Scarecrow”contest and Dr. Flage Memorial paired perfectly with Art Under the Oaks

A more beautiful day could not have been asked for to host the first annual “Design a Scarecrow” contest that the Buchanan County Master Gardeners held Sept. 26. Pairing up with the Art Under the Oaks event that was hosted on the grounds of the Independence Public Library/Lee Mansion, Buchanan County Master Gardeners invited community members and local groups to create scarecrows. The scarecrows were displayed in a fun competition, with the winner taking home $30 in Chamber Bucks from the Independence Chamber of Commerce. Garden visitors were invited to peruse the Lee Mansion gardens and choose their favorite of 15 scarecrows scattered throughout the gardens, casting 240 ballots. The winning scarecrow was entered by the Wapsi Warriors 4-H Club, which will receive the $30 Chamber Bucks prize to split among club members! People of all ages enjoyed the Art Under the Oaks vendors; glancing through the books available at the Independence Public Library Friends of the Library book sale; taking a tour through the historic Lee Mansion, and finally visiting the gorgeous gardens. Buchanan County Master Gardeners have donated hundreds upon hundreds of hours to the constant improvement, maintenance and care of the gardens. The gardens are a perfect location to enjoy your library book, have an afternoon stroll, to take senior pictures and are even sometimes used as a location for weddings! In addition to the “Design a Scarecrow” contest, Master Gardeners dedicated the arbor and benches to the late Dr. L. John Flage, a Buchanan County Master Gardener and physician from Independence. Flage built the arbor, the sundial garden and

improved many other garden areas while working towards his 40 hours of volunteerism after taking the Master Gardener Program in 2004. Former Buchanan County Master Gardener Association President Leanne Harrison told of all the volunteerism and commitment Dr. Flage had donated to beautify the Lee Mansion Gardens, which at that time were very different than they are today. Dr. Flage’s wife, Karen, and other family members were there for the bench dedication, where a plaque in his honor was mounted to the benches in the arbor. The Buchanan County Master Gardeners are very grateful for all the great work and beauty that Dr. L. John Flage donated to the Lee Mansion grounds while he was a Master Gardener. Free cancer screenings available for women Submitted by the Black Hawk County Health Department

The Black Hawk County Health Department wants women to know that lack of money or limited insurance coverage are no longer reasons to put off getting necessary cancer screenings. The Care for Yourself program at the Black Hawk County Health Department has immediate openings for women seeking their annual well woman exams and mammograms. Enrollments are being accepted through May 1, 2016, but spots are limited, so call soon! To qualify women must: • Be between the ages of 40-64; • Live in Black Hawk, Buchanan, Fayette, Tama or Grundy counties; • Have no insurance or have a high deductible/co-pay on their insurance; and • Meet income guidelines (a household of two can earn up to $39,325/net per year). For more information or to enroll in the program, women are encouraged to contact the Care for Yourself program at 319-292-2225. Women who live outside of these counties can call 1-800-369-2229 and they will be directed to the program serving their county. The Care for Yourself Breast and Cervical Cancer Early Detection Program (IA BCCEDP) services are part of a national program that helps reduce deaths from these two diseases. To reduce risk, women must have regular screening tests. Local staff can help schedule: clinical breast exams, mammograms, pelvic exams, and pap tests. If the tests received through the Care for Yourself BCCEDP indicate breast or cervical cancer, local staff will help patients find treatment.

