The activity starts with a mass at 8:00 o’clock in the morning at the Coliseum followed by special greetings at 9:00 a.m. from the City Government Family, Barangay Officials and private individuals in which the Mayor himself meets everyone. The whole day program presents a lot of flabbergasting parts rendered by eager participants (individuals or groups) as their personal gift and way of saying “Thank You” to the celebrant. Police chief orders dismissal of shabu-using police By Lanie B. Ronquillo CAMP EFIGENIO C. NAVARRO, Calapan City, (PIA) -- The chief of the Police Regional Office (PRO4B) has ordered the immediate dismissal of a police officer using shabu. PRO-4B Regional Director PCSupt. Artemio Gonzales Hicban immediately directed the newly installed PSupt. Romeo San Juan Sta. Ana Jr., officer-incharge... , Regional Investigation Detection Management Division, to conduct speedy summary dismissal proceedings against a police officer of the Supply PNCO of the Regional Public Safety Battalion (RPSB-4B). The police officer was arrested, together with his companion, who was caught in the act of having a shabu session inside a car parked at Hillcrest Compound in Barangay Immaculate Conception at about 6 p.m. on September 27 by the elements of Quezon City Police Office Special Operations Unit who were conducting antiillegal gambling operations in the Cubao area. Hicban said he would not tolerate any illegal acts of his personnel specifically those involved in illegal drugs. Personnel caught will immediately be dismissed from service if evidence warrants, he said. Hicban has already dismissed three personnel from the Philippine National Police (PNP) service because their urine tested positive of methamphetamine hydrochloride. All unit commanders, specifically the battalion commander of the Regional Public Safety Battalion, PSSupt. Anthony S. Alcañeses was immediately directed to conduct random drug test to their personnel and to conduct immediate and speedy investigation of those positive for drug use. (PSupt. Imeldea V. Narra municipality celebrates 11th Palay Festival By Victoria Asuncion S. Mendoza
PALAWAN, (PIA) -- The municipality of Narra is celebrating the 11th Palay Festival, a week’s festivity in gratitude for bountiful harvest and honoring the town’s farmers who have continuously toiled for Narra’s development. The opening featured a grand parade and float completion where municipal employees and officials, the private sector, people’s organization and the farmers have participated. They also opened a rice exhibit and an agro trade fair. Other activities in the week’s festivities include mini-concert, Mutya ng Narra, motocross challenge, street dancing competition and other games and dance extravaganza that will showcase the talents and the ingenuity of Narra residents. The theme of this year’s celebration is “Ang tunay na Diwa ng Pagdiriwang ay Pagkakaisa ng Mamamayan Tungo sa Kaunlaran.” This also marks the culmination of the observance of Farm Family Month. Romblon Provincial Blood Council to conduct bloodletting activity By Dinnes Manzo

ODIONGAN, Romblon, (PIA) -- Romblon Provincial Blood Council, in cooperation with the Philippine National Red Cross, will hold a bloodletting activity on October 20, 2012 at the Romblon Provincial Government Sub-Office in Odiongan, Romblon from 7am to 5pm with its theme: “Life is precious, blood is life, donate blood and SAVE LIVES!� RPBC President Alice C. Fetalvero said this blood donating campaign aims to raise awareness of the need for safe blood and acknowledge the help of volunteers and participants to the campaign. She also said bloodletting is beneficial to both recipient and the donor. Donating blood is a noble cause to save lives. Blood donation burns the extra calories and cholesterol level. It stimulates the production of new blood cells and refreshes the system, she said. Fetalvero added, that regular basis of donating blood will help your body regulates the level of iron and can reduce the risk of heart diseases especially