RMC implements visitor restrictions
To protect patients and the community, Regional Medical Center (RMC) in Manchester began restricting visitors Jan. 2. The goal is to protect patients and communities by preventing illness from being brought into the hospital by sick visitors, and to stop healthy patients from getting sick when in the facility. Visitors who are symptomatic, those who have been directly exposed to illness, and children under 14 will not be allowed to visit Medical/Surgical, Special Care Unit, or OB patients. For most, symptoms include fever, cough, sore throat, runny nose, body aches, headache, chills, and fatigue. Signs are posted to remind visitors. The limitations remain in effect until RMC’s Infection Control Committee believes the threat has ended. Individuals play the largest role in helping stop the spread of influenza and other viruses by being vaccinated and following the Three Cs: Clean hands frequently with soap and water; Cover coughs and sneezes with your sleeve or a tissue; and Contain germs by staying home when ill. The cooperation of the public is appreciated in following this restriction to better protect the health of patients.

HCC dedicates Van Gerpen Patient Simulator Lab Story/Photo submitted by Hawkeye Community College
Hawkeye Community College’s Patient Simulator Lab was dedicated in memory of Harlan and Betty Van Gerpen at the annual Nurse Pinning Ceremony held Dec. 17 at Tama Hall on the Main Campus. Harlan was one of Hawkeye’s founding fathers, serving on the original Board of Directors for Hawkeye Institute of Technology. He was the first board secretary, presented monthly financial reports, and served as head negotiator for staff for several years. He was instrumental in the development of Hawkeye’s Main Campus, with his name listed on six of 13 building plaques dating back to 1969. An innovator at John Deere, Harlan pioneered the use of computers in the gear design process. After 27 years with John Deere, he retired and became partner in Van Gerpen/ Reece Consulting, spending 23 years developing and marketing gear design software. He served in the state legislature from 1983 to 1985, was appointed to the Iowa Board of Education, and volunteered with the Cedar Falls Chamber of Commerce, the Cedar Valley Economic Development Committee, and the International Executive Service in India and Albania. Harlan was a lifetime member of the
Hawkeye Foundation Board of Directors, serving the college for more than 46 years before his death in 2012. An endowment honoring Harlan and Betty Van Gerpen was established in the Foundation to support scholarships for students in health science programs. 2015 College Savings Iowa deduction amount announced
State Treasurer Michael L. Fitzgerald recently announced the Iowa income tax deduction was once again raised for those saving with College Savings Iowa. “Iowa taxpayers can deduct the first $3,163 they contribute per beneficiary account from their state taxable income,” Fitzgerald said. “This means a married couple with two children can deduct up to $12,652 in College Savings Iowa contributions on their 2015 state taxes.” “One of the best features of College Savings Iowa is how easy it is to get started,” Fitzgerald added. “All you need is $25 and 10 minutes of your time to start saving for a loved one's future educational expenses. ” College Savings Iowa lets parents, grandparents, friends and relatives invest for college on behalf of a future scholar. Investors in the plan can withdraw their investment tax-free to pay for qualified higher education expenses, which include tuition, books, supplies and room and board at any eligible college, university, community college or accredited technical training school in the United States or abroad.While participants do not need to be an Iowa resident to invest in the plan, they do need to be an Iowa taxpayer to take advantage of the Iowa income tax deduction. Iowa Academy of Family Physicians supports initiative to transform nation’s health
New year to focus on job creation, fiscal responsibility
We capped off 2014 with promising news on the economy. That means we can continue to make both fiscal responsibility and job creation top priorities in 2015. The latest review of state finances by the nonpartisan Revenue Estimating Conference points to steady economic growth for Iowa over the next couple of years. In addition, Forbes recently ranked Iowa 12th on its list of 2014 Best States for Business. Iowa's strengths include relatively low unemployment and a diverse economy in farming, manufacturing, financial services and biotechnology. These indicators tell us that Iowa has rebounded from the national recession better than most states. Yet many working families are still struggling. A new report from Pew Research Center finds that the gap between the wealthy and everyone else is the biggest it has been in three decades. In addition, a survey of Mid-America Business Conditions shows that a shortage of skilled and qualified workers is limiting business growth in Iowa. When the 2015 session begins Jan. 12, we will tackle these concerns with bipartisan efforts to boost the economy and expand Iowa's middle class. Our top priorities include: • Making sure kids get the best possible education in our local schools with reliable funding, top-notch teachers and good preschool programs that provide a successful start. • Freezing tuition at our public universities for the third straight year. The Board of Regents recently voted unanimously to work with us once again to make a tuition freeze a reality for resident undergraduate students in 2015-16. • Investing in worker training at our community colleges, which have a solid reputation for collaborating with local businesses to ensure Iowans get the skills they need to fill job openings. As we have shown in recent years, we can accomplish these goals and balance the state budget without raising taxes. If you have ideas that can help, please contact me. Last week, the Iowa Academy of Family Physicians announced its intention to join the nation’s family physicians in a campaign to transform America’s health care system into one based on strong primary care and patient engagement. This multi-year campaign, created and driven by America’s family physicians, will focus on transforming America’s health care to make the United States a place where “Health is Primary.â€? To reach this goal: • Doctors and patients work together in true partnership; • Doctors have long-term relationships with their patients and see and treat the whole person; • Technology supports and fosters the connection between doctors and patients; • Everyone has access to a primary care home where most, if not all, of their health needs are met and a coordinated medical neighborhood that provides additional care when needed; • Prevention and health promotion are as important as treating disease; • Doctors are working in partnership with community leaders to address individual and population health; • Health disparities are reduced by increasing access to primary care; and, • Financial incentives line up with good care and better health outcomes. IAFP President Dawn Schissel had this to say about the initiative. “The Iowa Academy of Family Physicians needs to be a part of this initiative. Health care can only improve when patients and physicians work together. America’s health care spending is more than double that of other industrialized countries, yet we rank 24th out of 30 in life expectancy. A focus on primary care can provide positive results for patients and help lower overall health care costs.â€? According to Buchanan County ISU Extension, the Pesticide Safety Education Program (PSEP) team is offering certified commercial pesticide applicators the opportunity to receive email notifications of upcoming Continuing Instructional Courses (CIC) and other education opportunities. Applicators can use the link http://eepurl.com/_kHb1 to sign up to receive notifications. They can select categories they would like notification for and will also have the opportunity to update their information if it changes, or opt-out at any time if they no longer wish to receive email notifications. This will help applicators know when the CIC programs are offered if for some reason they do not receive the postcards. Participation is voluntary. Spring and fall postcard notifications will continue to be mailed to employers.
2015 Hunting, fishing licenses on sale now
Iowans may now purchase 2015 resident hunting, fishing and other licenses. The menu of license options includes the popular Outdoor Combo annual resident hunting/fishing/habitat combo license for $47; the Angler’s Special three-year fishing license for $53; and the Hunter’s Special three-year hunting license with habitat included for $86. Also available is the Bonus Line option for $12 allowing resident and nonresident anglers to fish with one additional line in addition to the two lines allowed with the regular fishing license. Iowa hunting and fishing license fees remain unchanged for 2015. 2014 licenses are valid through Jan. 10.

