Washington lakes open April 26 to start season OLYMPIA - Trout fishing in Washington hits full throttle April 26, when several hundred lowland lakes - stocked with millions of fish - open for a sixmonth season. Although many waterways are open year-round, the fourth Saturday in April marks the traditional start of the lowland lakes fishing season. Hundreds of thousands of anglers are expected to turn out for the big day. “The lowland lakes season opener is the biggest fishing day of the year,” said Phil Anderson, director of the Washington Department of Fish and Wildlife (WDFW). “Lakes in every county are

well-stocked, so there should be good fishing opportunities close to home.” To participate, anglers must have a current Washington freshwater fishing license valid through March 31, 2015. Licenses can be purchased online at https://fishhunt.dfw.wa.gov; by telephone at 1-866-246-9453; or at hundreds of license dealers across the state. For details on license vendor locations, visit the WDFW website at http://wdfw. wa.gov/licensing/vendors/. Freshwater fishing licenses cost $29.50 for resident adults 16 to 69 years old. Fifteen-year-olds can buy a license for $8.05, and seniors 70 and older can buy

an annual freshwater fishing license for $7.50. Children 14 years of age and younger do not need a fishing license. To prepare for opening day, WDFW fish hatchery crews have been stocking nearly 16.5 million trout and kokanee in lakes on both sides of the Cascades. Those fish include 2.3 million catchable trout, nearly 115,000 jumbo trout weighing up to 11 pounds apiece, more than 50,000 triploid trout averaging one pound, and millions of smaller trout that were stocked last year that have grown to catchable size. Of more than 7,000 lakes, ponds and reservoirs in Washington, nearly 700 have WDFWmanaged water-access sites, including areas accessible for people with disabilities. Other state and federal agencies operate hundreds more. Details on water access site locations can be found on WDFW’s website at http://wdfw.wa.gov/ lands/water access. Anglers parking at WDFW water-access sites are required to display on their vehicle the WDFW Vehicle Access Pass that is provided free with every annual fishing license purchased. The passes are transferable between two vehicles. Anglers who use Washington State Parks or Department of Natural Resource areas need a Discover Pass.

Washington fishing prospects NEWPORT – Following are the fishing conditions at Pend Oreille County lakes provided by the Washington Department of Fish and Wildlife. If not listed the season for the following is the fourth Saturday in April through Oct. 31 open.

Bead Lake Eight miles north of Newport, in Kaniksu National Forest and year round open fishing season, Bead Lake is not stocked by the Department of Fish and Wildlife, but contains selfreproducing populations of kokanee, lake trout, burbot, plus numerous northern pikeminnows. Fishing at this lake should provide a unique experience. A U.S. Forest Service boat launch and parking area at the south end of the lake can accommodate six boats and trailers. It opened April 15 this year. Check with the USFS Newport Ranger District office at 509-4477300 for more information.

Big Meadow Lake

An impoundment of the Pend Oreille River, which lies directly downstream of Box Canyon Reservoir. Year-round open season. This reservoir has good numbers of smallmouth bass. Northern pike can also be caught here. In addition, other species such as crappie, perch, and a few brown trout are found throughout the river. Access is available at several points.

Forest.. Fly-fishing only, all motors are prohibited. NOTE: Browns Creek, which previously was on the same open season as the lake, is now on a standard stream season (the first Saturday in June through Oct. 31), and is also flyfishing only. Spring and fall provide the best action for fry-planted cutthroat trout running about eight to nine inches, with winter carry-over at 10 inches or better. Check the current regulations pamphlet for catch and size limits. To find this high-elevation lake (3,450 feet), cross the Pend Oreille River at Usk, head north for five miles on LeClerc Creek Road, then northeast on Browns Creek Road, FR-1921 and FR-128 to the south shore of the lake. There you’ll find a USFS campground and boat launch.

Browns Lake

Caldwell Lake

About seven miles west of Ione on the Meadow Creek Road. Annual spring rainbow fry plants normally provide 10-16 inch fish. To protect breeding common loons, it is unlawful to use lead weights or lead jigs that measure 1.5 inches or less along the longest axis.

Boundary Reservoir

About eight and a half miles northeast of Cusick, in Kaniksu National

Located about 7.25 miles as the crow flies southeast of Ione, at 2,560

feet elevation. This lake receives annual plants of eastern brook trout, providing good fishing. Minimum size is 12 inches, and daily limit two fish. Internal combustion motors are prohibited.

