Drum-boat, an innovation in rescue operation AGHAM Party-List Rep. Angelo B. Palmones commended the Eastern Police District (EPD) for coming out with an innovative, durable, efficient and cost effective units of rescue boat necessary during disasters, especially city flooding. Dubbed as drum-boat, the units were developed and constructed by Col Remus Medina of EPD. “This started when I was still assigned at the PNP Special Action Force tasked to search and rescue in times of disaster. The country is frequently hit by strong typhoon and heavy rains so we have to think of something available to be used at least cost,” Medina said. He said their experience with Ondoy with all their rubber boats grounded because of holes, pushed him to design, redesign and fabricate the
drum-boat. Col. Medina added they first used the galvanized iron which was quite effective but small, unlike the drum-boat which can carry 25 people, and easier to fabricate. “I felt so gratified to use the drum-boat because it can help and save our people from danger, especially the youngs and the aged. But today I am even more grateful because Cong. Palmones donated to us two units of outboard motor. Now, we don‟t have to borrow motor from other sources,” Medina said. The outboard motor is 40 horsepower, and two stroke injection which is environment compliance under the Clean Air Act. The motors are supplied by Scan Marine under Commander Roland Maghanoy of Philippine Coast Guard Auxilliary and Chief Operations Officer. “I commend EPD especially Col. Medina for their resourcefulness and innovativeness to be able to ensure safety and security of the public. Adding the outboard motor to the drum-boat is in preparation for the coming typhoon season, and consequent flooding. The drum -boat can also be used to patrol the Pasig River,” Palmones said. DOST-Marinduque conducted Technology Demonstration on Improved Smoked Fish (tinapa) Production by: Eleazar P. Manaog BOAC, Marinduque, (PIA) - -The Department of Science and Technology (DOST) conducted a Training on Technology Demonstration to improved smoked-fish production to 70 members of the Tree House Club Inc. in Barangay Bunganay, Boac recently. Alfredo Apolinar, an engineer, from Pangasinan State University served as trainor for this activity. The Tree House Club president Edmund Mangubat led the organization whose members are composed of fishermen, housewives and students. The club received P240,000 as technical assistance from DOST-PSTC Marinduque for the acquisition of the portable fish smoking machine, vacuum packaging machine, packaging and labeling materials, and freezer. These machines and materials will help retain the freshness and good quality of smoked fish produced by the club. The office of Marinduque Governor Carmencita O. Reyes provided a counterpart fund of P100,000 to augment the fund for construction of a small structure that will be used as office/production house for the said project. According to D O S T Marinduque Director Bernardo Caringal, the department hopes that through the project, local folks in Marinduque need not buy smoked fish from neighboring provinces. He also assured that DOST will continue with the monthly monitoring to check on the progress of the project, particularly to make sure that the technology is properly adapted and providing income to the club and its members/ workers. ROMBLON, Romblon, (PIA) -- After the success of the provincial athletic meet last year, Romblon is getting ready to host a bigger sports event, the Mimaropa Regional Athletic Meet, slated on February 19-23, to be held at the Romblon National High School (RNHS). More than 2,000 participants which include athletes, coaches, officials and guests coming from several school districts of Palawan, Occidental Mindoro, Marinduque, Oriental Mindoro and Romblon are expected to participate in the event. Cueto LUNGSOD NG CALAPAN, Oriental Mindoro, (PIA) -- Isasagawa ang isang grand medical mission simula Enero 28 hanggang Enero 31 sa Oriental Mindoro Provincial Hospital (OMPH). Ito ay katatampukan ng surgical, dental at optical operations simula ikawalo ng umaga hanggang ikalima