MAGTURO Forum on Anti-Dynasty Bill Heard Anti-Dynasty Bill was discussed, explained and promoted in a forum during the PIA-MIAROPA HOUR, the 1-hour, Nov. 15, 2012, where guests from different sectors came to explain what Dynasty is and its origin. "There is no point in rushing this bill because candidates for 2013 have already filed [certificate of candidacies]. We can‟t have retroactive effect, and prohibit those who have already filed," Senator Aquilino Martin D. L. Pimentel III, electoral reforms and people‟s participation committee chairman, told reporters after the hearing on Senate Bill (SB) No. 2649.” Former Vice-President Teofisto T. Guingona, Jr. said a similar Senate bill he filed in 1987 was passed in the chamber but "the problem was with the House [of Representatives] where there were lots of relatives and would be nearly impossible to pass the proposed bille. Atty. Atty. Timtiman emphasized that it is the voting public who finally decides on whom to vote; be it coming from the ruling party or family or just a qualified person to run for any elective office. Time matters not, if performance of the ruling parties is good. It would be unfair if just because one is related to a ruling party, he would not be allowed to run for a political position. Rolly Larracas stressed his point that there should never be monopoly of power, that if you have served decades already, others must be given a chance to serve the province or country as stated by the law that everybody must be given equal access to opportunities for public service and prohibit political dynasties. Randy Nobleza discussed that the concept of family ties in the Philippines. The “utang na loob” or special favours that leads to the perennial support to the ruling family or person. The concept of political dynasty must be clearly defined since it has been the practice of Filipinos to follow the footsteps of their predecessors or parents. Handing-over of power or transfer of power to a family membercannot be called “pamana” or heir since it is the voting public who will give/elect a person for a political position. In

MAMBURAO, Occidental Mindoro, (PIA) -- During the recent visit of President Aquino, the Occidental Mindoro Electric Cooperative (Omeco) and the Lubang Electric Cooperative, Inc. (Lubelco) reported to him that they had energized 97 sitios from October 2011 to present. During the visit, more sitios will be energized when the President led the ceremonial switch-on of the Sitio Electrification Program and Barangay Enhancement Program in Paluan. He was accompanied by Energy Secretary Carlos Jericho Petilla, NEA (National Electrification Administration) Administrator Editha Bueno, Paluan Mayor Aberlardo Pangilinan, Occidental Mindoro Governor Josephine R. Sato, and Vice Governor Mario Gene Mendiola. The Aquino administration has put electrification at the forefront of the country’s development measures through the Sitio Electrification Program (SEP), targeting to energize 36,000 sitios all over the country by 2016. From October 2011 to October 2012, a total of 5,410 out of 5,897 target sitios nationwide had already been energized using P2.66-billion subsidy from NEA. The remaining 487 sitios are under construction and will be energized before the end of the year. ORIENTAL MINDORO, (PIA) - Bilang isa sa mga tampok sa selebrasyon ng 62nd Founding Anniversary ng Oriental Mindoro, pormal nang binuksan ang kauna-unahang Oriental Mindoro Toll Packaging and Innovative Center ng pamahalaang panlalawigan noong ika-13 ng Nobyembre. Ito ay matatagpuan sa loob ng kapitolyo na kung saan tiyak na malaki ang maitutulong sa higit na pagpapaunlad ng maliliit na negosyong nag-uusbungan sa lalawigan. Ang center ay mayroong apat na makabagong makina kabilang ang vacuum packaging at band sealer para sa liquid and solid products ayon kay Technology and Livelihood Development Center (TLDC) Manager Avelino C. Tejada. Sa panayam kamakailan kay Tejada, ang mga produktong tulad ng polvoron, skinless longganisa, tuyo, pastillas, salabat, dishwashing at laundry soap, pabango, calamansi concentrate, nata de coco at iba pa ang mga paunang tutulungan ng center para sa labeling at packaging ng mga ito. Nakahanda ring magbigay ang center ng libreng training at seminar sa mga nagnanais magnegosyo sa lalawigan. Dahil dito, ayon pa kay Tejada, napakalaki ang maitutulong nito sa label design, product package compatibility, shelf-life testing, technical service referrals, consultancy at ibang pang kailangan para sa pagpapaunlad ng maliit na negosyo. Sinabi rin niyang pangunahing magiging katuwang ng