among young people. To be a qualified donor, you need to take care of your health . The blood you are donating will not only save other people lives, but also your own or your family. While Science and Technology struggle to find substitute for human blood, the increasing need of blood and other related cases such as dengue is alarmingly increase this past few years. Cueto LUNGSOD NG CALAPAN, Oriental Mindoro, (PIA) -- Ipinasa na ng konseho ng Oriental Mindoro Provincial Development Council (PDC) sa kanilang pagpupulong ang isang resolusyong sumasang-ayon sa Provincial Development Investment Program (PDIP) 2013-2015 upang pagtibayin ng Sangguniang Panlalawigan (SP) at ang pag-apruba ng Annual Investment Plan (AIP) 2013. Sa mga planong nabanggit ay higit pang itataguyod ang Oriental Mindoro bilang pangunahing pagkukunan ng pagkain, panturistang destinasyon at sentro ng kalakalan sa rehiyon at ng bansa sa susunod na mga taon kasabay ng pagsusulong sa mga proyektong pang-enerhiya, pangkapayapaan at kontra-baha. Ito ay pinanguhan nina Governor Alfonso V. Umali Jr., Vice Governor Humerlito A. Dolor, First District Congressman Rodolfo G. Valencia, Second District Congressman Reynaldo V. Umali, mga punumbayan, opisyal at kinatawan ng iba’t ibang sangay ng pamahalaan, non-government at people’s organizations, mga samahan at mga pribadong mamamayan. Ang PDC ang isa sa pinakamahahalagang special bodies ng pamahalaan. Pangunahing tungkulin nitong bumuo ng mga polisiya at planong pangkaunlaran, magtasa at magsaalang-alang ng mga proyekto at magbantay at magtiyak ng maayos na implementasyon ng mga programa ng pamahalaan. Noong 2011, ginawaran ang Oriental Mindoro ng parangal bilang isa sa “Mga Bossing ng Palayan” na pagkilala ng Department of Agriculture (DA) sa top rice achievers ng bansa. Nabigyan din ito ng Seal of Good Housekeeping ng Department of the Interior and Local Government (DILG) na patunay na ang Oriental Mindoro ay epektibong napapamahalaan at nagagabayan ng mga
mahuhusay na lingkod-bayan. Nakapagpakongkreto na ng 16.97 kilometrong daan ang pamahalaang panlalawigan. Nasa 68.03 kilometro ang napataniman ng kawayan at ibang puno at halaman na bahagi ng tree-growing project at nakapagpagawa ng slope protection, drainage canals, seawalls at flood control facilities na kabilang sa flood mitigation program. Kaugnay nito, mahigpit pa ring ipinatutupad ang 25-year mining moratorium kasabay ng mas pinaigting na kampanya laban sa paglalabas ng uling. Nailunsad ang Strategic Intervention and Community-Focused Action towards Development (Sicad) bilang pangunahing proyektong kontrakahirapan. Milyun-milyong pisong pondo ang nailaan para sa mga programang pangkabuhayan, pangedukasyon at pangkalusugan. Umabot sa 92,548 na ang mga benepisyaryo ng PhilHealth at patuloy na naitaguyod ang pagbaba ng mga serbisyo sa mga barangay sa ilalim ng programang, “Kapitolyo Para sa Mamamayan.” Tumaas din ang tax revenue collection sa mahigit na P20 milyon o 122.62 porsiyentong collection efficiency ratio. Nabalangkas ang Citizen’s Charter Manual at patuloy na nakapagkaloob ng mga pagsasanay para sa mga kawani. “Itaas natin ang antas ng ating paglilingkod. Maglingkod tayo nang buong puso. Kung patuloy tayong magsasama-sama dito sa pamamahala ay mas mahihikayat natin ang pakikiisa ng lahat at kung ganito ang mangyayari, hindi na malayong tayo na talaga ang kilalaning isa sa pinakaprogresibong lalawigan ngayon sa bansa,” sabi ni Umali. Palawenyo, itinanghal na Outstanding Young Farmer of the Philippines By Orlan C. Jabagat PUERTO PRINCESA CITY, Palawan, (PIA) -- Itinanghal na Outstanding Young Farmer of the Philippines ang isang Palawenyo sa patimpalak ng Department of Agriculture (DA) na “Gawad Saka Search for Young Farmer.” Ang Palawenyong si Dario Gullos, 29, ay residente ng Pulot Center ng bayan ng Sofronio Española. Siya ay aktibong miyembro ng 4H Club, isang rural-based organization na isinusulong ng pamahalaan upang mapalakas ang sektor ng agrikultura. Isinasagawa niya ang pagsasaka ng gulay sa kanyang isa’t