Comelec chairman Sixto S. Brillantes, Jr. confirming the promulgation of a Comelec En Banc Resolution cancelling the Certificate of Candidacy (CoC) of Regina O. Reyes, a U.S. citizen who ran against incumbent congressman Lord Allan Velasco. In a radio interview by Kabayan Noli de Castro over his DZMM radio program Brillantes said: "Despite the fact na meron ho kaming desisyon disqualifying her (Reyes)...puwede hong magfile ng petition to annul yung proklamasyon kasi ginawa ho 'yun ng provincial board of canvassers sa Marinduque, ano... pupunta ho sa amin 'yan, yung kaso, kung may magpa-file, magkukuwestiyon ng proklamasyon..." On March 27, 2013, based on a petition filed by Joseph Tan, a registered voter of Torrijos, Marinduque, the COMELEC First Division, after thorough evaluation of the case, cancelled the certificate of candidacy (CoC) of Regina O. Reyes. On April 8, 2013, Reyes filed a motion for reconsideration (MR) that was elevated to the en banc. On May 14, 2013, the Comelec En Banc decision on the case was promulgated stating among others as follows: "The requirement of Philippine citizenship is indispensable for a person seeking for an elective public office. Thus, strict compliance with the requirements of RA 9225 is vital and finds even more application to a former Filipino citizen who aspired to re-acquire his Filipino citizenship and enjoys full civil and political rights therein, including the right to be voted for. It is a requisite which should be dealt with more scrutiny, if only to ensure that no person owing allegiance to other nation is actually permitted to govern our people. xxx "WHEREFORE, in view of the foregoing, the instant Petition is GRANTED. Accordingly, the Certificate of Candidacy of respondent REGINA ONGSIAKO REYES is hereby CANCELLED. "In her motion for reconsideration, the respondent argues that the assailed Resolution was rendered contrary to the facts and established jurisprudence as the petitioner failed to establish sufficient evidence to make for a prima facie case against her. We deem this to the contrary. "There is no cogent reason to reverse the findings of the Commission (First Division). The motion for reconsideration is a reiteration of the various pleadings submitted by the respondent on the issue, a mere rehash and recycling of the claims she has raised prior to the promulgation of the resolution. The Supreme Court in the case of Roque v. Comelec did not cast a favorable eye on arguments that were reiterated: "Petitioners’ above contention, as well as the arguments, citations, and premises holding it together, is a rehash of their previous position articulated in their memorandum I support of their petition. They have been considered, squarely addressed, and found to be without merit in the Decision subject heeof. The Court is not inclined to embark on another extended discussion of the same issue again. "The Resolution by the First Division of this Commission is a result of a tedious evaluation of the claims and defenses brought about by the

We are enthusiastic in fulfilling our job...but... We agree with experience of the past publishers / editors when they wrote in their notes that putting up a newspaper / magazine is not an easy task, it requires guts, stamina and most of all, patience. Having a little experience and not knowing fully well the psychology of some townmates who decide to cast their lot in the hometown, our orientation differ quite afar, both a metro / city media practitioners, ours was more on results rather that methods. Kaya nga doon sa aming mga kaibigan na hindi namin nabibigyan ng diyaryo nitong mga nakalipas naming isyu. Kami po ay humihingi ng inyong pang-unawa na sana ay maintindihan ninyo kami.

*** We believe in the intentions of making our province especially the six towns, a better community to live and be proud about. Some says that they wanted to relieve the old glory of Marinduque. They wanted sons and daughters to come home and celebrate the good old days. Papaano nga sila babalik sa ating lalawigan kung ganito nga ang mga nababalitaan nila ukol sa masamang pulitiko na nagaganap sa buong lalawigan. Siraan, inggitan at iba pang masasamang gawain na nakasisira sa pag-unlad ng Morionland. Ano’ng say ninyo? Magkaisa at disiplina ang kailangan. We are enthusiastic in fulfilling our job...but...when fault finders and eleventh hour “geniuses” come into the picture at the time everything is all set in motion, enthusiasm of the worker definitely, wane. Why didn’t they not make their recommendation and gesture of support early? Why all of a sudden they question our method in news gathering and going direct to target persons, thus inflaming our anxieties at deadline time, and so on…?