Carls Lake About two miles as the crow flies southwest of Tiger, at 3,150 feet elevation in Kaniksu National Forest. This lake was also formerly called Browns Lake, and is still identified as such on some maps. Rainbow trout fry and catchable plants at this rich lake produce yearlings nine to 11 inches and carryovers up to 14 inches. Winterkill conditions can limit the success of this fishery. Access can be rough (which contributes to the good fishing.), since it is four miles from the community of Tiger on the Tiger-Colville Road, and south on an unimproved road. SEE PROSPECTS, 5

Washington lakes stocked
OLYMPIA – Washington’s state fish hatchery crews are have been releasing millions of catchable fish in lakes across the state. Many of those fish have landed in Pend Oreille County lakes. For this year’s fishing season, the Washington Department of Fish and Wildlife (WDFW) planted nearly 16.5 million trout and kokanee in hundreds of lakes on both sides of the Cascades. New this year, Seattle City Light, as part of its relicensing requirements of it’s Boundary Hydroelectric Project, will stock about 12,000 pounds of rainbow trout, tiger trout, cutthroat trout and kokanee in 17 lakes annually over 40 years in Pend Oreille and Stevens counties. Most fish will be stocked as spring and fall fry and fingerlings, but catchable-size fish, 10-12 inches, will also be stocked. The lakes to be stocked by SCL in 2014 include 11 in Pend Oreille County: Big Meadow, Carls, Crescent, Deception, Frater, Lead King, Ledbetter, Leo, Little Lost, Nile and Yocum. The six lakes in Stevens County include: Cedar, Deep, Gillette, Heritage, Sherry and Thomas.

This new program also includes a triploid Rainbow Trout, 250 jumbo monitoring component. Conger Pond 1 Five miles northwest of Cusick. These ponds receive annual plants of rainbow trout.

Conger Pond 2 Five miles northwest of Cusick. These ponds receive annual plants of rainbow trout.

Cooks Lake Only about three miles northwest of Bead Lake, in Kaniksu National Forest at 3,075 feet elevation. Year round open season. Catchable-size rainbow trout will be planted again this year, plus a few broodstock rainbows. To get there, find Forest Road 5015 off of Boswell Road. A USFS campground is located at this lake.

Crater Lake Located about 3 miles north-north-

west of Sullivan Lake in the SalmoPriest Wilderness at 4450 feet elevation. Year-round open season. This lake has a self-sustaining population of introduced eastern brook trout. Access is very difficult (hike-in only).

Crescent Lake Nine miles north of Metaline Falls, adjacent to the west side of Highway SR-31 about a mile south of the Canadian border. This lake receives annual plantings of rainbow trout fry, and should provide 10-12 inch fish by the opener.

Davis Lake Located five and a half miles south of Usk, along the west side of Highway SR-211. This lake receives plantings of rainbow trout catchables. Early and late season fishing for sunfish, largemouth bass, kokanee, rainbow trout, and eastern brook trout can be good here. Public access with boat launch can be found on the north end of the lake.

Deception Lake Located about 4 miles east of Ione. Year-round open fishing season. This lake is hike-in only, so access can be difficult. The lake does not hold enough water every year to support fish, but when water levels allow, it is planted with rainbow trout. The scenery is beautiful, and when it holds fish it can produce great fishing. Due to its remote location, a float tube is the best choice for fishing. Shoreline access is also good.

Diamond Lake About seven miles southwest of Newport, adjacent to Highway US2. Largemouth bass, yellow perch, bullheads, rainbow and brown trout are available. In an effort to improve the fishery, Diamond has a cooperative net pen project that releases 12,500 rainbow trout in addition to the stocked catchable-size rainbows and browns. This year, around 700 larger triploid and a few broodstock rainbows will be added to improve the fishery. Diamond Lake has public access

boat launch with a dock. Fishing is not permitted from the dock. A voluntary boat inspection is located at the launch.

Fan Lake About eight miles northeast of Deer Park, two and a half miles west of Highway SR-195, and less than a mile north of the Spokane County line. Internal combustion engines are not allowed. Annual plants of rainbow trout catchables should provide only fair fishing, with too many competing species in the lake. Public access is available.

