TORRIJOS, Marinduque (PIA) —The Kapit-Bisig Laban sa KahirapanComprehensive and Integrated Delivery of Social Services (KalahiCIDSS) recently conducted the municipal "talakayan (dialogue)" entitled “Usapang Bayan: Usapang Pangkaunlaran sa Bayan ng Torrijos” on October 29. The talakayan is conducted to draw insights, lessons and identify ways to improve the local governance, citizen participation, community development and institutionalization of the Kalahi-CIDSS processes. Moreover, it is a way to identify the possible areas where the Kalahi-CIDSS data and information produced during the Talakayan activity will able provide strategies for local development and a means to access performance-based incentive funds. Mayor Gil Briones Mayor Gil Briones expressed his gratitude to the activity and said that this will further improve the awareness of the community towards the programs and projects implemented by the local government unit. His appreciation extends to the Kalahi-CIDSS project, for he said, it has vastly helped the municipality in addressing the needs of the communities, consequently reducing poverty in the area. Similarly, Municipal Planning and Development Officer Eugene Cruzado said that the activity serves as a tool for the community, to assess whether what has been presented by the local government unit in their accomplishment reports is true at the ground or not. —turn to page 12 With supports from:

Ay...Marinduque Ni: NOEL V. MAGTURO Yes, anim (6) na taon na ang lingguhang pamamahayag at apat (4) na taon sa buwanang pahayagan. (6 years in weekly news and 4 years in monthly publication. Ang “The MIMAROPA Sunrise Weekly Newsmagazine” ay patuloy pa rin ang serbisyo publiko bagamat mabibilang niyo sa dalawang kamay ang masugid na sumusuporta dito. Natatandaan ko na marami rin nauna sa amin na nagtayo ng pahayagan dito sa Marinduque, subalit hindi ito gaanong nagtagal. May mga “publisher” na mismong taga-Marinduque na ang layunin ay maiangat ang Marinduque sa pamamagitan ng lokal na balita para mabasa hindi lamang ng buong bansa pati na rin saan man sulok ng mundo. Kapag daw ang isang bayan o lalawigan ay walang sarili/lokal na pahayagan, ito daw po ay mabagal ang pag-unlad tulad ng Marinduque. Maraming magagandang katangian ang Marinduque, subalit mas marami ang mga pasaway... lalo na kapag tungkol sa politiko. Kaya nga nasaan na ang Marinduque ngayon na kinikilalang “The Holy Week Capital of the Philippines” na ang mga bisitang turista sa pagpunta pa laang ay nahihirapan na hanggang sa kanilang pagbalik sa kanilang pinanggalingan kapag sila ay nagbiyaheng sa dagat. Ang century old Moriones Festival ay dinadayo ng libu-libong turista ngunit karamihan sa kanila ay nadadala ng bumalik dahil sa di magandang sistema sa paglalakbay nila patungong Marinduque gayundin sa pagbalik pauwi sa kani-kanilang lugar. Kaya nga may mga ilang bayan tulad ng Pola ng Oriental Mindoro ay nagsasagawa na rin ng ganito at paganda pa daw ng paganda. Watch out… gayundin sa mga ilang bayan sa Quezon province. Ay Marinduque... Kayong mga sumbungero‟t sumbongera, intrigero‟t intrigera, tsismoso‟t tsismosa... bago kayo magsumbong sa amo ninyong politiko o pinagsisilbihan ninyo, pakitimbang muna ninyo ang inyong asabihin, kaya pala kay bagal ng pag-unlad ng Marinduque dahil sa inyo. Kayo naman mga honorables, politiko, mga amo sa opisina at mga may kayang Marinduqueño, bago kayo maniwala sa mga sumbong, isipin ninyo muna ito ng dalawa, tatlo hanggang sa sampung beses kung ito ay may katotohanan, saka kayo gumawa ng tamang aksyon. Nauna nang isinagawa ang fun run at Sportsfest ng mga empleyado at Battle of the Bands nitong nakaraang October 11 na tinampukan ng mga banda sa bawat bayan. NSO to hold annual statistics quiz ORIENTAL MINDORO, (PIA) -- The National Statistics Office (NSO) will conduct simultaneous Philippine Statistics Quizzes (PSQ) nationwide on November 20. The PSQ is an annual contest designed to test freshman college studentsâ€&#x; knowledge of statistics, said Statistics Officer Efren C. Armonia in a meeting, Tuesday, in behalf of Flordeliza J. Monteclaro, NSO regional director . NSO and the Philippine Statistical Association (PSA) have been conducting the PSQ since 1992. The PSQ involves students enrolled in colleges and universities in the 17 regions of the country and this 2012 PSQ is the 21st in the series, said Armonia in an interview. The objectives of the 2012 PSQ are: to assess the competency and skills of students