Car vs. deer accidents on the rise Submitted by Buchanan County Sheriff’s Office

The Buchanan County Sheriff’s Office wants to remind motorists that the risk of motor vehicle versus deer accidents are greater during this time of year due to the fall harvest and deer rut. Use caution and be alert for deer during travels, especially from 6-9 PM, when the deer are most active. Drive at safe speeds and always use seatbelts. Remember, “Don’t Veer for Deer.â€? Swerving can cause motorists to lose control and travel off the road or into on-coming traffic. Other tips are: • Use high-beams as often as possible, especially in deer-active areas. • Be alert and look for the reflection of deer eyes and for deer silhouettes along the ditch or shoulder of the road. If anything looks slightly suspicious, slow down. • Look for deer crossing signs and slow down in areas known to have large deer populations or activity. This is especially encouraged in areas where roads divide agricultural fields from forest land and whenever in forested areas between dusk and dawn. • Motorcyclists: If possible, avoid night and low-light riding periods. If travel is necessary, a motorcycle operator’s best response when encountering a deer is to use both brakes for maximum braking. Keep eyes and head up to improve chances of keeping the bike upright. Riders are encouraged to wear full-face helmets and full protective gear to prevent injury or death in a crash. High visibility gear can assist other motorists in seeing motorcyclists better; whether it’s while making an evasive maneuver to avoid a deer or laying on the roadway after impacting a deer. It is important to keep in mind that deer do unpredictable things – they stop in the middle of the road when crossing; cross and quickly re-cross back; and move toward an approaching vehicle. Use the horn to urge deer to leave the road. Slow and come to a safe stop if the deer stays on the road; don’t try to go around it. If involved in an accident; safely move the vehicle to the side of the roadway and call 911 to report the accident as soon as possible.

Yard and Garden: Caring for evergreen trees during winter

Winter is just around the corner, and while evergreen trees are built to survive the cold weather, they still need care and preventive measures during the colder months of the year. What are the best suggestions? Here are some tips from Iowa State University Extension and Outreach horticulturists on how to help evergreens survive winter. Some of the needles on my white pines have turned yellow and begun dropping to the ground in the last few weeks. Are the trees dying? The loss of needles is probably due to seasonal needle drop. Deciduous trees, such as maple and linden, drop all of their leaves in fall. Though it largely goes unnoticed, evergreens also lose a portion of their foliage (needles) on a yearly basis. Seasonal needle drop on most evergreens occurs in fall. Needle loss is most noticeable on white pines. As much as one-half of the needles on white pines may drop in early fall. Seasonal needle loss is less noticeable on spruces, firs and other pines, as they retain a higher percentage of their needles. Seasonal needle drop is uniformly distributed throughout the inner part of the evergreen. The oldest needles are shed. The needles turn uniformly yellow or brown and drop to the ground. I planted several pine trees this spring. How long should I continue to water the trees? The roots of trees continue to grow until the ground freezes. If the weather is dry, continue to water the newly planted trees until the soil freezes in winter. How do I prevent rabbits from browsing on my small evergreens in winter? The most effective way to prevent rabbit damage to trees and shrubs in the home landscape is to place chicken wire fencing or hardware cloth around vulnerable plants. To adequately protect plants, the fencing material needs to be high enough that rabbits won’t be able to climb or reach over the fence after a heavy snow. In most cases, a fence that stands 24-36 inches tall should be sufficient. To prevent rabbits from crawling underneath the fencing, bury the bottom 2-3 inches below the ground or pin the fencing to the soil with u-shaped anchor pins. It’s best to have protective materials in place by early to mid-November. After a heavy snow, check protected plants to make sure rabbits aren’t able to reach or climb over the fencing. If necessary, remove some of the snow to keep rabbits from reaching the trees or shrubs.

It’s that time of year again. Every year at holiday time are you frustrated on what to buy that person that has everything? Well, how about a Barn Quilt of Buchanan County Gift Certificate. Fill out the application letting us know where you plan to hang the block and what size you would like. Upon approval a gift certificate will be provided for you to present to your loved one. The receiver will then be able to meet with a committee member to learn about the process and time line for the project. The receiver is able to pick the pattern and colors of their choice. The cost and sizes available are: 4'x4' block for $350 or an 8'x8' block for $450. Please limit the amount of colors to five. Governor’s tax proposal put on hold