ng hapon na pangungunahan ng pamahalaang panlalawigan, katuwang ang dalawang kongresista dito at mga manggagamot mula sa University of the Philippines (UP) at ang Oriental Mindoro Association of Southern California (OMASC). Ang lahat ng mga mamamayan na may karamdaman mula sa 14 na bayan at isang lungsod ng lalawigan ay inaanyayahan na magpalista na sa OMPH para sa libreng gamutan. Partikular na isasagawa dito ang libreng pag-oopera sa mga bukol, libreng bunot ng ngipin at libreng konsulta sa mata. Mamimigay din dito ng libreng salamin sa mga magpapatingin sa mata. Ang iba pang pagkakalooban ng libreng serbisyo ng operasyon ay ang mga may bosyo, hernia, mass lumps o mga namumuong laman, bukol sa tiyan, bato sa apdo at iba pang gynecological disease. Regional Olympics 2013 matagumpay na naidaos sa Calapan By Luis T. Cueto
LUNGSOD NG CALAPAN, Oriental Mindoro, (PIA) -- Matagumpay na naidaos ang State Colleges and Universities Athletic Association (SCUAA) Regional Olympics 2013 sa lungsod ng Calapan kamakailan na nilahukan ng may 3,380 mga atleta, coaches at mga opisyal at kinatawan ng 12 delegasyon. Ito ay ginanap sa Jose J. Leido Jr. Memorial National High School. Ang kinatawan ng 12 delegasyon ay mula sa Region 4-A at Region 4-B na kinabibilangan ng Mindoro State College of Agriculture and Technology (MinSCAT), Batangas State University, Cavite State University, Laguna Polytechnic University, Marinduque State College, Occidental Mindoro State College, Palawan State University, Romblon State University, Southern Luzon State University, University of the Philippines-Los BaĂąos, University of Rizal System at Western Philippines University. Naging host ng panrehiyong palaro ang MinSCAT na pinamumunuan ni Dr. Jesse T. Zamora kasama ang mga mag-aaral at mga opisyal ng lahat ng eskuwelahan ng nag-iisang state college sa lalawigan na nasa Victoria, Bongabong at Calapan City. Sa pambungad na programa, sinabi ni City Mayor Doy Leachon na kasabay ng pagtatagumpay sa larangan ng isport ay kailangang ibayong pagpapahalaga rin ang ibinibigay ng mga atleta sa kanilang pag-aaral. Para naman kay Zamora, isang napakalaking karangalan para sa MINSCAT na maging host ng regional olympics matapos ang 18 taon. Ani Zamora, bagamaâ€&#x;t pinakabata at pinakamaliit na kolehiyo ang MinSCAT ay katangi-tangi naman ang pagkakaisa at suporta ng mga opisyal, kawani at mag-aaral nito bukod pa sa napakalaking suportang ibinigay sa paaralan ng mga opisyal ng lalawigan. Samantala, ang nalalapit nang conversion ng MinSCAT bilang isang ganap na unibersidad ngayong taon ang magandang balitang hatid ni 1st District Congressman Rodolfo G. Valencia sa okasyon. Marinduque holds unity walk for safe and fair elections By: Mayda Lagran BOAC, Marinduque (PIA) -- A unity walk was held here recently to call for unity among several members of the community, especially the voting population, to ensure a safe and fair election. The event was led by the Commission on Elections (Comelec) and the Philippine National Police (PNP) and was joined in by students, police officers, government personnel and non-government organizations. Newly-appointed PNP Marinduque provincial director, Police Senior Supt. Edwin Capanza led the activity together with Assistant Provincial Director for Administration Guilmer Manguera and Atty. Fernando Besino, Comelec provincial election supervisor. The unity walk was held around the town center of Boac, which began with a prayer rally with lighting of candles headed by Msgr. Ramon Magdurulan. It was followed by the pledge of unity towards achieving a clean and honest election, recited by all the participants, who also signed the tarpaulin where the pledge was inscribed. The participants released balloons in the air to symbolize freedom for voters to wisely use their privilege to choose the right candidates while the heads of the organizing agencies also released doves as another freedom symbol. Ugnayang Barangay set in municipality of Boac BOAC, Marinduque, (PIA) -The municipality of Boac is set to hold its “ugnayang barangay” in barangays Canat, Boi, and Bayuti on January 29 and 30. The barangays will get free medical