Those trying to watch their weight and make healthy food choices may struggle if they are among the trend of restaurant-goers. If you are looking to make the most of your dining experience without sabotaging your dieting efforts, follow these simple tips. â&#x20AC;˘ Pre-plan your entire restaurant experience before you go. Decide where you will eat, what you will eat, and how much you will eat. If the option is available, check out restaurant menus online to determine which have the healthiest options. Avoid all-you-can-eat buffets if you tend to give in at the sight of your favorite unhealthy foods. â&#x20AC;˘ When it comes to ordering, look for foods on the menu that are grilled, baked, steamed, broiled, poached, roasted, or stir-fried. These tend to be healthier options. Steer away from foods that include descriptions such as breaded, buttery, fried, crispy, or creamed. These are
typically much higher in fat. Donâ&#x20AC;&#x2122;t be afraid to ask your server questions about how your food will be prepared, or request that it be modified. â&#x20AC;˘ Your best option for a drink is water which has zero calories. Influenza activity increasing in Buchanan County Submitted by Buchanan County Public Health
Surveillance by the Iowa Department of Public Health and Buchanan County Public Health, and testing by the State Hygienic Laboratory indicate flu activity is increasing. The flu season typically peaks in February and can last as late as May. â&#x20AC;&#x153;If you have flu symptoms, help out your family, friends and co-workers by staying home to avoid spreading the virus,â&#x20AC;? said Buchanan County Public Health Director Amy Marlow. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s also important to remember to cover your coughs and sneezes and clean your hands frequently to help yourself and others say healthy.â&#x20AC;? In the last reporting week, the Iowa Influenza Surveillance Network indicated 130 influenza-related hospitalizations statewide, mostly among those aged 64 or greater. Several flu outbreaks have been reported in long-term care facilities, especially in central and western Iowa. The most common flu virus circulating is the influenza A(H3N2) strain, although four different strains have been identified. In years when A(H3N2) viruses dominate, the flu season tends to be more severe with more hospitalizations and deaths. Based upon CDCâ&#x20AC;&#x2122;s national estimates, an average of 300,000 Iowans get the flu every year and together, flu and its complication of pneumonia cause an average of 1,000 deaths yearly in Iowa. The flu vaccine is the best defense against getting influenza; however, because some of the A(H3N2) viruses may only be partially covered in the vaccine, itâ&#x20AC;&#x2122;s even more important to take personal actions to help prevent the spread of illness. Remember the 3Cs: â&#x20AC;˘ Cover your coughs and sneezes; â&#x20AC;˘ Clean your hands frequently; and â&#x20AC;˘ Contain germs by staying home when ill. Anti-viral medications are an important second line of defense to treat the flu in persons at highest risk of developing more severe illness. Anti-viral medications can make flu illness shorter and reduce the risk of ending up in the hospital or dying from influenza. Antivirals work best if started within 48 hours or sooner of when flu symptoms begin. The flu is a respiratory illness caused by viruses. The flu comes on suddenly and symptoms may include fever, headache, tiredness, cough, sore throat, nasal congestion, and body aches. Illness typically lasts two to seven days. Influenza may cause severe illness or even death in people such as the very young or very old, or those who have underlying health conditions. (The â&#x20AC;&#x153;stomach bug,â&#x20AC;? which causes diarrhea and vomiting is not caused by the influenza virus but usually by norovirus; thus, the flu vaccine will not protect against this illness.) Contact a health care provider or the Buchanan County Public Health Department to find out where the vaccine is available or use the Flu Vaccine Finder at www.flu.gov.

