RIVERLAND PLAN TAKES OFF

The Monitor Newspaper recently reported an initiative of the Riverland Development Corporation to ‘sell’ its underemployed workforce to The Roxby Downs and Far North mining industry. The scheme, only in its infancy, has had immediate success with the first registered Riverland work force being employed last week and further jobs on offer over the next few months. Ken Smith, CEO of the Riverland Development Corporation, said “this is a promising start, particularly as these offers are from one employer group.’” Mr Smith is part of a contingent which included Mary Deakin, acting CEO of the Berri Barmera Council, Tony Townsend of Townsend Riverland Tours and Barb Cowey Economic Development Officer for the Riverland Development Corporation who met with key businesses in Roxby Downs last week. Ms Cowey said, “the positive responses we have had from local Roxby businesses has been more than encouraging.” “Businesses have been particularly impressed by the fact that in only two months we have over two hundred and fifty people registered, 30 trained, 9 more about to commence training and we already have employment outcomes. This is only a small example of what could be achieved as we work closer with the mining industry. .” In an attempt to foresee possible bottle necks, the Riverland Development Corporation is arranging a service to match potential employees to prospective employers, for recruits to undertake their medicals in the Riverland and facilitate transport options between the two regions. Mr Townsend said, “the issue with transport are is cost and safety. If we could place enough workers on complementary shifts a bus would have adequate capacity both into and out of Roxby.” The horticultural industry is the Riverland’s major industry, just as mining is the backbone of the economy. The Riverland economy is in dire straights with water allocations for irrigation being reduced dramatically or becoming non existence.

The issues are not simply projections into the future, they are real now and there is no improvement in sight. Even if the region was flooded to the 1956 levels the region would take five years to recover. The short term benefits for both regions are obvious but what will be the future consequences? When the weather cycles change and the Riverland region begins to prosper over in the next seven to twelve years. What will happen with the labour force then? Those outcomes are impossible to predict and there are too many variables to be certain. What is evident is that the future will be different and there is a need to develop new strategies as circumstances arise. As for the present, this synergetic opportunity cannot, through inaction, be passed by. Roxby Downs has two neighbouring regions,; one has a resource of a skilled experienced labour force and, the other, a need for skilled experience. The two can work together, each one gaining from the exchange. The most significant benefit is that families will stay within the region. The alternative is that workers and their families will move to either Western Australia or Queensland, the consequence being that expertise and skills are lost to the Riverland and the Far North. The match will not be a perfect fit every time, nor will it solve all of Far North ‘s mining industry future employment needs. But who else is offering to maintain a register of people ready and able to work, a matching service, assistance in organising medicals and in some cases relevant training?. The commercial potential between the two regions reaches beyond the synergies of just labour hire. The Riverland has well established regional businesses and trades people, many of whom are underperforming and need to find new markets. There is the potential for Roxby Downs’s businesses and residents to buy services and goods not available locally, quicker and cheaper than purchasing in Adelaide.

ANZAC Day Roxby Downs

The Roxby Downs Andamooka RSL Club is to be congratulated on the splendid tribute they made to their comrades, family and friends who were lost at war. The entire day starting with the Dawn Ceremony, followed by the Gunfire Breakfast, March, Richardson Place Ceremony, the auction and the ANZAC lunch were all very successful organized and presented. Big numbers of residents and visitors attended the events which included involvement of Scouts and primary school children from St Barbara’s School. The photos tell the story.

Rann encourages businesses to act Abuse under spotlight

The Premier of South Australia is very enthusiastic about what the Olympic Dam Expansion could mean for the whole State and is keen to highlight just how important it will be for everybody living here. Hon Mike Rann MP gave the opening address at BHP Billiton Opportunities for SA Business Forum in Adelaide on 22nd April, and told the attendees that the expansion will create fantastic opportunities for the State’s economy and its businesses. “We are poised for a major transformation of our economy,” he said. “There’s no doubt that the mining boom will present great opportunities for both the services and manufacturing industries and the State Government will be doing its utmost to maximise those benefits for our local enterprises. “Our message to businesses represented here today is to start gearing up now for the impending boom, because if you wait until it’s in full swing – you may well have left your run too late. “This will be a competitive process, where businesses will have to pitch for contracts and show that they are good enough to win the work,” he explained. “But for those who are willing to take up the challenge, some great opportunities are about to present themselves.” Mr Rann was keen to demonstrate the scale of the proposed expansion for the benefit of those who may not be aware of its magnitude. “It’s an imposing tale of a multi-billion dollar undertaking, that will continue to play a major role in the State’s economy for years and possibly for generations to come,” he said. “The proposed production increase at Olympic Dam will triple the mine’s current output and create the world’s biggest uranium mine, the largest gold mine in Australia and the