and dental services/consultations from Dr. Boncajes, rural physician, Dr. Gilda Calachan, dentist, and their medical staff. Basic medic i n e a n d v it a m i n s w i l l a l s o b e g i v e n . The Local Civil Registrar will also provide basic services as in birth, marriage and registry certifications. The municipal staff will also make a list of unwed couples who have been living together for more than five years who will be wed for free and registered. The community will also get free real property assessment and other social services. The municipal agriculture staff will also distribute seeds for vegetation and tree planting. Piglets will also be distributed to those who want to start a piggery business so that local folks have an alternative livelihood source and they can be encouraged to work even in their backyards. ROMBLON, Romblon, (PIA) -- Tagumpay na naidaos ang 3rd Marble Festival sa bayan ng Romblon na nilahukan ng 38 marble designers/iskultor na ginanap sa Romblon Shopping Center kasabay ng selebrasdyon ng piyestahan ng bayan ng Romblon simula Enero 11-21 . Ito ay pagtatagisan ng galing sa pagdisenyo at paglilok ng marmol ng mga iskultor . Hinangaan ng mga nakasaksi ng mga obra ng mga lumahok sa kompetisyon dahil naipakita ng mga ito ang kani-kanilang mga talento at kakayahan sa paglikha at paggamit ng batong marmol . Ang 3rd marble festival ay binuksan sa publiko noong Enero 11 sa pamamagitan ng Ribbon Cutting Ceremony na pinangunahan ni Governor Eduardo C. Firmalo kasama sina Romblon Mayor Gerard S. Montojo at Director Jesus Ma. Vitug, LTO Region 4B Mimaropa. Dumalo rin sa nasabing marble trade exhibit ang mga kinatawan ng National Commission for the Arts and Galleries na kinabibilangan nina: Christian Gerard Yusi, NCAG-Vice Chairman, Ma. 'It’s the reef not the ship' – says Palawan Gov on Tubbataha environment tragedy By Victoria Asuncion S. Mendoza PUERTO PRINCESA CITY, Palawan, (PIA) -- “It’s the reef not the ship that we should focus on,” Palawan Governor Baham Mitra reiterated as the stand of the Tubbataha Protected Area Management Board (TPAMB) in Tuesday's press conference at the Provincial Capitol this city. Mitra presided over the meeting attended by the agency-members of the TPAMB and the National Task Force on Tubbataha to determine and agree on immediate actions to be taken following the grounding of the USS Guardian, a US navy minesweeper. “It‟s an unfortunate incident that nobody wants to happen, but the damage has been done, and goal now is to extricate that ship with no further damage to the reef,” Mitra said. At present, there are nine Philippine and US sea vessels on scene waiting for good weather to assess the damage and to begin the extrication of the grounded ship. Strong winds and choppy waters have delayed this. As suggested by the governor, the National Task Force is looking at the possibility of lifting the entire ship rather than dragging and pulling which would create further damage to the reef. In another press briefing, Rear Admiral Rodolfo D. Isorena, Philippine Coast Guard Commandant said that the lifting is being considered and may be possible with the arrival of USS Salvor. He also assured that there are no oil leaks and, just in case, the maritime pollution equipment of the Philippine Coast Guard has been on stand by since day one. Meanwhile, Jose Maria Lorenzo Tan, president and CEO of World Wildlife Fund (WWF) Philippines said earlier that the grounded USS Guardian should better be freed from the reef because further delay causes more damage. “Damage to the reefs continues with each wave, with each blow of the „amihan(northeast wind),' with each minute that the ship remains on the reef, the damage will increase,” said Tan. Tan further said that the process of assessment of the damage and its impact would take time because the consideration is the entire constituency of the Tubbataha reefs. “You cannot just look at the corals, or the fish biomass, but the birdlife, the water quality, and the impact on fishery around the Sulu Sea, not only in Cagayancillo but all around Panay, Mindanao, Tawi-Tawi, Palawan because these are all the constituencies