That was the resolution affirming the cancellation of the COC/ disqualification of Regina O. Reyes.

As of 7:00 pm May 15 when the Provincial Board of Canvassers (PBC) convened after a two-hour recess the election results in the municipalities of Mogpog, Sta. Cruz and Boac have been transmitted to the PBC. The certificates of canvass from the other three municipalities of Buenavista, Gasan and Torrijos that represents 40% of the votes have, however, not been transmitted to the PBC. This is so because of hardware malfunction in certain precincts in said municipalities. Upon convening, the process server from Comelec head office approached the Chairman of the PBC, Atty. Edwin R. Villa to personally serve the Comelec en banc Resolution as instructed to him by Comelec head office. This is when, even after identifying himself as a process server the supervisor completely ignored his presence and the chase followed. The first part of the dispositive portion of the shotgun proclamation of Regina Ongsiako Reyes as congressman for the Lone District of Marinduque, Carmencita O. Reys as Governor and Romulo A. Bacorro as Vice-Governor reads as follows: "WHEREFORE, the MBOC's of Gasan, Buenavista and Torrijos in the province f Marinduque are hereby allowed to avail themselves of the provisions provided for in COMELEC Resolution No. 9700 promulgated on May 14, 2013 re: In the matter of the lowering of threshold of the canvassing and consolidation system in connection with the May 13, 2013 National and Local Elections, and thereafter transmit the COC's for the position of Governor, Vice-Governor and Congressman to the Provincial Board of Canvassers; "CONSEQUENTLY, herein candidates, CARMENCITA O. REYES, ROMULO A. BACORRO and REGINA ONGSIAKO REYES are hereby PROCLAIMED winners in their respective positions aspired, which are Governor, Vice-Governor of the province and Congressman for the lone district of Marinduque respectively. "This Order is final and executory." Motions for reconsideration shall not be entertained. SO ORDERED." The said order was signed by the Provincial Board of Canvassers, namely Atty. Edwin R. Villa, Chairman, Pros. Bimbo A. Mercado, Vice-Chairman and Mrs. Magdalena M. Lim, Secretary (she's DepEd Division Superintendent in Marinduque). However even sources from the Comelec provincial office are denying that there was such a proclamation that transpired, never mind the cheers and jubilation of the supporters of the proclaimed candidates as soon as they heard the DepEd Division Superintendent Magdalena Lim reading that proclamation. ...More on page 10

“Pahayag ng mga Mamamahayag” Sa trabaho namin, marami kaming mga bagay na nakikita. Maraming mga katotohanan, maganda man o di masikmura, ang aming nadadaanan sa proseso ng pangangalap ng iba-balita. Hindi man namin gusto, mayroon kaming mga bagay na nakikita na hindi magandang pakinggan pero kailangan pa rin naming ilahad dahil iyon ay totoo. Minsan, sa pangangalap ng ibabalita, nakakatisod kami ng”press release” tungkol sa mga proyekto ng lokal na pamahalaan. Kapag naibabalita namin ang mga iyon, hindi naman masyadong napapansin dahil ang akala ng iba, nag-papalakas lamang kami. Minsan naman, talaga lang hindi napapansin dahil pangkaraniwan na naman ang balita na ganoon. Pero minsan din, nakakakita kami ng mga balita na maaaring hindi maging maganda ang imahe ng mga lokal na opisyal. May mga balita na talaga namang nangyayari, gustuhin man namin magkaroon noon o hindi, kusa na lang dumarating. Siguro, dahil na rin iyon sa talagang malalakas ang pang-amoy ng mga mamamahayag.

Ang kaibahan nga lang ng maganda at pangit na balita, ang maganda ay hindi napapansin. Kasi nga naman, “press release” lang. Ni hindi man lang ipinapakita ng opisyales ang katuwaan dahil ibinabalita namin ang mga nagawa nila. Taken for granted na lang na iyon ang trabaho namin na ibalita ang mga iyon. Ang nakakainis, kapag pangit ang balita namin, nagagalit naman sila. Hindi man lang nila naisip na iyon ang trabaho namin. May mga opisyales na sisisihin ka pa, o hindi ka pakikiharapan sa susunod na ikaw ay makipag-usap kasi blacklisted ka na. Nagagalit sila kasi akala nila, sinisiraan lang namin sila. Mayroon pang iba, kapag nagbalita ka ng hindi maganda,

