As such, the Marinduque Provincial Tourism Road Map, as one of the main agenda of the meeting will be presented by Marinduque Provincial Tourism Officer, Ricardo Asuncion. Marinduque, dubbed as the Heart of the Philippines is pushing for community-based rural tourism (CBRT) models of ecotourism as sustainable alternatives to mining in consonance with the National Tourism Development Plan (NTDP) and the provisions of Executive Order No. 79 covering Philippine Mining Reforms of President P-noy. Under the NTDP, the Department of Tourism’s ―national tourism blueprint‖ takes in Marinduque-Mindoro-Romblon as Central Philippines’ Cluster 2 (CP-2) while Palawan occupies CP-3. Governor Carmencita Reyes pressed for the inclusion of the six (6) municipalities of the province in the National Anti-Poverty Commission’s (NAPC) List of Priority Municipalities for Poverty Reduction and annexed it to this conference’s agenda with expectation to generate positive response from the NAPC.

The bottom line here is that, everybody, big or small, rich or poor continuously suffer from this very dire situation and nobody knows, kung kailan at sa anong pamamaraan ito maaaring malutas. The economies of the most affluent and most industrialized countries were down (USA, whole of Europe, Japan, China) name it all. How much more kaya ang Pilipinas na dati nang aandap-andap ang ekonomiya at nakukulapulan pa nang sangkatutak na uri ng corruptions. Honestly, kung tayong mga Filipinos ay hindi magkakaisa sa mabuting hangarin para sa ating bansa, we will soon go down the drain or we will be eaten by the stray dogs (mga bang-aw). And I guess no one will as well ever accept to himself/herself that he/she is aboard a sinking ship where kung lumubog na nga (like Titanic) tiyak na magpipiyesta ang mga pating! Meaning, there will be a chaotic situation at ang magiging laban ay matira ang matibay, ngipin sa ngipin (kawawa na ang mga bungi). There will be no chance for an orderly situation at ang mga suwapang sa ating pamahalaan, mga sugapa sa corruptions, mga mapagsamantala sa mga mahihirap na mamamayan - they will have their own fate too. I guess, I'm not the only one who's getting furious about what's been happening sa ating bansa sa kasalukuyan, na sa halip na guminhawa ang buhay ng mga mamamayan, lalo pa nila itong ibinabaon sa ibayong kahirapan. Who will ever like this kind of situation? I have nothing further to say, Your Honor! Are you in favor of this mess? If not, what else can you do?

ay nami-milegrong mapaki-alaman. Are you in favor of this mess? If not, what else can you do? KAHIT SINO PANG PONCIO PILATO ANG MAGING PRESIDENTE NG PILIPINAS, LALAKI MAN O BABAE OR EVEN THE THIRD KIND - OUR COUNTRY WILL NOT CHANGE FOR THE BETTER KUNG TAYONG MGA MAMAMAYAN AY PATULOY NA MAGIGING KABAHAGI SA MGA UMIIRAL NA HINDI MABUBUTING PATAKARAN (corruptions, etc). Subsequently, come to think of our country's Past Presidents to the Incumbent. Try to compare the lives of our citizens sim-

S3TAR program to empower 1000 store owners in Puerto Princesa By Victoria Asuncion S. Mendoza PUERTO PRINCESA CITY, Palawan (PIA) -- The Technical Education and Skills Development Authority (Tesda), Coca-Cola Philippines and the city government forged a partnership aimed at helping 1,000 sari-sari store owners become better entrepreneurs. The signing of the joint memorandum of agreement (MOA) signaled the start of the implementation of the Sari-Sari Store Training and Access to Resources (S3TAR) Program in the city with the members of the Charity Women’s Foundation (CWF) as beneficiaries. The program aims to transform sari-sari store owners into becoming better entrepreneurs through formal training on basic entrepreneur skills and gender sensitivity, facilitation of access to product-capital and access to store merchandising equipment. ―We believe that the sari-sari stores of our women can become a viable source of income that can augment the family needs, or even a main source of income when their store operations are professionalized and access to resources are provided,‖ said City First Lady Ellen M. Hagedorn, founder and executive director of CWF. The first lady represented City Mayor Edward Hagedorn who was in Manila last Monday. She said the CWF has been helping housewives to increase family income through livelihood projects with Tesda providing the training. She said this partnership will give more opportunities for women not only to augment family income but also to improve themselves as well. The S3TAR program was piloted in Palawan last year. The overwhelming response of women retailers in this province has led to the creation of the program’s implementation nationwide. This year, the program will be launched in 10 provinces in 6 regions in the country targeting 10,000 for the year until it reaches its overall target of 100,000 by 2020. (VSM/ TBO/PIA4B-Palawan)

Feloteo A. Gonzalvo at Police Chief Insp. (TBO/DM/PIA-IVB/Romblon) HAPPY 5TH ANNIVERSARY !!

