*According to an NFPA survey, only one-third of Americans have both developed and practiced a home fire escape plan. *Almost three-quarters of Americans do have an escape plan; however, more than half never practiced it. *One-third (32%) of survey respondents who made an estimate thought they would have at least 6 minutes before a fire in their home would become life threatening. The time available is often less. Only 8% said their first thought on hearing a smoke alarm would be to get out!
Cooking
*U.S. Fire Departments responded to an estimated annual average of 156,600 cookingrelated fires between 2007-2011, resulting in 400 civilian deaths, 5,080 civilian injuries and $853 million in direct damage. *Two of every five home fires started in the kitchen. *Unattended cooking was a factor in one-third of reported home cooking fires. *Two-thirds of home cooking fires started with ignition of food or other cooking materials. *Ranges accounted for almost three of every five (57%) of home cooking fire incidents. Ovens accounted for 16%. *Children under five face a higher risk of non-fire burns associated with cooking and hot food and drinks than of being hurt in a cooking fire. *Microwave ovens are one of the leading home products associated with scald burns. According to the National Electronic Injury Surveillance System, two out of five of the microwave oven injuries seen at emergency rooms in 2012 were scald burns. *Clothing was the item first ignited in less than 1% of home cooking fires, but these incidents accounted for 15% of the cooking fire deaths. *Fifty-five percent of people injured in home fires involving cooking equipment were hurt while attempting to fight the fire themselves. *Failure to clean was a factor contributing to ignition in 17% of reported home fires involving ovens or rotisseries.
Candles
*During 2007-2011 candles caused 3% of home fires, 4% of home fire deaths, 7% of home fire injuries, and 6% of direct property damage from home fires. *On average, there are 29 home candle fires reported per day. *More than one-third of these fires (36%) started in the bedroom; however, the candle industry found that only 13% of candle users burn candles in the bedroom most often. *Nearly three in five candle fires start when things that can burn are too close to the candle. *Falling asleep was a factor in 11% of the home candle fires and 37% of the associated deaths.

*The leading factor contributing to heating equipment fires was failure to clean. This usually involved creosote build-up in chimneys. *Portable or fixed space heaters, including wood stoves, were involved in one-third (33%) of home heating fires and four out of five (81%) home heating deaths. *Just over half of home heating fire deaths resulted from fires caused by heating equipment too close to things that can burn, such as upholstered furniture, clothing, mattresses or bedding. *In most years, heating equipment is the second leading cause of home fires, fire deaths, and fire injuries.

Your family needs a plan
Fire safety tips for kids
1.) Don’t play with matches and lighters. If you see matches or a lighter where you can reach them, don’t touch them. Go tell a grown up right away. 2.) Ask your parents to install smoke detectors on every floor and in the sleeping areas of your home. Smoke detectors can save lives. Ask your parents to show you where each one is located. 3.) Remind your parents to test your smoke detectors every month. Make sure everyone in your family is familiar with its piercing sound. Teach them that this sound means danger, and they must escape quickly. 4.) When your parents change the time on your clocks for Daylight Savings, ask them to change your smoke alarm batteries. Give it fresh batteries and your smoke alarm will stay awake and watch for fire while you are sleeping. 5.) In case of fire: DON’T HIDE, GO OUTSIDE! Fires are scary, but you should NEVER hide in closets or under beds when there is a fire. 6.) To escape during a fire; Fall & Crawl. It is easier to breath in a fire if you stay low while getting out. Use the back of your hand to test if a door is hot before you open it. If it is hot, try to use another way out. 7.) If your clothes are on fire; Stop, Drop, and Roll until the fire is out. Shout for help, but don’t run. Running makes fire burn faster. 8.) Have an escape plan and practice it with your family. Find two ways out of every room in case one way is blocked by fire or smoke. Practice escaping by both routes to be sure windows are not stuck and screens can be taken out quickly. 9.) Choose a meeting place outside, such as a big tree or the end of the driveway, so you will know that everyone has gotten out safely. NEVER go back into a burning building for any reason. If someone is missing, tell the firefighters. They have the clothing and equipment to safely rescue people. 10.) Know your local emergency number. Put stickers and magnets with emergency numbers on your refridgerator and every telephone in the house. If there is a fire at your house, choose one family member to leave your meeting place and call the fire department from a neighbor’s phone.
Make sure all family members know what to do in the event of a fire. Draw a floor plan with at least two ways of escaping every room. Make a drawing for each floor. Dimensions do not need to be correct. Make sure the plan shows important details: stairs, hallways and windows that can be used as fire escape routes. Test windows and doors—do they open easy enough? Are they wide enough. Or tall enough? Choose a safe meeting place outside the house. Practice alerting other members. It is a good idea to keep a bell and flashlight in each bedroom. Conduct a family meeting and discuss the following topics: Always sleep with the bedroom doors closed. This will keep deadly heat and smoke out of bedrooms, giving you additional time to escape. Find a way for everyone to sound a family alarm. Yelling, pounding on walls, whistles, etc. Practice yelling "FIRE!" In a fire, time is critical. Don't waste time getting dressed, don't search for pets or valuables. Just get out! Roll out of bed. Stay low. One breath of smoke or gases may be enough to kill.