Frater Lake About 6½ miles southwest of Ione on the north side of Highway SR-20 in Colville National Forest. Elevation is 3,200 feet. Cutthhroat and rainbow trout fishing should be good this year. Northernmost of the Little Pend Oreille chain of lakes, it’s the only lake in the chain without a perennial surface-water link to the others. SEE PROSPECTS, 6

Halfmoon Lake

Lake Leo

This small alpine lake is in the Kaniksu National Forest, 7½ miles northeast of Usk at 3250 feet elevation. Halfmoon is planted with cutthroat trout fry, but eastern brook trout are present and they negatively affect the cutthroat.

Seven miles southwest of Ione and several yards southeast of Highway SR-29 at 3,165 feet elevation. Tiger and rainbow trout are available from fry plants. Numerous small crappie are also available. There is a Forest Service campground and launch on the north end.

Horseshoe Lake (128 acres) About four miles north of the Spokane County line, one mile east of Stevens County, and 8½ miles northwest of the town of Elk. Fourth Saturday in April through Oct. 31 open season. Catchable-size rainbow trout will be planted this year. Marshall Lake Located 6½ miles northwest of Newport, across the Pend Oreille River. This beautiful lake receives annual plants of cutthroat trout fry. Public access and a resort are located at this lake.

Muskegon Lake Sixteen miles southeast of Metaline Falls in Kaniksu National Forest and about four hundred yards from the Idaho border. Elevation is 3,441 feet. Also known locally as Moss Keg Lake. Selective gear rules are in effect, and the daily limit is two trout. Cutthroat trout fry plants make for good carryovers in this small lake.

Mystic Lake About six miles east of Usk, and a mile north of Bead Lake in Kaniksu National Forest. Elevation is 2,967 feet. Cutthroat trout fry plants grow slowly in the lownutrient water here, with 8- to 9-inch yearlings and 11-inch carryovers. The Forest Service campground gets lots of use.

Nile Lake Located 6½ miles southwest of Ione, about 300 yards east of Highway SR-20 in the Colville National Forest at 3,190 feet elevation. Wild eastern brook trout here reach 8 inches as yearlings with a few attaining 14 inches. Fry-planted rainbow trout are also available. Competing pumpkinseed sunfish cause problems with trout growth and availability. Small boats can be launched from shore.

No Name Lake Six miles east of Usk in Kaniksu National Forest just west of Bead Lake at 2,801 feet elevation. Cutthroat trout fry plants produce 8-inch yearlings and 11-14 inch carryovers here. A Forest Service campground is available.

Parker Lake Located 10 miles north of Cusick. This lake is planted annually with rainbow trout. Expect 11 inch fry plants and 1213 inch carryovers.

Pend Oreille River (Box Canyon Reservoir) Box Canyon Reservoir is located on the Pend Oreille River in northeast Washington. It stretches from Albeni Falls Dam, near the Idaho border, to Box Canyon Dam near Ione. Fishing is open year round, except all sloughs within the boundaries of the Kalispel Reservation are closed, except Calispell Slough, where WDFW and Kalispel Tribal licenses are required. This reservoir offers good largemouth bass and northern pike fishing. Efforts are currently underway to reduce the northern pike

population in order to reduce in-reservoir and downstream impacts to other fish species. In addition to these species, this reservoir has abundant panfish and some large brown trout. Pend Oreille River tributaries are open the Saturday before Memorial Day through Oct. 31. Check WDFW’s website for emergency rules throughout the season.

Petit Lake Located on the northwest side of Diamond Peak, up LeClerc Creek Road from Ruby, in Kaniksu National Forest. Elevation is 3911 feet. Internal combustion engines are prohibited. Fry planted cutthroat trout are the attraction at this small lake.

Sacheen Lake Eleven miles southwest of Newport along Highway SR-211. Hefty plants of catchable-size rainbow trout are scheduled here, plus tiger trout fry and eastern brook trout. Sacheen has public access on the northeast shore.

South Skookum Lake

Upper Lead King Lake

Located six miles northwest of Usk in Kaniksu National Forest. South Skookum is at 3,529 feet elevation. Rainbow trout fry plants provide some nice catches. Carryovers run 10 to 11 inches. This lake has a Forest Service campground and boat ramp. To protect breeding common loons, it is unlawful to use lead weights or lead jigs that measure 1.5 inches or less along the longest axis.

Located 5.6 miles north of Metaline Falls, and about 2,575 feet elevation. This lake is stocked annually with rainbow trout.

