2012 Bila-Bila Street Dance in Boac a smash! By: Eli Obligacion Boac’s 2012 Bila-Bila Street Dance Competition held last December 8 in celebration of the Feast Day of the Immaculate Conception is a smash! Thousands of people thronged to the Boac Moriones Arena where the competition was held for the first time in it three consecutive years. As early as 7:00 a.m. various contingents from the town’s four districts of Spectators waiting for the competition to start. Poblacion, Riverside, Seaside and Ilaya started converging at the Boac Covered Court but had to wait for the feast day mass at Boac Cathedral to finish before the simultaneous beating of the festival drums could be started. A total of six contingents composed of clustered barangays competed for the grand prize of Php 1 0 0 , 0 0 0 .0 0 . D e c l ar e d Champion was Riverside (composed of Bantad, Tanza, Tabi Poras, Tabigue, Lupac, Balogo, Pili, Maligaya and Buliasnin), that impressed the judges with their costumes, festival props, precision movements and youthful energy. Second placer was two-time champion, Seaside B (Amoingon, Bunganay, Cawit, Tugos Butterflies flutter and sway to the sound of the festival and Duyay) who received drums at the arena P hp 75,0 00.0 0, with Poblacion (Murallon, San Miguel, isok I, Isok II, Mercado, Malusak, Tampus, Mataas na Bayan and Mansiwat), as Third Placer with cash prize of Php 50,000. Consolation prizes of Php 20,000.00 each were given to Ilaya A & B (Daypay, Sawi, Agot, Apitong, Boton, Poras, Tagwak, Balimbing, Agumaymayan, Ogbac, Binunga, Canat, Puyog, Bantay, Mahinhin, Puting Buhangin), Seaside A (Santol, Bangbangalon, Laylay, Ihatub, Balaring, Caganhao), and Ilaya B (Daig, Tumapon, Poctoy, Malbog, Maybo, Bamban, Catubugan, Balagasan, Mainit).

Team Guisian plays against Team Velasco

During weekends and holidays and whenever he's free, Marinduque Congressman Lord Allan Velasco takes time out with Team Velasco to engage barangay players in seaside, riverside and interior districts in friendly basketball matches. This one's a more recent fun game with Team Guisian composed of fishermen and farmers living in Marinduque' northern coast.

This quiet coastal village of Guisian is hardly known even to many Marinduque residents but visitors are slowly discovering its beautiful attractions that include shore cliffs, caves and secluded beaches. More than a decade ago this hamlet was the site of firefights between rebels and government soldiers, but three years ago, the province of Marinduque was declared by the Philippine Government as the first province in the entire country that's been freed of subversive elements. During the last couple of years, villagers have started to organize their own sports and various cultural events that attract spectators from far barangays.

NYC nagsagawa ng regional action planning workshop By Luis T. Cueto LUNGSOD NG CALAPAN, Oriental Mindoro, (PIA) -- Nagsagawa ng regional action planning workshop ang National Youth Commission (NYC) na kung saan naliwanagan ang mga kabataan sa lungsod na ito sa mga isyu ukol sa kanilang hinaharap na sanhi ng pagpapago ng kanilang asal. Dinaluhan ito ng mga mag-aaral mula sa City College of Calapan (CCC), Divine Word College of Calapan (DWCC) at mga kawani mula sa pamahalaang nasyonal tulad ng Philippine National Police, Department of the Interior and Local Government, Department of Environment and Natural Resources, Department of Social Welfare and Development at National Economic Development Authority. Sa ginanap na workshop, tinalakay sa unang bahagi ang kasalukuyang sitwasyon maging ang mga psychological at social issues na pinagdaraanan ng mga kabataan sa ngayon. Sa pangangasiwa ni Cynthia Enriquez, head policy development ng NYC, nabigyan ang mga kabataan ng mas malalim na paglilinaw ukol sa iba’t ibang pwersa sa lipunan na nagiging sanhi ng pagbabago sa