Circle Moon Cowpokes present ‘Unleashed Goes Country’ SACHEEN LAKE – It’s time to round up that special cowgirl or cowboy and head on over to the big, red barn known as Circle Moon Theater for “Unleashed Goes Country!” the 9th Annual Unleashed show by Northwoods Performing Arts. “Unleashed Goes Country” offers old-time favorites originally performed by the likes of Patsy Cline and Hank Williams. Whether old classics or more recent on the music charts, songs have been carefully selected to maximize
enjoyment. So saddle up for some food, fun, laughter, and music as the cowpokes of Northwoods trot out their stuff. Just five performances are slated on Aug. 17-18 and 23-25. NEWPORT – Candidates in the Pend Oreille County primary election answered questions during a wellattended candidates’ forum held at Newport High School Tuesday night, July 17. Five people are vying to move on from the primary election, which concludes Aug. 7. Ballots for the voteby-mail election went out July 19. The top two vote getters will move on the general election Nov. 6. Sheriff, Pend Oreille Coun-
ty Commissioner District 2 and Pend Oreille Public Utility Commissioner District No. 1 candidates were at the forum. PUD district 1 is the south part of the county, including Sacheen Lake and Diamond Lake. PUD candidates fielded questions about the cryptocurrency, how to market the power if Ponderay Newsprint Co. or Tech Mine closes, what they thought about electric rates, if they would fight federal mandates over things like bull trout and about the smelter. The Miner Newspaper Publisher
Michelle Nedved was moderator, asking the questions. The Greater Newport Area Chamber of Commerce, Newport School District and The Miner Newspapers sponsored the forum. There were four PUD commissioner No. 1 candidates – Joe Onley, Devin Beach, Fred Zakar and incumbent Dan Peterson – running for the six-year, non-partisan term. District No. 1 is in the south part of the county. A fifth candidate, Dallas Johnson, did not attend. Beach and Zakar are opposed to the smelter, at least
where it is proposed to be located about a mile south of Newport. Beach said there has been

separated the community he said. He said truck traffic would likely be a problem. Zakar said he used to be neutral about the smelter but now opposes it at the current location. He said if the land sale is undone, he would not vote to sell the PUD land as a unit. Onley said it is a process that has to be gone through. He said environmental agencies will do their job and “either it’s a go or a no go,” he said. He said he was neutral but that he didn’t think the PUD could deny anyone power who is willing to pay for it. Peterson said he was in favor of all forms of economic development. He said if the smelter receives the permits it needs, he supports it. PUD candidates were asked about crypto currency as a viable and appropriate market for public power. Beach said there wasn’t the infrastructure in place yet. Onley said data processing, which is what crypto currency mining is, has a low impact on the environment and was “an excellent use of public power.” Peterson said that the Pend Oreille PUD has learned from other PUDs. He said the PUD doesn’t get to decide if it’s a good use of public power. He said it might be a market for power if PNC or the mine closes. Zakar said the PUD had little exposure, as power costs were paid up front, but that he thought that it was a pyramid scheme and not a long-term economic driver. if the mine or PNC closes. The two are the biggest PUD commercial customers. Zakar said that PNC is the main customer for the PUD. If they leave, it will fall on the ratepayers to make up the difference, he said. He anticipates rates could go up 50 percent, he said. If PNC closes, the PUD will have to market the power and become a marketing agent to sell power and work with PNC to keep them viable. Peterson said the rates would go up 10-40 percent if the newsprint mill closed. He said the mill is currently paying more than market rates for the power but long-term it is still a low cost power source. He said the PUD is already marketing the power. Onley said he would trust the PUD commissioners and management team to deal with any closures. The object is to find a long-term power buyer and he thinks PUD power will appear cheap in the future. He said there is a commitment to keep electric rates low for ratepayers. Beach said the PUD is a non-profit and shouldn’t market power to everybody. He said he isn’t worried about the mill going away. As to whether the PUD should resist federal mandates, Peterson said there has been an increase in environmental laws. He said whether they were justified or not, that is the environment in which the PUD operates. He said the PUD has well-paid, talented staff to deal with the challenges. Zakar said that some of the laws might not be logical, but that they are part of the