Kapag kasi may mga balita ka na hindi maganda, hindi mo naman pwedeng hindi ilabas dahil iyon ang trabaho mo. Hindi mo pwedeng ipikit ang mga mata mo at ilabas ang mga maganda dahil hindi naman ikaw magiging totoo sa iyong mga mambabasa. Kailangan kapag mamamahayag ka, bakal ang puso mo. Kailangan matigas ang mukha mo. Kasi kapag hindi, unang-una ka nang iiyak dahil talaga namang pepersonalin Sundan sa pahina

Solon hails signing of K + 12 law AGHAM Party-List Rep. Angelo B. Palmones hailed the signing of the K + 12 Law by President Beningo S. Aquino at the Malacanan Ceremonial Hall. Palmones said he is happy that Section 8 of the K+12 law was taken from HB 3479 which he filed in 2010. Section 8 allows science and math graduates to teach science and math in elementary and secondary schools right after graduation, and without the required licensure examination for teachers. “However, should they opt to continue teaching science and math, they would have to take the LET within five years of teaching,” Palmones explained. He added this development can encourage more students to pursue career in science and technology. The K+12 Law is one of the three enacted laws with Palmones as one of the authors. In December 2012, R.A. 10344 or the Risk Reduction and Disaster Preparedness Equipment Protection Act, and on May 7, 2013 R. A. 10532 or the Philippine National Health Research System Act were signed singed by Pres. Aquino. “AGHAM is grateful to President Aquino for giving priority to these legislative measures. Law to provide better health research and quality service for Filipinos

AGHAM Party-List Rep. Angelo B. Palmones said the country can look forward to better health research and quality health service with the signing into law by President Benigno S. Aquino III last May 07, 2013 of Republic Act 10532 or the Philippine National Health Research System Act (PNRHS). As one of the main authors, Palmones said the PNHRS as defined in the law refers to “a framework anchored on the principles of Essential National Health Research on inclusiveness, participation, quality, equity, efficiency, political, educational and science and technology system of the country”. The PNHRS is institutionalized within the mandate of the Philippine Council for Health Research and Development (PCHRD), an agency under the Department of Science and Technology, and the country’s coordinating body for health research. “The provision for appropriation is as agreed during the deliberation of the sin tax law which allots 10% of the estimated P300B revenue collection to be given to PCHRD for PNHRS,” Palmones added. LUNGSOD NG PUERTO PRINCESA, Palawan, (PIA) -Sumailalim kamakailan sa isang araw na Briefing & Site Validation of Rice Crop Manager ang mga Municipal Agriculture Officers, agricultural technicians at ilang magsasaka mula sa siyam na munisipyo sa lalawigan na ginaganap sa Victoriano J. Rodriguez Hall ng gusali ng Kapitolyo. Ito ay para sa patuloy na pag-aaral ng International Rice Research Institute (IRRI) sa naaangkop na crop nutrient management sa mga lupaing sinasaka. Layunin ng aktibidad na ito na mabigyan ng paunang kaalaman ang mga nagsidalo sa isasagawang “demonstration on nutrient manager for rice” sa kanikanilang mga munisipyo. Ayon kay Eugene Gatpandan ng Office of the Provincial Agriculturist (OPA), ang oryentasyon na ito ay itinataguyod ng Department of Agriculture-Region IVB (DA4B) at ng International Rice Research Institute (IRRI) sa pakikipagtulungan ng pamahalaang panlalawigan sa pamamagitan ng OPA. Ipinaliwanag ni Provincial Nutrition Action Officer Rachel Paladan na ang naturang aktbidad ay bahagi ng “First 1,000 Days Window of Opportunity” na nakapaloob sa programang Science & Technology o S&T Based Solutions Towards Sustainable Strategy for Child Malnutrition na itinataguyod ng Food and Nutrition Research Institute, Department of Science and Technology at Philippine Council for Industry, Energy and Emerging Technology Research and Deve lopment. Ani Paladan, sa pakikipagtulungan ng pamahalaang panlalawigan sa pamamagitan ng Provincial Nutrition Office ay sumailalim sa 120 araw na feeding at nutrition education activities ang mga natukoy na benepisyaryo sa dalawang nabanggit na barangay. Sa ilalim ng aktibidad na ito ay araw-araw na pinakain ang mga bata ng rice-mongo based foods na nilagyan ng multi-nutrient growth mix para sa karagdagang enerhiya at protina habang tinuturuan ng tamang nutrisyon ang kanilang mga ina. Samantala, ang mga buntis naman ay sumailalim sa supplementary feeding ng iron-fortified rice at mga ironrich food na hinaluan ng malunggay leaves powder plus habang tinuturuan din sila ng tamang nutrisyon. Nakapaloob din sa nutrition education component ang mga paksang nauugnay sa maternal nutrition, proper infant & child feeding at iba pa. Pagkatapos ng feeding activity ay naging positibo ang resulta sa mga benepisyaryo. Sa barangay Panitian ay nakapagtala ng 80 porsiyento pagtaas sa mga buntis na hindi na anemic gayon din ay tumaas ang timbang ng mga batang napapabilang sa underweight mula 0.3 hanggang 2.5 kg. Sa barangay Alfonso naman ay nakapagtala ng 54.5 porsiyento pagtaas sa mga buntis na hindi na anemic, samantalang tumaas din ng hanggang 2.1 kg ang timbang ng mga batang dating underweight. Ayon kay Paladan ay inaasahan naman na maipagpapatuloy ng lokal na pamahalaan ang nasimulang proyektong ito sa bayan ng Quezon hanggang marating ang target na unang 1000 araw ng bata. Report on Technology Demonstration of the Continuous Flow Rice Husk Gasifier The DOST-PSTC Marinduque facilitated the demonstration of the Rice Husk Gasifier designed by Engr. Alexis Belonio of PhilRice. Mr. Laulino Los Baños and Mrs. Rosario Jordan, owners of two firms to be assisted by DOST-SETUP namely the Jgelbee Bakery and Panaderia de Mogpog, respectively, observed the actual operations of the said equipment. Both entrepreneurs showed interest and came up with a plan to customize their existing oven/ cooking facilities to fit with the “Gasifier” which will be fabricated by local machine shops in coordination with Engr. Belonio. With the use of the said equipment, the firms believed that they will be able to cut their input cost on LPG by about 20-40% without compromising product quality and will increase their profitability. DTI warns users of butane canisters By Voltaire Dequina

