COMELEC Chairman SIXTO S. BRILLANTES, JR. With the commencement of the campaign period for national positions, the Commission on Elections (COMELEC) is now on the road towards May 13, 2013 the conduct of the 2ndAutomated Elections in the Philippines. For the past two years, the COMELEC has not only been engaged in instituting vital administrative and electoral reforms but also in preparing for the success of the 2013 polls.

From exercising the Option to Purchase (OTP) the precinct count optical scan (PCOS) machines, cleansing the party-list system of representation, annulling the book of voters as well as the subsequent holding of a general registration of voters in the Autonomous Region in Muslim Mindanao (ARMM), the continuing registration of voters which ended last October 31, 2013 until the present activities relating to the holding of field test, mock elections, configuration and printing of ballots - the COMELEC is all set to get the job done armed with competency, transparency and unsullied integrity. Coinciding with the opening of the election period last January 13, 2013 was the start of the COMELEC gun ban which seeks to prevent election-related violenece and promote peace and order. This prohibition is applicable not only to all officials - whether occupying public office or in the private sector - but to the general public as well. The COMELEC's Regular and Special Bids and Awards Committees are also in the process of completing the procurement for all the necessary goods and services for the forthcoming elections. As candidates strongly campaign to win the vote of the electorate, I appeal for stringent compliance to all rules, regulations and laws relating to the conduct of free and fair elections. Altogether, I am confident that the COMELEC, with the usual support and trust coming from various sectors of the society especially from the general public, will bring about another historic and successful elections.

The people who ought to benefit from our very own sacrifice are the very ones who will criticize us, not so much for our lack of vision or competence but merely from stumbling down. Hence, it is often referred to as a very thankless job. Public service is indeed the grand offering of oneself, yet not with out its transcendental value. Because in giving that we truly know that we have something to give for we cannot give what we do not have the gift of wealth, wisdom, strength and competence but outside public service, these gifts are nothing but a sorry decoration on useless edifice. In serving that we truly realize our gift of faith the true power, the ultimate instrument of positive change which destroys even the most vicious temporal systems as it paves the way to a new beginning. In welcoming the pains, criticism and persecution in public service that we can mus-

ter the true faith for I believe that the highest level of spirituality is service to our fellowmen, but first and foremost is to God. Public service is like sailing on a tempestuous sea, the victory lies not on braving the temptest but in wading through it until we reach our destination. Yet we do not linger on the joys and triumph of having discovered a new world, we sail on, extending beyond our new success to explore the vast horizon ahead. Public service can be likened to climbing a step and rugged mountain, the honor lies not on negotiating a perilous but on scaling heights. We do not rest on the laurels of suc-

cess. We set foot on another ground leading to a higher mountain. Public service is like the crucifixion, the glory lies not in dying but in being born anew to eternal life. Masyado na ang “crab mentality” na ginagawa ng ilan nating kababayan sa Marinduque. Kapag ang isang Marinduqueño ay umaasenso o binigyan ng karangalan, sinisiraan pa nila ito imbes na bigyan nila ng papuri.

Hindi nila alam na ang ilan sa mga ito ay boluntaryong tumutulong o nagsasakripisyo o para lamang maiangat o makilala pa ng husto ang Marinduque sa iba’t-iba pang lugar ng mundo. Akala mo kung sino na sila kung manira, masyadong makasarili, kung baga sila nalang ang magagaling. Kayo na po ang humatol, mga kababayan naming Marinduqueño. #

Pagtatasa ng nutrition programs sa Palawan, pinangunahan ng NNC Ni Orlan C. Jabagat

PUERTO PRINCESA, Palawan, (PIA) -- Nagsagawa ang Regional Evaluation Team sa pangunguna ng National Nutrition Council (NNC) ng evaluation ng mga programang pangnutrisyon sa lalawigan ng Palawan. Ayon kay Provincial Nutrition Action Officer Rachel Paladan, ang isinagawang evaluation ng naturang grupo ay naganap noong Abril 22-26. Kabilang sa regional team ang mga representante mula sa Department of Health, Department of Interior and Local Government, Department of Agriculture, Philippine Information Agency at iba pang ahensiyang nasyunal na may direktang kinalaman sa pagpapatupad ng programang pangnutrisyon. Kasama sa isinagawang pagtatasa ng Regional Evaluation Team ang mga nominado ng Palawan sa Green Banner Award sa lebel ng rehiyon. Nakatakdang magtungo ang grupo sa mga bayan ng Taytay o El Nido sa norte at Aborlan, Brooke’s Point o Sofronio Espanola para naman sa sur. Kaalinsabay nito ang Monitoring and Evaluation of Local Level Plan Implementation o MELLPI na regular na isinasagawa ng NNC upang masiguro na naipapatupad ng maayos at napapanahon ang