Just a Chick in the Garden All about the foliage

When we design our flowerbeds, we tend to concentrate on the blossoms of the perennials we choose. How long they will bloom, are they fragrant, do they attract bees or hummingbirds. Do they make great cut flowers or dried. I would like to introduce you to foliage and texture plants. Flowers do make up a good part of the end result of your design. By adding in very interesting foliage plants, you’ll be creating an even more beautiful result. In my own flowerbeds I enjoy foliage plants even more than the flowering ones. Foliage plants also make great companion plants with other flowering perennials. I want to start with Brunnera – False-forget-me-not. Not only does this perennial have interesting leaves, but also the texture is an added bonus. Brunnera has large heart shaped leaves, erect and hairy stems. It spreads slowly by underground rhizomes. Foliage selection varies from solid green to different degrees of silvery white with
deep green veins. Prefers part-shade to shade and moist soil. Bonus is that B. is deer resistant. Next is Salvia argentea – this perennial may be a bit hard to find. It is a very drought tolerant plant and is listed as a biennial or short lived perennial. (My Salvia has lived longer than I thought it would for short lived). Prefers full sun and well-drained soil. It has bright, white, large furry leaves. Has a white flower, the best way I can describe it, looks like an old T.V. antenna. A great conversation piece! Echniops ritro – otherwise known as Globe Thistle. This perennial may not be to everyone’s liking. I think it is quite interesting. Echniops has interesting foliage, more or less prickly. Leaves are felt-like white underneath. Flower heads with dense spiny bracts that are usually metallic blue. I would recommend trying to find the white variety. Both varieties give great height of three to four feet. Give this perennial lots of room, though it will reseed readily.

I do use the flowers for cut bouquets. Bonus is that they are disease and insect resistant and prefer average soil to rich soil. It is a great addition to arrangements and flowerbed. Actaea – Baneberry. If you have a woodland garden, this is your plant. Look for variety “Chocoholic.” Has beautiful dark purple foliage, contrast by its arching spikes dark pink flower buds open to mauve pink. Another tall perennial reaching four foot tall. Try this variety as well A. simplex ‘Black Negligee’. Foliage is deeply cut, serrated foliage emerges emerald green, then mature to a brilliant dark purple. Slender, pink –tinted, creamy white blossoms that are fragrant. Here are a few more perennials that are familiar and should be added to your perennial borders for interesting foliage and texture: Heuchera, Heucherella, Sedum, Hosta, Rumex, Tiarella, Sagina, and Thymus. Would you like to add a shrub? Aralia “Sun King” is another woodland plant, preferring part-shade to shade. What makes it great is the sunny gold leaves that will brighten those real shady gardens. This shrub is rapidly growing and deciduous reaching 36 inches. It’s shrubby without being woody. Small white blooms, followed by decorative purple berries. This is a must for your garden. So don’t be afraid of adding unique and interesting foliage and texture to your creations.

Onley said that fighting the federal government was a no win situation. PUD candidates were asked what they thought about electric rates and how they would work to either lower or maintain rates. Onley said that the PUD used to have lower rates than Inland Power and Light, but that now Inland Power rates are cheaper when taking base rates into account. He said Pend Oreille PUD rates have gone up too fast. Beach said the rates are relatively low but not the cheapest in the state. He said the PUD should reduce their litigation. He said lawsuits and cost overruns need to be limited. He said the PUD-PNC litigation would cost customers about $230 each a year. He said the bond-rating drop has had an impact on PUD’s borrowing. (The PUD has said the litigation was paid for with cash on hand, and will not affect rates.) Zakar said the rates are fair but the basic rate is too high. He said he would quit managing by lawsuit. He said the PUD’s focus used to be on front line workers. He said he would advocate consolidating some upper management positions. Peterson said he isn’t in favor of rate increases, but when staff says that if the PUD is to provide quality service, it has to collect some money, he pays attention.