SAN JOSE, Occidental Mindoro, (PIA) -- The Department of Trade and Industry (DTI) warns the public against the rampant use of butane canisters filled with Liquefied Petroleum Gas (LPG). According to DTI, these canisters are not intended and designed for LPG, and may possibly leak and emit hazardous gas that is enough to cause explosion and fire. DTI asserted that using these canisters as household materials poses great risks not only to the entire family but to their neighbors as well. DTI also pointed out, that only welded steel cylinders with a water capacity of one liter to 150 liters can be used for storage and transport of LPG. The public is encouraged to report any information related to this unsafe practice to the DTI office by calling 491 2131 or visiting them at SME Center, Municipal Compound San Jose, Occidental Mindoro. Romblon inventions shine in regional contest By Micah A. Fabriquel

ODIONGAN, Romblon, (PIA) -- Two inventions from Romblon won first and second prizes, respectively in the Likha category of the Regional Invention Contest and Exhibit (RICE) held recently at Filipiniana Hotel, Calapan City. RICE, which is done every two years, is designed to challenge inventors to come up with solutions to common place problems and to maximize their creativity. Engr. Orley Fadriquel of the Romblon State University (RSU) topped seven others entries with his Tiger Grass Pollen Remover con Woodworking Machine in the category for inventions and researches that have not been copyrighted nor patented. The invention, financed through a grant by the DOST Provincial Science and Technology Center (PSTC) Romblon, aims to reduce effort in removing pollen from tiger grass inflorescence. Fadriquel won a certificate and a cash prize of P20,000. His invention will be the region’s entry in the National Invention Contest and Exhibit in 2014. The tandem of Engr. Virne Dalisay and Nomhar Demate won second prize for their entry Mongo Shelling Machine. The machine targets mongo farmers as potential users of the unit for effortless shelling of the legume. It incorporates similar design elements as a rice thresher but it was adapted to mongo. The invention is part of a student-faculty collaborative research of RSU. Certificates and P10,000 cash prize were awarded to inventors. Mayoralty seat in OrMin resolved over toss coin By Luis T. Cueto CALAPAN CITY, Oriental Mindoro, (PIA) -For garnering the same number of votes in the recently concluded May 13 polls, two mayoralty candidates in the municipality of San Teodoro resolved their tie through a toss coin. Based on the Municipal Certificate of Canvass, which was signed by Rene Pagilagan, Municipal Election Officer of said town, Marvic Feraren and Salvador Py both got 3,236 number of votes from 7,584 who actually voted. The two contenders for mayoralty seat tossed coin five times each to resolve the problem in front of the Election Officers and their supporters. Eventually, Feraren, son of former San Teodoro Mayor Apollo Feraren was declared and pronounced winner by the Commission on Elections (COMELEC). Drawing of lots could be done when two or more candidates received an equal and highest number of votes, or when two or more candidates are to be elected for the same position according to Section 240 of the Omnibus Election Code. According to Provincial Election Supervisor Atty. Fernando C. Besiño, this is the first time that such happened in the history of local elections for the mayoralty seat in Oriental Mindoro. The municipality of San Teodoro is 32.1 kms. away from Calapan City, the province’s capital city. ODIONGAN, Romblon, (PIA) -- Tumanggap