“The planned loan is counterproductive, unreasonable, unnecessary, and certainly out of time”, apparently with the filing of certificates of candidacies for next year’s elections to be conducted in October this year. A petition by former Governor of Marinduque, Aristeo M. Lecaroz and more than 1,000 registered voters Former Gov. to repeal the relevant Sangguniang Aristeo M. Lecaroz Panlalawigan Resolutions No. 637 (1967-1988) and 710 was filed recently. " It will only aggravate the already dwindling finances of the province” as it could be used instead “to more socially and morally responsive undertakings geared towards the upliftment of the lives of the people of Marinduque”, the petition stated. On May 2, 2012, the Sangguniang Panlawigan passed Resolution No. 637 “authorizing the Honorable Governor Carmencita O. Reyes to negotiate a loan agreement with the Development Bank of the Philippines (DBP), for the proposed improvement of the road network infrastructure development project in the province of Marinduque, subject to the ratification by the Sangguniang Panlalawigan.”
Petitioners maintain that the loan intended for such road networks may be funded through other government sources citing as an example the allocation for infrastructure projects provided in the General Appropriations Act and administered by the Department of Public Works and Highways (DPWH) “is sufficient enough to address the infrastructure concerns of the current dispensation”. A later amendment (Resolution No. 710 of July 4, 2012), was made by the Sangguniang Panlalawigan granting authority to Gov. Reyes to negotiate a loan agreement not only with the Development Bank of the Philippines (DBP), but also with any government or private financial institutions for the intended loan to be used for “road network infrastructure development projects”, this time adding the phrase “and other priority socio economic development programs”. Opinions expressed by some people in government as well as individuals attached the issue on the possibility that the real purpose of the loan is to raise huge campaign money for election purposes. The filing of certificates of candidacy for next year’s elections comes in just a couple of months, in October. Gov. Carmencita O. Reyes is the octogenarian governor of Marinduque. Her political career now spans forty one (41) years. She was Marinduque’s delegate to the Constitutional Convention convened in 1971. The closeness of ‘Delegada’, as she was fondly called then, to the Marcoses during the Martial Law days is of public knowledge. She was Interim and Regular Assemblywoman for Marinduque from 1978 to 1986 (up to Edsa Revolution), then Congress Representative from 1987 to 1998, Governor from 1998 to 2007, Congresswoman from 2007 to 2010, then Governor from 2010 up to the present (2012). It will be recalled that Reyes posted bail in the amount of Php 60,000 on charges of technical malversation apart from violation of the anti-graft law in connection with the Php 728million fertilizer scam.

4 CALAPAN CITY, Oriental Mindoro, (PIA) -- Upang higit na malinang ang kasanayan ng maraming kabataang taga Calapan sa technical at vocational skills, inilunsad ang kauna-unahang Mobile Training Classroom, Park and Train Program (MBCPTP) sa buong Mimaropa kamakailan sa Calapan City Plaza. Sa pangunguna ng Technical Education and Skills Development Authority (Tesda) na pinangangasiwaan ni Tesda Director General Joel Villanueva, kaisa ang pamahalaang panlalawigan, City Technology and Livelihood Development Center (TLDC) at City Public Employment Services Office (PESO), humigit-kumulang sa 90 kabataan sa lungsod ang nabigyan ng libreng pagsasanay sa maiikling kurso ng housekeeping, food and beverage, at bartending. Layunin ng programa na mailapit sa maraming kabataang walang kakayahang pumasok sa mga paaralan, ang mekanismong makapaghuhubog sa kanilang technical-vocational skills na maaari nilang magamit sa mabilis na paghahanap ng trabaho. Kaya naman, naging bokasyon ng Tesda na dalhin sa kanayunan ang training centers na tulad nito upang sa gayon ay mas maraming kabataan pa ang matulungan. ROMBLON, Romblon, (PIA) -- The National Statistics Office (NSO) Romblon will conduct a tree planting activity and coastal clean up in Brgy. Lonos, Romblon, Romblon to celebrate its 72nd anniversary on August 19. The theme for this year’s celebration is, “72 na si NSO, todo serbisyo,” highlighting the many years NSO had been in service to the Filipinos. NSO was founded as the Bureau of Census and Statistics on Aug. 19, 1940 by virtue of the