world’s fourth-largest copper mine. “Olympic Dam is reckoned to be home to around 40 per cent of the world’s known uranium resources.” According to Mr Rann, the South Australian Government is committed to ensuring that the enormous benefits that will come out of the expansion over the coming decades – will be shared across the State. In a bid to ensure that this happens, an Olympic Dam Expansion Task Force has been created to be able to provide the Government with a single point of contact, so that it will be easier to coordinate the management of all projects arising from the expansion. The Task Force will be chaired by Economic Development Board Member, Bruce Carter. “There are now around 60 of these projects in operation, including the growth of the hospital, schools and police facilities at Roxby Downs, as well as plans to attract the volume of skilled workers who will be needed for the Expansion Project,” Mr Rann said. “The Task Force is also charged with maximising the benefits to South Australia from the Expansion Project. “Olympic Dam is an exciting chapter in the fantastic story that’s unfolding for South Australia’s resources industry.” The number of operating mines in South Australia has doubled since 2001 and there is currently more than 30 mines being planned or developed. Mr Rann feels that now is a great time to be in business in South Australia. “The State’s economy is buoyant – the number of people in work here continues to

The Alcohol and Substance Abuse Partnership. (ASAP) is initiating a serious study of support services available in Roxby Downs to assist victims and their carers who suffer from abuse and addictive behavior. ASAP is calling on local businesses, government and council for support. The issue of inadequate information has been under discussion at the ASAP for several years but any move to quantify the issues has been difficult as much of the data held by government departments is unavailable due to privacy concerns or Government Legislation. “We feel we are going around in circles”, said Chairperson Ray Goldie. “Anecdotal evidence has been scant and at times contradictory. We have been told from several sources, that counseling services are inadequate and from other’s that counselors have been underutilized.” Most counselors who service Roxby Downs fly in from Pt Augusta as part of a regular schedule. The study will include abuse of alcohol, underage drinking, gambling, violence and domestic violence. Members of ASAP include representatives from by SAPol, local and regional; Health Services, Family and Youth Forum; Assistant Commissioner of Licensing; Family and Youth Officer; Outback Health Screenings; BHP Billiton; all licensed venues and Club Safe. Mr Goldie said the Partnership’s aim is to gather significant factual data which will become the basis of a Holistic Alcohol and Substance Abuse plan to support and promote healthy lifestyles and responsible drinking. The brief has been completed and has had input from community members as well as Health professionals, and has now been given the green light. “We need to raise $20,000 for the study,” Mr Goldie said,“which is expected to be funded by local businesses and government at all levels.” Businesses and organisations wishing to contribute to the study can contact Mr Goldie at 0411 553688 or ray@themonitor.com .au

Above: Premier Rann inspecting the mine - file photo break all previous records and our trend unemployment rate has dropped to 4.5 per cent, which is the lowest ever recorded. “We have almost $45 billion worth of major projects either underway or on the horizon,” he continued. “And private sector investment is at an alltime high.” Mr Rann acknowledged that the proposed expansion will require an enormous amount of work, but he believes that the State will benefit hugely from everything that lies ahead. “BHP Billiton is expressing its confidence in South Australia through its enormous contribution to the Expansion Project,” he said. “And the South Australian Government has worked hard to position this State as a worldclass resources location.”

Sister Regions replace Sister Cities?

There was a time when the Sister City program promised strong economic returns and meaningful social ties with their overseas counterparts. However lately, many of the Sister City connections have been abandoned or have become no more than a reason to hold civic receptions for visiting dignitaries. The Riverland - Roxby Downs connection, which has been precipitated by the potential match of a work force with a hungry job market, has the potential to be far more reaching and beneficial to both regions than the Sister City programs of the past This connection raises the question: will we see a new level of economic regional cooperation that will create Sister Regions? Mary Deakin acting CEO of the Berri and Barmera Council who visited Roxby Downs last week said, ‘‘her visit had confirmed her thought that there were a wide range of opportunities for the regions to work very close together for mutual benefit.’ Areas of cooperation could include closer tourism links, a supply of fresh vegetables and fruits and gourmet foods by the Riverland Market Producers Market, accessibility to trades and specialist services for local businesses and residents and education. After inspecting the Roxby Downs Sport and Recreation Centre Ms Deakin was not only impressed with the centre as a facility but also the business unit model under which it is operated. Ms Deakin said, “The Berri Barmera Council are currently considering a new sport and recreation centre as part of a town centre redevelopment and that her council could benefit greatly from studying the Roxby model. It is a real example of how our regions can work together and

learn from each other.” Ken Smith, CEO Riverland Development Corporation, stated the potential of the property market in the Riverland. Robertson’s Rambles Following the yellow brick road…

