DOH strengthens its ‘Iwas Paputok’ program through APIR By Marivic Alcober TACLOBAN CITY, (PIA) -- Department of Health (DOH) is strengthening its ‘Iwas Paputok' program through its Aksyon: Paputok Injury Reduction (APIR) this year aiming for zero casualty as the nation welcomes the New Year. The campaign also encourages the use of environment friendly materials instead of dangerous, pollutant firecrackers and plastic during the celebration. To avoid firecracker accidents and enjoy a safe celebration, DOH encourages participation in a community fireworks display and to celebrate the New Year together with the whole family. It also advises the use of alternative ways of creating loud noises such as cans or blowing of horns instead of firecrackers. One may also celebrate through street parties, concerts, palaro, and other similar activities. Children are also advised to avoid the use of firecrackers; to keep away from persons using firecrackers; not to pick up firecrackers that failed to explode; and to immediately seek treatment in case one becomes a victim of an explosion of firecrackers. The „Iwas Paputok‟ drive, which is spearheaded by the Department of Health is in coordination with the Department of Education, Department of Social Welfare and Development, Department of Trade and Industry, Department of Environment and Natural Resources, Department of Interior and Local Government, Bureau of Fire Protection, Department of Finance, Bureau of Customs, League of Cities of the Philippines, and the Philippine Information Agency. The Christmas party at Chateau was attended by some 2,000 barangay residents from Boac, Gasan and Mogpog who went home with raffle prizes consisting of various household appliances and/or a bag-full each of products from Purefoods with umbrellas and handbags. Cong. Velasco was assisted by his loving wife, Wen, and the congressional district office staff during the event. Youth volunteers who assisted in distributing gifts find time to relax after the taxing event.

OrMin hospital to conduct medical mission By Luis T. Cueto

ORIENTAL MINDORO, (PIA) -- The Oriental Mindoro Provincial Hospital (OMPH) will conduct a grand medical mission on January 28-31. The team will provide surgical, dental, and optical services to the community. The provincial government of Oriental Mindoro announced that those from the southern municipalities may now register at OMPH to avail themselves of medical services. There will be free operations on goiter, hernia, mass lumps, and other gynecological diseases. There will also be a distribution of free eyeglasses. Operations on malignant cancer, cataract, and harelip are not included in a medical mission. Those who are interested to undergo operations must get medical clearance as pre-requisite from the OMPH, Pinamalayan Community Hospital and Bongabong Community Hospital. Said medical mission will be sponsored by the provincial government and the two congressional districts of the province in coordination with doctors from the University of the Philippines and the Oriental Mindoro Association of Southern California. CSC accepts applicants for career service exams By L.T. Cueto

CALAPAN CITY, Oriental Mindoro, (PIA) – The Civil Service Commission (CSC) Field Office here is now accepting applications for the Career Service Professional and Sub-Professional examinations . The exams will be held in Pinamalayan town on April 14, 2013 with a corresponding application fee of P500 for both types of exams and four copies of identical pictures (passport size, with name tag). The name tag should be handwritten (not computer-generated) with the following format: name, middle initial, last name and extension name, if any, and signature over the printed name. According to CSC Provincial Director Cecilio Ambid, qualified applicants must be 18 years of age on the date of filing of application, must be Filipino citizen and of good moral character, must have not been convicted by final judgment of an offense, must have not been dishonorably discharged from military service or dismissed for cause from any civilian positions in the government and for Career Service Examination (CSE) applicants, they must have not take the same level of CSE in less than three months. Further, Ambid added that applicants with pending administrative or criminal cases may take the examination and will be conferred the eligibility if they successfully pass the same. However, Ambid said this is without prejudice to the outcome of their pending cases. If an examinee is found guilty of grave offense, his eligibility shall be forfeited based on the penalties stated in the decision and pursuant to Sec. 52 of the Revised Rules on Administrative Cases of the CSC. Qualified applicants shall be notified of their school assignment through the Application Receipt or a Notice of School Assignment (NOSA). Elvers confiscated, the third this year