Doon sa mga makasarili at may masasamang layunin, sana’y huwag dumami ang inyong lahi.

*** Kung sa PBA ngayon, isa sa mga nangunguna ay ang SMB (San Miguel Beer) sa Morionland ay may SMB rin na ang ibig sabihin ay “Style Mo, Bulok”. Marami daw nitong SMB lalong lalo na ang mga pulitiko at mayayamang kababayan. Baka makarma (sana) kayo!!!

*** The Term “KARMA” is now being used by people from all walks of life to describe a situation. But, more often than not, the word is not used in its right meaning.

*** Talagang napakahirap mag-maintain ng isang local community paper in MIMAROPA region, sobra po ang lawak nito, halos sakop na ang Luzon (Marinduque), Visayas (Romblon) at Mindanao (Palawan). Kaya kami ay hindi lang double time kundi triple time pa.

Diskwento Caravan Balik Eskwela goes to the south By Victoria Asuncion S. Mendoza PUERTO PRINCESA CITY, Palawan, (PIA) -- The Department of Trade and Industry (DTI)– Palawan will roll out its Diskwento Caravan starting May 27 and will last until the first week of June in the southern part of the province. Diskwento Caravan provides cheaper school supplies like notebooks, pencils, pens, bags, writing pads, art materials, and uniforms to parents who otherwise will be burdened with high costs of commodities before the opening of school. Discounts may range from 10 to 50 percent. The caravan will open from 8:00am to 5:00 pm in the following areas: May 27 - Brooke’s Point at the 168 Merchandising in Poblacion, Brooke’s Point; June 1 - Narra Covered Court in Poblacion, Narra; Rio Tuba covered court in Rio Tuba, Bataraza; June 1-2 at the 169 Merchandising in Marangas, Bataraza; June 2 at the public market site in Poblacion, Brooke’s Point. “We wish to reach out to more consumers in the rural areas so that they too can enjoy the discounts as well as quality goods because there will many products and choices available,” said Rosenda Fortunado, DTI provincial director. Simultaneous with the selling, the Technical Education Skills Development Authority (TESDA) will also give free haircut services to school children present during the conduct of Diskwento Caravan. Diskwento Caravan is a flagship project of DTI since 2008 that aims to provide non-wage benefits for wage earners and employees to ease the consumers’ burden of rising prices of basic necessities and prime commodities. DTI's partners for project are the local government units, TESDA), NCCC Supermarket and Department Store, Unitop Supermarket and Department Store, Abot Kaya commercial, and other leading establishments in the localities. Annual Operational Planning, isinagawa sa Odiongan By Micah A. Fabriquel