A quick analogy of my nomadic lifestyle can be achieved in three words: snow, surf and sand. My upbringing was spent on the banks of the Derwent River under the snow-capped Mount Wellington of Hobart, Tasmania. I endured my schooling with scarves, gloves, blazers and berets to ward of the chilling gusts that rolled down the mountain top and collided with the frosty winds that whipped off the arctic waters. One could be fooled into believing that I enjoy a cooler climate as I voluntarily chose to move to New Zealand after school, for 2 more years of undeniably cold weather. Alas, no, it was the warmer climate that I was truly drawn to. Perhaps I had watched one too many surfing films and it was that infamous “Endless Summer” from Bruce Brown’s 1964 surfing classic that I was after. Either way, I soon found the nearest wave and rode it across the Tasman, from Raglan to Wollongong, where I spent three years studying for my Bachelors degree in Communications. As I slowly acclimatised to the warmer weather, I took great advantage of the warm waters and sultry summers throughout my studies. After working in Sydney for a period after university, I did not anticipate another migration, let alone into the outback. When the opportunity to come to Roxby Downs arose, I had no idea what to anticipate. I knew there wouldn’t be kangaroos jumping down the main street, or would there? Either way, I knew it was going to worlds apart from the metro lifestyle to which I had grown so accustomed. My parents were intrigued and wanted to come for a look, so chose to drive me across the Victorian border (where they reside) and up into the guts of South Australia. Upon crossing the line that divides two states I uttered the words, “things seem different over here” and continued with trepidation. Tides changed as relief rolled over me when I finally arrived in Roxby Downs upon nightfall. The vastness and beauty of the night sky was impossible to miss. I could have lay down on the nearest sand hill and spent the entire night attempting to count all the diamonds on the black canvas. Priceless. I could now see this place was going to be something unique and quite special. Long-gone was sleepless Sydney, surfy Wollongong, snowy New Zealand and Tasmania; never to be seen again were the scarves and surfboards of a bygone era. Welcome to the land of super powered sun-block, hair blasting airconditioners and temporary lakes of endless fun. Summer then arrived and did not hesitate to push the mercury to its limits, driving hoards to Lake Mary for heat relief – and I was certainly one who needed it. I recall one 40degree day in Tasmania but never anticipated that I would live somewhere that backed it up for weeks on end. It was fabulous – what better excuse to refine one’s wakeboarding skills than an endless summer? Perhaps Bruce Brown’s search for the endless summer was fruitless because he never came to Roxby Downs? Soon I found that this town wasn’t just special for its scorching summer time fun, but it also boasts a greater multiculturalism than Melbourne and Sydney combined. There are people from all continents of the world in this small town of over 4000 people. My first-hand experience was with 2 South Africans ladies with whom I lived. We shared much common ground, but also learnt new and interesting things from each others cultures. I learnt to say “how are you” in Afrikaans, which is something I never anticipated in outback Australia, and they learnt how to ‘chuck another shrimp on the barbie’. Having planted a seed in this town, I am now excited to see it grow and flourish into a field of Sturt Desert Peas – a desert sea of spectacular colour that can only be enjoyed here, in paradise. The National Asthma Council Australia is urging the two million plus Australians with asthma to prepare or update their asthma action plans. “There is no cure for asthma, but asthma deaths are preventable – we just need to continue to take it seriously,” said Professor John Wilson, Chairman of the organisation. “The theme of World Asthma Day this year is ‘you can control your asthma’ and the best way to control asthma is to have an up-to-date written asthma action plan.” An action plan is basically a set of written instructions that can help asthma sufferers of those close to them, to recognise how to tell if asthma symptoms are getting worse and what action needs to be taken. “Research shows that written action plans keep people with asthma in control of their condition and this means

that they are better equipped to recognise deterioration of their symptoms and can respond appropriately,” said Professor Wilson. Unfortunately, many Australians with asthma do not have a written action plan and the National Asthma Council Australia is very keen to see this change. The Council believe that asthma prevalence in this country is relatively high, but that through greater awareness and understanding – we should be able to minimise the impact of asthma on our lives. “In the same way that daylight savings signals the time to change your smoke alarm battery, World Asthma Day is the time to make a resolution to consult your GP and prepare a written plan or if you already have a written plan - make sure it is up-to-date,” urged Professor Wilson. “People who have a written action plan have better controlled asthma, fewer asthma symptoms and fewer days off work or school because of asthma.” Sample asthma action plans can be downloaded from the National Asthma Council Australia website: www. nationalasthma.org.au.