DOST aid to local biz in Romblon reach P6.414M

MANILA, (PIA) -- The Bureau of Fisheries and Aquatic Resources (BFAR) has confiscated another seven boxes of elvers or eel fry at the Ninoy Aquino International Airport (NAIA) on Monday. The seven boxes, containing about 100,000 pieces of elvers packed in nine plastic bags were being checked-in by Korean national, Cho Young Sok bound for Incheon, Korea via Cebu Pacific flight 5J 190. Sok, who was trying to get a clearance for the seven boxes, was referred to the quarantine office by PO2 Pedro Nebres of PNP. The request was denied upon identification of the contents by quarantine officer Marlu Gulle. The elvers were immediately confiscated and transferred to the National Inland Fisheries Technology Center in Tanay, Rizal upon instruction of Esmeralda Paz Manalang, BFAR director. The incident is already the third attempt this year to ship the highly demanded elvers. The first was on July 8 when 46 boxes of elvers bound for Hongkong were confiscated and the second incident was on September 16 when 13 boxes of elvers bound for Taiwan were confiscated. The elvers are in high demand by many Asian countries such as Japan, China, and Korea which consider the species a delicacy and believed to be a source of stamina for men. Elvers are priced from P20,000 to P30,000 per kilo (around $450 to $700 per kilo). The exportation of elvers is a violation of Section 61 of Republic Act 8550 or the Philippine Fisheries Code of 1998 and Fisheries Administrative Order (FAO) No. 242 which aims to stop the widespread and excessive exploitation of the species which may lead to the depletion of its population in the country. FAO 242 carries a penalty of eight years imprisonment, confiscation or a fine equal to or twice the export value of the shipment, and revocation of fishing and/or export permit. (Anna Merlinna T. ODIONGAN, Romblon, (PIA) --- The Small Enterprise Technology Upgrading Program (Setup) of the Department of Science and Technology (DOST) has funds worth P6.414 million to 21 Romblon micro, small and medium enterprises (MSMEs) in 2012. The funds are aimed to provide innovation system support to the MSMEs. Among the beneficiaries were Libertad Women’s MPC (P75,000), Marquez Marble Craft (P250,000), S&Y Herbal Products (P235,000), Gabute’s Musical Instruments (P215,000), Popoy’s Miki Manufacturing (P180,000), Sammy Woodpecker Furniture Shop (P300,000), Rose Delicacy (P250,000), and Y2JB Haberdashery (P400,000). These amounts came from part of the 2011 Setup budget for Romblon. In 2012, the program underwent several changes. The program director, Usec Carol M. Yorobe, authorized the regional directors to approve Setup projects amounting to P2 million. With this development, Director Ma. Josefina P. Abilay of DOST Mimaropa fast-tracked the review and approval of regional proposals, thus project proposals from Romblon and other provinces were acted upon promptly. In July, the checks for the following were released: MD Homeworks (P488,000), St. Cletus Casketry (P300,000), Sibuyan Ferro Woodcraft (P482,000), Lilec Native Delicacies (P160,000), and Kaven Shoes (P400,000). The next batch of releases came in October for the following: Bread and Baker’s Haven (P600,000), Aquel Iron Works (P255,000), Lanibee Food Haus (P300,000), and JM Romblon Siopao (P100,000). Finally the last batch of releases came in December with the handover of checks to Sta. Maria Arts and Crafts (P359,000), Gacu’s Rewinding and Injection Pump Calibration (P95,000), Steve and Jade Junkshop (P370,000), and Mama’s Yami Deli Foods (P600,000). The Setup innovation system support was provided for productivity improvement through process mechanization for the different firms mentioned. Equipment needed by the different firms for speeding up work or improving the quality of output were purchased under the program. Product quality enhancement through the provision of packages and labels were also included under the program. Moreover, institutional support like the provision of training and consultancies were also provided to firms that needed them. The program proponents hope that with increased productivity of the MSMEs, more folks in Romblon would be employed by the assisted firms. On a national scale, this