This week, Iowans faced an unprecedented attempt to create a massive corporate tax cut when the Branstad Administration circumvented the traditional legislative process. In 2013, the Branstad Administration asked the Legislature to exempt machinery and equipment used in manufacturing from sales tax. While the idea has merit, we’d approved a $300 million business property tax cut that year. Passing an additional, on-going corporate tax cut would have been fiscally irresponsible at that time. The Governor is now trying to put this massive corporate tax cut in place by bypassing the Iowa House and Senate. This doesn’t sit well with many Iowans, especially after the Governor vetoed a bipartisan compromise to invest $56 million in our local schools, saying the state couldn’t afford it. Pushback from Iowans has prompted the Administration to delay the proposal until next summer, giving legislators time to more thoroughly vet it during the 2016 session. I stand with educators, parents and local leaders decrying this proposed rule change. They are rightfully appalled that our students and schools are once again being brushed aside in favor of big business. After all, who will fill the high-tech manufacturing jobs if our students don’t get the education and training they need to keep Iowa competitive in the global economy? The Governor should reconsider and drop plans for a costly tax cut that will continue to undermine our ability to educate our kids. Iowa Crop & Weather Report Warm, dry, and windy conditions allowed Iowa farmers to harvest nearly one-quarter of the State’s corn for grain during the week ending October 18, 2015, according to the USDA, National Agricultural Statistics Service. Statewide there were 6.9 days suitable for fieldwork, the most days suitable for fieldwork this season. Fieldwork activities for the week included harvesting corn for grain, harvesting soybeans, fall tilling, and spreading manure. Reported concerns for the week included field fires due to the dry, windy conditions, and stalk quality with a few reports of wind damage. Topsoil moisture levels rated 4 percent very short, 22 percent short, 70 percent adequate, and 4 percent surplus. Subsoil moisture levels rated 2 percent very short, 13 percent short, 80 percent adequate and 5 percent surplus. Virtually all of the corn crop was mature or beyond this week, one week ahead of last year, and 2 days ahead of the 5-year average. Fifty-two percent of the corn for grain has been harvested, nearly 2 weeks ahead of last year, and equal to the average. Moisture content of all corn being harvested was 17 percent, down 2 percentage points from the previous week. Ninety-seven percent of soybeans were dropping leaves or beyond, 2 days behind normal. Eightythree percent of the soybean crop has been harvested, 10 days ahead of last year, and 2 days ahead of average. Pasture condition rated 58 percent good to excellent. Workshops offer tips on high tunnel construction and operation for commercial food producers Submitted by Buchanan Co. ISU Extension

Workshops for commercial fruit and vegetable producers interested or having just built a high tunnel are scheduled for this fall. The workshop series supported by Iowa State University Extension and Outreach is designed by horticulture specialists and will be held on the following dates: • Beyond the Basics: High Tunnels – 9 AM-4 PM Wednesday, Nov. 5 at Heartland Acres Events Center, 2600 Swan Lake Boulevard, Independence. Prior attendance in the introductory class is recommended but not required. • Introduction to High Tunnels – 9 AM-4 PM Wednesday, Nov. 18 at Cherry Glen Learning Farm, 3989 NW 94th Avenue, Polk City. “High tunnels are an important tool in commercial fruit and vegetable production,” said Joseph Hannan, commercial horticulture specialist at Iowa State University Extension and Outreach. “Our beginning-level workshop provides the information needed to select, build and start growing produce in high tunnels. No prior experience is needed and we encourage any interested farmer to attend. Our workshop is intended for farmers who already have a high tunnel and are seeking additional production information,” Hannan said. According to Hannan, high tunnels are plastic-covered greenhouses used for fruit and vegetable production. Their unique design allows growers to extend the growing season for pro-

duce crops, giving farmers increased marketing opportunities for their commercial fruits and vegetables. He noted that high tunnels are frequently used by produce growers looking to expand production as well as traditional farmers seeking to diversify operations. Topics covered at the all-day workshops include site and high tunnel selection, construction, soil management, irrigation, pest management, bed design, cropping systems, environmental control, tools to help growers succeed, new crops to consider, and effects of plastic mulch color. A high tunnel will be on-site for demonstration and a manual and resource guide will be provided. The registration fee is $55/person or $90/couple or when two employees attend from the same farm for each workshop. The fee includes training materials, lunch and refreshments. Managing incontinence with physical therapy

