"National Museum official Eusebio Dizon said the village on Mount Kamhantik, near Mulanay town in Quezon province, could be at least 1,000 years old based on U.S. carbon dating tests done on a human tooth found in one of 15 limestone graves he and other archaeologists have dug out since last year… "The archaeological site is part of 280 hectares (692 acres) of forest land that was declared a government-protected area in 1998 to keep away treasure hunters and slash-and-burn farmers. Treasure hunters looking for gold exposed some of the limestone tombs years ago, but it was only last year that Manila-based archaeologists started to unearth the graves and artifacts and realize the significance of the find. "Treasure hunting has damaged many archaeological sites in the country. In the early 1990s, Filipino archaeologists led by Dizon discovered that 2,000-year-old Mulanay is a neighboring town of islandburial jars with unique human face designs had been destroyed by treasure hunters Marinduque. in a cave in Maitum town in southern Sarangani province. New treasure-hunting activities in Marinduque Meanwhile, new reports of treasure hunting activities in Marinduque have resurfaced with diggers active again in another site believed to be hiding buried treasures. They reportedly come equipped with hand-held jackhammers to drill holes at the site. As in an earlier case concerning the digging of a suspected treasure site in Gasan that raised official concerns from the town’s local officials, the same group of people is apparently engaged once again in such digging in the new suspected treasure site with the knowledge of certain high-ranking local government officials.

Mendoza PUERTO PRINCESA CITY, Palawan, (PIA) -- The Philippines’ Tubbataha Reefs Natural Park Act (TRNP) or Republic Act 10067 has been shortlisted for the 2012 Future Policy Award, an international award that celebrates effective and exemplary policies. The international award is granted by the World Future Council (WFC), an international policy research organization that provides decision-makers with effective policy solutions. This year’s WFC Future Policy Award celebrates the world’s best policies for oceans and coasts.

Apart from the TRNP Act, 31 policies from 22 countries were nominated which deals with integrated ocean and coastal policies; marine protected area programmes and laws regulating fisheries, trade in marine products, marine litter and other land-sea interactions. Of these, only six policies are shortlisted coming from the United States of America, Namibia, Palau, South Africa and the Philippines. Loren Legarda while the House version was originally filed by then Congressman Abraham Mitra in the 12th Congress. It was jointly re-filed in 2005 by Congressman Mitra and Palawan 1st District Congressman Antonio Alvarez, until the act was approved on April 6, 2010. The winning policy will be announced at the United Nations Headquarters in New York on September 26. Winners will be celebrated at the 11th Conference of the Parties to the Convention on Biological Diversity in Hyderabad, India, in October. For this year’s theme, WFC is partnering with the secretariat of the Convention on Biological Diversity (CBD), the Global Environment Facility (GEF) and the Food and Agriculture Organization of the United Nations (FAO), with support from the Okeanos Foundation. Magkasunod na medical mission sa San Jose idinaos By Voltaire Dequina

Mendoza PUERTO PRINCESA CITY, Palawan, (PIA) -- Dr. Welthy Villanueva, a medical officer from the Roxas Medicare Hospital, was conferred with the 2012 Dangal ng Bayan Award by President Aquino at Malacañang yesterday. The 2012 Outstanding Public Officials and Employees award is given by the Civil Service Commission annualy in celebration of September as Civil Service Month. This year, 28 individuals and groups were awarded under three categories: the Presidential Lingkod Bayan Award which is conferred on an individual or group for exceptional contributions resulting from an idea or performance that has nationwide impact on public interest; the Dangal ng Bayan Award which is given to an individual for performing an extraordinary act or public service and the Pagasa Award for any individual or group’s outstanding contribution that directly benefits more than one government department. Villanueva and five other Dangal ng Bayan awardees received P200,000 each and a trophy designed by Napoleon Abueva, a national artist for sculpture. They are also entitled to an automatic promotion to the next higher position as provided for in Republic Act No. 6713 or the Code of Ethical Standards for Public Officials and Employees. Villanueva was