in statistics as required from the secondary education curriculum; to promote, enhance, and instill awareness and appreciation of the importance and value of science, statistics in particular, among students; and to generate public awareness on the importance of statistics in all development-planning activities and win overall support for all government statistical activities. Moreover, the PSQ identifies and nurtures talents especially in the field of statistics. It contributes to the advocacy in the use of statistics for evidence-based decision making. Results of the contest can also provide indications of the effectiveness of the statistics component of mathema- tics as a subject. The PSQ is open to all Filipino first-time college freshmen currently enrolled in the second semester for the school year 2012-2013 in any recognized tertiary academic institution in the country. In Mimaropa region, the schools which will compete in the contest at Capitol Square on November 20 at 1 p.m. will be Marinduque State College, Divine Word College of San Jose, Divine Word College of Calapan, Mindoro State College of Agriculture and Technology, Palawan State University, Romblon State University, Western Philippine University of Palawan and St. Anthony College of Calapan City. Fifteen contestants will join the quiz in Mimaropa, said NSO statistician Maribel Bernardo. BOAC, Marinduque, (PIA) -- Umabot sa P42 milyon ang halaga ng mga nasirang tulay at kalsada sa lalawigan sa hagupit ni bagyong Ofel, ayon sa risk reduction and management council. Ang naitalang nasawi ay sina Sofia Mascarenas Recto na nasawi dahil sa Hypothermia, at si Raffy Mantal, 11, na namatay dahil sa pagkalunod at Asphyxia. Nagdulot ng pagbaha sa ilang barangay sa probinsya sanhi ng malaking bulto ng pagulan na nagdulot ng mabilis na pag-agos at pagtaas ng tubig sa ilog ng Boac. Nagdulot din ng malawakang brown-out ang nagdaan na kalamidad dahil sa pagkapinsala sa mga linya ng kuryente na nagsusuplay sa mga apektadong lugar, ayon sa Marinduque Electric Cooperative o MARELCO. Umaasa ang lokal na pamahalaan na mabibigyan ng tulong ang lalawigan upang matugunan ang mga kinakailangan sa rehabilitasyon sa mga nasirang imprastruktura lalo na sa mga nawalan ng kabuhayaan at nasalanta ng bagyo. ROMBLON, Romblon, (PIA) -- Mas maraming taga-Romblon ang pabor na isulong sa kongreso ang panukalang batas na anti political dynasty. Ito ang lumabas na resulta sa isinagawang pagtatanong ng PIA-Romblon sa iba’t-ibang sektor sa lalawigang ito. Ilan sa mga nagbigay ng reaksiyon ay mga kawani ng pamahalaan kung saan tahasan nilang sinasabi na sang-ayon sila sa anti political dynasty bill. Sinabi ni Arturo Muros ng LGU-Ferrol, Romblon: “Yes, I’m favor to the anti dynasty bill due to the fact that we are democratic not monarchical form of government.” Ayon kay Provincial Statistics Officer Abraham Fabicon, “pabor ako sa sa pagsusulong ng batas na yan dahil walang batas na ganyan, patuloy ang paggamit ng mga posisyon para sa proteksiyon ng kanilang mga sariling interes. IIlan lang ang may tunay na intensiyon para sa bayan at naghihirap na mamamayan.” “Pabor ako sa anti dynasty bill para naman mapagbigyan ang iba’t-ibang tao na makapagsilbi sa taong bayan hindi yung iisang tao at pamilya lamang. Nagiging dahilan ito sa pagbibigay ng pabor ng pagpasok sa iba’t-ibang posisyon ng kanilang kamag-anak sa kanilang nasasakupang lugar,” ito naman ang sinabi ni Jail Officer Sherwin Sim, BJMP-Magdiwang, Romblon. Inihayag rin ni Professor Bernie Mantes ng Romblon State University, San Agustin Campus ang kanyang pagsang-ayon sa nasabing panukalang batas. Aniya, “98% akong pabor sa batas na iyan para naman mabigyan ng pagkakataon yung iba na may kakayahan din at hindi umabuso ang isang angkan.” “Sang-ayon ako sa anti dynasty bill para maiwasan ang long staying at political influence ng magkakamag-anak sa pulitika. Nang sa gayon may pagkakataon ang iba na mahalal at mamuno sa lipunan, “ ito naman ang naging pahayag ni Marcus Muros, Agriculture Technician, Office of the Municipal Agriculture-Romblon. Ilan lamang ito sa mga reaksiyon at komento ng mga pumayag na makapanayam ng PIA-Romblon. Jabagat PALAWAN, (PIA) -- Sumailalim ang mga Barangay Environment, Agriculture and Nutrition Scholars (Beans) sa isang araw na pagsasanay tungkol sa Childâ€&#x;s Growth Standard na pinangungunahan ng National Nutrition Council (NNC-4B). Layunin ng pagsasanay na ito na mabigyan ng karagdagang kapasidad ang mga Beans