mga programang pangnutrisyon sa mga kanayunan. Ani Paladan, mayroong checklist na sinusunod ang NNC sa kanilang isinasagawang monitoring para sa walong impact programs ng pamahalaang nasyunal kaugnay ng mga interbensiyon para sa nutrisyon. Ito ay ang Home, school & community food production; Micronutritient supplementation; Food fortification; Nutrition education; Food assistance; Nutrition in essential, maternal & child services; Livelihood assistance; at Enabling mechanisms tulad ng capacity building, Information Education and Communication Campaign, over-all planning at iba pa. Nakatakda ring i-validate ng grupo ang resulta ng nakaraang Operation Timbang sa Palawan at ang mga action plan ng mga munisipyo upang malaman kung naipatupad ito ng maayos ng mga lokal na namamahala ng mga programa. CALAPAN, Oriental Mindoro, (PIA) -- Muling nagkamit ng parangal sa larangan ng turismo ang Pandang-Gitab Mindoro na nakakuha ng ikawalong pwesto sa "streetdancing competition" sa prestihiyosong Aliwan Fiesta na ginanap kamakailan lamang sa Lungsod na Maynila. Hinalaw mula sa mga salitang pandanggo at dagitab, ipinapakita sa naturang kapistahan ang kahalagahan ng ilaw na dala-dala ng mga maybahay habang inihahatid ang kanilang asawa patungo sa karagatan upang mamalakaya; ilaw na nagsisilbing liwanag ng mga mangingisda habang nasa laot; ilaw na sasalubong din sa kanilang pag-uwi sa madaling araw; at ilaw na naghahatid ng masaganang ani na simbolo ng pag-asa at magandang bukas sa mamamayan at sa lalawigan. Maituturing na isang karangalan sa Oriental Mindoro ang mapabilang sa na tinaguriang “Festival of Champions” na taunang kumpetisyon ng mga pinakamagagandang kapistahan sa buong Pilipinas. Ito ang kauna-unahang paglahok ng PandangGitab Mindoro bilang opisyal na festival ng Oriental Mindro base sa ipinasa ng Sangguniang Panlalawigan na Provincial Ordinance No. 25-1012 na ang Pandang-Gitab Oriental Mindoro ang opisyal na festival sa lalawigan. Pinangunahan ni Gob. Alfonso V. Umali, Jr. ang delegasyon ng lalawigan kasama sina Bansud Mayor Ronaldo Morada, Provincial Administrator Angel Saulong at mga hepe ng iba’t ibang tanggapan sa kapitolyo. Tumanggap ng P50,000 cash prize at tropeyo ang bayan ng Bansud na siyang kumatawan sa Oriental Mindoro sa patimpalak na pinangasiwaan ng Manila Broadcasting Company, City Government ng Pasay at Manila, Star City at iba pang major sponsors. Maliban naman sa streedancing competition, pumarada rin ang mga kalahok sa float competition kasama ang kani-kanilang Reyna ng Aliwan mula sa Quirino grandstand dumaan sa Roxas Boulevard patungong Aliw Theater sa CCP Complex. Ang iba apng mga nagwagi ay ang Dinagyang Festival ng Iloilo City na tinanghal na kampeon at tumanggap ng isang milyong pisong premyo ; pumangalawa ang Kalivungan Festival ng North Cotabato Province na may premyong P500,000; pumangatlo ang Meguyaya Festival ng Upi, Maguindanao na may premyong P250,000; pumang-apat at may premyong P150,000 ang Padang-Padang Festival ng Parang, Maguindanao samantalang panglima naman ang Adivay Festival ng Benguet na may premyong P100,000. More than 1.7M day care children to benefit from DSWD’s Supplementary Feeding Program Social Welfare and Development Secretary Dinky Soliman today said that 1,755,034 children in 45,389 day care centers nationwide will benefit from the Supplementary Feeding Program (SFP) of the Department of Social Welfare and Development (DSWD) for school year 2013-2014. In the 2013 DSWD budget, it has allocated more than P2.9 billion for the program covering all 17 regions including the Autonomous Region in Muslim Mindanao (ARMM). Secretary Soliman explained that the SFP is the provision of food in addiSchool children enjoy nutritious meal served during a tion to the regular meals to children ensupplementary feeding program rolled in day care centers and supervised neighborhood play (home-based) for the period of 120 days. “This is also the DSWD’s contribution to the Early Childhood Care and Development (ECCD) program of the government,” Secretary Soliman said. Each child, from 3 to 4 years old, enrolled this coming school year, will be provided with hot meals amounting to P13 per child per day, five times a week. The parents will prepare the food, while the recipes or suggested menu for the day will be provided by the Dietary Nutritionists of the DSWD. Moreover, the DSWD will coordinate with the Rural Health Unit for the regular weighing, deworming, and other medical needs of the children. DSWD partners with NGO In a related development, about 161 school children from Brgy. Daculang Tubig, San Fernando, Camarines Sur will benefit from the SFP sponsored by the Philippine Goodworks Mission Foundation in partnership with the DSWD and local government unit of San Fernando, Camarines Sur. DSWD V Regional Director Arnel Garcia turned-over the check amounting to P163,275.00 to Mrs. Vienna Sibulo, school principal of Malaking Ilog Elementary School, in the presence of Mayor Eugenio Lagasca of San Fernando. The amount will cover the first three months implementation of the SFP. The Philippine Goodworks Mission Foundation is a Manila-based non –government organization that caters to children with nutritional and health problems. ###