recognized for his unselfish commitment and generosity rendered to the poor members of the community, especially the members of indigenous people’s group. His services go beyond official time and place and transcends his job description as medical officer. Despite being diagnosed with cancer, he continues to serve and help not only treating ailments but also in bringing opportunities for livelihood and education in the community. In his speech at the awarding ceremony, President Aquino lauded the awardees for putting the interest of the people first than their personal advancement. “Sila po ang mga lokal at pambansang opisyal na nanguna sa pagpapaunlad ng kabuhayan ng kani-kanilang mga nasasakupan; mga sundalo’t pulis, na kasabay sa pagtugon sa mga tungkulin bilang kawal ng bayan, ay isinusulong ang kani-kaniyang adbokasiya para sa ikabubuti ng lipunan. Sila ang mga guro at opisyal ng akademya na lalong pinatitingkad sa henerasyong ito ang halaga ng edukasyon; mga alagad ng kalusugan na una sa listahan ang kapakanan at kalagayan ng kapwa, lalo na ng mga higit na nangangailangan,” the President said. “Sila ang mga Pilipinong tumatawid mula sa pagiging lingkod-bayan, tungo sa pagiging isang lingkod-bayani. Sila mismo ang magsasabi sa sambayanang Pilipino: isa akong kawani ng gobyerno, at ganito ang tunay na kahulugan ng serbisyo-publiko,” he added. The other Dangal ng Bayan awardees are Jocelyn Cariño, an alternative learning system mobile teacher in the Department of Education, Urdaneta City, Pangasinan; Melania Dirain, an ecosystems management specialist II in the Department of Environment and Natural Resources Region II, posthumous; Crisostomo Ibarra, administrative aide I, Antipolo Social Welfare and Development Office; Editha Magallanes, president of the Capiz State University and Haydee Pasuelo, state auditor IV of the Commission on Audit Regional Office 6. SAN JOSE, Occidental Mindoro, (PIA) -- Dalawang magkasunod na medical mission ang isinagawa ng Municipal Health Office (MHO) ng San Jose. Pinangunahan ito ni Dr. Enid Asuncion, municipal health officer ng San Jose, kasama sina Dr. Senen Zapanta, Dr. Meldy Soriano at dalawang dentistang sina Dr. Ma. Fe Rivera at Dr. Sheryl Tinamisan, binisita ng grupo ang Barangay Iling Proper. Nagbigay sila ng immunization para sa influenza at pneumococcal sa mga senior citizens na kabilang sa National Household Targeting System (NHTS). Nagkaroon din ng libreng bunot sa mga mag-aaral ng day care center at bakuna sa mga batang may isang taong gulang. Bukod sa suporta para sa dental at immunization programs ng Department of Health (DOH), nagsagawa din ng nutrition education campaign ang MHO kung saan ginamit nila ang theme na, “An egg a day is okay.” Isinunod naman ang Barangay Central kung saan nakapagtala sila ng 110 senior citizens na nabigyan ng immunization. Sabi ni Dr. Asuncion, ang mga medical missions na isinasagawa nila ay pagpapatibay sa mga programa ng DOH para sa mga mamayan ng San Jose. Nakatakda namang isagawa ngayon ang isa pang katulad na aktibidad sa isa sa mga barangay ng isla ng Ambulong.

Pinangunahan ito ng mga kawani ng DTI sa ilalim ng Business Development Division sa pamumuno ni Roberto M. Muros, Trade and Industry development specialist at sa pakikipagtulungan ng Tesda-ANTS(Alcantara National Trade School) at lokal na pamahalaan ng Santa Maria kung saan dinaluhan ito ng 32 miyembro ng Santa Maria Local Indigenous Fisherfolks Association (Salifa). Kabilang naman sa mga nagsilbing trainers at lecturers sina Elna Baldea, Flor Cajilig, Joseph Coching galing sa Alcantara National Trade School na mga experts on meat and fish processing na tumalakay sa makabagong teknolohiya ng tamang paghahanda at pagpoproseso ng mga isda upang gawin itong sardinas o tinapa. Ayon kay Mary Grace H. Fontelo, PIO, DTI Romblon provincial office, ang lahat ng mga lumahok ay sumailalim sa aktwal na paggawa ng bottled bangus in oil, smoked-fish (tinapa) at dried squids (daing na pusit). Ang DTI Romblon, aniya, ang naghanda nang lahat ng mga ginamit ng kasangkapan sa naturang pagsasanay gayundin ang mga packaging at labelling materials ay libre ring ipinagkaloob ng nasabing ahensiya. Dagdag pa ni Fontelo, itinuro sa mga sumali ang mga pamamaraan ng fish packaging at maayos na presentasyon ng kanilang produkto. Ipinaliwanag rin sa mga ito ang paggawa ng de-kalidad na produkto upang maging mabenta ang mga ito. Tinalakay rin sa mga kalahok ang mga techniques ng product costing o tamang paglalagay ng presyo sa kanilang paninda. By Luis T. Cueto CALAPAN CITY, Oriental Mindoro, (PIA) -- Inaprubahan na ng pamahalaang lungsod ang Annual Investment Program (AIP) para sa 2013. Ito ay matapos ang