years time,” Juan added. Tanggol Kalikasan, a non-government organization, headed by Atty. Ipat Luna also joined the clean up activity. The group also initiated the data identification and recording of garbage hauled from the lake for purposes of determining the appropriate mechanisms to prevent dumping of garbage to Taal Lake. Palmones said the initial clean-up drive can lead to other productive activities for the lake. “To gain more support we can provide incentives to communities with the cleanest lakeshores surrounding the lake. Or we should be able to properly recognize NGOs helping in the rehabilitation of the lake. But most of all, we should be able to make everyone realize that each one of us has the obligation to protect the lake, not for ourselves but for our children and the future generation,” Palmones added. Meanwhile, Protected Area Supervisor Laudemir S. Salac said there will be an assessment of these initial activities within the next two weeks. He said result of assessment could guide in determining better approaches and strategies to effectively protect the TVPL and Taal lake. (AGHAM/Vicky B. Bartilet)

“Vision for Innovation”…from page 5 water for everyone – in irrigation, power generation, access for drinking water and it also decreases the level of pollutants. Mr. Relos stressed that tropical cyclones may not always be a disaster, if one is prepared and aware on how to manage it. Second discussion was the R.A 10121 or “The Philippine Disaster Risk Reduction and Management Act of 2010” and the Regional Disaster Risk Reduction & Management Council (RDRRMC) Activities for Disaster Preparedness and Management, presented by Mr. Mark RembrandhtVictore of the RDRRMC and Office of Civil Defense (OCD)MIMAROPA. Based on his discussion, Philippines is termed as “Typhoon Laboratory” and was ranked-third among the countries in the world exposed to typhoon hazards. With this, R.A 10121 is implemented and operated in the National Disaster Risk Reduction & Management Council (NDRRMC) and in its regional sectors. Strengthening its system, as mentioned by the speaker, the efforts of NDRRMC/ RDRRMC focuses in the rights to life and property of Filipinos in pre-events and post events of disaster. The Water Purification System using Ceramic Pot-Type Filter was presented by Mr. Edmar Casa of the Industrial Technology Development institute (ITDI) – DOST. The low-cost water filter, which can meet the drinking needs of a family, was developed by DOST using red clay similar to that used in pottery. A proposed project for the Ceramic Pot Water Filter in Torrijos pottery business in the province is on-theprocess through the efforts of DOST-Marinduque Provincial Office headed by Provincial Director Bernardo T. Caringal. To address the rice shortage, the preference from white rice to brown rice was proposed to everyone. The topic was talked over with the participants’ interest on brown rice benefits. Consumers are not aware of the health benefits of brown rice, which is low in glycemic index that is good for diabetic persons. According to Mr. Alex Palomo, the presenter of the study and the Food &

Nutrition Research Institute (FNRI)-DOST representative, extending the shelf-life of brown rice is now developing through the on-going studies of DOST.