ODIONGAN, Romblon, (PIA) -- Nagsagawa ng Annual Operational Planning ang Provincial Health Office kamakailan sa Harbour Chateau, Odiongan, Romblon. Ito ay taunang isinasagawa upang pagplanuhan ang mga programang pangkalusugan sa buong taon ng 2013. Dinaluhan ito ng halos 30 empleyado mula sa PHO. Ayon kay Provincial Health Officer Dr. Ederlina Aguirre, isa itong magandang pagkakataon upang mapag-usapan ang mga direksiyon ng mga gawain ng PHO, gayundin ay mabigyan ng pagkakataon ang mga nagsidalo na maipahayag ang kanilang saloobin dito. Sinabi niya rin na kinakailangang huling iisipin ng mga namumuno sa mga ospital kung pano kikita sa kanilang mga pasyente. Dagdag pa ni Doktora Aguirre, ang dapat isipin ay kung paano makatutulong sa kapwa sapagkat hindi lahat ng tao ay agad-agad makahahanap ng pera na pangbayad sa mga bayaring ospital. Tampok din sa nasabing pagtitipon ang pagpresenta ng mga plano na naaayon sa bawat Inter Local Health Zone (ILHZ). Ang Inter-local health zone ay mga naka-cluster na LGU referral hospitals. Ang Romblon ay may apat na ILHZ at ito ay matatagpuan sa Southern Tablas, Northern Tablas, Rocobacon at Sibuyan. Ipinaliwanag naman ni PhilHealth Chief Insurance Officer Juan Monta単a Jr. na ang kitang nakuha ng mga public health care institution mula sa PhilHealth at kabayaran sa paggamit ng mga pasilidad ay kinakailangang ilagay ng lokal na pamahalaan sa trust fund at hindi sa general fund. Nilinaw din ni Monta単a na ang trust fund ay kinakailangang gamitin lamang sa pagbili ng mga gamot, pagpapanatili o pagtataas ng antas ng mga kagamitan o mga pasilidad at pagpapapanatili o pagaayos ng kalidad ng serbisyo sa pampublikong sektor. NNC Conducts Hands-On Training for New Nutriskwela Community Radio Stations It’s full speed ahead for the new Nutriskwela Community Radio Stations! After the conduct of the hands-on training on community radio broadcasting, the ten new radio stations will immediately have their inaugural broadcast as the National Telecommunications Commission has granted the NNC the necessary licenses to operate the stations. To date, seven of the ten radio stations are now on air and broadcasting. These are: 1. Radyo Kauswagan, DYNF-FM 91.3, Eastern Samar State University, Borongan City, Eastern Samar 2. Radyo Kalamboan, DXNE-FM 94.3, Tubod, Lanao del Norte 3. Radyo Kaunlaran, DZNI-FM 99.7, Polytechnic University of the Philippines-Bansud Campus, Bansud, Oriental Mindoro 4. Radyo Kasannangan, DXNH-FM 94.1, MSU-Tawi-Tawi College of Technology and Oceanography, Bongao, Tawi-Tawi 5. Radyo Kahimsog, DYNE-FM 97.5, Cebu Technological University, Barili, Cebu 6. Radyo Kasadya, DXNF-FM 99.9, President Roxas, Cotabato 7. Radyo Kaamigo, DZNJ-FM 98.9, Catanduanes State Colleges, Panganiban, Catanduanes on 1-5 April The other three radio stations are also scheduled to conduct the hands-on training followed immediately by inaugural broadcasts. These are: 1. Basco, Batanes on 8-12 April 2. Lagangilang, Abra on 15-18 April 3. Del Carmen, Surigao del Norte on 21-26 April The hands-on training on community radio broadcasting is part of the capacity building aspect of the Nutriskwela Community Radio Network Program. The NNC provides the equipment and training while the partner local government unit or state university and college manages and maintains the station and provides the broadcast personnel as well. During the training, the community radio council is also organized. The multi-sectoral radio council is expected to manage the station in coordination with the station personnel. The Nutriskwela Community Radio Network Program is a strategy of the National Nutrition Council that aims to empower communities through the establishment of community radio stations to disseminate nutrition, health and development-oriented information. The program has established 15 Nutriskwela Community radio stations the first five in 2008 and the second ten in 2010.