matagumpay na pagtalakay nito sa pangkalahatang pagpupulong ng lupong pangkaunlaran ng lungsod na pinangunahan ni Mayor Doy Leachon na ginanap sa SP Session Hall sa Barangay Guinobatan. Sa bisa ng isang quorum o majority attendance na binuo ng mga dumalong konsehales, kapitan ng mga barangay, hepe ng pamahalaang lungsod at mga kinatawan mula sa iba’t ibang sektor ng sangay ng pamahalaan, pormal na sinimulan ni Leachon ang pagpupulong kaugnay ng nabanggit na usapin. Layunin ng ginanap na pagpupulong na ipabatid sa mga stakeholders ang nakatakdang budget na nakapaloob sa AIP gayundin ang mga programa at proyektong paglalaanan nito. Mula sa kabuuang pondo ng pamahalaang lungsod, 20 porsyento ang magiging bahagi ng inaprubahang AIP na tutugon sa mga pangunahing serbisyo publiko. Unang tinalakay ni Assistant City Planning and Development Coordinator Engineer Redentor A. Reyes Jr. ang aprubadong budget ng AIP noong 2012. Ang naturang pondo rin ang ginamit na basehan ng budget allocation para sa 2013 kung saan nagkaroon lamang ito ng kaunting pagbabagong naaayon sa kung saan may higit na pangangailangan ng mga mamayan. Tinalakay din ni Reyes ang mga karagdagang paglalaanan ng pondo ng gobyerno tulad ng ISA o Institute for Solidarity in Asia na kasalukuyang pinoproseso upang lalong mapaghusay pa ang kalidad ng pagseserbisyo sa mamamayan. Tulad ng budget ng nakaraang taon, halagang P6.1 milyon pa rin ang nilagak para sa edukasyon ng mga skolar sa Dalubhasaan ng Lungsod ng Calapan (DLC), P2.75 milyon sa proyektong pang-nutrisyon at kalusugan ng City Health & Sanitation Department, P1.19 milyon sa mga programang pangkabuhayan at P2.02 milyon para sa mga proyektong pang-agrikultural na patuloy na aagapay sa bawat Calapeňo. Ipinahayag naman ni Leachon na mula sa P10 milyon na pondo noong 2012 ay magiging P11 milyon na ang pondo ng Orange Health Card at isasama na rito ang mga funeral assistance sa 2013. Nanininiwala ang alkalde na higit na matutugunan ang dumaraming pangangailangan at bilang ng mga miyembrong mamamayan ng programa sa pamamagitan ng paglalagak ng karagdagang P1 milyon gayundin ang pag-ibayuhin pa ang naturang programa bilang Orange Card Plus. Bukod sa paglalahad ng mga matagumpay na programa at proyektong naisagawa ng pamahalaan nitong nagdaang taon, hiniling din ni Leachon na sana ay magpatuloy pa ang suporta ng bawat taga-Calapan para sa marami pang nakaabang na kapaki-pakinabang na proyekto ng pamahalaan. A forester, a legislative staff, and a project evaluation officer proved to be writers and gender equity advocates in their own right when they won the Civil Service Commission’s (CSC) Essay Writing Contest. Besting 204 other contestants, the first place winner is Marlyn B. Delos Arcos (Forester I, Department of Environment and Natural Resources CENRO Tandag, Surigao del Sur), followed by Joselito Narciso B. Capariño, (Legislative Staff Assistant II, House of Representatives, Quezon City), and Herita O. Macarubbo (Project Evaluation Officer II, Commission on Population, Tuguegarao City), in second and third place, respectively. Done in celebration of the 112th Philippine Civil Service Anniversary (PCSA), the contest was themed “Lingkod Bayani Working for Gender Responsive, Accessible, Courteous, and Effective Public Service.” It aims to bring the attention of civil servants to government’s crucial role in addressing issues relating to gender. In her essay “Active Participation, Not Just Attendance,” Arcos discusses women’s participation in a male-dominated environment. She relays her experiences in the field, and how she saw the potential of women in contributing to environmental and socio-economic development in the community level. Capariño’s essay, “Ang Lingkod Bayani sa Pagsusulong ng Isang Gender Responsive, Accessible, Courteous, at Effective na Serbisyo Publiko,” is the only winning entry in Filipino. He focuses on the concept of equality in public service, and how it is every state worker’s obligation to ensure fair treatment of people, regardless of gender. Macarubbo, on the other hand, opted to explore strategies by which to eliminate gender-based discrimination in the way public service is rendered. Her essay, “Making Public Service Gender Responsive a Reality,” presents gender sensitivity as an essential factor towards becoming a true servant-hero. Stella Eloisa Marquez-Fong, Development Alternatives with Women for New Era (DAWN) Global Secretariat Program and Administrative Officer; Ma. Lourdes Veneracion Rallonza, Ateneo de Manila University Department of Political Science faculty member; Ricardo L. Saludo, former CSC Chairperson; and Rolando B. Tolentino, University of the Philippines College