*Three out of five home fire deaths in 2007-2011 were caused by fires in homes with no smoke alarms or no working smoke alarms. *Working smoke alarms cut the risk of dying in reported home fires in half. *In fires considered large enough to activate the smoke alarm, hardwired alarms operated 93% of the time, while battery powered alarms operated only 79% of the time. *When smoke alarms fail to operate, it is usually because batteries are missing, disconnected, or dead. *An ionization smoke alarm is generally more responsive to flaming fires and a photoelectric smoke alarm is generally more responsive to smoldering fires. For the best protection, or where extra time is needed, to awaken or assist others, both types of alarms, or combination ionization and photoelectric alarms are recommended.

Commemorating a conflagration According to popular legend, the fire broke out after a cow - belonging to Mrs. Catherine O'Leary kicked over a lamp, setting first the barn, then the whole city on fire. Chances are you've heard some version of this story yourself; people have been blaming the Great Chicago Fire on the cow and Mrs. O'Leary, for more than 130 years. But recent research by Chicago historian Robert Cromie has helped to debunk this version of events. The 'Moo' myth Like any good story, the 'case of the cow' has some truth to it. The great fire almost certainly started near the barn where Mrs. O'Leary kept her five milking cows. But there is no proof that O'Leary was in the barn when the fire broke out - or that a jumpy cow sparked the blaze. Mrs. O'Leary herself swore that she'd been in bed early that night, and that the cows were also tucked in for the evening. But if a cow wasn't to blame for the huge fire, what was? Over the years, journalists and historians have offered plenty of theories. Some blamed the blaze on a couple of neighborhood boys who were near the barn sneaking cigarettes. Others believed that a neighbor of the O'Leary's may have started the fire. Some people have speculated that a fiery meteorite may have fallen to earth on Oct. 8, starting several fires that day - in Michigan and Wisconsin, as well as in Chicago. The biggest blaze that week While the Great Chicago Fire was the best-known blaze to start during this fiery two-day stretch, it wasn't the biggest. That distinction goes to the Peshtigo Fire, the most devastating forest fire in American history. The fire, which also occurred on Oct. 8, 1871, and roared through Northeast Wisconsin, burning down 16 towns, killing 1,152 people, and scorching 1.2 million acres before it ended. Historical accounts of the fire say that the blaze began when several railroad workers clearing land for tracks unintentionally started a brush fire. Before long, the fastmoving flames were whipping through the area 'like a tornado,' some survivors said. It was the small town of Peshtigo, Wisconsin that suffered the worst damage. Within an hour, the entire town had been destroyed.