asal ng mga kabataan. Matapos ang talakayan, binigyan ng pagkakataon ang mga kabataan na aktuwal na makabuo ng plano para sa taong 2012-2016 upang mapag-usapan ang aksyon at programang nais nilang ipatupad na tutugon sa kanilang sektor. Noong nakaraang taon bumisita sa lungsod ang NYC upang pagtibayin ang ugnayan ng national government agencies, non-government organizations, local government units at ng sektor ng mga kabataan upang maging kaisa sa kanilang adbokasiya. Pinasalamatan ng pamunuan ng NYC ang pamahalaang lungsod sa patuloy na pagtataguyod ng mga proyekto para sa mga kabataan at ang patuloy na kampanya hinggil sa youth empowerment. Retraining ng Programang AHMP sa Occ Min, isasagawa ngayong 2013 By Voltaire Dequina SAN JOSE, Occidental Mindoro, (PIA) -- Magsasagawa ng panibagong pagsasanay ang National Nutrition Council (NNC) Mimaropa para sa programang Accelerated Hunger Mitigating Program (AHMP) sa lalawigan. Layunin ng AHMP na matugunan ang problema ng kakulangan ng masutansiyang pagkain sa bansa. May naitalang 49 lalawigan ang may ganitong problema at isa na rito ang Occidental Mindoro kung saan malaki ang bilang ng mga malnourished na sanggol at bata. Dahil dito, minarapat ng pamunuan ng NNC Mimaropa na dalhin ang Infant and Young Child Feeding Program sa bawat barangay ng lalawigan bilang tugon. Batid ng NNC na sa pamamagitan ng pagbibigay ng dagdagkaalaman sa mga baranggay ay maipapaalam sa mga nanay ang kahalagahan ng wastong pagpapasuso sa mga sanggol at pagpapakain ng masusustansiya sa mga bata. Noong 2009-2010, pinondohan ng NNC ang may humigit kumulang na P1 milyon para sa pagsasanay ng mga Municipal Nutrition Action Officer (MNAO) at mga pangulo ng Barangay Nutrition Scholars (BNS) ng lahat ng barangay sa lalawigan. Napagpasyahan ng NNC–4B na ipagpapatuloy ang pagsasanay matapos ang pagkalap at pag-aanalisa sa naturang programa na sinimulan kamakailan sa bayan ng Sablayan. Sa naturang pagpupulong, pinili ang mga epektibong paraan, mga dagdag na kaalaman at mga kinakailangan pang gawin upang higit na maging maganda ang resulta ng programa. Nagsagawa din ng workshop at program implementation review sa lahat ng bayan sa lalawigan, maliban sa Looc, Lubang at Mamburao dahil na rin walang nakadalong MNAO mula sa mga ito. Ayon kay NNC Mimaropa officer-in-charge regional nutrition program Coordinator Eileen Blanco, positibo ang naging resulta ng programa sa lalawigan bagamat may ilang mga isyu ang barangay na kailangan na matugunan upang matamo ang mga layunin ng AHMP na nakatuon sa Infant and Young Child Feeding. Dagdag pa ni Blanco, hindi naman makakamit agad ang mga resultang inaasahan nila sa programa kung kaya kinakailangang magsagawa ng panibagong pagsasanay dahil marami na ang nakalimot sa mga adbokasiya ng kagawaran hinggil sa infant and young child feeding. BOAC, Marinduque, (PIA) -- Marinduque was awarded “Outstanding Province in the Region” by the National Nutrition Council (NNC) in partnership with Department of Health last November 27 at the Imperial Palace Hotel, Tomas Morato Ave., Q.C. The Municipality of Mogpog bagged the 1st Place for the Regional Outstanding Municipality with Roxas Oriental Mindoro as 2nd Placer. Mogpog also won the Municipal Nutrition Green Banner Award together with Roxas, Oriental Mindoro, San Agustin, Romblon and Narra, Palawan. For the Regional Outstanding Barangay Nutrition Scholars, Norberto B. Sususco, who won as first placer, was from Brgy. Poblacion, Narra, Palawan. Maricon Mijares of Brgy, Manlibunan, Sta. Cruz, Marinduque won the second place, while Melanie L. Bantan of Sta. Monica, Puerto Princesa City, Palawan bagged the third spot. Dr. Violeta O. Reyes, daughter of Gov. Carmencita O. Reyes, acknowledged the awardees and spoke in behalf of the governor. She thanked all the BNS workers and the Provincial Nutrition Office, headed by PNO Robie Apiag, OIC-NNC