enactment of Commonwealth Act 591. It became the National Census and Statistics Office in 1974 and was renamed National Statistics Office in 1987. NSO is the government’s major statistical agency responsible for collecting, compiling, classifying, producing, publishing and disseminating general-purpose statistics as provided for in Commonwealth Act 591, an act creating a bureau of the census and statistics to consolidate statistical activities of the government. It is also responsible for carrying out and administering the provision of the Civil Registry Law as provided for in Republic Act No. 3753 establishing a civil register to record the civil status of persons, more specifically births, deaths, marriages, annulments, divorces, legitimations, adoptions, acknowledgments of natural children, naturalizations, and changes of names. PUERTO PRINCESA CITY, Palawan, (PIA) -- Magaambag ang 10 kooperatiba at ang pamahalaang panlalawigan ng P4 milyon para mabuo at masimulan ang credit surety fund (CSF) ng Palawan na magbubukas ng oportunidad sa maliliit na negosyante na maka-utang sa banko kahit walang kolateral. Ito ang pinahayag kamakailan ni Victoria Ladica, hepe ng Provincial Cooperatives Development Office sa isang panayam. Sinabi ni Ladica, handa na ang gaganaping pagpapasinaya ng CSF sa ika-21 ng Agosto na tatampukan ng paglagda ng memorandum of agreement (MOA) sa pagitan ng Bangko Sentral ng Pilipinas (BSP) at ng pamahalaang probinsyal at ng mga kooperatiba. Sa pagbubukas ng bagong sesyon ngayong linggo, inaprubahan ng Sangguniang Panlalawigan ang resolusyon na nagbibigay pahintulot kay Palawan Governor Baham Mitra na lumagda sa MOA upang maitatag ang CSF at ang paglaan ng P2 milyon bilang counterpart contribution nito. Ang CSF ay isang credit window na programa ng BSP para sa micro, small, at medium enterprises (MSMEs) na miyembro ng kooperatiba. Sa pamamagitan ng CSF, makaka-utang sa bangko ang MSME na walang kolateral dahil sa “surety cover” na dulot ng mga kontribusyon ng mga kooperatiba, local government unit at iba pang institusyon. Ang 10 kooperatiba ay tinaguriang “millionaire’s co-op” sapagkat malalaki ang kanilang kapital at magaling ang pamamahala ng mga ito. Kabilang dito ang Lapu-Lapu Poblacion Multi-Purpose Cooperative (MPC), Taytay Municipal Employees MPC, Narra Teachers MPC, Aborlan Service Cooperative, Sofronio Española Municipal Employees MPC, Coron School of Fisheries Employees MPC, El Vita Farmers MPC, Narra Irrigators Advocate MPC, Roxas Municipal Employees MPC, at St. Agustin Foundation MPC. Mag-aambag ng pinakamalaking halaga ang Sofronio Española Municipal Employees MPC ng P600,000 at ang Narra Irrigators Advocate MPC ng P500,000. Ang walong kooperatiba ay mag-aambag ng tig-P100,000. Ang mga kontribusyon na ito ng 10 kooperatiba at ng pamahalaang probinsyal ay tatapatan ng counterpart ng Land Bank of the Philippines, Development Bank of the Philippines, at ng Industrial Guarantee Loan Fund. The Marinduque State College entered into an agreement with Land Transportation Office, regarding the implementation of Training and Development Program for LTO clients as an extension project of the MSC-School of Advanced Education. The gathering took place at the MSC- Boac Audio Visual Room, with the presence of the College President Dr. Romulo H. Malvar, Vice-President for Administration and concurrent Dean of School of Advanced Education Dr. Homer L. Montejo, Vice-President for Research and Extension
Dr. Diosdado P. Zulueta, faculty and students of BS Industrial Technology Automotive majors and LTO representatives -Dr. Jorge Antonio P. Calayo as the LTO- Officer-in-Charge and the LTO- D.L. Evaluator Mr. Jepthah S. Lozano. MSC-SAEd has the thrust of preparing competent professional leaders in the community, with its provision of external formative/educational assistance in the different projects of the College including its linkages with other agencies and institutions. With this, the Land Transportation Office taps the expertise of MSC-SAEd, in
implementing its Training and Development Program for LTO clients, and in providing human resources for the training program, strategic formulation of training design and provision of research related output to the activities of LTO. On the other hand, LTO’s collaboration with MSC-SAEd will help the said agency in its organizational development and will provide constructive mandate in enhancing the knowledge and competence of the drivers in Marinduque, with the aim of practical education to all commuters and operators through those determinative programs.