sa pamamagitan ng tamang paraan ng pagkuha ng nutritional status ng mga batang nageedad o hanggang 5 taong gulang, ayon kay Frederich Christian S. Tan, Nutrition Officer ng NNC-4B. Aniya, maliban sa bayan ng Busuanga, may apat pang munisipyo sa Palawan ang nauna nang sumailalim sa kahalintulad na pagsasanay base na rin sa mataas na Malnutrition Prevalence Rate (MPR) ng mga ito. Ang mga bayang ito ay ang Culion, Roxas, Sofronio Espanola at Rizal. ISO Accreditation ng Puerto Princesa Pinagtibay na Inirekomenda na ng TUV Rheinland Philippines Inc. ang pamahalaang panlungsod ng Puerto Princesa na magkaroon na ito ng sertipikasyon sa ISO 9001:2008 at ISO 14001:2004. Nakasaad ito sa sulat na ipinadala ng nasabing ahensya na nilagdaan ni Melody O. Mokamad, Systems Certification Manager. Bago dito, isang masusing pagsusuri ang isinagawa ng grupo noong Setyembre 25 hanggang 27, 2012. Tiningnan nila ang mga dokumentong ginagamit sa araw-araw na pamamalakad at operasyon ng lokal na pamahalaan. Nirepaso rin kung ang mga proseso ay maayos at naaayon sa Citizens Charter ng lungsod. Puerto Galera to hold quake, tsunami drill By Daniel O. Sagun QUEZON CITY, (PIA) -- The white beach of tourism destination site, Puerto Galera town in Oriental Mindoro, is the target area of an earthquake-tsunami drill on December 3. The drill aims to raise the level of awareness of the public in times of disaster brought by strong earthquakes that may be aggravated by a tsunami, said Regional Director Eugene Cabrera of the Office of Civil Defense 4B. Puerto Galera was chosen as the drill site because of the possibility that tsunami may strike after a strong earthquake, he said. The scenario of the drill is that a 7.9-magnitude earthquake, generated by the movement of the Manila Trench, jolts the town and the quake epicenter is southwest of Batangas City. The drill simulates areas hardest hit such as Barangay San Isidro which hosts the white beach, Aninuan and Sabang where waves six-meter high smash the shore destroying several resort structures with at least 20 people missing and several others injured. Emergency response teams are then deployed. The exercise also aims to assess the response level of local government units during earthquake and tsunami, emphasize the relevance of safety system especially in tourism areas, strengthen communication protocols and test the importance of Incident Command System (ICS), Cabrera said. The activities are meant not only for the drill but also to prepare the people for any calamity that may strike anytime, said Director Edgar Allan Tabell of the Department of Interior and Local Government. Tabell presided a preparation meeting today, Wednesday, at the operations center of the National Disaster Risk Reduction and Management Council in Camp Aguinaldo. Talisay and Lian towns in Batangas will be the sites for a similar drill for Region 4A. (DOS/PIA)

Now a history, Election 2012 will be remembered as that voting time that had caused me to be much disconcerted about the result. It‟s pretty much revealing how I would have voted for had I not a lapse of complacency. In many ways, I would classify myself as in the middle on issues. But in the recent election, I turned into a conservative, not necessarily a Republican. The Party‟s principles on this election had the perfect match to my todate values, everything pro good and wholesome policies conducive to America‟s propagation of humanistic as opposed to liberal and socialism trademark of the Obama presidency. Mitt Romney, the standard bearer of the Republicans, had the personality appealing to me, gentle-mannered, highly principled, and has a practical agenda for America to offset the socialistic governance of Obama siphoning from the 1% of America to distribute the wealth across, down to his contemptuous Obamacare bearing similarities to the European health care system. Under the Obamacare set to become a permanent fixture in the U.S. is opined to be much degraded in medical service and would kill the related technological inventiveness of America when comes to medical equipments that makes the American hospitals much sought-after destination for medical treatments worldwide. Appearing very much biased, but how could I help it when the incumbent, elected only for being a novelty politician, a black American touted for academic intelligence, likable, but with a questionable side of him, the fact that he bears so much personal enigma. He is up to this time mistrusted by