Incontinence affects millions of people. It can be a difficult issue to discuss or deal with for many reasons, especially for those directly affected. Those affected may fear an accident and modify activities, or even choose to stay home more frequently. The condition of urinary incontinence is the involuntary loss of urine. This condition is frequently not reported due to embarrassment or the belief that it is normal after childbirth or with aging. However, behavioral techniques can significantly control and even cure some types of urinary incontinence. Pelvic pain syndromes can include SI joint pain and low back pain. Pelvic muscle dysfunctions can aggravate the pain and incontinence symptoms. Chronic urinary frequency, weak stream, and constipation can alter the motor patterns of the pelvic musculature. Behavioral modifications and therapy can assist in retraining these muscles. Physical therapy offers a non-invasive approach to manage these symptoms. Patients are educated on pelvic floor muscles, factors that lead to incontinence, and lifestyle changes that can be made to reduce symptoms. Patients will be given a home exercise program and may be treated with biofeedback. Biofeedback uses electrodes to sense the person’s muscle activity. The patient will be able to see how much the muscles are working with different actions and exercises. This tool also allows the therapist to see how the patient’s muscles are coordinating and their relative strength to each other. Patients can expect to be seen for treatment at a frequency of one timer per week for an average of 4-6 visits. Many factors such as length of time with symptoms and severity of those symptoms may change the expected duration of care. Patients will have rechecks with the therapist and have their activities modified based upon the results seen and reported. Similar programs have seen a significant difference in symptoms in 85% of patients within only 2 weeks of treatment!

Cost is $35 if registering on or before the deadline, $45 after (unless otherwise noted). • Mosquito/Public Health Pest Management CIC (categories 7D, 8, and 10) for commercial pesticide applicators Thursday, Oct. 29; register by Oct. 22. • Ornamental and Turfgrass Applicators CIC (categories 3O, 3T, 3OT, and 10) for commercial pesticide applicators Wednesday, Nov. 11; register by Nov. 4.

Quasqueton City Council City Council meeting was called to order on October 12th, 2015, 7pm by Mayor Chad Staton. Council members in attendance were; Ben Stanford, Shelia Payne, Jeff Nelson, Annette Mausser and Jeff Werling. Also present at council meeting was; John Evers, Fire Chief Brian Vanous, Attorney Jim Peters, Clerk Anita Arnold, Public Works Director Jay Sandberg and East Buchanan Students. Pledge of Allegiance was recited and roll call was taken. Unless otherwise stated all motions were unanimous. A motion was made by Stanford and second by Nelson to approve previous minutes. Monthly bills were reviewed, an additional bill for mowing was added to bills, and a motion was made by Jeff Nelson and second by Mausser to approve all bills. A motion was made by Payne and second by Stanford to approve Law Enforcement Report. A motion

was made by Stanford and second by Nelson to approve Resolution 15-14 (Garbage Waiver). Linn Street ditch project was tabled until next meeting. Under the Water Street project, the Mayor has learned that the City would be eligible for Farm to Market money, but has to apply prior to work being done. Campground land transfer has to go through legal documentation prior to approval. Council members discussed the sale of property at school house yard. No action was taken at this time. City council talked about having a new shop building so that all equipment could be placed inside, they are still looking into whether to setup building first prior to any concrete being poured or if any is really needed. At 7:15pm public hearing was open for comment on sidewalk being placed in city right of way. No comments were made and public hearing was closed at 7:16pm. A motion was made by Stanford and second by Nelson to approve Resolution 15-13 (Easement of Real Estate Property/Biggs). Council members discussed nui-