Eileen B. Blanco and Dir. Jose R. Llacuna Jr., OIC-Regional Director, Central for Health and Development (CHD) Mimaropa and chairman of the Regional Nutrition Committee. Director Llacuna said the awards were given in appreciation of the accomplishments of the nutrition workers. He also called on the people from the Mimaropa region to fully support the nation's health programs and promote the NNC’s mission by practicing nutrition in their homes. DTI nagpaalala muli ukol sa helmet ICC stickers By Dinnes Manzo ODIONGAN, Romblon, (PIA) -- Patuloy ang libreng paglalagay ng Department of Trade and Industry (DTI-Romblon) ng Import Commodity Clearance o ICC stickers sa mga motorcycle helmet hanggang sa ika-27 ng Disyembre sa kanilang tanggapan sa Fajarito Bldg., J. Luna Cor. N. Aquino Sts., Brgy. Liwayway, Odiongan, Romblon. Sinabi ni DTI provincial information officer Mary Grace H. Fontelo, nakasaad sa Section 6 ng Republic Act 10054 o mas kilala bilang Motorcycle Helmet Act of 2009 na ang kanilang lokal na DTI ang siyang tutukoy ng kalidad ng mga helmet na nasa merkado o tindahan. Batay sa nasabing batas, lahat ng riders o mananakay kabilang na ang mga backriders ay obligadong magsuot ng mga ICC-marked helmets upang maibsan ang tumataas na bilang ng mga namamatay sa aksidente sa mga motorsiklo dahil sa kawalan o mahinang kalidad ng protective gears. Hindi saklaw ng RA 10054 ang mga tricycle at mga kahalintulad na sasakyan gaya ng pedicab. Alinsunod rin sa Implementing Rules and Regulations ng batas na inilabas kamakailan, lahat ng mga helmet na ibinebenta simula ngayong taon ay dapat may mga ICC stickers na. Nagpapaalala rin ang DTI Romblon sa mga nagmomotorsiklo na kapag ang mga helmet ay nabili bago mag2012 ay kinakailangang magtungo ang mga ito sa pinakamalapit na tanggapan ng DTI upang magpalagay ng ICC sticker. Libreng ipoproseso ng kanilang ahensiya ang mga ICC sticker applications hanggang ngayong Disyembre 2012. ROMBLON, Romblon, (PIA) -- Matagumpay na idinaos ang isang araw na seminar/ workshop ngayong araw para sa Pantawid Pamilyang Pilipino Program hinggil sa pinaigting na „Systems Campaign‟ ng DSWD IVB (MIMAROPA). Ang nasabing seminar ay may temang: “Sama-sama Tungo sa Pagbabago, Pakikiisa ko, Maaasahan mo” na ginanap sa covered court ng Romblon Public Plaza. 2 backhoe burned by armed groups in Palawan By Victoria Asuncion S. Mendoza PUERTO PRINCESA CITY, Palawan, (PIA) -- Suspected NPA rebels set fire to two backhoe equipment on Sunday in separate incidents in the north and south of Palawan . The first incident occurred Sunday when a small group of armed men burned a backhoe owned by CITI Nickel Mining Corporation in Barangay Punang in Sofronio Española town located some 170 kms south of Puerto Princesa City. After a few hours on the same Sunday in northern Palawan, about 20 armed men set fire to another backhoe in Barangay Pamontolon, Taytay town in the compound of Goldrock Construction Company. A caretaker of the construction company said that 3 men approached him and said that the incident was a warning and a revenge to the company for its “misdeeds”, low pay and often delayed wages to its employees. In a local radio interview, Col. Antonio Manlapaz, Commanding Officer of Marine Battalion Landing Team (MBLT) 4 said that they are now conducting investigation and pursuit operation jointly with the local PNP of Taytay. He also asked for the cooperation of the public especially the business community to inform and advise them of any extortion activities so that they can help concerned establishment in securing their property. Pamilyang nagsilikas sanhi ng bagyong Pablo, bumalik na sa kanilang mga tahanan By Orlan C. Jabagat LUNGSOD NG PUERTO PRINCESA, Palawan, (PIA) -- Bumalik na sa kanilang mga tahanan ang mga pamilyang nagsilikas noong kasagsagan ng bagyong Pablo. Sa talaan ng Provincial Disaster Risk Reduction