SEPTEMBER. 18-24, 2012

What is now the status of the countries mentioned with regards to their Food Production Program compare to the place (Philippines) where they got their education, knowledge and/or trainings? SILA NGAYON ANG MGA BANSANG NAG-E-EXPORT NG MILYONG MILYONG TONELADA NG BIGAS SA BUONG MUNDO! And where is the Philippines? WHAT A SHOCKING SHAME TO OUR GOVERNMENT PARTICULARLY TO THE DEPARTMENT OF AGRICULTURE NA SIYANG MAY DIRECT AUTHORITY SA BAGAY NA ITO! I'm not getting particular with any person or group of persons dahil may mga public servants naman tayong maayos at sincere sa kanilang paglilingkod kaya lang, they are being over-shadowed by their Superiors (higher officials) who are very irresponsible and damn corrupt. Magbago na kayo dahil kung hindi, kahit kayo'y nagsasagana, mamamatay din kayong dilat ang mga Senator Bong Revilla (right) with Noel V. Magturo of “Ay… Marinduque” - Lucky 7 Cable Services Channel 3. (Photo taken after the induction of legitimate journalists of Marinduque)

Is this the kind of true democracy na kinabibilangan ng ating bansa? Anong klaseng demokrasya ang kanilang pinagsasabi? Is this the government they claim is for the people & by the people or is this the government of the corrupt elites and irresponsible government officials and their cohorts? Pick your own choice! OR NO CHANCE AT ALL FOR THEM TO CONTINUE THEIR EXISTENCE. They better evaporate or mapasama sila sa lethal effect ng global warming and climate change! If they are really true Christians, they should have known na may ISANG higit na nakakaalam nang anumang iniisip, ginagawa o nararamdaman nating mga nilikha and HE IS THE ALMIGHTY!

DIYOS NA ANG BAHALA SA MGA CORRUPT GOVERNMENT OFFICIALS NG ATING BANSA WHEREVER THEY ARE AND WHOEVER THEY ARE! SURELY, THEY WILL BE JUDGED ACCORDING TO THEIR OWN DEEDS & SOON THEY'LL REACH THE END OF THEIR JOURNEY IN LIFE! I just hope that after you read this article, you're still in fine health and I don't want anyone of you na matulad sa aking tumataas ang blood/pressure whenever I touch or discuss a topic like this. Kaya, let's make Marinduque a better place to live. Sariling buntot natin, pagtulungan nating hilahin! We may not have that mighty voice to shout-out-loud our accummulated sentiments, pero may mga magagawa tayong pagbabago gaano man ito kaliit tungo sa ating ikauunlad, and it will depend on how we will cooperate with each other. Let's take time for awhile and think or reflect of the possible solution/s how small it would be na maaari nating mapag-usapan at gawing basehan kung ito ba'y feasible at makapagbibigay ng kabutihan, karagdagang kita or maging additional source ng kabuhayan ng ating mga mamamayan. Of course, we Marinduquenos love our province very much, pero hindi sapat ang tayo'y magmahal lang sa salita. One step after the other will enable us to reach a distance farther than we might have expected. So, kailan kaya tayo maaaring makakapagsimulang humakbang? MABUHAY ANG MARINDUQUE at MABUHAY DIN TAYONG MGA MARINDUQUEÑOS!

DOH 4B strengthens univer- Marinduque pagkakalooban ng e-library software sal health care program By Camille N. Serrano QUEZON CITY (PIA) -- The 2nd Regional Implementation Coordinating Team (RICT) met last September 6 in Pasig City and discussed issues and concerns regarding family planning (FP), marital, neonatal and child health and nutrition. Lack of correct information on family planning methods is a major concern that the health department is trying to address under its Universal Health Care or Kalusugang Pangkalahatan (KP) program. Regional Director Gloria J. Balboa of the Center for Health and Development (CHD) 4B said addressing “unmet needs” as the basis for developing programs and assessing progress is better than trying to change people’s preferences on FP. She said gaps in the demand for FP services were traced to lack of correct information on FP methods such as the fear of side effects, myths and misconceptions, the refusal of the partner to any FP methods and questions on what, how and where FP goods or services can be accessed. Balboa also cited other factors such as the lack of financial capacity to pay for FP goods and services and the poor health-seeking behavior of clients. The gaps in the supply are due to inadequate availability of FP goods, inadequate capacity of both facilities and equipment service providers, missed opportunities during point of contact between client and information/service provider, inadequate or nonsustainable budget allocation for FP and limited Philippine Health Insurance Corp. (PhilHealth) FP coverage and benefits. Other issues and concerns discussed were the lack of manpower for the monitoring of the Scale-up Phase activity, the time needed in the processing of the Maternity Care Package (MCP) accreditation, the non-procurement of some local government units of the FP commodities and the insufficiency of hospital beds. Also discussed were the lack of reconciliation between the names and numbers of National Household Targeting System (NHTS) household enrolees and benefit support for the RN Heals nurses. Present in the meeting were directors and representatives from several government agencies and offices of Region 4B such as PhilHealth, the Department of Education and Commission on Population. Kalusugang Pangkahalatan seeks to address concerns on normal spontaneous delivery (NSD) and Cesarean section cases, the unmet needs for FP (for both short and long acting methods) and health benefits for Conditional Cash Transfer (CCT) households. The main objectives of scaling up includes ensuring that the families under the NHTS or CCT households with unmet needs from modern FP methods have access to FP services, that pregnant women among NHTS/CCT families have to deliver in health facilities and that these families avail of PhilHealth benefits when using FP services. The demand for making pregnant women under NHTS/CCT families deliver in health facilities is due to the current status of the reduction of maternal mortality in Mimaropa which is at 75, higher than the target set by the Millennium Development Goal which is 52 over 100,000 population by 2015.

