a word from the nadp chair Theresa McConeghey Our NADP membership is as diverse as our industry. We represent every business model – from vertically integrated companies, multi-line carriers, dental stand-alone companies to single-state, national and regional plans, for-profits and non-profits. Although diverse, we share the same mission: to advance the dental benefits industry and improve access to quality dental care. This mission binds us together as members of NADP. I want to highlight some of the stellar achievements NADP members made in support of our mission in 2016. •
Advocacy in Action (AIA): During our inaugural Congressional fly-in, legislators heard from our industry as dedicated volunteers and staff discussed our key industry issues, including consumer choice (equitable markets) and subsidies (Advanced Premium Tax Credits or APTC) for pediatric dental benefits purchased in the exchange.
• Consumer Choice/Equitable Markets: HB 3462 was part of a hearing on Affordable Care Act (ACA) amendments in the House within months of AIA and was the only bill with bipartisan support during the hearing. While the bill’s provisions were not included in the CURES bill that passed late in the session; sponsors remained committed to include the provisions in early 2017 amendments to the ACA. NADP’s meetings were also key in obtaining Senate sponsors for a companion measure, S 3244. •
APTC Victory: NADP achieved a monumental victory when the U.S. Treasury published Advance Premium Tax Credits (APTC) in the Federal Register with the correction for pediatric dental subsidies. Treasury indicated it wanted to get the rules surrounding the Affordable Care Act (ACA) on the most sure footing before the transition in administrations and that this correction to the formula was a priority in those efforts. NADP’s leadership in identifying the issue with the formula, quantifying the impacts, obtaining Congressional and stakeholder support for the change and communicating with Treasury and the Internal Revenue Service was acknowledged as critical to the obtaining the change. While there is no certainty that the change will be put into effect during the transition in the ACA anticipated under the Trump Administration, having dental included in the corrected formula can be helpful in discussion of future iterations of tax credits or tax deductibility of benefits.

Industry Intelligence: NADP provided industry research to strengthen our advocacy positions and improve our ability to succeed in the dental benefits market through the annual statistical reports on enrollment, networks, premiums and an array of operational metrics. NADP also provided valuable Consumer and Employer Shared Research Reports to strengthen your company’s messaging and marketing efforts.

Timely education: This past year NADP expanded CONVERGE and webinar curriculums to include presentations regarding government funded programs in addition to numerous timely, relevant industry topics to help us succeed.
•
CDT Licensing Program: In addition to receiving the new Codes earlier than past years, our members saved a grand total of $228,682 on 2017 CDT licensing fees over standard American Dental Association charges. Savings for individual companies ranged from $392 to $39,248 per license.
•
Industry Connections: NADP represented the dental benefits industry and built strong working relationships by collaborating with industry trade associations such as the Life Insurance Council of New York (LICONY), the American Council of Life Insurers (ACLI), America’s Health Insurance Plans (AHIP) and the California Association of Dental Plans (CADP) in addition to our long standing collaboration with the Delta Dental Plans Association (DDPA) on key issues impacting our members.

We increased name brand recognition among brokers with the weekly publication of SmartBrief and participation of our staff at the NAHU convention.
•
Likewise, our outreach to consumers grew as we shared the message, “dental benefits are essential to good oral health.” At year-end, we had more than 3,750 consumers following us on Twitter, with that number increasing daily.
•
NADP continued to make strides in our common core credentialing project, which moved into Phase 2 testing.
•
We established the DSO Advisory Council to add valued to associate membership and enhance communications between the NADP Board and dental support organization members.
The above list only skims the surface of all that NADP has accomplished this year on behalf of our members. This Annual Report presents a solid “year in review” of key programs. I encourage you to read these updates to get a sense of all our organization does in advance of our mission. NADP is successful because of our members, especially our dedicated volunteers who provide the talent and direction for our all our programs and initiatives. I want to take this moment to thank everyone who served on a 2016 volunteer group. We appreciate your contributions to NADP and our industry.

NADP offered members timely, diverse professional development content designed to help members overcome industry challenges and succeed in the dental benefits market. CONVERGE 2016 delivered the highest caliber professional development and networking opportunities available to the dental benefits industry featuring insightful educational sessions and informative exhibits in the Discovery Zone.