sances within the city that had not yet been taken care of. A motion was made by Mausser and second by Payne to have Attorney take appropriate measures to site individuals. City council members discussed the new LED light that had been exchanged at City Hall versus old light bulbs. A motion was made by Stanford and second by Nelson to start changing out all decorative lights. Council members discussed having Public Works paint yellow lines on sidewalk outside. Mayor advised council that two individuals in the city were willing to update or change out lights on Christmas decorations. Community Club might be able to help pay for new lights if needed. Local Garden Club would like to plant wild flowers on west side of river bank, a motion was made by Stanford, and second by Payne to allow them to do this. A new heater has been purchased for Fire Station. Fire Chief Vanous gave QES Report; a motion was made by Payne and second by Stanford for approval. Mayor gave treasurers report, and advised council that would probably

need to have amendment to budget for roadway improvements. Community Clubs’ Haunted House starts Friday. Mayor advised council members that there has been some vandalism at the ball park; citizens should contact Sheriffs’ Department if they see anything. Council discussed recommendations that have been received by ICAP for playground equipment, handicapped ramp at river and trimming dead branches at school and Ball Park. Public works will make necessary repairs. Council also talked about maybe setting ordinance for parking violations at campground, this will be discussed again in springtime prior to startup of camping season and after fence line has been moved. Students asked council questions. A motion was made by Stanford and second by Payne to adjourn meeting at 7:55pm. October is Liver Awareness Month .... Blood donations help support transplant patients During Liver Awareness Month this October, the American Red Cross encourages communities to give blood and platelets to support liver transplant patients and others needing blood products. Liver transplants are the second most common type of transplant with more than 6,000 performed in the U.S. each year, according to the American Liver Foundation. Liver transplant patients may require in excess of 30 pints of blood during surgery. For blood donor Amy Slattery, the need for blood hits close to home. Her mother received a liver transplant and needed more than 70 blood products

during the surgery. “I donate to help others that needed blood like her,” said Slattery. “I donate in thanks to those who donate their blood products to help save lives.” Volunteer donors like Slattery are the only source of blood for those in need of transfusions during transplants and other surgeries. Donors with all blood types are needed, and especially those with types O negative, A negative, B negative and AB blood. To make an appointment to

Deputy Matt Cook had called to inform the Mayor that the window at the fire station had been broken and that they had entered the building. The Deputies had taken statements from all parties that knew what had happened. If restitution is made then the City of Rowley will not press charges. Council discussed the golf cart issue. Council is noticing there are golf carts with under age drivers on the carts, they are not following the rules as far as stopping at stop signs and going in front of cars. There should be a licensed driver in the golf cart at all times. If this continues, then the City will have to notify the parents and the police. CITY OF BRANDON REGULAR CITY COUNCIL MEETING MINUTES October 12, 2015 The City Council of Brandon, Iowa met in regular session on Monday, October 12, 2015 at City Hall. Mayor Guy Stacy called the meeting to order at 5:30 p.m. Council members present: Travis Cornwell, Joseph Redenbaugh, Patrick Aldrich and Kelly Thomas. Ron Boyer arrived at 5:45. Motion by Redenbaugh/Cornwell to open Public Hearing to inform citizens of the City’s intent to submit an application for Federal Assistance for improvements to the wastewater treatment system with the USDA Rural Development Community Facilities Grant/Loan Program. All ayes. Motion carried. Jim Holz and Joe Elsinger representing MSA Professional Services were in attendance to answer any questions about the Grant. No one

in attendance had any comments to make and no written correspondence was received prior to this date. Motion by Thomas/Aldrich to close Public Hearing. Motion Redenbaugh/Thomas to open Public Hearing on disposition of Real Estate and proposal for the sale of Lot 8, Block 1 to be considered. One written bid for this property was received. Motion by Redenbaugh/Cornwell to close Public Hearing. All ayes. Motion carried. Motion Boyer/Redenbaugh to accept bid from Robert and LaVon Bearbower. All ayes. Motion carried. Motion Redenbaugh/Cornwell to open Public Hearing on disposition of Real Estate and proposal for the sale of Lot 8, Block 8. One written bid for this property was received. Motion by Aldrich/Redenbaugh to close Public Hearing. All ayes. Motion carried. Motion Boyer/Aldrich to accept bid from Charles and Diana Lee. All ayes. Motion carried. Motion Cornwell/Thomas to approve Consent agenda. This included approval of agenda, the minutes of September 14th council