Recto has chosen Mrs. Mariam Belarmino Rivamonte as one of the ten winners in the Elementary Competition. Mrs. Rivamonte, born on May 1, 1976, is a native of Santa Cruz, Marinduque. She is currently Master Teacher II at the Santa Cruz South Central School in Banahaw, Sta. Cruz. Rivamonte is the first awardee from Marinduque. Rivamonte’s winning could go a long way in encouraging more jewels of the teaching profession in Marinduque to come forward and be recognized through the Metrobank Search. This year’s crop of winners is dominated by teachers in public schools, seen as an affirmation to the thrust of the government to improve the quality of instruction in the public school system. A courtesy call of the awardees at the House of Representatives has been scheduled.

What's behind the removal of Zestair flights to Marinduque by October 27? Eli J. Obligacion Let’s go back a little bit to what the Governor of Marinduque, Carmencita Reyes announced recently over the local radio to justify the loan she and the provincial board are Marinduque Airport. Its apron and p u r s u i n g : “Pagsasaayos ng runtaxiway were concreted last year. way ng Gasan Airport (Marinduque Airport), upang mapigilan ang napipintong pagpigil ng operasyon ng Zestair dahil sa kondisyon ng ating runway…”, she said. Clearly, Reyes has deliberately used the airport runway condition as the reason, and no other, for the stoppage of Zestair flights to Marinduque. But what is the

real

reason for removal of Zestair flights to Marinduque?

Item: Residents of Virac, Catarman and Calbayog will lose daily flights to and from Manila starting next month, while those living in Marinduque, Masbate, Busuanga and Tablas in Romblon would suffer the same fate by October, as Zest Airways trims its service to comply with Transport (DOTC), Secretary Manuel „Mar‟ Roxas II‟s directive to reduce flights out of the capital. "The government has mandated us to reduce flying out of Manila by 30 percent effective July. We are reducing our operations. We will be removing Calbayog, Catarman and Virac effective July 1," Alfredo Herrera, ZestAir head of marketing and sales told reporters... And in another: He said this has led them to cease flying to Virac, Catarman, and Calbayog by July. Their operations at Marinduque, Masbate, Busuanga and Tablas in Romblon would likewise be stopped by October. Transportation Secretary Mar Roxas has already announced these NAIArelated rationalization plans way back in May. The local industry is going through a shake up as the transportation department and its agencies cope with growing consumer complaints on both infrastructure and airline practices. ROMBLON, Romblon, (PIA) -- The National Statistics Office (NSO) embarks on a mapping project, the Global Positioning System Mapping to come up with accurate and reliable maps for use in its future census and survey operations, information dissemination activities and regular updating of the master sample. In this project, the office will be producing digitized maps at the barangay and enumeration area level using the Geographic Information System (GIS) technology. NSO has been using maps over the years in their census and survey undertakings. Maps are very useful in locating buildings, housing units and households and in identifying boundaries in the area of assignment. All 219 barangays province-wide are to be mapped, 86 barangays have high resolution Google Earth images which have to be digitized while 113 have no high resolution images which will be mapped using GPS receivers. In Romblon, there are four map data collectors hired to collect waypoints and coordinates using the GPS receiver. One map data processor was also hired to process into digitized maps the date collected by the two teams. Provincial Statistics Officer Abraham F. Fabicon and SCO Johnny F. Solis attended the Second Level GPS Training that was held at NSO Mimaropa Regional Office. Meanwhile, the Third Level Training was held at the NSO provincial office with the data collectors and data processor as participants. The GPS mapping activity is expected to be finished by October 2012. (Romblon NewsStat/TBO/DM-PIA4B Romblon)