Five general sessions set the tone for the conference: • Scott Christopher opened CONVERGE with “The Levity Effect” highlighting case studies highlighting how the proper use of humor can increase productivity and improve work environments. • A panel of industry experts presented “Technology, Terminology and Care Delivery,” offering a critical look at the impact and importance of these three factors on the dental benefits industry. • An overview of employer survey findings provided timely food for thought for attendees of the afternoon general session, “Employer Survey Implications for Dental,” featuring panelists from leading industry plans. • Thursday morning began with a look at possible future regulatory and legislative challenges. • Kim Lear of Inlay Insights, closed CONVERGE with “The New Consumer,” which focused on generational differences that impact purchasing decisions. To enhance your experience, CONVERGE 2016 also offered an online app featuring details about the sessions, speakers, handouts, sponsors, exhibitors, attendees and awards. A total of 436 attendees (or 93% of attendees) used the app for more than 19.2K minutes, including 3.53K user contributions and 18.6K engagements (total actions such as viewing session descriptions, handouts, and speaker or attendee profiles). The Discovery Zone provided attendees with an opportunity to learn more about products and services designed to give them a competitive edge. The Discovery Zone featured DZ Demos, eight-minute presentations presented by select exhibitors regarding product or service solutions to industry challenges. Thirty-six exhibitors participated in the Discovery Zone.

The Research Commission published four annual Statistical Reports, four Sales Reports, and two Shared Research reports and State Fact Sheets in 2016.
Annual Statistical Reports •
NADP State of the Market Report- an executive summary of the prior year research conducted by NADP. The report explores potential economic and legislative trends and their impact on the dental benefits market. NADP published this report in March of 2016. The State of the Market Report is the most popular report NADP publishes.

NADP Enrollment Report - In 2016 Delta Dental Plan Association chose not to be listed as a co-author of the report but continued to provide enrollment data for the entire Delta system. Plans were put in place to continue this arrangement for the foreseeable future. The report published in early September, reported enrollment by product and state.

NADP/LIMRA Claims Processing, Administrative and Contact Center Metrics - In partnership with LIMRA, NADP published the Claims Processing Metrics Report in September. The Customer Contact Center Metrics Report and the Administrative Metrics Report were published in October. The subjects of the Claims and Customer Contact Centers Reports are self-explanatory; the Administrative Metrics report includes information on group processing and provider recruitment, credentialing and directories.

NADP Financial Operations Report - Dental Loss Ratios continued to be a political issue in California and other states making the Financial Operations Report a valuable tool in NADP’s continuing advocacy on the subject. The report was issued to participating companies in December and made available to remaining members in March 2017.
Sales Reports •
LIMRA/NADP 2015 Annual Sales and In-force Report - NADP also partnered with LIMRA to publish sales reports from 4Q 2015, Annual 2015, and 1Q, 2Q and 3Q 2016. The quarterly and annual surveys are being revised for 2017 to include vision benefits and to clarify other items.
Shared Research Reports •
Employer Behavior: The Shared Research Program fielded the fourth and final wave of a study on Employer Behaviors and Expectations given the requirement that employers with 50 or fewer employees would be required to offer health coverage including pediatric dental to its full time employees or face penalties. The report was delivered to participants at the end of May 2016 and made available in the Knowledge Center in November.

Consumer Behavior: NADP published the Consumer Tracking study in February. Nineteen companies (including two nonmembers) sponsored the study. The second wave of this survey was conducted in the fourth quarter of 2016 and a draft report was delivered to sponsors. This report is available only to sponsoring companies.