Time and again, Marinduqunenos will once more prepare or brace for the forthcoming political battle that will be focused first and foremost on economic and social issues, as well as the long time dreamt developmental aspiration of our non-tiring leaders and concerned, dedicated citizens. As well understood, Marinduque is at present in crisis of some sorts. Our province has slowed its pace for further development due to some of our citizen's collective failure in making hard choices and in preparing for a better and prosperous future. For us Marinduquenos, a passing day is just another day of hardwork and inconvenience and, the day to come is a day of uncertainty on what would come next. Shall we always make ourselves dream of the impossible? This time, we have to be well-prepared for a better tomorrow, as we have to choose hope over fear, unity for further development over self-esteem and manipulation. One for all and all for one. This would be our smoking-vision for unity and surely, we are going to succeed! However, what we would be needing is a truthful transformation of things from the very basics even to the most sophisticated ones. We have a lot of talented youths that could help us make this vision come true. And as we envisioned to proceed to our collective choices, it is well-comprehensible to have capable, enduring, honest and diligent leaders who will assist us establish a strong and unshakable foundation, towards achieving such goals for our citizen's and province's development alike. These youths (however) are (to be) the best candidates as future leaders of our province and giving them the good chance to further their education "IS A MUST" that have to be supported by our ever-caring leaders. In this regard, whom do we think are these leaders that are in one way or the other, remain simply at the background of our youths? And as the rage of poverty continues to engulf our society, a collective effort to ease the sacrifices of many parents in sending their children to school, particularly those in high school and college levels, we will be need-

make future reforms and to continue our aspiration for a progressive province. Pardon me, I just wish to recall that somewhere in time, many of our youths who qualified for college scholarships sponsored by our well-known provincial leaders enjoyed the privilege of being scholars which prove to be a great deal for both parents and students alike in the latter's pursuit of further education. Many of them finished the courses of their individual choices and have landed better jobs with higher compensation, locally or in abroad. The simplicity of this vision alone is making tremendous impact and encouragement to our next generation. Shall we prohibit our upcoming youths to enjoy the same privilege provided by the above-mentioned leaders to those ahead of them? As we always remind our people, the chances or prospect of having better and good public service is by choosing the right leaders who are fully-committed and who understand well the sentiments even of our ordinary citizens. And thus, who could further rule our province with their best ability, dedication and integrity. Somehow, although I'm still working in the desert, for me - there is no distance too far away from home when it concerns my noble objective of helping our citizens in the best way I can, to further widen their visions and to focus their attention on things that may be in one way or the other help or assist them in achieving their individual goals, how simple those goals maybe, most especially with regards to our countryside or community development. Right choices will surely bring us great results, results that will further enhance our capabilities in the performance of our duties and responsibilities not only to ourselves, to our families and citizens, but as well, to our great beloved province, Marinduque!