Dr. Romulo H. Malvar commended the School of Advanced Education’s desire to extend its assistance and services to the community. He suggested that, with its collaboration with LTO, SAEd can open a Driving School that will serve as resource-generation activity, for the College and for the province as a whole. Jessie Robredo of the Department of Interior and Local Government. With Sec. Robredo’s passing, the DOST lost a strong partner in its major programs, particularly in disaster risk reduction. We will remember Sec. Robredo for his passion and commitment in putting in place programs that ensure the safety of the citizens down to the community level. As one of the most dynamic leaders in our country today, Sec. Robredo epitomized qualities that are needed in this administration’s “matuwid na daan” – he had shown integrity, fairness, humility, unparalleled devotion to his official duty as public servant, and unwavering service to Filipinos. The loss of Sec. Robredo will surely be felt by the whole nation for a long time. As we mourn for his loss, we also pray for comfort for his wife, children, relatives, and friends. Marinduque State College, in its continuous quest for excellence along the fields of instruction, research, extension and production, takes new approach towards development, as it entered into a Memorandum of Agreement with the Provincial Government of Marinduque, regarding the use of the Center for Agricultural Resource Management & Enterprise Networking (CARMEN) for the purposes of MSC, and the availment of the Lingap Pangkabuhayan ni Nanay Program by the MSC School of Agriculture. The said gathering happened in the CARMEN, Tamayo, Sta.Cruz, with the two agencies’ aim to formulate its projects and plans for the socio-economic development of the CARMEN area, and of the province as a whole. With the help of the government, the College’s technical expertise in the different fields will be used in CARMEN, for the production of better outputs for the benefits of all Marinduqueňos. The MSC’s partnership with the Lingap Pangkabuhayan ni Nanay Program, on the other hand, enables both parties to use the resources of the province to address the concerns of food sector and agro-tourism and for the purpose of economic enterprise of Marinduque. Presentations of ideas followed, with the enthusiasm of the MSC President, Dr. Romulo H. Malvar to support and assist the Provincial Government in the management and executions of plans of both parties. He presented the Income-Generating projects of MSC, as well as his Pasalubong Center in Boac-proposal project of MSC with the help of the Provincial Government. Dean Michael V. Capiňa presented the projects of the School of Agriculture, such as its research projects in arrowroot industry and comparative studies on the effects of planting in varied land areas in Marinduque. Dean Paloma dela Cruz of the School of Fisheries, MSC-Gasan Campus presented the College’s pursuit in fishery livelihood, with its abundant tilapia-fish production, bagoong, patis and solar salt production. In addition to this, the School of Fisheries also entered into various MOAs, to implement National Programs like the Aquasilviculture Project of BFAR. The Governor, Hon. Carmencita O. Reyes commended the College, giving so much recognition to Dr. Malvar and the School of Fisheries for its excellent contribution in the province, in the fields of education and production. The plans for CARMEN were also suggested by Mr. Dindo Asuncion of the Provincial Tourism Office, with the support of the MSC President. Renovations and conservation of the area was another concern of both parties, with the aim of “bringing the people closer to nature.” Variety of ideas, proposed projects and plans were conferred and deliberated, with the aim to uplift the agro -tourism industry of the province. If there's an Oscar for great films, why not a 'Jesse' for good governance Tañada proposes Robredo Awards for Good Governance. If there’s an Oscar for great films or a Grammy for best song then why not a “Jesse” for good governance ? Deputy House Speaker Erin Tañada today broached the idea of creating the Jesse Robredo Awards for Local Good Governance as “a way of perpetuating not only the works and the memory of a great man but his principles and management style.” “Alive, he set the standard in public service. It is now the template for the ages. And it up to us the living to make sure that the generations of civil servants will look up to it as the model to be followed,” Tañada