The Standards and Transaction Initiative (STI) strengthened your voice by providing united industry perspective, leadership and direction on critical dental issues affecting the growth and advancement of the industry. STI includes four WorkGroups: Codes, Clinical, EDI and Operations. Following are highlights from each group:
Codes WorkGroup
The Codes WorkGroup completed reviews of proposed changes to CDT-2017 and submitted six proposals to the American Dental Association’s Code Maintenance Committee (CMC) for substantive changes. Dr. Stewart represented NADP at the March 3-4, 2016 CMC meeting with Timothy L. Brown, NADP deputy executive director, providing staff support. Of the six proposals submitted, NADP’s position prevailed on three (3) with overwhelming support. Of the three (3) that did not pass, they were part of a package of codes to revise D7230 and D7240 with only NADP supporting the changes. NADP’s approved submissions created one (1) new code and revised two (2) codes for CDT-2017. Once again, NADP was the only payer organization on the CMC to receive the CDT-2017 ASCII file in April 2016 before the July 1 release to other organizations. Thus, NADP licensed members received additional time for analysis and implementation. The Codes WorkGroup was once again given the opportunity to edit the DRAFT CMC report and the ASCII file of CDT-2017. Codes WorkGroup members found and corrected minor errors in these documents prior to release or printing.
Clinical WorkGroup
The Clinical WorkGroup monitored the actions of the Dental Quality Alliance (DQA) formed in 2010. WorkGroup Vice-Chair, Dr. Craig Amundson (HealthPartners) and NADP Dental Informatics Manager Brian Flynn participated in the Executive Committee and full DQA meetings held June 9-10. Workgroup members participated on the Executive, Measures Development and Maintenance, and Pediatric Measures Development Committees. The Clinical WorkGroup continued oversight and review of the activities of the International Health Terminology Standards Development Organization (IHTSDO), with Dr. Roger Adams and Timothy L. Brown representing NADP on the Dental Special Interest Group (SIG), in reviewing proposed changes to SNOMED/ SNODENT in conjunction with the National Library of Medicine (NLM) at the SIG meeting in April 2016. Mr. Brown attended the full IHTSDO meeting in October 2016 in New Zealand. The WorkGroup also worked on the development of a U.S. realm dental reference set for general dentists that is under review by the SIG for use beyond the U.S. realm. Clinical WorkGroup members were eager to participate fully in the development of the Big Data project and several volunteered to serve on the Big Data Task Force being formed to develop the plan for researching the use and implementation of diagnostic codes sets.
EDI WorkGroup
Electronic Data Interchange (EDI) WorkGroup reviewed and commented on mandated EDI transactions for claims processing, eligibility, and claim status, explanation of benefits, electronic funds transfer and electronic health records. The members support NADP voting seats on Dental Content Committee (DeCC), Health Level 7 (HL7), Standards Committee on Dental Informatics (SCDI), Code Maintenance Committee (CMC/CARC), Workgroup for Electronic Data Interchange (WEDI) and American National Standards Institute X12 (X12). As well the NADP staff lead, Brian Flynn, chairs the X12 Dental Caucus. The WorkGroup contributed to the NADP/LIMRA Claims Metric Industry Survey by reviewing the questions, making recommendations and adding to the survey. The results are analyzed and discussed during the EDI meetings and used to set future agenda items.
Operations WorkGroup
The Operations Workgroup began the year by reviewing priorities and developed a work plan for 2016 that included continued focus on enhanced relationships with Dental Service Organizations (DSOs), finishing and receiving Board approval for the NADP Dental Plan Accreditation Standard (DPAS) and expanding the current Dental Provider Credentialing pilot from phase I to phase II to prove the process reduces the time to access a participating provider. The Accreditation sub-workgroup finished updating the DPAS document to the 2015 environment since the original 1999 DPAS was heavily DHMO focused. The document was approved by the Workgroup and sent to the NADP Board for their review. The Board made some changes and approved the framework of DPAS but directed an introduction to frame the use of the document prior to dissemination. DPAS is geared to the dental benefits industry to supplant the current approach of organizations with accreditation modules today that push dental carriers to fit their medical modules. The Credentialing Sub-Workgroup expanded the pilot to phase II and added more participants to generate more volume. There is a balance of DSO and payer representatives entering the results into a web portal for tracking. It is too early in data collection to document the reduction in credentialing time but the SubWorkgroup’s progress continues to be a major topic throughout the industry with multiple organizations interested in the results.
The WorkGroup reviewed several studies for dentistry that the Communications WorkGroup used in the ongoing release and development of information for consumers and the public.

Advocacy In politics, 2016 was an unprecedented year dominated by a historical presidential campaign, ending with the election of Donald Trump and a Republican-controlled Congress, who promise to undo much of the outgoing Administration’s accomplishments. While closely monitoring the political arena, NADP and the dental benefits industry continued our strong engagement in the work of state and federal legislatures and regulatory agencies as well as ongoing development of insurance Marketplaces.

Advocacy in Action
Recognizing the importance of outreach to federal policymakers, the NADP Board of Directors in fall 2014 approved an industry-wide advocacy and legislative fly-in to Washington, D.C. A subgroup of the Government Relations Workgroup (GRW) provided critical guidance in planning for the first annual Advocacy in Action, which took place in May 2016. Thirty dental benefits industry leaders traveled to the District of Columbia to participate in more than 40 meetings with congressional staff and policymakers. Advocates educated their representatives on the industry with statistics and information from their states and also discussed several key issues impacting dental benefits including support for U.S. H.R. 3463 on Equitable Treatment, fixing the calculation of Advanced Premium Tax Credits (APTC), and expressing concern on H.R. 3233 which negatively impacts consumers’ access to discounts on non-covered services and unnecessarily complicates dental/vision provider contracts. Through Advocacy in Action and the work of government relations volunteers, NADP quickly saw dividends— within months of the fly-in, H.R. 3463 was included in a congressional hearing where legislators praised the bipartisan effort. Not long after, and another significant step forward, Senator Roberts (R-KS) and Senator Bennet (D-CO) introduced companion legislation in the Senate, S. 3244. The success on this front underscored the significant impact of consistent communication and engagement with policymakers.