Sullivan Lake (1,291 acres) Located approximately four miles southeast of Metaline Falls in Colville National Forest. This lake has a year-round open season. Kokanee will likely average 9-10 inches this year and occasional rainbow, tiger trout, and cutthroat are also available. Burbot are popular, and winter ice fishing for them provides a temporary cure for cabin fever. The adjacent Forest Service campground has boat access. Remember to check the Fishing in Washington Regulations pamphlet prior to fishing.

Yokum Lake Six miles north of Ruby, across the Pend Oreille River, and up LeClerc Creek Road. This lake lies partly within the Colville National Forest. The lake season starts the Cutthroat trout fry plants produce nice catches. Road access to the south end of the lake is not available until after May 30 due to road protection efforts by Simpson Lumber Company. It will open June 1 depending on moisture and road conditions but may be closed at any time due to road damage caused by vehicles, and closes on Nov. 1, in any case. A Forest Service road to the north end of the lake provides an alternative route, but it is not suitable for trailers. An unimproved campground is available. To protect breeding common loons, it is unlawful to use lead weights or lead jigs that measure 1.5 inches or less along the longest axis.

2014 FISHING GUIDE- 9

How to clean a trout Supplies: mallet sharp fillet knife hook remover serrated knife cutting boar small spoon at least two buckets (for rinsing and discarding waste) cooler and ice

Killing and bleeding trout: A freshly caught fish should be killed immediately and cleaned as soon as possible. Hold the fish in one hand and strike it on the head behind the eyes with a mallet. Remove the hook by grasping the shank with a pair of long-nosed pliers and backing it out. You can also use a special tool designed to remove hooks, available at sporting-goods stores. Next, bleed the fish to prevent blood from spoiling the flesh. To do this, lift the gill plate, insert a knife over the

gill cluster and cut the gills. Place the fish in a bucket of cold water to drain blood from the fish. You then can clean the fish immediately or place it in a cooler to clean later. Either way, be sure there’s enough ice to surround the fish. Leave the cooler’s drain plug open to allow water to run out. Water spoils the flavor of fish.

Safely cleaning your fish: Angle the knife to cut away from yourself Take your time Remember the fish’s mouth, gills, and bones can be sharp

Cleaning: Hold the fish in the palm of your hand or place on a cutting board, belly up and head away from you. Locate

the anus – a small, round vent on the lower belly of the fish. Insert the fillet knife a fraction of an inch directly above the hole and gently cut upward along the belly to the throat. Don’t cut into the internal organs. Turn the fish on its belly and make an incision across the top of

the head behind the gills, but only cut to the backbone. Place your fingers in the incision and pull the head forward. This movement will remove the head and guts. Discard in a waste container. Scrape out the kidney – the long vein of blood that runs along the back bone – with your finger or a spoon. Rinse in cold water. Cut off the tail and discard if desired. Rinse the fish in cold water and place in cooler with ice.

The Pend Oreille River “home water” of the Inland Empire Bass Club

Fred Zakar Inland Empire Bass Club

“The Pend Oreille River has been the location of numerous Inland Empire Bass Club tournaments and also hosts our very popular, Annual Invitational Tournament. Not only does the Pend Oreille offer some of the best bass fishing to be found in Washington, it is also a showcase for beautiful panoramas and numerous and varied wildlife. The bass population is healthy and vigorous, and each slough presents its own unique environment for those who like variety.”

Pend Oreille County

Public Utility District Providing Responsible Stewardship of our Natural Resources 10 - 2014 FISHING GUIDE

Pike netting continues on Pend Oreille River USK – The Kalispel Tribe began netting northern pike in the Pend Oreille River in March and will continue to do so into May. About 30 nets are put out Monday through Friday, from the Box Canyon Reservoir to Newport, to catch the nonnative fish. The work is authorized by the Washington Department of Fish and Wildlife, in the hopes it will curtail the burgeoning population before it spreads downstream and takes hold in the Columbia River.

N

This is the third year the tribe is gillnetting pike. The work continues through May 2, unless pike numbers are above goals during the Spring Pike Index Netting survey (SPIN). In that case, the removal will continue for an additional three to four weeks, according to Jason Olson, the tribe’s leader for pike suppression. Olson suggests anglers cast right on the edge of the ice still formed on the river’s sloughs. Gillnetters caught more than 600 pike in the first five days of netting.