Tips when calling 911 By Mike Nokes South Pend Oreille Fire and Rescue
Emergencies don’t happen very often. But when they do, you want to get help fast. No one wants to spend time looking up the phone number. That’s why 911 was created Nokes — to make it easy. In the United States and Canada, dialing 911 on your telephone is the fastest way you can get help for yourself or someone else. Not too many years ago, people had to find the right phone number in an emergency. If there was a fire, people phoned the fire department. If there was a crime, people called the police. If someone got hurt, an ambulance had to be called. Finding a number for any of these emergency workers could be very confusing — especially if a person was in a hurry or in an unfamiliar area. Today, it’s as simple as dialing 911. With those three numbers, you can reach the fire department, the police, or an ambulance. When you call 911, an emergency operator — called a dispatcher — immediately dispatches the people you need. Locally there has been some confusion about calling 911. We recently responded to a call and the person who called 911 didn’t understand why they were placed on hold and transferred. When using a cell phone, the cell phone looks for the closest available cell tower to gets is signal and send calls from. When you’re on a cell phone near any county boarders in Pend Oreille County, and you have to make a 911 phone call it is picked up by the closest cell tower, which could be in Spokane, Stevens or Bonner
County. If the cell tower was in Spokane County that picked up the 911 call it automatically sends it to the Spokane County Dispatch Center and so on. If you are calling 911 from a cell phone near a county border, expect to be put on hold and transferred but DO NOT HANG UP. Things you can do to expedite the transfer is as soon as they ask “911 what is your emergency?” you should say “I’m reporting a fire in Pend Oreille County” or “I’m in Pend Oreille County, and I need an ambulance to the following location.” This will alert the other County Dispatcher that you are not in their County and you need to be transferred to the correct Dispatcher in Pend Oreille County. Any time you call 911 to report an emergency, know your location, and if possible the name of the city or even county you’re reporting the emergency in. It will only help us find you faster. With enhanced 911 services there are ways for some Dispatch Centers to get your GPS location off your cell phone signal, but it is never as good as someone confirming a hard physical address of the location of the emergency. Another 911 tip is if you accidentally dial 911 don’t panic and hang up. If you do and the 911 dispatcher cannot get a
hold of you to make sure everything is ok they have to send the police to the location the 911 call came from to ensure nothing is wrong. Just stay on the line and tell the dispatcher 911 was dialed in error. Lastly, I have heard people say it seems like dispatchers ask too many questions. The dispatchers do this: to ensure the proper resources are sent to the emergency, to make sure those resources get to the correct location and the questions help the dispatchers provide quality instructions, to the caller, on what should be done before emergency workers arrive on the scene to help. With cell phones, more people than ever will have an opportunity to make a 911 cell phone call. I understand fully the frustration that comes with being placed on hold to be transferred during an emergency for which you’re seeking help. Currently, there is nothing we can do to prevent this in certain areas, but we can teach people it is going to happen and the best way to handle it to ensure it happens as quickly as possible. The Pend Oreille County Weed Board has a program to give financial assistance to county residents for weed management through the Neighborhood Cooperative Cost-Share. Unfortunately for this year, all funds have been allocated, but keep your eye on our web site come next February for your shot at next year’s funds. As all “do-it-yourself” aquatic plant management strategies are non-herbicide, the first step in your management plan is to get a hold of the “Aquatic Plants and Fish” booklet produced by Washington State Department of Fish and Wildlife. It is available on-line on our website in our information library, or in print at the Weed Board office. This booklet serves as the County Shoreline permit and the WDFW Hydraulic Project Approval (HPA) permit for the aquatic plant management methods listed in the tables when following the general guidelines and specific guidelines under each method described within it. Sharing the Dharma Day Aug. 12 NEWPORT – Every month Sravasti Abbey, the Tibetan Buddhist monastery near Newport, opens its doors to people of all faiths and backgrounds. “Compassionate Understanding of Emotions” is the theme for Sunday, Aug. 12, the next Sharing the Dharma Day talk. The series of monthly talks is based on, An Open-Hearted Life, a book published by Shambhala and co-written by Venerable Thubten Chodron, Sravasti Abbey founder and abbess, and clinical psychologist Dr. Russell Kolts. The event includes a guided meditation, vegetarian potluck lunch, and facilitated discussion on the topic. The first session begins at 9:45 a.m., potluck lunch is at noon, and the program ends at 3 p.m. Please bring food to share for lunch, avoiding onions, garlic, and leeks as well as meat, fish, or chicken. Dress is casual, although modesty is appropriate for a monastic environment. Short skirts and shorts are discouraged.
WEEDS | method for eliminating aquatic weeds in your recreational areas are mechanical tools! For the first time ever, we now have tools available to rent right from our office! We have a Beach Roller and a locally invented Weed Ray for just $25 a day! This can be a very effective way to control congested areas and can even improve muck soil conditions. If you’re interested stop by our office and check them out! We are open to the public Monday, Wednesday and Friday from 8:00-4:30pm. After selecting your management method or methods, you are ready to implement them. Be sure to keep records, as they will help you tweak your plan in the following years.