would translate to more Filipinos getting jobs. Romblon now has 47 Setup-assisted firms, second in number only to Occidental Mindoro in the Mimaropa region. The Mimaropa Region is one of the leading regions in terms of number of Setup projects. For 2013, the Romblon Provincial Science and Technology Center (PSTC) targets another 11 Setup beneficiaries with an allotted fund of P5.2 million. To avail of the program, firms must be operating for at least three years and are duly registered as legitimate business enterprises. The PSTC hopes to have at least two Setup-assisted projects per municipality by 2015. The assistance is payable in three years without interest. The Romblon PSTC records the highest repayment rate in the region, which proved what Secretary Mario G. Montejo of DOST says “Investment in technology pays”. (Contributed by Dr. Bilshan F. Ang Gawad Pamana ng Lahi (GPL) ay iginawad ng Department of the Interior and Local Government (DILG) bilang pagkilala ng “exemplary performance in local governance� ng lalawigan. Naging batayan sa pagpili ng GPL ang Local Government Program Management System Overall Performance na may puntos na 70%; ang mga inobasyon para sa epektibong pamamahala na may 15% at ang mga natanggap na karangalan sa pamamahala na may 15% na may kabuuhang 100%. Sa Palawan, kinilala ng GPL ang ipinapatupad na Zonal Development Management Strategy ng pamahalaang panlalawigan na malaki ang naitutulong sa pagbalangkas ng planong pangkaunlaran kung saan ang mga magkakalapit na mga munisipyo ay pinagbubuklod sa isang sona. Ilan sa mga natanggap na pagkilala ng Pamahalaang Panlalawigan na nakatulong upang makamit ng Palawan ang Regional GPL ay ang Best Booth Award Provincial Category mula sa Philippine Tour Operations Association at ang Best Practice in PublicPrivate Partnership for TB Control Program sa ilalim ng Center for Health and Development IV-B ng Department of Health. Ang gawad ay tinanggap ni Gob. Abraham Kahlil B. Mitra sa pagpupulong ng Regional Development Council ng MIMAROPA kamakailan. Nagpahayag naman ng pasasalamat si Gob. Jabagat LUNGSOD NG PUERTO PRINCESA, Palawan, (PIA) -Inaprubahan na ng 13th Sangguniang Panglungsod sa kanilang ika-127 reguLar na sesyon ang nasa P1.7 bilyong badyet ng pamahalaang panglungsod para sa taong 2013 kamakailan. Ang kabuuang halagang nabanggit ay P1,778,024,782.27 at mas mataas ito ng P91 milyon kumpara sa pondo noong 2012 na P1.6 bilyon lamang. Sa mensahe ni Mayor Edward S. Hagedorn layunin ng kanyang pamunuan na ilaan ang nasabing pondo sa pagsisilbi sa mga pangangailangan ng mga mamamayan at para masiguro ang paglago ng panlipunang ekonomiya ng bawat barangay, sa pamamagitan ng mga pangunahing proyekto at programa na nakapaloob sa Annual Investment Plan at City Development Plan. DOE project with nuns garners citation from German Foundation By Thelma B. Oliver QUEZON CITY, (PIA) -- The Friedrich Naumann Foundation for Freedom’s Philippine Office awarded the Department of Energy (DOE)-Gender and Development project with the Benedictine Eucharistic King Missionary on Biogas for Cooking and Power Generation recently at the H2O Hotel in Manila. The project was adjudged first runner-up in the foundation‟s The Freedom Project 2012, which aims to promote initiatives on good governance, participatory democracy, human rights, and competition that exemplify freedom. It was initiated at the Immaculate Heart of Mary Abbey (IHMA), a monastic institution, in Vigan City, Ilocos Sur. The Abbey owns a poultry and piggery project in the backyard of their five-hectare lot where the raw materials are sourced. In 2009, the Department of Energy (DOE), through its Affiliated Renewable Energy Center (AREC), with the Mariano Marcos State University (MMSU) in Batac, Ilocos Norte provided a 5 KVA biogas generator. At present the Benedictines has a 232 cubic meter-capacity biogas digester constructed and assisted technically by the DOE through its MMSU-AREC. The project addresses the problem of increasing/fluctuating price of fuel for cooking, particularly liquefied petroleum gas (LPG), denudation of forests for fuel wood, and the government‟s call to utilize renewable energy resource. This alternative source of energy is also used by the community of nuns not only for domestic cooking, catering, and canteen operation, but also for powering appliances such as freezer, water dispenser, and lights in the monastery. It also powers the lights in piggeries to help ensure that pigs respond to the light cycles of day and electric fans to keep the areas well-ventilated and make the sows