RoxFM - brighter than ever

Ben Summerton, the Chair person of RoxFM, reported that the station;s star was shinning brighter than ever with a new presenters coining on line and sponsorship levels remaining high. Ben Summerton took over the Chair of RoxFM 105.5 when Geoff and Wendy Osborne left for Tasmania last February. He has been guiding the station’s hard working volunteers through the processes of employing a new station

manager and inducting a number of new enthusiastic presenters. Ben said, “we have selected a new station manger who will be on board in about four weeks. Meanwhile, the station’s management committee are planning a number of new initiatives forlater next year.” Over the next few weeks The Monitor will profile the station’s presenters and their music choices.

A personal invitation

For Pedita Cooper the loss of a loved one to cancer is deeply personal. It is only a year ago since her sister Marcelle died from bowel cancer. With the heartache has come action. Pedita is inviting all Roxby residents and visitors to Australia’s Biggest Morning Tea. Every year in May volunteers from around Australia host morning teas to raise funds for Cancer research. Pedita is hosting the Roxby morning tea, but with a twist. “Marcelle’s favourite colour was purple and in memory of her sense of fun and love of life our Morning Tea will have a purple theme. I am asking everybody to join in the fun and assist the cause by wearing as much purple clothing as possible. Let’s do our part in finding a cure!!” Join in the fun at Pedita’s Roxby’s Purple Party! Arts & Youth News Arts Alisa under the Roxby stars Matters

It has been a very busy few months for local artist Alisa Teletovic and the months ahead seem to hold more of the same, as her reputation continues to grow and the demand for her work increases. Following a very successful exhibition in Melbourne in March, she will be launching a new exhibition here in Roxby Downs on Thursday 1st May, between 6.00pm-8.00pm, with light refreshments provided. The exhibition, aptly named ‘Under the Roxby Stars’, will further explore her passion for the town and its surrounding landscape. “Some people love the sea and sky, but I love the land, the ground, the landscapes,” explained Ms Teletovic. “I feel it deep within my soul, I feel grounded here and I simply love being able to look around and see the red sand and the blackened trees. “The night sky out here is just amazing too, you can see so many stars and it’s very beautiful to be able to be here and to experience it all.” During the time that her exhibition was being held in Melbourne, she felt proud to be spreading the word about Roxby Downs through her artwork. “Through my work, I was able to place the town of Roxby Downs on the map, so that people in Melbourne could know where it is,” she said. “So many people that I spoke to had never heard of the town before and now they have been left with this positive impression of it.” Ms Teletovic is originally from Bosnia, but moved to Australia to escape the war and lived in Melbourne for 14 years. After moving to Roxby Downs 16 months ago, she was to encounter her first emu on a drive out to Andamooka and as many will know, this has had a huge influence on some of her work. “I fell in love with emus from that very first moment,” she said. “They are such beautiful and unusual creatures, they can grow so big and unlike most other birds they cannot fly. “With my work about emus, I have tried to make a connection between how people and animals live in this area of the outback. “I have tried to humanise them and I have made characters out of them, so that people can relate to them and see the beauty in their existence. “I feel they’re such an important feature of this area.”

Another factor which attracted Ms Teletovic to the emu was the importance of family. “Family is so important to me and somebody told me that it is the same for emus, that they travel together and this made them appeal to me even more.” The stunning oil and acrylic and mixed media paintings will be on display at a gallery in Port Adelaide in June, at a vineyard exhibition in the Barossa Valley for the SALA Festival in August and there will be an exhibition at a gallery in Sydney in the same month. But for now, they are being exhibited here in Roxby Downs and everybody is welcome to come along and