and Management Office (PDRRMO), halos 100 porsiyento sa mga nagsilikas ang nakabalik na sa kani-kanilang mga tahanan. Sa kasalukuyan, 22 pamilya na lamang mula sa bayan ng Araceli na nanuluyan sa evacuation center ang hindi pa nakakabalik dahil ang kanilang mga tahanan ay nasira ng bagyo. Batay sa mga datos na nakalap ng Incident Command Post (ICP) na itinatag ng PDRRMO, ang bayan ng Araceli ang nakapagtala ng maraming bilang ng mga lumikas sa kanilang tahanan. Ito ay umabot sa 485 na mga pamilya o 1,078 na mga indibiduwal; sumunod ang Roxas na umabot sa 305 na mga pamilya at 156 na indibiduwal ang pinalikas. Sa Culion, 109 na mga pamilya at 408 na mga indibiduwal ang pansamantalang tumigil sa iba’t ibang evacuation center habang malakas ang hangin. Sa Cagayancillo, 37 pamilya ang pansamantalang sumilong sa bahay ng mga kamag-anak at kaibigan at siyam na pamilya ang tumuloy sa daycare center. Sa Dumaran, 147 na mga indibiduwal ang nagpalipas ng sama ng panahon sa multipurpose hall sa poblacion ng munisipyo. DIABETES: THE SILENT EPIDEMIC By Henrylito D. Tacio Is there an army of ants parading in your rest room? If there is, chances are you or someone in your family has diabetes. Ants in the bathroom, most physicians claim, are an effective diabetes indicator. Currently, there are four million diabetics in the country today, with more than three million not knowing they have the disease. “Many people still do not know that they have diabetes,” said Dr. Tommy Ty Wiling, president of Diabetes Philippines. The Department of Health listed diabetes as the ninth leading cause of death among Filipinos today. In 20 years, the Philippines is expected to be among the top 10 countries in the world with the highest numbers of people with diabetes. Considered as a “disease of affluence,” diabetes is now taking its place as one of the main threats to human health in the 21st century. “Diabetes is going to be the biggest epidemic in human history,” warns Dr. Paul Zimmet, director of the International Diabetes Institute in Victoria, Australia. The Geneva-based World Health Organization (WHO) thinks so, too. By 2030, the world will be home to 366 million people with diabetes. Most of those diabetics will be from developing countries. In the Philippines, some 500 Filipinos are being diagnosed with the condition every day. “Diabetes has no cure,” says Dr. Ricardo Fernando of the Institute for Studies and Diabetes Foundation in the Philippines. “What doctors can do is just minimize the complications or push its onset a little later because the disease is more manageable among older people.” Like most diseases, diabetes mellitus – doctors use this term to distinguish it from diabetes insipidus, a relatively rate disease – has symptoms. Among the most common signs are excessive urination and abnormal thirst. “I was always thirsty. I had to go to the toilet frequently at night, and my urinal always had ants,” recalls former health secretary Juan M. Flavier on how he discovered he had diabetes. Other symptoms include unusual hunger, rapid

Those who are experiencing any of the above symptoms but do not believe they have diabetes are gambling with their health. Augusto D. Litonjua, founding president of the Philippine Society of Endocrinology, says complications that arise from diabetes include blindness, heart diseases or stroke, kidney trouble, impotence, renal failure, and amputation. “Blindness can occur 25 times more in diabetics than non-diabetics,” Dr. Litonjua says. “They are also twice as prone to heart attacks and strokes, 17 times more prone to kidney disease, five times more prone to gangrene and about 50 percent of men with long duration of diabetes are impotent.” Here’s a bad news for pregnant women: studies showed birth defects occur in 5 to 10 percent to women with diabetics, four times higher than in women without