kalahating ektaryang lupain sa Sitio Malolong. Bagamat nagtapos siya ng kursong bokasyunal na Automotive Diesel Technology ay mas minahal nito ang pagsasaka. Si Gullos ay itinanghal na Provincial Outstanding Young Farmer ng lalawigan noong 2010 at nagwagi na rin ito sa regional level kung kaya’t naging finalist na rin siya sa national level noong 2011, sabi ni Mila Veneranda ng Office of the Provincial Agriculturist. Ilan lamang aniya sa naging batayan sa pagpili ng magwawagi ay ang mahusay na farm management; record keeping o maayos na pagkakatala ng mga record; mga ginagamit sa pagsasaka; naging investment o mahusay na pangangasiwa ng salaping kinikita mula rito at aktibong partisipasyon sa komunidad. Lahat ng naging batayan ay mahusay na taglay ni Gullos kung kaya’t siya ang itinanghal na panalo ngayong taon mula sa pitong finalist na pinal na pinagpilian mula sa iba’t-ibang rehiyon, sabi ni Veneranda. Si Gullos ay isa rin sa mga kabataang naging benepisyaryo ng Japan Agricultural Exchange Program na naipadala ng Palawan sa Japan noong 2008 para mag-aral ng pagsasaka ng gulay na kanya ngang lalo pang pinaghusay at ginawang pangunahing hanapbuhay. Aktibo rin siya sa kanilang komunidad mula sa pagiging pangulo ng 4H Club sa kanilang barangay ay nahalal bilang Municipal 4H Club Federation President sa bayan ng Sofronio Española. Sa Disyembre, inaasahang gaganapin ang seremonya ng pagbibigay ng parangal sa palasyo ng Malacanang kung saan tatanggapin ni Gullos ang kanyang tropeyo at salaping gantimpala. Ang Office of the Provincial Agriculturist sa pamahalaang panlalawigan ang naghain ng nominasyon at naghanda ng lahat ng kinakailangang dokumento upang mabigyan ng suporta si Gullos sa naturang patimpalak. Masusing sumailalim sa validation si Gullos kung saan personal na tinungo ng selection committee ang sakahan nito at nakapanayam din ito hinggil sa kanyang mga nagawa. Puerto Princesa City eyes waste plastic to fuel technology By Victoria Asuncion S. Mendoza
PUERTO PRINCESA CITY, Palawan, (PIA) -The city government of Puerto Princesa eyes the establishment of a facility that would convert waste plastics into fuel using a state-of-the-art technology to address and minimize the serious threat of plastics in the environment. Bert Dalusong, general manager, and Kristoffer Knowles, managing director of Thor Energy presented to the members of the Sangguniang Panlungsod its waste-to-energy facility project proposed to be set up in Puerto Princesa Sanitary Landfill. With state-of-the-art technology, waste plastics can be recycled and converted into valuable resource such as diesel and gasoline, Dalusong said. He said plastic waste is a major constituent of municipal waste dumped in the open landfill. With the increase in population and increase commercial and business activities, more plastic wastes are piled up in the landfill posing threat to the environment, human health and constrain landfill space. He said the city’s sanitary landfill is a wealth of MORE POWER TO:
opportunities for the technology with plastics composing 50 to 70 percent of the trash. He said this can be converted into fuel. The company is proposing a public-private partnership with the city government providing the area where the facility will be installed, provide the plastic waste to be processed and assist the company in securing national and local approval. It assured no cash out for the city government. Councilors Modesto Rodriguez, chairman of the Committee on Energy and Public Utilities and Patrick Hagedorn were impressed with the proposed project and would support its approval. “We are glad that with this technology, the plastic wastes in the landfill will be lessened and on the part of the city government, hindi na natin kailangan magpagawa ulit ng landfill (we wouldn’t need to build a landfill again),” Rodriguez said. Rodriguez said City Mayor Edward Hagedorn has learned of the economic and environmental potentials of the project and is hopeful that it could be implemented in the future. (TBO/VSMPIA4B Palawan)
