When to cut back plants

Iowa State University Extension and Outreach horticulturists offer tips on cutting back perennials, ornamental grasses, asparagus and rhubarb. When should perennials be cut back? Most perennials, such as peonies, daylilies and hostas, can be cut back in November after a hard freeze has destroyed the above ground growth. If fall cleanup isn’t possible, remove the dead debris in early spring. When should ornamental grasses be cut back? Many ornamental grasses provide color, sound and movement to the winter landscape. Because of these winter features, cut back ornamental grasses in April in Iowa. Cut back the grasses to within 3-4 inches of the ground with hand shears, lopping shears or hedge trimmers. When should asparagus be cut back? Asparagus foliage can be cut back to the ground after it is destroyed by cold temperatures in fall. However, it’s best to allow the dead foliage to stand over winter. The dead debris will catch and hold snow. Snow cover helps protect the asparagus crowns from cold winter temperatures. Asparagus foliage allowed to remain in the garden over winter should be removed in late March or early April before spears begin to emerge. When can rhubarb plants be cut back? Don’t cut back the rhubarb until foliage and stalks are destroyed by a hard freeze. To produce a good crop next spring, rhubarb must manufacture and store adequate levels of food in roots. The foliage continues to manufacture food as long as it’s healthy. Once destroyed, the foliage and stalks can be removed.

Reader Rita Knutson of Rowley sent in this picture of an eagle’s nest that she saw in September near Guttenberg. According to the National Eagle Center, the average bald eagle nest is 4-5 feet across and 2-4 feet deep. Male and female eagles build them together out of sticks, which can take 1-3 months for the initial nest. Each year they will add 1-2 feet of new material. Nests are lined with grass, corn stalks, and other material, and filled with soft materials such as moss and downy feathers. Bald eagles prefer to build in the tallest living tree with accessible branches, preferably close to water. If the eagle pair successfully raises young at the nest, they are likely to return to it each year. The largest bald eagle nest on record was located in St. Petersburg FL. It was 9.5 feet in diameter, 20 feet deep and weighed almost 20 tons.

Buchanan County Board of Supervisors October 26, 2015 The Buchanan County Board of Supervisors met in regular session at 9:00 a.m. on Monday, October 26, 2015 with Gary Gissel, Chairman in the Chair and Ellen Gaffney present. Don Shonka, absent. The Pledge of Allegiance was recited. Motion by Gaffney second by Gissel to approve the minutes of the October 19th meeting. All in favor, motion carried. Motion by Gaffney second by Gissel to approve the employee reimbursement claims filed with the County Auditor for payment in the amount of $776.41. All in favor, motion carried. EMA Director, Rick Wulfekuhle presented his monthly report. Wulfekuhle reported the organizational meetings are completed for the mitigation grant. Another fire drill was completed this month. Winterization of equipment at the annex is underway. Wulfekuhle reported full state approval was received on the Emergency Support Function plans. The DAEC walk thru was September 29th at MHI. The countywide burn ban is in effect. After discussion, motion by Gaffney second by Gissel to accept the report. All in favor, motion carried. At 9:30 a.m. the Board proceeded to open the bids received for the snow removal as follows: Henderson Exterior Services, LLC, Independence – Courthouse $6,593.75; Public Health/Human Services $3,320.00; Senior Citizen Center, $2,700.00 and G & L Lawn Rangers, LLC – Courthouse $5,399.00; Public Health/Human Services $2,989.00; Senior Citizen Center $2,299.00. After discussion, motion by Gaffney second by Gissel to accept all three bids from G & L Lawn Rangers, LLC. All in favor, motion carried. At 9:45 a.m. the Board proceeded to open the bid received for the door replacement project at the DHS office as follows: Porter & Porter Construction, LLC, Independence $3,250.00. After discussion, motion by Gaffney second by Gissel to accept the bid from Porter & Porter Construction, LLC. All in favor, motion carried.

Follow the Center for Disease Control and Prevention’s (CDC) tips for hand washing. •Wet your hands with clean, running water and apply soap. •Rub your hands together to create a lather. •Don’t forget to scrub the backs of your hands, under your fingernails, and between your fingers.

•Rub your hands together for at least 20 seconds. •Rinse your hands well under running water. •Dry your hands using a clean towel or allow them to air dry. Although washing your hands with soap and water is the best way to reduce germs, you may use an alcohol-based hand sanitizer if soap and water are not available. However, do not get in the habit of relying solely on hand sanitizers for hand hygiene since sanitizers do not eliminate all types of germs.