kapitolyo sa operasyon ng center ang Department of Science and Technology (DOST) at Department of Trade and Industry (DTI). Matatandaang P350,000 suportang pinansyal ang ipinagkaloob ng DOST para sa nabanggit na proyekto. Samantala, ipinaabot din ni Tejada na bukod sa pagbubukas ng packaging center, magbibigay din ang TLDC ng mga libreng pagsasanay sa decorative candle making, food manufacturing services at balloon making. BOAC, Marinduque, (PIA) -- The Department of Interior and Local Government-Marinduque has announced the provincial winners in the recently concluded 2012 Local Legislative Award in the province. The Sanguniang Bayan of Torrijos was hailed as provincial winner in the 1st to 3rd class, municipal category while the Sanguniang Bayan of Buenavista emerged as winner for the 4th to 6ht classmunicipal category. Both received Php 25,000.00 as cash award. The local legislative award is an award program of the DILG that seeks to recognize and to provide incentives to outstanding legislative performance. The two municipalities will automatically compete in the regional level legislative award. Governor Carmencita Reyes said at different occasions that she supports the programs of DILG and reiterated to her constituents the importance of good governance and transparency in administration. She encouraged all the officials and staff of municipalities to follow the virtuous ways of those who were first given seal of good house-keeping and good governance awards. ODIONGAN, Romblon, (PIA) -- Muling babalik sa lalawigan ng Romblon ang Professional Regulation Commission (PRC) sa darating na Nobyembre 30 hanggang Disyembre 2 upang tumanggap ng aplikasyon sa mga nais kumuha ng Licensure Examination for Teachers sa Marso 2013. Nanawagan si Romblon Gob. Eduardo Firmalo sa mga nagtapos ng Bachelor of Elementary Education at Bachelor of Secondary Education na samantalahin ang pagkakataong ito upang makatipid sa gastusin ng pagpoproseso nito sapagkat dito sa Romblon State University - Main Campus ito isasagawa. PALAWAN, (PIA) -- Kasalukuyang sumasailalim sa tatlong araw na “Appreciation of Financial Statement Training” ang mga opisyales ng mga kooperatibang stakeholders at mga donor institutions ng Palawan Credit Surety Fund. Ang pagsasanay ay pinangunahan ng Bangko Sentral ng Pilipinas (BSP) sa pangangasiwa ni Hazel Saes at nagsimula kahapon na magpapatuloy hanggang ika-21 ng Nobyembre sa Victoriano J. Rodriguez Hall ng gusaling Kapitolyo. Ayon kay Provincial Cooperative Development Officer Victoria Ladica, ang pagsasanay na ito ay pangalawa sa mga nakalinyang pagsasanay na isasagawa ng BSP para sa mga benepisyaryo ng institusyon. Una nang sumailalim sa strategic planning ang mga stakeholders at ang susunod na pagsasanay na kanilang isasagawa ay ang Credit Appraisal and Monitoring Course. Layon nito na maturuan ang mga partisipante ng tamang pag-evaluate ng loans at pag-analyze ng kanilang financial statements. Ani Ladica, sinisiguro ng BSP na maayos na maipapatupad ng mga kooperatiba sa ilalim ng programang ito ang kanilang mga negosyo para sa patuloy na pag-unlad ng kanilang kooperatiba. Matatandaan na isang Memorandum of Agreement (MOA) ang nilagdaan sa pagitan ng BSP at ng 12 kooperatibang stakeholders ng Palawan Credit Surety Fund, kabilang rin ang mga donor institutions nito. Dito ay naglaan ng dalawang milyong piso ang pamahalaang panlalawigan sa pangunguna ni Gob. Baham Mitra. Layunin ng programang ito na maitaas ang kakayanan ng mga micro, small and medium enterprises na makahiram ng mas malaking halaga ng walang kolateral para sa pagpapalago ng kanilang mga negosyo. Sa taong ito, si May Lacao, ang Provincial Economic Enterprise Development Officer, ang tumatayong chairman ng Paskuhan sa Kapitolyo 2012. Simula rin sa Disyembre 1 ay gabi-gabi nang matutunghayan ang mga palabas sa Cory Aquino Park at sa Don Vicente Park sa Capitol Compound. Ang mga empleyado rin ng kapitolyo ay magkakaroon ng isang “Employees Christmas Showdown," isang inter-color song and dance competition na gaganapin sa kapitolyo na bahagi pa rin ng pagdiriwang. Ang naturang kumpetisyon ay ginagawa upang tumatag pang lalo ang ugnayan at teamwork ng mga empleyado kasama ang mga namumuno ng iba’t-ibang departamento ng pamahalaang panlalawigan, at upang mahikayat ang artistic excellence ng mga partisipante ay muling magpapakitang gilas ang mga empleyado. Ang patimpalak ay bukas sa lahat ng mga regular, contractual at casual employees ng pamahalaang panlalawigan na bubuo ng grupo ayon sa itinalagang group color kung saan sila kabilang. Mayroong apat na group colors: yellow, blue, red, at white. Ang bawat grupo na magtatanghal ay kailangang bumuo ng hindi bababa sa 30 ngunit hindi lalampas sa 50. Para sa taong ito, ang tema ng patimpalak ay nakatuon sa mga awit at sayaw ng dekada 60’s, 70’s at 80’s. Pangalawa sa apat na anak ni Pastor Ralph Ibañes ng Calapan Bible Baptist Church at Marilou Ibañes, sa Calapan lumaki at nagtapos ng elementarya sa Adriatico Elementary School at sekundarya sa Jose J. Leido Jr., Memorial National High School si Ibañes. Bata pa lamang ay kinakitaan na siya ng pambihirang galing sa paglalaro ng basketball sa tulong na rin ng paggabay at pagiging coach ng kaniyang ama. Nagtapos siya ng kolehiyo sa University of the Pilipinas (UP) sa Diliman, Quezon City kung saan doon ay naging manlalaro siya ng UP Fighting Maroons sa Universities‟ Athletic Association of the Philippines (UAAP) mula 2000-2004. Dahil dito, lalo pang nahasa ang kaniyang talento sa basketball. Sumabak din si Ibañes sa amateur league, ang Philippine Basketball League (PBL) sa ilalim ng koponang Granny Goose - General Milling Corporation mula 2004-2006. Ito ang naging daan upang makuha siya noong 2006 ng Wellcoat na ngayon ay kilala bilang Rain or Shine basketball team at lumalaro sa professional basketball league ng PBA. Ito ang pangunahing layunin ng Information Caravan for Nutrient Managers (NM) for Rice na inilunsad noong ika-13 ng Nobyembre sa kapitolyo bilang isa sa mga tampok na gawain sa selebrasyon ng 62nd Founding Anniversary ng lalawigan. Ayon kay Provincial Agriculturist Petronilo Dimailig, humigit-kumulang sa 300 magsasaka at farm technicians ang nagtipun-tipon sa kapitolyo at nag-motorcade sa pangunahing lansangan sa syudad upang i-promote ang NM Rice. Dito ay tinuruan din ang mga magsasaka at farm technicians na i-access ang internet o gamitin ang kanilang mobile phones upang mabilis na makakuha ng impormasyong kailangan sa modernong pagsasaka. Ang NM Rice ay isa sa mga programa ng Department of Agriculture (DA) sa pamamagitan ng Agricultural Training Institute (ATI) katuwang ang International Rice Research Institute (IRRI), Philippine Rice Research Institute at University of Southwestern Philippines and West Visayas. Teachers, students learn local history writing By Dinnes Manzo ROMBLON, Romblon, (PIA) --- Over 30 participants, composed of History and English teachers and students, attended the two-day local history writing seminar held at Romblon Capitol Building. Speakers in the seminar are Dr. Augosto De Viana of the University of Sto.Tomas who's also a faculty member of the University of the Philippines (UP), and Professor Kristoffer Esquejo, who hails from Romblon . Dr. De Viana talked about the value of oral and local history, historiography, the value of archival research, social science research, the qualities of good historian, as well as the need for rewriting the national history in order to update research in Philippine history. Esquejo, on the other hand, shared his master thesis which was about the history of Romblon. The local history writing seminar is a project of the National

DOH in need of registered nurses, widwives By Mayda Lagran BOAC, Marinduque, (PIA) -- The Department of Health is in need of registered nurses for its Rural Nurses for Health Enhancement and Local Service (RNheals), and midwives for the Rural Health Midwife Placement Program (RHMPP). DOH is hiring medical professionals to strengthen mobilization of Community Health Teams (CHT) to make quality health care services more accessible to the public, especially those included in the National Household Targeting System for Poverty Reduction (NHTS-PR) and Conditional Cash Transfer (CCT) projects of the Department of Social Welfare and Development (DSWD). The hired personnel will also provide support to the programs, projects and campaigns of DOH such as combating STD/HIV, tuberculosis, malaria and other diseases. The department is also strengthening its campaign on facility-based delivery, wherein all pregnant mothers are encouraged to give birth in government health facilities such as Rural Health Units (RHUs) or hospitals, to prevent maternal, infant and neonatal mortality cases in the province. DOH is also currently pushing to legislate the Universal Health Care in the Philippines. Successful applicants shall be deployed in the field for a period of one year which shall commence from January to December 2013. Nurses shall receive P8,000 and midwives for P6,000 as stipend, plus insurance from PhilHealth and GSIS. Applicants may secure prescribed application forms (both for RNs and RMs) on DOH website www.doh.gov.ph/rnheals.