those astute enough to see and think about the seeming fraudulent birth certificates that he had invoked the law to keep sealed, including his university and travel records while a student to some militant states. And the most telling of all, his name as a pure Muslim bequeathed from the Kenyan father, also a Muslim. The Messiah, as some infatuated media people embellished him personally, is scantily-credentialed to be a leader of America what with his beginning career merely a community organizer. If his lawyer jobs would be credited, they were somehow showing representations of some known business community figures, such as the controversial Resko scandal he had a personal dealing related to his mansion in Illinois. This part of his past, were opined and reported in the media to be a pathway Obama was then carving for himself, as a social climber with an eye on the prize, the presidency.
Color is never an issue to me. I‟m colorblind strictly in the sense of the word. And if in case discrimination is rearing its ugly head up on me, I would have been triggered by some act of disconcerting arrogance and contrivance, two extremely repugnant characteristics in a person. Yet, I found it shocking to have heard Obama say during the campaign in his height of disgust that “voting is the best revenge.” To my own taste, it is so much unbecoming and uncouth for a U.S. President to have blurted such hateful remark before the world stage. As a politician, he had so much help from the media, oftentimes, simply turning their heads the other way around on negatives he has about him and does as an individual, much more now that he is the anointed leader of America. Literally, he has more clout and power latitude as a politician that gets him around cutting corners as the Obamacare and his dubious birth certificate. As to why he could get away with it is a puzzle of a lifetime to me knowing that America is a land of laws. But then we have a behavior benchmark which the act of concealing could be conclusively tantamount to guilt. Because America right now, since Election 2008, is so much gung-ho for Obama, despite of his dismal presidential record, high unemployment, economy in shambles, and foreign affairs fiasco, recent the Benghazi uprising that cost the life of U.S. Ambassador Stevens, and three other Americans, are encapsulated in his change mantra that is empty, meaningless. Another worrisome political scenario happening in America is the emergence of blocks of voting power from the leading demographics. The Latino votes were estimated to be at 12% and growing went massively for Obama, who was warmer to them with regards to immigration reform, but though was seemingly half-hearted, and went undetected among the Latino voters. Contrast this with Romney‟s blunt stance he remarked on the platforms that he would much prefer for the illegals to just self-deport. Assimilation into the American mainstream is the one dream of all illegal, so theirs was a forceful revenge, a rejection of the Republicans who but just spoke of the true sentiments on the issue. Election in the pasts had always been a battle for ideas, strongly pegged on sound principles. Nowadays anymore election was made la Hollywood image branding into an entertainment with the powerful teams of pundits and savvy staffs as directors tightly scripting the candidates to bring up the expected positive results. None other than Obama‟s team and his Hollywood followers bestow that much entertainment glow to politics, like a face gloss hiding his lacking in character and abilities as a leader. However, as a conservative caveat, we are witnessing to the crumbling of human values, time-tested by our forefathers. Workshop sessions were held, that include mapping out and determining the specific contributions of KalahiCIDSS to local development plans and agenda and selfrating assessment of the participants to several indicators. Fifty-eight volunteers and non-volunteers, barangay chairpersons of the 25 barangays of the municipality and local officials participated in the activity. Participants from the community level came from barangay with and without projects implemented under the Kalahi-CIDSS program. For Region 4-B, Torrijos, Marinduque was the first municipality to conduct the said activity. This will likewise be conducted in the municipalities of Dumaran and Linapacan in Palawan, which have also been finished in the first cycle of implementation. Nonetheless, this will be conducted