Iowa Cattlemen’s Association suppor ts U.S. Secretary of Ag Tom Vilsack ’s decision to withdraw his proposal to create a new beef checkoff plan. “We agree that additional dollars are needed to promote beef, but the process Vilsack was using left out a key ingredient … the cattle producer,” says ICA Chief Executive Officer Matt Deppe . “In his early discussions of the process he might use, Vilsack indicated there could be a three-year lag betwee n his implementation of a new checko ff and letting cattle producers vote.” ICA’s other concern is that Vilsack would remove producers from the process of deciding how checko ff dollars should be spent. In Iowa, those dollars go straight to the Iowa Beef Industr y Council, a producer-directed organiz ation that makes decisions on how to spend the checkoff dollars collected in Iowa.

Iowa Association of Realtors® reports that November home prices were up and sales were down from a year ago. The average sale price rose 4.1% from a year ago ($159,368 compa red to $153,142 last year). Home sales decreased by 10.7% when compared to last year. Last month , 2,601 homes were sold while 2,914 homes were sold in November 2013. Days on market remained steady at 82 days dipping slightly from 83 days last year. Iowa recently received national attention when Des Moines made the list of top-10 markets to watch in 2015 according to Realtor.com. Also, Iowa was ranked the most affordable state by Movoto.com

Unemployment rate drops
Iowa’s seasonally adjusted unemp loyment rate dropped to 4.3% in Novem ber from 4.5% in October. The state’s jobless rate was 4.2% one year ago. U.S. unemployment rate remain ed at 5.8% in November. Teresa Wahlert of Iowa Workf orce Development said, “Virtually all Iowa’s economic indicators showed improv ement this month, with Iowa’s labor force and total nonfarm emplo yment reaching all-time highs.” The number of unemployed Iowan s decreased to 73,900 in Novem ber from 76,700 in October. The current estimate is 3,200 higher than the year ago level of 70,700. The total number of working Iowans reached a current-year peak of 1,639,800 in November, which is 5,000 higher than October and 37,600 higher than one year ago.

During their regular Monday meeting, Buchanan County Board of Supervisors Gary Gissel, Ralph Kremer and Ellen Gaffney held a public hearing at 9:15 AM to approve Ordinance Codification, which is required every five years. Codification was approved, and second and third hearings were waived. In other business, Supervisor Gissel provided information regarding changing locks on courthouse office doors. Currently, doors must be locked from the outside. Concern has been raised that in case of an emergency, it would be better to lock doors from the inside. Quotes to change locks to fit existing doors came in at $450 per lock, plus installation charges. The board was concerned with the cost. They also discussed the fact that all courthouse doors are plate glass. Therefore, in a true emergency, no lock would prevent a person from entering a courthouse office as they could break the glass. No action was taken. Supervisors approved liquor license renewal/change for Henderson Event Center, LLC, Independence and payment of claims filed with County Auditor Gosse for $112,449.66. Supervisors also accepted the resignation of Clayton Ohrt, Liberty Township Trustee effective Jan. 1, 2015. The board is accepting applications for this position, available at the auditor’s office in the courthouse.