diabetics. Health experts say the number of deaths from diabetes in the country cannot be ascertained yet since death certificates only indicate the main cause of death. This means a person who dies of heart attack will be listed as a casualty of cardiovascular disease, although that is a complication caused by diabetes. In the past, diabetes was considered a formidable disease. Its diagnosis in a young child was a notice of premature death. Its discovery in a man or a woman in the prime of life meant a complete change in the way of living, and a greatly reduced expectation of life. But it all changed when, in 1921, Canadian surgeon Frederick Grant Banting and his collaborator, Dr. Charles Herbert Best, succeeded in extracting an effective substance from the pancreas of animals, and it was tried on dogs. The amount of sugar or glucose in the dog’s blood decreased. The substance was called insulin. On January 11, 1922, a 14-year-old Canadian boy lay in a deep coma caused by diabetes. The boy was the first patient in the world to be given an injection of insulin. The glucose in his blood dropped. He regained consciousness and his strength returned. Since that day, insulin has saved the lives of millions of people. But it was soon recognized that there were cases of diabetes that do not respond to insulin. Research was intensified into the types of the disease, its mechanisms, and into insulin itself. ...more on page 10

DIABETES… from page 9 The first step in treating diabetes is identifying the diabetic type. There are two types: the juvenile and adult -onset. Both types are characterized by high levels of blood sugar. Both also share the same crippling or fatal long-term complications caused by excess sugar spilling over into sensitive tissues. But the similarities end there. Elizabeth Hiser, a journalist who writes for The New York Times and suffers from type 1 (juvenile) diabetes, knows it: “The pancreas stops producing insulin, the hormone that allows the glucose in the blood to be moved into cells where it can be used as energy. Not surprisingly, the symptoms are severe, and without regular injections to make up for the lack of insulin, the afflicted patient risks coma and death.” Singer and actor Gary Valenciano has also this type of diabetes. His wife, Angeli, has saved the life of her husband several times already. “She has revived me a number of times, preventing me from falling into a diabetic coma,” he reveals. On the other hand, someone with type 2 (adult-onset) diabetes starts out with abnormally high levels of insulin and can go for years – even decades – without knowing he has the disease, because no immediate, life-altering symptoms occur. “The predisposition for developing type 2 diabetes is inherited,” writes Hiser, “and there are three factors that cause the disease to surface: being overweight, inactivity, and advancing age.” Having too much body fat (and too little muscle mass) decreases the body’s ability to use insulin, a condition called insulin resistance because cells literally become resistant to insulin’s effects. Health experts say that carbohydrates, after a meal, are broken down to glucose, or single sugar units, which are absorbed and cause blood sugar levels to rise. Normally, over the next two or three hours, insulin efficiently clears blood sugar back to fasting levels. When insulin does a poor job, blood sugar stays high between meals, even when insulin levels are abnormally high. As time passes, the insulin-producing cells of the pancreas become dysfunctional. At this point, insulin injections are needed. “If you look at the spread of the scourge around the world, type 2 diabetes occurs as a country advances technologically, when people come out of the fields to sit behind desks,” notes Dr. Irwin Brodsky, director of the Diabetes Treatment Program at the University of Illinois in Chicago.