Regulatory Review
On the regulatory side and after leading three years of diligent lobbying, NADP was thrilled to see the Administration finalize a new calculation of premium tax credits to include the value of pediatric dental benefits. NADP led the charge with industry stakeholders, including the American Dental Association, Children’s Dental Health Project, Delta Dental Plans Association and many other oral health leaders. While there is no certainty the change will be put into effect during the transition in the Affordable Care Act anticipated under the Trump Administration, having dental included in the corrected formula can be helpful in discussion of future iterations on tax credits or tax deductibility of benefits. Numerous other regulations commanded our attention in 2016. The Centers for Medicare and Medicaid Services (CMS) finalized the first major regulatory revision to Medicaid managed care since 2002 with several provisions impacting dental benefits including dental loss ratios, quality measures, rate-setting and network adequacy. The Medicaid Managed Care regulation—often referred to as the ‘Mega Reg’ for its length and breadth—inspired NADP members to establish a Member Interest Group (MIG) focused on Government Funded Programs. The new MIG helped direct a joint project between NADP and the Delta Dental Plans Association to summarize the rule by Michael Adelberg (formerly of Center for Consumer Information and Insurance Oversight (CCIIO)) and his team at FaegreBD Consulting. The Department of Labor (DOL) proposed equally complex provisions and changes to the Form 5500, which employers are required to fill out annually related to employee benefits. The proposed rule would greatly increase in size and therefore cost and time for employers as well as dental carriers who would be required to forward new information on items such as claims utilization. The Commission on Advocacy Policy (CAP) established a subgroup who, over several months, analyzed the new reporting forms for impacts to dental benefits and employer offerings to develop comments from the industry.

A Look Ahead
As public health and insurance topics continue to command public attention and discussion, GR volunteers see several policy trends and areas of focus on the horizon. State legislative activity to implement the National Association of Insurance Commissioners” (NAIC) updated Network Adequacy Model Act will continue to grow across the country. A subgroup of the GRW is dedicated to monitoring these developments, responding to policy proposals and developing advocacy resources for member plans in their states. GR volunteers also see the potential and growing push for legislative discussion about dental loss ratios (DLR) and a subgroup of the Commission on Advocacy Policy (CAP) is meeting bimonthly to consider these proposals in-depth and plan a strategic approach to multi-state activity. Other issues we anticipate will continue to garner attention on the state level include mid-level providers, provider contracts, dental service organizations, external appeals, taxes, electronic data, coordination of benefits and more.

NADP tracks and responds to a full range of topics outlined above. There is a wealth of information on these and other topics that is available for members, easily accessible online: •
The Legislative Online Tracking System (LOTS) monitors all federal and state legislation impacting the dental industry, which NADP places into an array of subject folders and are prioritized by the Government Relations Workgroup.

For those professionals interested in politics, regulations and compliance, NADP provides real-time updates in the Dental Interact Advocacy Open Forum where anyone can sign up, read and participate in online discussions.

For members who only want highlights of government relations changes impacting the dental benefits industry, the “Advocacy” portion of NADP members’ only eNewsletters, the Monthlybyte and Soundbytes were emailed twice monthly to all members.
•
NADP offered internal and external advocacy pages on nadp.org. Several public Advocacy pages list all of NADP’s comment letters, issue briefs, white papers and infographics. On the members-only Advocacy resources webpage, NADP posts internal memos, briefings and talking points. Highlights from 2016 included a summary of the Medicaid Mega Rule and a legal memo on the applicability of Form 5500 changes to dental benefits.

Kirk E. Andrews Gabryl Award Recipient
Kirk E. Andrews received the 2016 Gabryl Award, the dental benefits industry’s highest honor, for his leadership and representation of multi-line carriers’ perspectives regarding key health care reform issues and their impact on the dental benefits industry. The Gabryl Award honors longterm volunteer achievements, spanning 6 years or more that help NADP fulfill its mission to promote and advance the dental benefits industry as well as improve consumer access to affordable, quality dental care. NADP Gabryl Award recipients are nominated by volunteers and selected by the Board of Directors.
Amanda Bjornson Don Mayes Leadership Award Recipient
Strategic leadership in increasing NADP outreach to key audiences including brokers, consumers and health care organizations earned Amanda Bjornson of Principal® the 2016 Don Mayes Leadership Award.