in all Kalahi-CIDSS municipalities as an evaluation mechanism designed to assess the overall development of the municipality being assisted by the Kalahi-CIDSS. In light of November being National Rice Awareness Month, Senator Loren Legarda reiterated her call for 100 percent rice self-sufficiency through public awareness and government incentives and support. “Irrigation, high-yield seeds and modern postharvest facilities are badly needed if the Philippines is to achieve 100 percent rice sufficiency. By providing incentives and support, the government would entice more Filipino farmers who Senator Loren Legarda had shifted to high -value crops to plant rice anew,” she explained. “This National Rice Awareness Month, we should look into providing farmers post-harvest equipment and facilities like threshers and grain dryers in order to reduce their production cost and lessen grain losses,” she said. Legarda, Chair of the Senate Committee on Climate Change, also said that the scarcity of rice supply is being made worse by climatic factors like prolonged dry spell and, on the opposite side, floods, which is why attention must be paid to climate resilience in farming regions. “Crop yield potential is estimated to decline by 19% in Asia toward the end of the century and rice yield in the Philippines would decline by 75%. These alarming figures alone tell us that the country‟s agricultural adaptation program must ensure more investments in agricultural research and infrastructure, improved water governance and land use policies, better forecasting tools and early warning systems, a strengthened extension system that will assist farmers to achieve economic diversification and access to credit to make significant improvements in our food security goals,” she remarked. The Senator also noted that the Department of Agriculture‟s current “Sapat na Bigas, Kaya ng Pinas!” campaign, which urges Filipinos to try equally nutritious food such as white corn, sweet potato, cassava, and banana as rice substitutes, as well as brown rice, is of great help to the goal. “President Aquino has declared 2013 as the National Year of Rice. This is a chance for us to step up, as the Philippines must endeavor to meet its own rice requirements without resorting to importation, and, having done that, to aim to become a rice exporter,” Legarda concluded.***
The National Academy of Science and Technology of the Department of Science and Technology (NAST - DOST), the country‟s highest recognition and advisory body on science and technology launched the Geminiano T. de Ocampo Visionary Awards for Medical Research on November 8, 2012 at the Hyatt Hotel and Casino, Manila. The award aims to recognize clinician researchers who have created the vision for medical research in the country through their outstanding work in medical research that have pioneered the trail for medical innovations and health research and development. Present during the launching were Engr. Ma. Lourdes P. Orijola, DOST Assistant Secretary for Technology Transfer, who represented Hon. Mario G. Montejo, DOST Secretary; Acd. William G. Padolina, NAST President, and Mrs. Leticia de Ocampo Elegado, daughter of the late National Scientist Geminiano T. de Ocampo. The activity was also attended by NAST members, guests from various academic institutions, representatives from different DOST agencies, and friends from the media. Acd. Jaime C. Montoya, chair of the Health Sciences Division of NAST, served as the moderator and master of ceremonies. The award is given in honor of Dr. Geminano de Ocampo who epitomized excellence in the field of ophthalmology. A man of many firsts, Dr. de Ocampo was a visionary man who created and realized the future of medicine in the country through his groundbreaking and pioneering efforts in clinical practice and in research, inspiring other doctors to pursue the same. In 1952, he established the first eye hospital in the Philippines, the De Ocampo Eye Hospital. He was the first Filipino to design a corneal dissector (1956) and was known as the first Filipino to perform the first successful corneal transplant. In 1965, he pioneered the establishment of the Philippine Eye Research Institute, the first research institution for basic ophthalmology. Dr. de Ocampo was bestowed the rank and title of National Scientist in the field of Ophthalmology by the late President Ferdinand Marcos in 1982 and was acknowledged as the Father of Modern Philippine Ophthalmology.