SMOKE ALARMS ARE A KEY PART of a home fire escape plan. When there is a fire, smoke spreads fast. Working smoke alarms give you early warning so you can get outside quickly.

Ionization smoke alarms are quicker to warn about flaming fires. Photoelectric alarms are quicker to warn about smoldering fires. It is best to use both types of alarms in the home. KKK A smoke alarm should be on the ceiling or high on a wall. Keep smoke alarms away from the kitchen to reduce false alarms. They should be at least 10 feet (3 meters) from the stove.

Mostly dry conditions allowed Iowa farmers to harvest one-quarter of the Stateâ&#x20AC;&#x2122;s soybean crop during the week ending October 4, 2015, according the USDA, National Agricultural Statistics Service. Statewide there were 5.7 days suitable for fieldwork. Fieldwork activities for the week included cutting hay and harvesting soybeans and corn for grain. In some areas, farmers are waiting for their crops to dry down before harvesting. There were also reports of manure being spread. Topsoil moisture levels rated 0 percent very short, 6 percent short, 86 percent adequate, and 8 percent surplus. Subsoil moisture levels rated 1 percent very short, 6 percent short, 83 percent adequate and 10 percent surplus. Ninety percent of the corn crop was mature, 8 days ahead of last year, and 3 days ahead of the 5-year average. Thirteen
percent of the corn crop for grain has been harvested, 10 days ahead of last year, but 8 days behind average. Moisture content of all corn being harvested was at 21 percent, down 3 percentage points from the previous week. Corn condition rated 80 percent good to excellent. Ninety-seven percent of soybeans were turning color or beyond, while 86 percent of soybeans were dropping leaves, 2 days ahead of normal. Thirty-two percent of the soybean crop has been harvested, one week ahead of last year, but 1 day behind average. Soybean condition rated 77 percent good to excellent. The third cutting of alfalfa hay is 96 percent complete, 3 days ahead last year but 8 days behind the average. Pasture condition rated 65 percent good to excellent. Livestock conditions were described as excellent, with scattered reports of calves being weaned.

Operation Threshold to begin taking limited applications for energy assistance Operation Threshold began taking limited applications for the Low-Income Home Energy Assistance Program (LIHEAP) on Oct. 1. The income eligibility limits for the program increased to 175% of the federal poverty level this year, allowing more households to qualify for the program. Please note, at this time only households with individuals age 60 or older, or are disabled, or have a written disconnection notice, or are currently disconnected from their heating or electricity provider, can apply at this time. All other households may apply beginning Nov. 2. Each applicant will need to provide proof of social security number for all household members (unless proof is already on file with Operation Threshold). Applicants will also need to bring proof of all household membersâ&#x20AC;&#x2122; gross income for the past three months and copies of their most recent heating and electric bills. The program is funded by the Department of Health and Human Services through the Iowa Department of Human Rights/DCAA, and has been established to help qualifying lowincome Iowa homeowners and renters pay for a portion of their primary heating costs. The assistance is based on household income, household size, type of fuel, and other factors.

Art Under The Oaks was held Sept. 26 in front of the Historic Lee Mansion in Independence. The Juried Show featured artists from Iowa and surrounding states. Visitors could browse artist works created using many mediums. There were drawings, wood turnings, pastels, acrylics, oils, wood carvings/ paintings/fabric baskets, metal sculptures, fabrics, wood sculptures, wire and weaving handmade jewelry, spinning wool and many other art forms. Independence City Council met Monday night in regular session. Mayor Davis presided; City Manager Al Roder and Council member Robert Hill were both absent. The meeting began with public comments. Resident Debra Hanna asked if the audit report had been made available and was again told the official audit had not yet been returned. Hanna then asked for clarification as to how the tax rate has increased so much; whether it was missing money, an accounting error or other. Mayor Davis explained how there had been an error on a worksheet used in the budgeting process and Council person Mike Lenius urged Hanna to meet with the city manager for a full explanation.