see the art for themselves. ‘Under the Roxby Stars’ will only be on for two weeks. The ‘Nonning Gymkhana & Family Fun Day’, now in it’s 28th year, will be held on the 24th of May at Nonning Station in the scenic Gawler Ranges. A true ‘bush’ Gymkhana that continues to grow in popularity each year, so much so a new ‘shed’ is being erected to cater for the day. The ‘Feature Event’ is the Open Double Texas Barrel sponsored by D &S Harvey Transport with a $300 prize for the winning pair and $200 for second. Other major sponsors include B & C Lehmann and Southern Uranium. The shed has been made possible by fundraising efforts of The Gawler Ranges Progress Association, grants from Outback Areas Trust, Community Benefits SA and the continued support of Ken & Val Lamb of Olympic Dam Transport. Each year the Gymkhana raises money for the RFDS, Outback Childcare, St John’s Ambulance and infrastructure in the Gawler Ranges. The new venue will have kitchen facilities, a large dining area, bar and meeting room plus a large veranda providing a much needed central meeting point for the stations of the Gawler Ranges and a great venue for a variety of other community uses. Local support has also come from Kimba, Buckleboo and Cowell in the form of ‘extra hands’ to get the shed erected at many community working bees.

It’s always the last Wednesday of the month and it is always open to all comers. This week the Precinct Gallery are launching the new collection of paintings by our very own Alisa Teletovic. Her exhibition is called Under the Roxby Stars and it is a cosmic canvas indeed. She reminds me of Marc Chagall sometimes. There is always something drifting in the air. She seems fascinated with the Emu. This is a bird that marries for life. It is flightless and bound to walk majestically through the desert. They walk gracefully through Alisa’s fantastic concoctions. Alisa has contributed a great deal to the arts community here in Roxby Downs and region since she arrived last year. She was responsible for most of the graphic design for the Red Earth Festival in August of 2007 and she did it all as a volunteer. Since then she has been working as a mother and as a day worker and somehow finds time to paint in this amazing and creative way. We have a lot to thank Alisa for and I want you to come to the Gallery on Thursday May 1, that’s tonight, to see her new work and thank her yourself. Some work for big councils. Carolyn Ramsay works for Adelaide City Council. Matthew Ives works for Unley Council. There is representation from Enfield/Port Adelaide, Marion Council, Onkaparinga, Mt. Barker and many others. This group gives these council workers a forum to discuss the problems they share in getting arts and culture on the agenda. For years local councils were about roads and rubbish. Today they are about roads, rubbish and the quality of life of their rate payers. They can do some great community building in partnership with volunteers. It hinges on trust. When people feel valued and safe, a community can release all the creative energy lying there in wait. Celebrating 150 years of Australian Football

“There are more than 638,000 people across Australia that participate in our game and we want as many people as possible to go and support their local community clubs on the weekend of May 9 – 11th,” Chief Executive Office of AFL, Andrew Demetriou said. In order to draw the attention back to local community matches, no AFL team will be playing over the weekend of 9th – 11th May with many big name players set to return to their grass roots to promote regional support. ‘Aussie Rules’ as it is affectionately termed, is celebrating its 150th year and wants the whole nation to join in the celebration of the milestone with events such as the Hall of Fame Tribute Match on the 10th May and a ‘Kick Around the World Day’ on the 8th August. “We invite local communities and football players, supporters and volunteers to come together and celebrate Australian Football’s milestone; let’s recognise its past, enjoy its present and look forward to the future of our game,” Mr Demetriou said of the weekend in May.

The net effect on the property market will certainly not be positive. The latest CPI figures add fuel to the fire of uncertainty that has stymied the property market during 2008. Buyers are already becoming increasingly reluctant to make a purchase decision due to the possibility of further rate rises. Even if rates stay on hold after the Reserve Bank’s next meeting on Tuesday May 6th, the possibility of further rate rises later in the year are very real. For those property owners who are considering selling, it would be a good idea to hold off if possible. There are a lot of properties listed for sale and fewer buyers in the market. Those buyers who are willing and able to purchase now have the luxury of time on their side, which means more negotiation, higher levels of discounting and longer selling times. Selling a property now is likely to result in a less than optimum sale price. On the flip side, the time to buy maybe ripe. We can expect the savvy investor to be on the prowl and owner occupiers who have their finances in order may also be stepping up to the plate. Times like these can be rich pickings for knowledgeable buyers who have the financial clout not to be deterred by further rate rises. These buyers will be making low offers and will be largely inflexible in their negotiations. The primary target will be properties that have been up for sale for more than two months or distressed sales. Forced sales are likely to show a further increase during 2008. Those mortgage holders who have been holding out for a rate fall will be bitterly disappointed. Instead, they will be looking at steady or rising rates most likely into the next year. Many will be unable to withstand the sustained financial pressures.