of Mass Communication Dean comprised the board of judges. Winners received plaques and cash prizes worth P30,000, P20,000, and P15,000 for the first, second, and third place, respectively. Another component stipulated in the modernization program is the corresponding human resource development. “Data gathering, assessment and analysis require the specialized knowledge of well-trained weather personnel, including undergraduate and graduate degree training,” Palmones said. Palmones added the bill mandates the University of the Philippines at Los Banos (UPLB), Bicol University (BU), Central Luzon State University (CLSU), Mariano Marcos State University (MMSU), and the Visayas State University (VU) to offer undergraduate degree in Meteorology within three years from enactment of this Act. CALAPAN CITY, Oriental Mindoro, (PIA) -- Bumisita sa lungsod ang mga opisyal ng pamahalaang bayan ng Naujan kamakailan para konsultahin ang mga pinuno ng lungsod at mga kawani ng pamahalaan ukol sa best practices ng Calapan. Kasama ang mga hepe ng bawat departamento, kawani at buong Sangguniang Panlungsod, pinangunahan ni City Councilor Bong Brucal ang mainit na pagtanggap sa mga panauhin. Sa kanyang mensahe, pinasalamatan niya ang mga delegado dahil sa pagpili ng mga nito sa lungsod para sa kanilang Lakbay -Aral. Sa pangangasiwa ni City Information Officer Marvie Mañibo, tinalakay ang mga patakaran at regulasyong nakapaloob sa The Discipline City Program ng pamahalaang lungsod. Kabilang din sa mga proyektong ipinaliwanag ay ang traffic free city, orderly public market, garbage-free city, helmet wearing, No Jaywalking Policy, motorcycle parking bay, no smoking in public areas, no liquor drinking along streets or roads, best police station in Mimaropa, 10-minute service at city hall, no uniform, no selling in wet market section, drug-free city, no driving while under the influence of intoxicating liquor at ang wearing of upper garment. Usaping pangkalikasan naman ang tinutukan ni City Environment and Natural Resources Officer Wilfredo Landicho. Kanyang ibinahagi ang mga proyekto sa ilalim ng Green Calapan Program na pinangangasiwaan ni Vice-Mayor Jojo Perez. Tinutukan sa talakayan ang mga ordinansang may malaking ambag sa pagsugpo ng mabilis na pagkasira ng kalikasan. Kabilang sa mga proyektong ito ang pagbabawal ng paggamit at pagbebenta na plastik, pagbabawal ng paninigarilyo sa mga pampublikong lugar, pakikiisa sa monthly earth hour, tree planting, Monthly Linis Lungsod at pagkakaroon ng Materials Recovery Facility(MRF) sa bawat barangay para sa proper waste management. Naging sentro ng mensahe naman ni Mayor Doy C. Leachon ang pagbibigay-kahulugan sa konsepto ng gobyerno. Aniya, marapat lamang na magkaroon ang lungsod ng gobyernong hindi nambobola kundi isang gobyernong nagtatrabaho. Ang tunay na paglilingkod ay ang pag-ukit ng pagbabago sa kaunlaran. “Ang masayang pamumuhay ay nag-ugat sa tunay na pagpapahalaga sa kung anong meron tayo,” pahayag ni Leachon. Ipinaliwanag naman ni Lea Carpio mula sa City Planning and Development Department na ang dalawang mahahalagang best practices ng Calapan ay ang pagiging ISO (International Organization for Standardization) certified nito at ang pakikipag-ugnayan sa Instititute for Solidarity in Asia (ISA) upang higit pang mapagbuti ang sistema ng pamamahala sa siyudad. Samantala, ipinagmalaki naman ni City Human Resource Officer Rene M. Colocar ang best practices na ipinatutupad ng kanyang tanggapan para sa pamahahala at benepisyo ng mga kawani ng pamahalaang lungsod tulad ng pagkakaloob sa mga ito ng LIFE Card, isang uri ng insurance na magagamit ng mga empleyado sa oras ng pangangailangan. Binigyang-pansin din niya ang pagkakatayo ng Dalubhasaan ng Lungsod ng Calapan na tumutulong sa mga maralitang kabataan upang makapagtapos sa kolehiyo sa pamamagitan ng City Scholarship Program. The Philippine National Volunteer Service Coordinating Agency (PNVSCA), together with the National Volunteer Month (NVM) Steering Committee and the Search for Outstanding Volunteers (SOV) Regional Search Committees, has launched the SEARCH FOR OUTSTANDING VOLUNTEERS 2012. The SOV recognizes the exemplary performance and dedication of Filipino volunteers, as this will in turn build strong communities across the country. Since 2001, 96 volunteers and volunteer organizations were already given honor and recognition through SOV. They serve in various sectors all over the country. The volunteer effort serves as models, as they are considered best practices in volunteerism. The SOV 2012 is composed of two award categories --- the National Outstanding Volunteer Award (NOVA) and the Volunteer Lifetime Achievement Award (VLAA).