meeting, and payment of bills. All ayes. Motion carried The Buchanan County Sheriffs September record of performance in Brandon was reviewed by council members. Deputy Ben Ward was in attendance to answer inquiries. Motion Cornwell/Redenbaugh to approve Memorandum of Agreement for additional wastewater treatment system monitoring as required by the DNR. All ayes. Motion carried. A bid for seal coat project was received by Prairie Road Builders. After lengthy discussion by the mayor and council members, a motion was made by Boyer /Redenbaugh for the Mayor to speak with Prairie Road Builders and determine whether or not to proceed with this project this year or if it would be better to get on the top of list for next spring. All ayes. Motion carried. Vacant property at 606 Main Street was discussed. Clerk was instructed to contact attorney and have him proceed with whatever action he can to get it taken of. Mayor Stacy reported the pads have been poured for the generators. He also reported all of the new

play equipment has been installed at the City Park. Council person Cornwell will make sure the generators get hooked up and will be getting additional lighting at the Park installed. The Mayor announced trick or treating in Brandon will be from 6 to 8 pm on October 31st. Council person Thomas advised the Fire Department will be patrolling during trick or treat hours. Motion Boyer/Thomas for Clerk to attend Data-Tech User Group meeting on November 5th in LeMars and to get a room there for the night. All ayes. Motion carried. City of Brandon Preliminary Notice for Floodplains The USDA Rural Development Waverly Office has received an application for financial assistance from the City of Brandon, IA, Buchanan County. The proposal consists of removing sludge from the existing two-cell aerated lagoon Waste Water Treatment Facility (WWTF), installing new polypropylene liners in each cell, replacing the existing aeration system, installing a Submerged

Attached Growth Reactor (SAGR) for ammonia nitrogen treatment, and Installing UV disinfection. All proposed construction is anticipated to be located within the existing Brandon WWTF property boundaries. If implemented, the proposal will potentially impact the 100 year floodplain upon which the entire 4 acre site of the WWTF is located. The purpose of this notice is to

inform the public of this potential impact and request comments concerning the proposal. The 100 year floodplain elevation at the site will be precisely determined in the course of the design. All proposed improvements will be constructed above the 100 year floodplain or will be protected from the event of a 100 year flood by berms or a flood wall if necessary. The improvements will not be allowed to significantly

increase flood levels in the area. The recommended improvements at the existing WWTF site, has been determined to be the most cost effective to meet the effluent limits specified in the new NPDES wastewater permit. All actions taken will conform to applicable State or local floodplain protection standards. Other Agencies expected to be involved in this project at this time include, The

City of Brandon, Iowa Department of Natural Resources (Iowa DNR) and the Iowa State Revolving Fund (Iowa SRF). Harvest season commences

Iowa tourism growth

Iowa’s growth in tourism outpaces national average of last five years according to a recent Iowa Tourism Office report. Travel-generated expenditures have increased by an average of 5.94%, beating the five-year national average of 5.78%. Travelers spent $8.06 billion in Iowa and generated $374 million in state tax revenues in 2014, both all-time highs. The report also revealed that more than 66,500 Iowans owe their employment to the tourism industry, a 1.6% increase from 2013. Without jobs generated by domestic travel, Iowa’s 2014 unemployment rate of 4.4% would have been 8.3%. “Based on preliminary numbers we’re seeing for this year, we have every reason to believe our growth will continue,” said Shawna Lode, manager of the Iowa Economic Development Authority’s Iowa Tourism Office. The report estimates that in 2014, travelers spent $27.15 million in Buchanan County. This contributes to approximately 130 jobs within the county with an annual combined payroll of $2.53 million.