Winter hardy cover crops include cereal rye, winter wheat, triticale, among others. An extension was given to farmers last year, too, following a late harvest. “Late seeded winter hardy cover crops provided adequate spring growth for erosion control last year when allowed to grow to at least eight inches tall before termination,â€? said Stewart. Guidance from Iowa State University conďŹ rmed cover crops planted through the Nov. 15 deadline still have the potential to provide a substantial reduction in nutrient losses and soil erosion. The following applies to cover crops planted in the extension period (Oct. 16-Nov. 15): • Cover crops will be seeded as soon as possible after harvest of the principal crop. • The cover crop to be seeded must be winter hardy (i.e. cereal rye, winter wheat, triticale). • The cover crop will be no-till drilled in crop residue. • Allow cover crop to add growth as long as possible in the spring prior to termination to maximize beneďŹ ts. (Must be allowed to grow until at least 8-inches for those participating in federal programs.) • The extension does not apply for all federal programs. Contact a NRCS ofďŹ ce regarding questions. Farmers approved for cost-share assistance who are still unable to plant cover crops should contact their local Soil and Water Conservation District ofďŹ ce.

Tips to save energy and money this heating season

Here are some no- or low-cost tips on how to winterize homes and save on utility bills. 1. Get a free home check: Take advantage of local utilities’ free energy assessment programs, which evaluate where a home uses the most energy and how to reduce waste – things like adding insulation, sealing windows and doors, changing to LED lightbulbs, using a low-flow shower head, upgrading heating and cooling system, and more. 2. Roll it out: Make sure home has adequate insulation. This includes the attic, exterior walls, floors, basement and crawl spaces. In unheated areas, be sure to insulate around furnace ducts or boiler pipes. 3. Service the furnace: A home heating system needs routine maintenance to run properly and efficiently. A yearly tune-up by a licensed contractor can ensure that a heating system is running efficiently and safely. By maintaining equipment, problems and costly repairs can be prevented. 4. Change furnace filters: Fall is a great time to change furnace filter since a dirty filter makes the system work harder and use more energy than necessary. At a minimum, change a filter every three months. However, it may need replaced more during heavy use months, such as winter. If the filter is dirty, change it. 5. Set it smart: Keep thermostat at 68 degrees or lower in winter to save energy and money. Hunters encouraged to focus on tree stand safety

• Always use a haul line to pull up gear and unloaded firearm or bow to tree stand once desired hunting height has been reached. Never climb with anything in your hands or on your back. If you start thinking about how high you are, don’t go any higher.

Select a live straight tree that fits within the size limits recommended in the tree stand’s instructions. Do not climb or place a tree stand against a leaning tree. • Never leave a tree stand installed for more than two weeks since damage could result from changing weather conditions and/or from other factors not obvious with a visual inspection.

Tree stand accidents can happen to deer hunters of all skill levels and result in serious injury or death. In Iowa last year, four hunters fell from tree stands, all resulting in personal injury. Since this is traditionally a busy time for deer hunters who are preparing for the upcoming hunting season, the Iowa DNR is offering the following safety tips: • Always wear a safety harness, also known as a fall arrest system (FAS), when in a tree stand, as well as when climbing into or out of a tree stand. • A safety strap should be attached to the tree to prevent falling more than 12 inches. • Always inspect the safety harness for signs of wear or damage before each use. • Follow all manufactures’ instructions for use of a safety harness and stand. • Follow the three point rule of tree stand safety. Always have three points of contact to the steps or ladder before moving. This could be two arms and one leg holding and stepping on the ladder or one arm and two legs in contact with the ladder before moving. Be cautious that rain, frost, ice, or snow can cause steps to become extremely slippery. Check the security of the step before placing any John Evers Agency weight on it. Harvest and fieldwork activities were dampened due to rain during the week ending November 1, 2015, according to the USDA, National Agricultural Statistics Service. Farmers used the 4.2 days suitable for fieldwork to harvest corn for grain, harvest soybeans, work on fall tillage, install and repair tile and terraces, and apply dry fertilizer. Other activities included baling corn stalks, as well as manure hauling and spreading. Topsoil moisture levels rated 1 percent very short, 13 percent short, 79 percent adequate, and 7 percent surplus. Subsoil moisture levels rated 2 percent very short, 12 percent short, 81 percent adequate and 5 percent surplus. Eighty-five percent of the corn crop for grain has been

harvested, 10 days ahead of last year, and 2 days ahead of the 5-year average. Ninety-six percent of the soybean crop has been harvested, 8 days ahead of last year, but equal to normal. Although farmers in southwest and south central Iowa were able to harvest 10 percent of their soybean crop during the week, those were the only areas of the State where over 10 percent of the soybean crop remains to be harvested. Grain movement from farm to elevator was rated 57 percent moderate to heavy. Off-farm grain storage availability was rated 78 percent adequate to surplus. On-farm grain storage availability was rated 69 percent adequate to surplus. Hay and roughage supplies were rated 97 percent adequate to surplus. Livestock conditions were described as excellent, with reports of cattle being turned out to graze corn stalks.