LUNGSOD NG CALAPAN, Oriental Mindoro, (PIA) -- Pinasinayaan kamakailan ni Gob. Alfonso V. Umali Jr. ang mga pinakongkretong daan sa lalawigan. Kabilang dito ay ang 130 metrong kalsada sa barangay Burbuli at 220 metrong daan sa barangay Sta. Rosa sa bayan ng Baco. Kasunod nito, pinasinayaan din ang kongkretong daan na may habang 220 metro sa barangay Sta. Rita sa lungsod ng Calapan. Binisita rin ng punong ehekutibo ang nagibang dike sa baybaying ilog ng Baco upang tiyakin na tuluy-tuloy ang pagsasaayos nito at nabibigyan ng kaukulang solusyon. Aniya, isinasagawa ngayon ang pagsasaayos nito na isang malaking tulong sa mga mamamayang Bacoeùo lalo pa kung umuulan. Matapos ang pag-iikot sa ilang barangay sa Baco, sunod na pinuntahan ni Umali ang Calapan City Public Market para sa pagpapasinaya ng phase II nito. Sa mensahe ni Umali sa gawain, malugod niyang ibinalita ang tuluy-tuloy na pagdating ng mga proyekto ng pamahalaang nasyunal sa lalawigan na aniya’y prayoridad ng administrasyon ni Pangulong Benigno S. Aquino III. Ilan lamang aniya dito ang tulong sa sektor ng kalusugan tulad ng pagdadala ng mobile hospital, pagpapaganda ng Regional Health Unit (RHU), tulong sa National Irrigation Administration (NIA) para sa pagsasaayos ng sistema ng irigasyon at iba pang mahahalagang proyekto. Dahil dito, ayon pa sa gobernador, mula sa pagiging 12th poorest province sa buong bansa ng lalawigan, umaangat na ngayon sa pang 44 na lamang ang Oriental Mindoro dahil sa buhos na proyektong ipinagkakaloob ng kasalukuyang administrasyon ni Pangulong Aquino. Binigyang diin naman sa kanyang mensahe ni Bise–Gobernador at Sangguniang Panlalawigan Presiding Officer Humerlito Bonz Dolor, na ang administrasyon ni Umali at ang kanyang pamunuan aniya ay hindi tumitingin sa resulta ng halalan at sa halip ay tumitingin sa pangangailangan ng mamamayan. Pasasalamat naman at pagkilala sa mga taga-barangay ang kanyang paabot dahil sa tiwalang ipinagkaloob ng mga ito sa kaniya simula pa noong siya ay nagsimulang manungkulan. Foster Care Act of 2012, an invitation to share love – DSWD The Department of Social Welfare and Development – National Capital Region (DSWD-NCR) conducted a forum on “Aruga at Kalinga Para Sa Mga Bata sa Barangay: Alternative Parental Care for Children in Need of Special Protection” last Wednesday at Makati Palace Hotel.

The salient features of the Republic Act (RA) 10165 or the Foster Care Act of 2012 were discussed and the different caring institutions in Metro Manila led by DSWD-NCR shared strategies and challenges on their implementation. DSWD-NCR Regional Director Alice Bonoan said that the forum aims to entice more people to be foster parents to be able to share the warmth of their love to the unfortunate abandoned children in institutions. “No child below 9 years old should be in institutions. Currently, there are 2,118 abandoned children in the different caring institutions in Metro Manila who are longing to be fostered , longing to belong and feel the love and care of a family,”” DSWD-NCR Regional Director Alice Bonoan said. She emphasized that the role of parents and the community are very important in the development of a child thus DSWD is doing their best effort to advocate and facilitate the placement of abandoned children in foster families. On her part, Parenting Foundation of the

Philippines Executive Director Ma. Paz de Guzman said, “The Foster Care Act is heaven sent. It strengthens foster care as well as provides funds for the benefit of the foster child and the foster parent.” Two foster children were also present who shared their experiences of finding love in persons unrelated to them. Ms. Ela, who is fostering a child afflicted with cerebral palsy, stopped working to give him a 24/7 care said, “ Fostering a child is a joy, a gift of love. It is a commitment. But God will find a way to help you take care of these children. Let us make a difference in children‟s lives.” Republic Act 10165 or the Foster Care Act of 2012 was signed into law last October 2012. The Foster Care Act of 2012 adheres to the State policy to provide every child who is neglected, abused, surrendered, dependent, abandoned, under sociocultural difficulties, or with special needs with an alternative family that will provide love and care as well as opportunities for growth and development. Australia provides P1.6M for Brigada Eskwela 2013 By Ma. Alaine P. Allanigue