Lubang was never flooded due to „perfect‟ forest--Mayor By Camille Serrano
QUEZON CITY, (PIA) -- The municipality of Lubang in Oriental Mindoro has never experienced flooding even at the height of the heavy rainfall brought by the Southwest Monsoon that caused major flooding in some municipalities of Mindoro. Mayor Juan Sanchez of Lubang made this claim during the Mindoro Water Summit 201 2 held recently at the University Hotel of the University of the Philippines in Diliman. Sanchez attributed it to what he described as “perfect forests” that helped in preventing disasters such as landslides and flooding. Aside from well-preserved forest, Sanchez also cited as contributing factor the National Irrigation Administration for its well-planned irrigation system in the municipality. He also said that every house has electricity as well as sanitary toilets. Good things aside, Sanchez expressed however his worries about the water supply of their municipality being dependent on wells which may dry up. A representative from Mines and Geosciences Bureau assured Mayor Sanchez that their water supply would not deplete because the deep wells are replenished every year. The 2012 Mindoro Water Summit was organized by the National Economic Development Authority IV-B to discuss the Integrated Water Resources Management (IWRM) approach to ensure water security for Mindoro. Paper Presentation and Awarding Ceremony for the 2012 Magsaysay Future Engineers/Technologists Competition Held The National Academy of Science and Technology, Department of Science and Technology (NAST- DOST), the country‟s highest recognition and advisory body on science and technology held the Magsaysay Future Engineers/Technologists Competition (MFETC) Paper Presentation and Awarding Ceremony on November 8, 2012 at the Hyatt Hotel and Casino, Manila. The event was attended by premier collegiate institutions in the country and was graced by former Senator Ramon B. Magsaysay, Jr. The MFETC is an annual award of NAST and the Department of Science and Technology (DOST) which aims to recognize outstanding research outputs on engineering and technology at the collegiate level and encourage young Filipino students to pursue a career in science and technology. The competition is open to Bachelor of Science students enrolled in an engineering program or related fields, where areas of study fall within the priority the Department of Science and Technology (DOST), specifically in the areas of (a) biotechnology, (b) machinery, (c) engineering products, (d) engineering sources, and (e) product development. During the preliminary judging, six finalists from 15 nominees from various academic institutions were chosen by the Board of Judges (BOJ) composed of members of the Engineering Sciences and Technology Division (ESTD) of NAST. In the final judging, the BOJ members composed of Acd. Angel L. Lazaro III, Acd. William T. Torres, Dr. Filma Brawner represented by Ms. Ruby Cristobal of SEI-DOST, and Dr. William Malitao of CHED selected three winners from the six finalists after the paper presentations. Each finalist was given 15 minutes to present his/ her paper. Lopez for his paper on “Optimization of Steam Explosion Parameters in the Pretreatment of Sweet Sorghum Bagasse for Bioethanol Production”, and Chiliast B. Juan for his paper titled “Analysis on the Effect of Various Factors to the Voltage Drop of a Single-wire Earth Return (SWER) Distribution System in Lipa Soil Series”. The first, second and third prize winners received a cash prize of PhP 50,000, Ph P30,000, and PhP 20,000, respectively and plaque of recognition from NAST. Special citations received a cash prize of PhP 10,000.00 each and plaque of recognition. The institution of the first prize winner will be given a research grant of PhP 500,000 upon approval of a project/research proposal.