ng diploma bilang katunayan ng kanilang pagtatapos ang 25 preso ng Bureau of Jail Management and Penology sa entablado ng Odiongan South Central Elementary School, Odiongan, Romblon. Ang nasabing mga "inmate" ay kasama sa kabuuang bilang na 142 na mga pumasang estudyande sa isinagawang Accreditation and Equivalency Examination ng Department of EducationBureau of Alternative Learning System (ALS). Ayon kay J/S.Insp. Lino Sorano, nakapagtala ng 100 porsiyentong passing rate ang 10 na inmates na kumuha ng pagsusulit sa elementarya, samantalang 88% naman o 15 sa 17 para sa sekondaryang antas. Maaaring kredibilidad ninyo rin, pero kayo naman ang gumagawa no’n di ba? Hindi naman kami. Kami naman ay nagbabalita lang, kayo ang gumagawa ng ibabalita namin. Kaya sana, huwag na ninyo pahirapan pa ang mahirap na naming trabaho. Deadline nga lang, mahirap na, dadagdagan pa ninyo ng pressure, kawawa naman kami. Hindi ba? Para maligaya ang lahat, gumawa na lang kayo ng mabuti. Ang pahayagan naman naming ay nakakaappreciate ng mga gawain na maganda. The long wait for better local milk is over. Milk lovers of all ages can enjoy the freshness and healthiness of goat milk once the local producer starts full blast operations. Touted to be equally, powdered goat milk is now being produced in the country by Skysoft Incorporated, the first-ever local producer of powdered goat milk. The processing facility was inaugurated on February 11 at St. Rita Village, Sucat, Parañaque City. The goats are bred and raised in their sister company, Boergoat Club Farm in Lingayen, Pangasinan. Freshly extracted goat milk is pasteurized before being processed into powdered milk using a newly fabricated spray dryer that was based on an original design conceptualized by Industrial Technology Development Institute - Department of Science and Technology (ITDI-DOST) engineers. With the use of the spray dryer, acceptable finished products are packed in 340 grams/pack. The products are even cheaper with a proposed selling price of P400 per 340 gram pack as against P663.50 for its imported commercial counterpart. Skysoft’s business venture with ITDI started when the company requested for the technical expertise of food technologists and engineers for product development and standardization of fresh goat milk processing. “We then worked on improving the product’s stability - prolonging its shelf life and at the same time, preserving its nutritional value after being processed,” said Elsa Falco, senior science research specialist and product development lead. After having standardized the process for goat’s milk production, the developed product underwent storage studies and was subjected to physico-chemical, microbiological, and sensory analyses. Skysoft’s powdered goat milk performed well and found comparable with existing imported brands in the market. Samples were still acceptable in terms of color and taste even after six months of storage. The also products proved to be still good after one and a half years. Concrete nutritional facts proving that goat milk contains higher nutritional qualities or benefits are now widespread and gaining acceptance among consumers. Upon further evaluation of the produced powdered goat milk, this was also confirmed. Goat’s milk produced at Skysoft has higher total fats, proteins, vitamins and minerals, and has lower level of carbohydrates as compared to cow’s milk. “And because of these good properties, goat milk is less allergenic; naturally homogenized; easier to digest; causes less lactose intolerance; and generally suits human body condition better than cow’s milk,” said Falco.