of the Tubbataha reefs,” Tan said. He added that the TPAMB is collaborating closely with the Task Force created and led by DOTC Secretary Joseph Emilio Abaya and is in touch with various agencies and the their frontliners which are the Philippine Navy, Philippine Coast Guard, the WESCOM and the MARINA. WWF Philippines is a member of the TPAMB and is a long-time partner in the implementation of conservation programs, research activities, and livelihood projects in communities of the municipality of Cagayancillo. Force that would consolidate all efforts of the Philippine government to address the marine environmental issue of the grounding of the USS Guardian in Tubbataha. DOTC USEC Eduardo Oban Jr., lead person for the Task Force, said that its main focus is to ensure that the US ship is extricated with minimal damage to the reef as soon as the weather permits. Oban attended the TPAMB meeting this morning at the Provincial Capitol with Rear Admiral Rodolfo Isorena, Commandant of the Philippine Coast Guard. He said that the Task Force will coordinate all actions of concerned agencies involved in the monitoring , assessment, investigation and salvaging in the Tubbataha reefs. All movements of US ships, other assets required for the salvage, and US personnel will have to be coordinated with the Department o f F o r e i g n Af f a i r s a n d t h e V F A C o m m i s s i o n . The Task Force has established its Operation Center at the headquarters of the Coast Guard District IV and would provide periodic updates of the progress of the Tubbataha situation through the center. Tubbataha opens photo contest for its 25th anniversary PUERTO PRINCESA CITY, Palawan, (PIA) -- In celebration of Tubbataha’s 25th year anniversary, the Tubbataha Management Office (TMO) is spearheading a photo contest to promote the Tubbataha experience and highlight the importance of conserving the marine sanctuary. With the theme “Tubbataha@25: Riding the Waves of Change,” the contest is open to all photographers who have photos of the Tubbataha experience – both under and above water. Interested individuals can submit their photo entries by emailing tubbataha25@gmail.com. Images must be in JPEG format and at least 3000x2000 pixels at 300dpi. There should be a description when and where the photo was taken. Images will be chosen by representatives from TMO and WWF-Philippines. The images selected will be properly credited when used. They will remain the intellectual property of the photographer but the submitted photos shall be used by TMO and WWF-Philippines for a traveling photo exhibit; publicity for Tubbataha and its 25th anniversary in print, broadcast, online and social media; collateral materials to promote the exhibit and a coffee table book on the Tubbataha reefs. Photographers whose images have been selected will be informed of the activities related to Tubbataha‟s 25th Anniversary campaign. Naviamos was inducted as the new Department of Social Welfare and Development (DSWD) Region IV-B director in a ceremonial turnover on January 8 at the DSWD Region IV-B office in Malate. During the welcome ceremony, Assistant Regional Director Annie E. Mendoza handed over to Dir. Naviamos the field office‟s banner as a symbol of responsibility of leadership. Dir. Naviamos is not new to the office as she has already served MIMAROPA during her earlier days with the department. “The terrain is actually a challenge in MIMAROPA but like a good soldier, I am accepting the challenge,” Naviamos said during her speech. She positively noted that the region can move with a right foot forward through a fulfilling professional relationship that could be achieved through consultations and participatory leadership. Dir. QUEZON CITY, (PIA) -- The National Statistics Office (NSO) Region 4B is set to conduct the 2012 Census of Agriculture and Fisheries (CAF) with the theme, “Senso ng Agrikultura, at Pangisdaan, Gabay sa Kaunlaran,” from February 25 to April 13. The CAF 2012 is a large-scale government undertaking that is geared towards the collection and compilation of basic information on the agricultural and fishery sectors in the Philippines.