comfortable, especially during farrowing. The Foundation for Freedom‟s jury was headed by former Isabela governor Grace Padaca and ably assisted by Dr. Julio Teehankee, associate professor at De La Salle University and Lito Arlegue, executive director of the Council of Asian Liberals and Democrats. The Freedom Project 2012 was awarded to Naga City government for its initiative on Mainstreaming Migration in Local Development that allows overseas Filipinos to participate in promoting governance. On the other hand, Sen. Franklin Drilon, Sec. Neric Acosta, Noel Cabangon, Sec. Teresita Deles, Rep Erin Tañada, Rep. Niel Tupas, Marites Vitug, and Robredo family were bestowed with the Freedom Flame Award. The Freedom Flame award is a recognition given to outstanding personalities who have contributed significantly in achieving milestones in this year‟s fight for freedom. (JJV/TBO-PIA4B)

Koleksiyon ng Puerto Princesa tumaas sa 2012 LUNGSOD NG PUERTO PRINCESA, Palawan, (PIA) -Umabot sa kabuuhang P104,760,087.70 ang nakolektang buwis ng Pamahalaang Panglungsod ng Puerto Princesa sa mga ari-ariang di-natitinag sa loob lamang ng 10 buwan, simula Enero hanggang Oktubre 2012. Ayon kay Merla Vila ng tanggapan ng Ingat-Yaman ng lungsod, mas mataas ito ng P21,003,067.61 o mas mataas ng 20 porsiyento sa kabuuang koleksiyon sa kahalintulad na panahon noong 2011. Ani Vila, malaki ang nagawa ng mga Ordinansa Bilang 501 at 506 sa magandang koleksiyon ng buwis ngayong taon. Ito ang mga batas na nagbibigay ng basehan sa pagpapatupad sa pangongolekta ng buwis ng mga ari-ariang di-natitinag. Nakatalaga dito ang porsyentong itataas sa pagtatasa o “assessment” ng mga ari-arian. Sa ordinansang ito nakasaad din ang porsyento na dapat ibayad ayon sa klasipikasyon o uri ng ari-arian. Sa unang taon ng pagpapatupad ng 100 porsyentong pagtaas ng buwis sa lupa,75 porsiyento lamang ng kabuuang halagaang ibabayad ng mga residential lands ngayong 2012 at ang 25 porsiyento ay sa 2013 na babayaran. Sa mga commercial lands naman ay 70 porsiyento lang ang dapat bayaran sa kasalukuyan at sa susunod na taon na lamang pupunuan ang nalalabing 30 porsiyento. Ang konsiderasyong ito ay bunga ng pag-uusap ni Mayor Edward S. Hagedorn at samahan ng mga negosyante sa lungsod. Layunin nito na pahalagahan ang naiambag na tulong ng mga mangangalakal sa paglago ng ekonomiya ng Puerto Princesa. Sa mga naunang magbubuwis na nakapagbayad ng 100 porsiyento sa residential at commercial lands, magkakaroon sila ng tax credit sa susunod na taon. Samantala, para naman sa sektor ng agrikultura, industriya, mineral at timber lands ang buong 100 porsiyento ng buwis ay dapat bayaran ngayong taon. ERC amends certificate of compliance of La Farge By T.B. Oliver QUEZON CITY, (PIA) -- The Energy Regulatory Commission (ERC) approved the application of Lafarge Republic, Inc. (LRI) for an amended Certificate of Compliance (COC) for its 12.40 MW diesel power plant located in Barangay Mapulo, Taysan, Batangas. The ERC issued a COC to LRI in May 2011 only for operations as a self-generation facility (SGF). Since LRI intends to operate as an independent power producer (IPP) and trade electricity in the Wholesale Electricity Spot Market (WESM), LRI filed an application submitting the pertinent requirements imposed on a generation company are required under Sections 1 and 2(a), Article III of the Revised Rules for the Issuance of Certificate of Compliance (COC) for Generation Companies/Facilities issued by ERC. The approval was granted after a technical inspection of the facilities revealed full compliance with the requirements prescribed in the ERC rule. The submitted five-year financial plan of LRI indicates that it has no long-term debts which proves that it can operate viably and deliver reliable power services. LRI was also able to secure a Certificate of Accreditation and Endorsement from the Department of Energy (DOE) in August 2012, and an Environmental Compliance Certificate (ECC) from the Department of Environment and Natural Resources (DENR) in June 1997. The DOE certificates affirm that the power plant is consistent with the directions of the government‟s Power Development Program, whereas the DENR ECC ensures that the power plant will not cause significant negative environmental impact. “The ERC will continually monitor Lafarge Republic, Inc.‟s (LRI) compliance with the terms and conditions of the COC and the pertinent provisions of the Epira (Electric Power Industry Reform Act) and its IRR to ensure that its operations comply with strict quality standards,” ERC Chairperson Zenaida G.