said. Tañada’s idea is for the Robredo Awards to honor “outstanding workers and programs in all aspects of local government service, from budget matters to peace and order” “The categories will include both line of work and field of operations . That way we can have a Best Tanod as an individual award and , say, a Best Financially Managed Town in the organization category, “ Tañada explained. The House leader predicts the list of categories to be long as local governance is complicated . “Personally, I am batting for a Best LGU Website award one that will have a high FOI quotient, “ Tañada said, referring to the Freedom of Information legislation that he is pushing. One other area in which exemplary performance must be recognized, he said, is the one on the environment and climate change adaptation, considering that it is one of the “complex and expensive” challenges local executives confront. “The Jesse Awards should have a ‘green box’ as there is a mushrooming of green initiatives in the grassroots. We should be awarding a Best in Solid Waste Management trophy so the best practices of the winner can be replicated nationwide,” Tañada said. He branded the Robredo Awards “also as a search for local heroes, those who toil beyond and above the call of duty without fanfare.” “ Actually , there are many Robredos on the ground. He can be the honest and hardworking traffic enforcer who does not leave his post come hell or high water. Or the barrio doctor who still makes house calls in the dead of the night, “ Tañada said. He admitted that his idea on what the awards will be “are back of the napkin jottings.” “The mechanics can be finalized in PPP – or Public Private Partnership – fashion. I would suggest that the DILG, the Civil Service Commission reach out to the academe , such as the UP National College of Public Administration and Governance and the Ateneo School of Government , and NGOs in drafting the guidelines, “ he said. The DBM should also be there, Tañada insisted, “because it will be the one proposing the amount of cash prizes and dispensing them to the winners. One other potential source would be from the recently signed RA 10174 or the People’s Survival Fund which I principally authored. ” “In the case of winning LGUs, the prizes can be in the form of SAROs, “ Tañada said. A SARO is a budget release document indicating that funds have been released for a project, activity or program. Tañada is hopeful that his idea of a Robredo Awards “will gain traction so that it can be given out next year . “ “If the government will pick this up then it should reach out to the academe and the NGOs immediately so that whatever funding requirements can be included in the 2013 national budget, “ Tañada said. “And this includes looking for an artist who will design the Jesse statute,” Tañada said
Executive Secretary Paquito N. Ochoa on Wednesday sought a comprehensive review of all the pending programs and projects left by the untimely demise of Secretary Jesse Robredo in the Department of the Interior and Local Government (DILG) to ensure that reforms are implemented and the operation is continuous. Ochoa, who was designated as officer-in-charge of the DILG by President Benigno S. Aqiuino III following the tragic plane crash that killed Robredo and his two pilots last Saturday, was at the agency Wednesday morning to seek a list of the programs in the pipeline as well as assure DILG employees that there will be no interruption in the services they provide to the public. “While we join Secretary Robredo’s family and the nation in this time of bereavement, the President felt also that it is appropriate to designate an OIC for the meantime, on a very temporary nature to ensure that the DILG is running and its service to the public is continuous,” Ochoa said. According to the Executive Secretary, he already asked an inventory of all the pending matters for review and their status, particularly the reforms that Robredo has started in several offices under the wings of the DILG. Ochoa particularly mentioned the ongoing reforms which Robredo has put in place in the Philippine National Police and the Bureau of Jail Management and Penology, as well as his plans to relocate informal settlers. Initially, Ochoa said he has started putting together the signing and approval system for administrative matters and logistics to prevent any interruption in the services. He said employees should expect him to be visible in the agency in the coming days until the President appoints a permanent DILG chief. ###