A public hearing was recently held to discuss allowing Iowans who have an Iowa Department of Transportation (IDOT) ID to vote or update voter registration information electronically. Seventeen other states currently offer electronic voter registration in the same manner. Since Iowans can already securely renew driver’s licenses or non-operator identification cards with the IDOT online and new voter registration data is shared daily from IDOT to the Iowa Secretary of State’s office, electronic voter registration can be completed with minimal costs and no additional burden on the existing systems.

According to a recent report released by the Department of Health and Human Services, 18,913 people in Iowa selected plans through the Health Insurance Marketplace leading up to the Dec. 15 deadline for coverage that began Jan. 1. About 86% of Iowans who selected health insurance plans in the first month of open enrollment were determined eligible for financial assistance to lower their monthly premiums, compared to 81% who selected plans over a similar period last year. Of the 18,913 Iowans who selected a plan, 51% reenrolled in a Marketplace plan in 2015 and 49% signed up for the first time. Nationwide, more than 4 million people signed up for the first time or reenrolled during the same period. Visit HealthCare.gov to compare options. Sign up by Jan. 15 to have coverage effective Feb. 1. Those who were automatically reenrolled can change plans any time before the end of open enrollment on Feb. 15. Buchanan County Board of Supervisors met Friday, Jan. 2. Before the meeting was called to order, County Auditor Cindy Gosse swore in elected county officials. Accepting the oath of office were Gary Gissel and Don Shonka to the board of supervisors, Dianne Curry as county recorder and Shawn Harden as county attorney (pictured). Gosse called the meeting to order and Supervisor Ellen Gaffney made the motion to appoint Gary Gissel as chairman and Don Shonka as chairman pro-tem for 2015. During their regular Monday meeting, Buchanan County Board of Supervisors Don Shonka, Gary Gissel and Ellen Gaffney met with members of the Buchanan County Library Association. Area residents Jane Adams, Carol Franz, and Tony Bengston addressed the board regarding library benefits and consideration of increasing the budget for county libraries. Library Directors Laura Blaker, Independence; Kim Wessels, Aurora; Karen Tiedt, Fairbank; and Cindy Lellig, Jesup, all addressed the board regarding patron statistics for the past year, including programs and circulation. The Library Association is requesting county funding be increased to $127,208.50 for fiscal year 2016. Buchanan County currently funds $100,000 to the association. No action was taken on the matter at this time. In other business, the supervisors accepted a resignation from Buchanan County Sheriff’s Office staff member Suzon Schipper, effective Jan. 9. Board and commission appointments and re-appointments were approved. They are still seeking members for the Compensation and Condemnation Board, and are in need of two owner/operators of agricultural land. For more information, contact the county auditor’s office. A public hearing was held on a request for Terry Price of rural Rowley who wishes to rezone approximately 4.78 acres from “R-3” Residential and “C-M” Commercial - Manufacturing to “R-1” Residential and “I” Industrial to allow two dwellings to be located on two acres and the 2.78 acre balance to be used for the area salvage yard expansion. Globally, 2014 was the hottest in more than 120 years according to the Japan Meteorological Agency. This finding is in agreement with a mid-December prediction by the National Oceanic and Atmospheric Administration’s (NOAA), which released a Global Climate Report that stated January-November 2014 was the warmest in 135 years of record keeping. Although parts of North American remained relatively cool, five areas experienced significant heat: Australia, the Eastern Pacific Ocean, California, Northern Europe, and Siberia.

The Buchanan County Sheriff’s Office states that at approximately 9:20 PM Dec. 31, the Canadian National Railroad reported an individual was struck by a train between Lucas Avenue and Nathan Bethel Avenue, east of Independence. According to a preliminary investigation, an eastbound Canadian National train struck a male walking east along the tracks. The subject, identified as Chad Leonard King, 32, of Independence, was found with only minor injuries and was speaking to train crew members when emergency personnel arrived. King was transported to Buchanan County Health Center for treatment. This incident remains under investigation at this time. The Buchanan County Sheriff’s Office was assisted by the Winthrop Fire Department and Area Ambulance Service.