The Australian government has provided some P1.6 million for Brigada Eskwela program in 81 public schools mostly in the Autonomous Region in Muslim Mindanao and some schools in Metro Manila. This will cover materials and supplies for minor repairs, repainting and cleaning of schools. “Australia‟s participation in Brigada Eskwela is part of Australia‟s significant and broader commitment to helping improve the quality of teaching and learning in the Philippines. Education is the flagship of our aid program in the Philippines,” Bill Tweddell, Australian Ambassador to the Philippines, said as he joined Department of Education Secretary Bro Armin Luistro at the Brigada Eskwela 2013 kick-off ceremonies in Pasay City. “Brigada Eskwela is an opportunity for Australian Embassy staff to do „hands-on‟ work with teachers, parents, and children to get schools ready for the new school year. We have a team of volunteers from the Australian Embassy joining Brigada Eskwela activities for the whole week.” Ambassador Tweddell added. The Australian Embassy staff will also be conducting Brigada Eskwela activities this week in five (5) schools in Metro Manila considering schools that cater large population of children with disabilities. These are the Philippine School for the Deaf in Harrison, Pasay City; Philippine National School for the Blind (PNSB) in Galvez St. Corner Figueroa St., Pasay City; Jose Fabella Memorial School in Welfareville Compound, Mandaluyong City; Padre Mariano Gomez Elementary School in Sta. Cruz, Manila; and Manila High School in Intramuros, Manila. “With an estimated investment of Php2 billion (A$50 million) annually, Australia‟s goal is to ensure that all Filipino children can realise and benefit from opportunities that development offers, including and especially those who are most disadvantaged. Our programs have a strong focus on inclusive education. We support improvements in access for children with disabilities as well as children in conflict affected areas,” Ambassador Tweddell said. Australian aid assists the Philippine Government to promote opportunities for all by improving learning outcomes of school children in English, mathematics and science and ensuring that more children finish elementary and secondary education. “Australia is working with the Philippine Government, civil society and the private sector to train teachers, provide educational facilities including classrooms and day care centers, strengthen school-based management practice, improve education planning and management systems, and provide teaching and learning materials,” Ambassador Tweddell said. The Department of Education started Brigada Eskwela in 2003 which is a nationwide voluntary effort that brings together parents, teachers, students and community to clean up, repair, and prepare schools for the opening of classes in June. PNP tells students to be vigilant As school opening nears, the Philippine National Police (PNP) reminds students to be vigilant. “We also would like to warn the public, especially the students to be more vigilant while going to school particularly on public utility jeepneys, bus, and trains where criminals could take advantage of them,” PNP chief Alan Purisima said. Purisima advised commuters to be mindful and secure of their belongings at all times. “Parents should always keep their eyes on their children while going and leaving school premises,” he added. With more than a week before school opening, the PNP is already ensuring the safety and security of the students and the public by providing security coverage and public safety services. The PNP is closely coordinating with the Department of Education (DepEd), Commission on Higher Education (CHED), Local Government Units (LGUs), and other concerned agencies on organizing security coverage in different schools, campus, and universities particularly in Metro Manila and in other urban cities where a large number of students are expected to go back to school next month. The PNP chief also directed all Police Regional Offices (PROs) to organize teams in all police stations to conduct mobile and foot patrols along major routes and highways leading to all learning institutions, and within the immediate vicinity of school premises to ensure public safety. Police Assistance Desks (PADs) will be established near major school campuses and clustered schools nationwide in coordination with school authorities and their security forces and barangay personnel as force multipliers. Likewise, PNP will designate dedicated personnel to address bullying inside and outside school premises in coordination with school officials; coordinate with concerned local government units regarding the strict implementation of the zoning ordinance prohibiting the existence of computer shops, billiards establishment; and other distractive recreation near the schools. Meanwhile, airports and seaports, transport terminals, business establishments and areas of convergence will also be strictly provided with safety and security measures as people are expected to return from their vacation at the end of May.