People with type 1 diabetes need daily insulin injections. Those with type 2 diabetes usually don’t need insulin injections. But 25 percent of them take drugs to improve sugar metabolism. “Treating type 2 diabetes with drugs does reduce blood sugar, that’s true,” says Dr. Willie T. Ong, an internist-cardiologist at the Manila Doctors Hospital and Makati Medical Center. But in many cases, doctors are electing to treat type 2 diabetes with diet and exercise. They find that this lifestyle approach does more than just reduce blood sugar. “It does a lot more,” says Dr. James Barnard, professor of physiological science at the University of California. “The same regimen that puts diabetes on hold has a favorable impact on high cholesterol, high blood pressure, and obesity.” Those three, along with high blood sugar, are what doctors call the deadly quarter. Before doing anything, be sure to talk with your doctor. “We have been saying that diabetes is not a disease to be toyed with,” says Dr. Litonjua. “It should be viewed with concern because if left untreated then there may be serious consequences. The glimmer of hope here is that if you treat a diabetic really well, he will as long as a person without diabetes, and probably with a better quality of life because he takes care of himself better than one without diabetes who lives recklessly.” – ###

1,000 students join 1st Mimaropa IT Congress CALAPAN CITY, Oriental Mindoro, (PIA) – More than 1,000 student-participants joined the 1st Information Technology (IT) Congress with the theme, “IT Innovations: A Glimpse of new Horizon – Building Up Minds, Encouraging Change, Instilling Knowledge.” The Divine Word College of Calapan (DWCC) hosted the two-day activity in this city. The activity aims to strengthen the capability and knowledge of information technology students to use the modern technology as part of their everyday life and also as application in their field of work in the future. Kabataan Partylist Representative Raymond V. Palatino, the guest speaker during the affair has emphasized in his speech the important roles of information technology in today’s generation especially to students. Sa gabing ito, ipinagdiriwang po natin ang dakilang ambag at kontribusyon nating lahat na mga nakatatandang mamamayan ng bayan ng Boac na naging daan sa paghuhubog ng isang Lipunang ipinagmamalaki ngayon ng ating henerasyon. Tayo pong mga nakatatandang mamamayan ang nagsisilbi ngayong tulay sa mga alaala ng nakaraan at sa mga pangarap sa kinabukasan ng ating mga susunod na salinlahi ng mga bagong Boakenyo. At ito po’y marapat lamang nating ipagdiwang, marapat lamang nating samasamangipagmalaki sa gabing ito, at sama-sama nating ialay upang Bigyan ng kabuluhan ang pagpaparangal natin sa kapiyentahan ng Mahal na Birhen sa kanyang Walang Bahid na Paglilihi o Imakulada Konsepsiyon. Gayundin naman, isinasanib natin ang ating diwa bilang mga nakatatandang mamamayan sa pagdiriwang natin ng ika-433 Taon ng Pagkakatatag sa Monserrat de Marinduque at ika-390 Anibersaryo ng Muling Pagkakatatag sa Bayan ng Boac sa ilalim ng Misyon ng mga Heswita. Bilang inyong Punong Bayan, ipinagmamalaki ko po na maging bahagi at kasapi ng samahan ng mga mamamayang senyor sa ating bayan. At sa pangalan po ng pamahalaang bayan ng Boac, tanggapin po ninyong lahat ang magiliw naming pasasalamat sa lahat ng inyong mga naging ambag at mahalagang papel na ginampanan sa bawa’t panahon at yugto ng pagsulong ng ating bayan. Mabuhay po ang lahat ng mga nakatatandang mamamayan ng Bayan ng Boac! Sa kabila po ng katandaan na natin at marami nang bahagi ng ating katawan ang unti-unti nang sumusuko, masigla pa rin naman ang ating mga isip at diwa kaya nga malaki ang kabuluhan ng mga indak at musika ngayong gabi. Binubuhay natin ang kalinangang musical ng ating lipunan Kasabay na inaalala ang kabuluhanng piyesta sa baryo na noong ating mga kabataan ay labis nating pinanabikan taun-taon. Kaya nga po, sa gabing ito, bilang inyong Punong Bayan ay iiiwan ko ang kaisipang ito: Ang mga nakatatandang mamamayan ng Boac ay pundasyon ng mga halimbawang nagluwal at naging batis ng kaunlaran, patrimonya at kalinangang Boakenyo! Patuloy ko pong paninindigan ang paniniwalang ito sa pamamagitan ng aking pagbibigay ng mga pangunahing serbisyo sa mga mamamayang senyong nga ting bayan hanggang sa mga susunod na panahon ng aking panunungkulan. Kasama kayong lahat, sana po’y matagumpay nating harapin ang mga hamong electoral sa darating na Mayo 2013. Magalang po akong nagmamano sa inyong lahat. Mabuhay ang mga senior citizens ng Boac! Mabuhay ang bayan ng Boac!
